China is one of the countries in the world with the most frequent occurrence of continental earthquakes and the greatest impacts of earthquake disasters. In particular, the Qinghai-Tibet Plateau is a region characterized by a wide spatial distribution of continental earthquakes, shallow epicenters, complex seismic origins, and significant disaster losses, making it highly susceptible to seismic events. The need for seismic geological survey is becoming increasingly urgent in this area. Based on regional geological eological data，high-precision satellite remote sensing images and DEM elevation data，this paper interprets the active faults in the region of Xigaze. The results show that the active faults in the Xigaze area are mainly concentrated in the rift valleys and their periphery, with tectonic activity varying spatially. The tectonic activity of active faults in the eastern rift is stronger than that in the western rifts. Additionally，the tectonic activity of active faults in each rift also shows a clear segmentation feature. At the same time, this paper comprehensively considers the characteristics of active faults, topography and geomorphology and stratigraphic lithology in the Xigaze area. It preliminarily evaluates the potential risk of earthquake disasters in 204 towns under its jurisdiction. The results show that there are 57 towns with “extremely high risk” “high risk” and “high-medium risk” of earthquake disasters, accounting for about 28% of the total number of towns in the region.

Abstract Background After natural disasters, the occurrence of mental health problems and adverse effects on reproductive health in women of reproductive age can be attributed to a multitude of factors, including the deterioration of health facilities, a shortage of qualified health professionals, a lack of socio-economic stability, and a paucity of familial and community support. Methods The descriptive correlational study was conducted through social networks with 405 women who had experienced the disaster of the century 8 months after (between November and December 2023) the earthquake. The snowball sampling method was used to obtain the research data. The questionnaire form, developed for the purpose of data collection, was disseminated to women who consented to participate in the study through social networks. The data were evaluated using a variety of statistical techniques, including number, percentage, mean, standard deviation, independent sample t-test, one-way analysis of variance, and structural equation modeling. Results According to the results of linear regression analysis, these were found to be predictors of the desire to avoid pregnancy: having housing problems (β-coefficient 0.173; p = .008), having a damaged home (β-coefficient. 276; p = .009), sleep patterns (β-coefficient 0.433; p = .022), eating habits (β-coefficients 0.248, 0.044), use of psychiatric medication (β-coefficient 0.436, p = .003), and problems related to the food and water supply (β-coefficient 0.127, p = .003). In addition, a structural equation model (SEM) was established to examine the relationship between these variables and mental well-being and pregnancy avoidance. Only the model constructed with mental well-being demonstrated significance in the SEM analysis. Conclusions This study shows that women’s mental health is negatively affected in unpredictable emergencies such as earthquakes and that poor mental health negatively affects pregnancy planning. The findings of the study may help to guide health professionals working in the field of women’s health to protect women’s mental health in emergency situations, to provide counseling about pregnancy planning, and to provide social and psychological support programs.

Objectives: With the rapid development of the Internet, social media has become an important information source of emergency events. However, there are a lot of duplication, errors and even malicious contents in social media, which need to be effectively classified to provide more accurate information for disaster emergency response. Methods: Deep learning has greatly improved the accuracy and efficiency of text classification. This paper takes earthquake disaster as an example, and builds a multi-label classification model based on bidirectional encoder representation from transformers (BERT) transfer learning. Over 50 000 posts about 5 earthquakes are collected as training samples from SINA Weibo, which is a very popular social media in China. Each sample is manually marked as one or more labels, such as hazards information, loss information, rescue information, public opinion information and useless information. Results: By fine-tune training, the classification accuracies of the proposed model on training dataset and test dataset reach 97% and 92%, respectively. The area under curve score of each label ranges from 0.952 to 0.998. Conclusions: The results prove that the multi-label classification using BERT transfer learning is of high reliability. The proposed model can be applied to the emergency management services for earthquake events, which is beneficial for the rapid disaster rescue and relief. [ABSTRACT FROM AUTHOR]

