Voucher system of education implies the use of vouchers as instruments of financing public and private education. Unlike the traditional ways of financing education, the voucher system creates the assumptions for increasing the freedom of choice regarding educational programs within different levels of education. Paper will use scientific methods of systematization and analysis of existing literature regarding school vouchers, in order to give a critical review of the influence of vouchers on increasing the competitiveness of education. The paper will also present the results of the research of student and parental attitudes about towards voucherization of education. Research sample includes respondents from Bosnia and Herzegovina, Republic of Croatia and Republic of Serbia. Along with the conclusion, the paper also offers some recommendations regarding the use of vouchers for the improvement of local education systems.

The common school philosophy of the nineteenth century in the United States is revisited from the contemporary perspective. Is the basic ethos of the philosophy of Horace Mann and others still relevant today? This question is examined and applied to the conservative advocacy of free markets, individual freedom, and school choice in order to assess the extent to which the delivery of government-supported education is done in a way that upholds the values of the past while simultaneously addressing paramount issues related to social equity, diversity, and social cohesion today.

An approach to state funding of universities that has attracted some attention in the literature is the funding of universities indirectly though state-funded student vouchers; vouchers would replace, or complement, direct budgetary allocations to individual universities. Proponents of this form of demand-side funding for higher education see it as a means of incorporating market mechanisms into public subsidies for universities; a central motivation is to promote both student choice and university competition, which, in turn, is expected to stimulate efficiency and quality of the university system as a whole. It is unclear how well such a system would perform because its adoption in practice has been rare and only minimal analyses of the few existing schemes have been executed. A voucher system for universities was introduced in the Republic of Georgia two decades ago. Exceptionally, a comprehensive administrative database, containing individual information on all students enrolled in the higher education system, was available. This has formed the basis for the review of the detailed working of this voucher scheme, and the lessons to be learned from it, which constitutes the focus of the paper. [ABSTRACT FROM AUTHOR]

Purpose – to evaluate the effectiveness of education financing from different sources and different methods. This article aims to evaluate the effectiveness of higher education financing by different methods in Kazakhstan. Such methods as grants allocated through Commission by the results of United National Test, Voucher system and Educational Loans. The education concept is widely used in the labor economics and these issues are considered by human capital and economic development. In recent decade more and more Kazakhstani enrollees strive to go to the foreign universities, because the local Universities and colleges have the low quality and conditions. Most employers do not even consider the graduates of local universities unless exceptional skills. However, those high-school graduates that get grants and scholarships and those who enter on a paid basis should receive the competitive education for further employment. Methodology – based on neoclassical growth theory, uses deductive approach through conducting semistructured interview. There were considered many official reports by World Bank, OECD countries and Reports of Ministry of Education and Science (MOES) of The Republic of Kazakhstan. On the basis of “Constructing Knowledge Societies: New Challenges for Tertiary Education” Report that summarizes that tertiary education as an “important in building capacity and reducing poverty”. Their studies have a great influence on the attractiveness of foreign investments into developing countries.First of all, people should understand that tertiary education also includes training courses for teachers, doctors, engineers, scientists and others. The Report of World Bank also highlights that a huge part in Tertiary education system plays colleges, community colleges, research laboratories, distance learning centers and all of them that has a relation to the development and prosperity of individuals and as a consequence the developments of the country. Abstract: We compare a uniform voucher regime against the status quo mix of public and private education, focusing on the distribution of welfare gains and losses across households by income. We argue that the topping-up option available under uniform vouchers is not sufficiently valuable for the poorer households, so the voucher regime is defeated at the polls. Our result is robust to partial voter turnout and efficiency differences between public and private schools, but depends critically on the opting-out feature in the current system. This paper evaluates the impact of the education vouchers scheme in low-income urban areas of Lahore, Pakistan. The research suggests that if poor children from illiterate families are supported to get good quality education, their performance is comparable with students from richer and educated backgrounds. This paper sets forth some Post Keynesian policy proposals concerning education. It first reviews U.S. education problems and the neoclassical solution to them, which relies on increasing competition and consumer choice. The paper then reviews the empirical literature on these topics, and concludes by setting forth a Post Keynesian approach to the U.S. education problems that is supported by these empirical findings. This approach would focus more on providing sufficient income to children of low-income households as well as additional educational spending. Der vorliegende Beitrag untersucht die Situation von Einrichtungen der beruflichen Weiterbildung in Deutschland, die stark vom Geschäft der Arbeitsmarktdienstleistungen abhängig sind. Er beschreibt anhand des „Gutschein- und Ausschreibungsgeschäfts“ die Steuerungslogik arbeitsmarktorientierter Erwachsenenbildung und untersucht, wie Einrichtungen und die pädagogisch Beschäftigten mit diesen Herausforderungen umgehen und welche Innovations- und Professionalisierungsstrategien sie dazu entwickelt haben. Denn bei jeder Ausschreibung gilt es von neuem abzuwägen: Wie weit kann ich als Anbieter mit dem Preis nach unten gehen? Wie kann ich gute MitarbeiterInnen halten? Wie können wir Einrichtung und Personal so weiterentwickeln, um einerseits auf dem Markt zu bestehen und andererseits die pädagogische Arbeit professionell und innovativ zu gestalten? Um ihre Analyse zu illustrieren, gewährt die Autorin einen Einblick in die Sicht betroffener Einrichtungen der beruflichen Weiterbildung. Ihre Schlussfolgerungen sind ernüchternd: Preisdruck führt zu Innovationsblockade und Planungsunsicherheit, Marktlogik befördert Deprofessionalisierung und Isomorphismus. (DIPF/Orig.), This article investigates the situation of institutions providing professional development in Germany that are heavily dependent on business from labour market services. Using the example of the „voucher and tender business“, it describes the control logic of labour market-oriented adult education and investigates how institutions and those employed in education handle these challenges and what innovation and professionalization strategies they have developed to do so. For each tender, it is necessary to reconsider: How much more can I lower my price as a provider? How can I retain good employees? How can we continue to develop our institution and staff in order to survive on the market as well as to organize educational work professionally and innovatively? To illustrate her analysis, the author provides a glimpse into the perspective of institutions that provide professional development. Her conclusions are sobering: The pressure to lower prices results in blocked innovation and uncertainty in planning; market logic promotes deprofessionalization and isomorphism. The conclusion provides a critical outlook of how the basic conditions must change in order to improve the employment and professionalization conditions of professional development providers in this field. The article analyses the (third) Coleman Report on private and public schools. The report scrutinises the relationship between private and public schools and shows that private school students show better academic achievement. Coleman concluded that these findings provided a strong argument in favour of public financial support for private schools. However,he identified a number of school characteristics that he believed to be related to student achievement. According to his analysis, these characteristics were not limited to privateschools; public schools exhibiting the same characteristics also had good results. Coleman interpreted the available data in favour of financial aid to private schools, although this was not the only possible interpretation. An alternative conclusion would have been to encourage these characteristics in public schools. Why did Coleman disregard this possibility? Why did he deviate from his usual scientific rigour? The present article suggests that there appear to be two reasons for the narrow interpretation of the relationship between public and private schools in Coleman’s third report. The first lies in Coleman’s notion of contemporary society as a constructed system in which every individual actor holds a place in the structure and requires incentives in order to act to the benefit of society. In the case of education, the goal of the institution is to ensure the high cognitive achievement of students, and the incentive is related to choice and competition. The second reason is related to Coleman’s vision of sociology as a discipline aiding the construction of an effective society.

