This document constitutes the 2024 annual report of the Public Service Commission of Maryland regarding the EmPOWER Maryland Energy Efficiency Act. This Report is submitted in compliance with §7-211 of the Public Utilities Article (PUA).

On May 8, 2023, the Maryland General Assembly enacted House Bill (HB) 910, amending §7-216 and promulgating §7-216.1 of the Public Utilities Article (PUA) of the Annotated Code of Maryland. Those changes directed the Public Service Commission (Commission) to establish a Maryland Energy Storage Program (MESP) that provides a competitive energy storage procurement program, with annual deployment targets for energy storage devices in Maryland.

This document constitutes the 2023 annual report of the Maryland Public Service Commission regarding the EmPOWER Maryland Energy Efficiency Act. This report is submitted in compliance with §7-211 of the Public Utilities Article, Annotated Code of Maryland (“PUA”).

In 2017, the Maryland General Assembly enacted Senate Bill 184/House Bill 514 which updated the electricity savings goals for the EmPOWER Maryland Program and extended the Program through 2023.

On June 25, 2019, Governor Hogan issued Executive Order 01.01.2019.08, Energy Savings Goals for State Government, which created a new energy savings initiative and goal for State-owned buildings. The “Maryland Leads by Example” initiative, to be developed and managed by the Department of General Services (DGS) and the Maryland Energy Administration (MEA), has a goal to reduce the energy consumption of State-owned buildings 10% by the year 2029, compared to a fiscal year 2018 baseline.

Retail energy suppliers sell directly to customers, using the local utility’s distribution system to deliver electricity or natural gas. Your local utility will still deliver your electricity or gas and will send you a bill with the charges for both the delivery service and the energy supply.

Maryland law allows you to decide whether to purchase electricity and natural gas supply for your home from your utility or a licensed retail electricity and natural gas supplier.

Maryland residential utility customers have a choice in the competitive market when it comes to their energy supply. As an alternative to your utility company, you can choose to buy electricity or natural gas for your home from a retail energy supplier.

The Maryland Energy Administration (MEA) Clean Fuels Technical Assistance (CFTA) Program has provided this fleet advisory service for the City of Cumberland, through a partnership with ICF, and support from Maryland Clean Cities.

Once you decide what is most important to you (for example: price, contract duration, fixed term or month-to-month, fixed price or variable price, renewable energy, supplier commitment, etc.) you can choose the retail energy supplier that has the offer that meets your needs.

The State Fiscal Year 2021 (FY21) Clean Fuels Technical Assistance (CFTA) Program is a new pilot, test-of-concept program which aims to provide eligible local government and municipal fleets with technical assistance as they consider alternative transportation fuel options. This program is complementary to the Maryland Energy Administration’s FY21 Clean Fuels Incentive Program .

In response to the 2021 Joint Chairmen’s Report on the Fiscal 2022 State Operating Budget (HB 588) and the State Capital Budget (HB 590) (maryland.gov) and Related Recommendations, enclosed is the Public Service Commission’s Report.

In response to the Joint Chairman’s Report – April 2021, the Commission conducted a 50‐state survey of existing energy deregulation policies and associated consumer protections. This report will outline which states currently offer residential1 retail energy offerings for electric and/or natural gas service. Next, it will provide a series of observations about existing consumer protections. Finally, it will provide a brief overview of developing issues in retail energy and consumer protection in other States.

Maryland has a road network with 32,269 miles of federal,​ ​state, county, and municipal roads. State routes make up about 5,164 mainline miles maintained by the Maryland Department of Transportation (MDOT).​​ The investment to build, operate, and maintain road networks are quite significant. In 2018, an estimated $1.9 billion was spent on the construction, maintenance, and servicing of highways in Maryland.​

On May 8, 2018, the Governor signed into law H.B. 1491, which required that the Maryland Public Service Commission C'Conunission") report the results of a study to assess the feasibility of transitioning master meters installed and used tor gas and electric to energy allocation systems or submeters in apartment buildings or complexes, condominiwns, and housing cooperatives. The law required the results of this study be reported to the General Assembly by January 15, 2019, in accordance with § 2-1246 of the State Govemment Atticle, Annotated Code of Maryland. To perform this study, the Commission retained an expert consulting firm on submetering conversions, DNV GL Energy lnsights. The study results that arc responsive to H.B. 1491's requirements are described below.