Advocates argue that voucher programs can correct the incentive problems of education systems in developing economies. An accountability perspective, based on a principal-agent framework, was developed to clarify the arguments for and against education vouchers. An assessment of findings on voucher programs in industrial countries and a review of voucher or quasi-voucher experiences in Bangladesh, Chile, Colombia, Côte d'Ivoire, and the Czech Republic support the usefulness of the analytic framework. The assessment concludes that the policy relevance of voucher programs for developing economies remains uncertain. Major voucher initiatives have been attempted only in countries with a well-developed institutional infrastructure. Some studies find favorable benefits for at least some population groups, but others find limited effects and evidence of increasing social stratification in schools. Whether vouchers lead to better outcomes or greater stratification appears related to specific contexts, institutional variables, and program designs.

CEPS Journal 4 (2014) 4, S. 143-161, Against the background of a European-wide strategy of governance aimed at improving support for parents and families, the following report details the conceptualization and evaluation of a federal state program4 in Baden-Württemberg (Germany) which was launched in 2008 to encourage family and parent education. Two program components, a voucher system for parents with a new-born child and an element that emphasizes educational offers for families with special needs in particular living situations, were started to increase requests for educational courses. The aim was to establish and deepen cooperation between different public and private professional services that are in contact with parents and their children. This study uses survey data to investigate attitudes among Swiss voters to different models offering more freedom of choice in the educational system. The findings indicate clear opposition to the use of taxpayer money to fund private schools, while free choice between public schools seems to appeal to a majority. The analyses show that the approval-opposition heterogeneity is mainly based on an explicable, rational calculation of personal utility. Approval rates are much higher among groups or individuals who see a personal advantage in more school choice, such as parents of school-age children, urban/metropolitan area residents and those on a low income. In contrast, residents of small to medium-sized centers of population, high-income groups, and individuals with a teaching qualification oppose more school choice. The analyses also indicate differences between the country's language regions, attributable to intercultural differences in what people consider the state's role to be.

Aarau : SKBF 2011, 22 S. - (SKBF Staff Paper; 3), Diese Untersuchung prüft anhand von Befragungsdaten die Einstellung der Schweizer Wahlbevölkerung zu verschiedenen Formen freier Schulwahl. Die Befunde zeigen, dass eine Finanzierung der privaten Schulen mit öffentlichen Geldern klar abgelehnt wird, während eine freie Schulwahl zwischen öffentlichen Schulen mehrheitsfähig sein dürfte. Die Analysen zeigen, dass die Heterogenität der Befürwortung oder Ablehnung mehrheitlich einem erklärbaren rationalen Nutzenkalkül folgt. Personen(-gruppen), die sich eher einen Vorteil durch mehr Schulwahl versprechen, wie Eltern mit schulpflichtigen Kindern, in Städten oder Grossagglomerationen lebende Personen sowie solche mit tiefem Einkommen, haben signifikant höhere Zustimmungsraten. Personen aus kleinen/mittleren Gemeinden, mit hohem Einkommen oder mit einer Lehrerausbildung sind dagegen ablehnend. Die Befunde zahlreicher Forschungsarbeiten zur Wirksamkeit dieses Steuerungsinstruments werden in einem Diskussionsfeld kontextualisiert, ihre Konjunkturen und Veränderungen nachgezeichnet. Es entsteht dabei das Bild einer "Bildungsöffentlichkeit", die sich stark an den Diskursgrenzen orientiert, die von dieser empirischen Bildungsforschung gezogen werden. Diese Machtposition von Experten wird als Teil einer neuen Ära der Regierung von Bildungssystemen verstanden, in der selektive Praktiken der Beweisführung in der Forschung das Bild einer eindeutigen Beweislage suggerieren. Diese simulierte Eindeutigkeit wird als privilegierte Form des Machtzuwachses von Expertenzirkeln gedeutet. (DIPF/Orig.), In view of recommendations by prominent experts in favor of new control instruments, the article discusses the interlinking of educational reform and empirical educational research in the case of the effects of the extensive introduction of educational vouchers during the educational reforms of the 1980s in Chile. The results of numerous research studies on the effectiveness of these control instruments are contextualized and discussed, their conjunctures and changes are outlined. What emerges is the picture of an "educational public" which orientates itself strongly by the discourse boundaries drawn by this empirical educational research. This position of power held by the experts is considered part of a new era of the governing of educational systems in which selective practise of reasoning in research suggest the picture of a definite body of evidence. This simulated unambiguity is interpreted as the privileged form of an increase in power of these circles of experts. (DIPF/Orig.)

Zeitschrift für Pädagogik 55 (2009) 5, S. 701-715, Das Privatschulwesen in den USA entwickelte sich auf Betreiben der katholischen Minderheit parallel zum strikt konfessionslosen öffentlichen Schulsystem. Seit Mitte des 20. Jahrhunderts kommt es vermehrt zu Privatschulgründungen anderer, insbesondere fundamental-christlicher Religionsgemeinschaften. Gleichzeitig geht die Schülerzahl an katholischen Privatschulen kontinuierlich zurück, sodass der Gesamtanteil an Privatschülern stabil bei ca. 10% liegt. Der Zugang zur Privatschule ist durch die erheblichen Schulgeldzahlungen sozial selektiv und bietet für weite Kreise der Bevölkerung keine realistische Bildungsalternative zum staatlichen Schulwesen. Jüngere Entwicklungen lassen jedoch erkennen, dass sich die traditionell scharfe Trennung zwischen öffentlichem und privatem Schulsektor in den vergangenen 20 Jahren zu lockern beginnt. (DIPF/Orig.), The private school system in the United States developed at the instigation of the Catholic minority, parallel to the strictly nondenominational public school system. Since the middle of the 20th century, there has been an increase in the number of private schools founded by other, especially fundamental Christian, religious communities. Simultaneously, the number of students attending Catholic private schools is continuously decreasing, so that the total percentage of private school students has remained stable at about 10%. Access to private schools is socially selective due to the considerable school fees and thus, for wide sections of the population, they hardly constitute a realistic alternative to the public school system. Recent developments, however, suggest that, during the past two decades, the traditionally sharp division between public and private school sector has started to loosen up. (DIPF/Orig.)

Magazin erwachsenenbildung.at (2007) 2, 22 S., Der Artikel beschreibt die österreichische Förderlandschaft hinsichtlich der von der öffentlichen Hand und den Sozialpartnern bereitgestellten Instrumente zur Unterstützung individueller Weiterbildungsaktivitäten. Dies sind insbesondere das mit der Bildungskarenz verbundene Weiterbildungsgeld, die Bildungsgutscheine der Arbeiterkammern, die Bildungskonten und -schecks der Bundesländer sowie die steuerliche Absetzbarkeit von Bildungskosten. Das Bildungssparen und die Bildungsdarlehen der Bausparkassen, das Selbsterhalterstipendium und das Studienabschluss-Stipendium, der Bildungsfreibetrag und die Bildungsprämie (das sind steuerliche Anreize für Unternehmen, in die Weiterbildung ihrer MitarbeiterInnen zu investieren) sind weitere Angebote, auf die in diesem Beitrag kurz eingegangen wird. Die Konzeptionen der jeweiligen Instrumente werden aber nicht nur vorgestellt, sondern es werden auch Ansätze zur Abschätzung ihres jeweiligen Impacts versucht. Um die Weiterentwicklung der Instrumente zu sichern und voranzutreiben, werden abschließend Evaluierungen bezüglich des Zugangs, insbesondere aber hinsichtlich der Wirksamkeit der einzelnen Förderkonzepte empfohlen. Der Autor konstatiert, dass Deutschlands Hochschulen seit langem erheblich unterdimensioniert und unterfinanziert sind. Indem er die Ausgangslage beschreibt, zählt er Problemdimensionen auf, für die jedes Reformkonzept zur Hochschulfinanzierung Antworten finden muss. Es schließt sich eine Defizitanalyse an. Auf der Suche nach Alternativen werden Vergleiche zwischen Deutschland, der Schweiz und den USA angestellt. Die Kombination folgender zentraler Maßnahmen wird als sinnvoll angeboten und diskutiert: Hochschullastenausgleich zwischen den Bundesländern, die Möglichkeit der Kombination von Bildungsgutscheinen, der Bund als virtuelles Bundesland für Bildungsausländer sowie die Einführung einer Akademikerabgabe. This Paper proposes a theoretical framework that combines the role of education as a cultural melting pot with its function as an instrument of human capital accumulation. It highlights the important role of public education in promoting social cohesion: requiring minority parents to pay twice for culturally distinct private education is a powerful incentive for cultural assimilation through public education. Conversely, subsidizing private schooling through vouchers or tax credits increases social polarization, which may partly explain the strong opposition to voucher experiments. Public education is especially effective in promoting the cultural assimilation of poorer immigrants, but may not be effective in dealing with large numbers of high-income immigrants.

Die Studie greift die aktuelle Debatte um Bildungsgutscheine auf und stellt neben politischen, organisatorischen, monetären, pädagogischen und wissenschaftlichen Argumentationen Modelle und insbesondere empirische Erfahrungen aus bereits durchgeführten oder noch laufenden Projekten vor. Als Fazit der vorliegenden Evaluationsstudien wird festgestellt, dass bei einer flächendeckenden Umstellung auf Bildungsgutscheine die Kosten merklich steigen würden. Education vouchers and charter schools are two of the most prominent and far-reaching forms of family choice policies currently in evidence in the nation's elementary and secondary schools. As such, they present important challenges to the traditional provision of public education in schools that are created, governed, funded, and operated by state and local authorities. This book reviews the theoretical foundations for vouchers and charter schools and the empirical evidence of their effectiveness as set forth in hundreds of recent reports and studies. The literature analyzed includes studies that directly examine voucher and charter schools, in the United States and abroad, and, where relevant, comparisons between existing public and private schools. This book also examines the ways in which multiple dimensions of policy design such as targeting, funding levels and limitations, admissions policies, academic standards and assessments, and accountability-will determine the nature and extent of any specific program's impact. The findings will be of interest to policymakers, researchers, and educators at every level of the education system who must assess numerous proposals for vouchers, charter schools, and other forms of family choice in education.

Diese Buch beginnt "klassisch". Es werden dann für die vier Bildungsbereiche Jugendhilfe, Schule, Hochschule und Weiterbildung Skizzen der Nachfrageentwicklung geliefert - Beiträge, die gewissermaßen auf dem traditionellen "input-orientierten" bildungsökonomischen Ansatz beruhen (Bellenberg, Schilling, Weegen, Döring). Es wird gezeigt, wie dramatisch sich verfügbare Mittel und Bedarfe auseinanderentwickeln; es wird in diesem Zusammenhang auch gezeigt, wie sträflich Bildungspolitik die planerische Seite ihres Geschäftes in den letzten Jahren vernachlässigt hat. Die eingetretene Engpaßsituation und die Perspektive ihrer weiteren Verschärfung lenken einerseits den Blick auf Möglichkeiten zur Verbesserung der Ressourcenausstattung des Bildungswesens. Sie bilden den Gegenstand verschiedener bereichsbezogener Beiträge (Grüske, Dohmen für den Hochschulbereich, Seehausen für den Vorschulbereich, Buhren für den Schulbereich, Timmermann für die berufliche Bildung und Döring/Jantz/Meßmer für den Weiterbildungsbereich).