To assess the impact of seismic hazards on ancient buildings and provide methods for improvement, this study focuses on the ancient buildings of national cultural heritage sites in Sichuan Province. A multidimensional framework for earthquake hazard risk assessment has been developed, which includes three key aspects: seismic intensity, geological conditions, and building attributes. The entropy method was employed to assign weights to indicators, and a technique for order preference by similarity to ideal solution (TOPSIS) model was established to calculate the seismic risk levels of ancient buildings within national cultural heritage sites in Sichuan Province. Additionally, long short-term memory (LSTM) deep learning models were emplored, using data from more than a thousand seismic events that occurred in Sichuan Province since 2012. These models were used to project the magnitude trends for the upcoming one hundred earthquakes. Finally, we performed a assessment to compare the pros and cons of three strategies aimed at enhancing the seismic resilience of historic buildings. These strategies included strengthening the structural integrity, implementing better management practices, and relocating historical structures away from earthquake-prone areas. The results of the study demonstrate varying levels of seismic risk for ancient buildings in Sichuan Province. These levels exhibit a descending pattern, ranging from high risk in the western regions to low risk in the eastern areas, and the levels are primarily concentrated across three categories: low, moderate, and high. The LSTM model simulates that the maximum magnitude of earthquakes in the next one hundred events is Ms4.21. The most effective approach for minimizing seismic risk to historical structures is to move them away from regions susceptible to significant landslides and frequent seismic events. In order to systematize emergency shelter and rescue activities, continuously improve the rescue functions of emergency shelters, and enhance the efficiency of post-disaster material supplies, a multi-criteria decision-making method was used to evaluate the quality of emergency shelter services, taking earthquake disasters as a realistic background and considering both pre-disaster preparation and post-disaster response stages. A two-stage decision-making model was constructed with the objectives of minimizing the expected value of total rescue cost, total evacuee evacuation distance and total material transportation distance, and maximizing the emergency shelter service quality and the total material demand satisfaction rate. The effectiveness of the two-stage decision-making model was validated using the 2013 Ya'an earthquake as a background, and the pre-selection of emergency shelter locations and local mass storage sites, and the emergency material pre-storage work were completed. The locations of different types of emergency shelters were determined, and post-disaster and emergency materials were dynamically allocated to demand points. The research results show that pre-disaster allocation of emergency shelter resources lays the foundation for post-disaster shelter and rescue activities, accelerating the response speed after the disaster, improving the quality of work, and reflecting the importance attached to the rescue of sheltered persons, playing a crucial role in ensuring the safety of disaster-affected populations. The establishment of acceptable risk standards serves as a crucial connection between earthquake disaster risk assessment and risk management. Currently, there lacks a standardized criterion for determining the acceptable level of risk pertaining to earthquake disasters. To establish a standardized system of acceptable risk of earthquake disaster, the data of disaster-affected toll, death toll, and direct economic losses resulting from earthquakes disaster with MS ≥ 5.0 in Chinese Mainland between 1991 and 2020 are utilized. These data are employed to construct the acceptable life risk F–N curve (the accumulated probability F of annual death toll ≥ N—death toll N), the acceptable economic risk F–D curve (the accumulated probability F of annual direct economic losses ≥ D—direct economic losses), and the acceptable comprehensive risk F–L curve (the accumulated probability F with earthquake occurrence of annual disaster degree ≥ L—disaster degree). Then, the acceptable risk level of earthquake disasters with MS5.0–5.9, MS6.0–6.9, MS ≥ 7.0, and MS ≥ 5.0 are determined. Moreover, the classification and consistency of acceptable types of earthquake disaster comprehensive risk, life risk and economic risk in the past 30 years are compared. Through analysis, the acceptable life risk, acceptable economic risk, and acceptable comprehensive risk criteria of earthquake disasters with MS5.0–5.9, MS6.0–6.9, MS ≥ 7.0, and MS ≥ 5.0 in Chinese Mainland are obtained. It is found that the comprehensive risk of earthquake disasters with different magnitudes is mainly at an unacceptable level, while the main types that are consistent with life risk and economic risk are tolerable level and acceptable level, respectively. Based on the literatures in the field of earthquake disaster research in China in the past 20 years (2003—2022) collected by China Knowledge Network, this article studied the overall distribution, research hotspots and frontier evolution trajectory of earthquake disaster research using the scientometric software CiteSpace. The results show that in the past 20 years, there has been a limited number of literatures on earthquake disaster research, which is closely related to earthquake events. Research institutions mainly focus on functional departments responsible for earthquake work, and the main research hotspots are focused on obtaining disaster data and extracting disaster information. After analysis, the evolution trajectory of earthquake disaster research can be divided into the initial stage, development stage, and deepening stage. The current research hotspots mainly focuses on the acquisition of disaster data, which is in the early stage of earthquake disaster research and an important stage of laying a solid foundation. In the future, the research on earthquake disasters in China should strengthen the integration of disciplines, pay attention to expanding the research direction of disaster information extraction, disaster reporting and release, and realize the intelligence, dynamics and three-dimensional of earthquake disasters by combining mainstream technologies.

To evaluate the earthquake disaster resistance capability of highway tunnels, it is necessary to study an index system for the earthquake disaster resistance capability of highway tunnels. This paper uses a literature research method. The damage of highway tunnels in 12 earthquake disasters recorded in detail in China and abroad was investigated. According to the types of hazard-beating bodies and damage forms, 17 seismic damage scenes of highway tunnels are classified. According to different damage scenes, the fault tree analysis model is used to identify the damage-causing factors. Combined with the industry standards, norms and research results related to the earthquake resistance of highway tunnels, the evaluation indices are analyzed from three perspectives: engineering geological factors, tunnel structural factors and operation management factors. According to the principle of index system construction, a four-level index system is constructed, which takes the earthquake disaster resistance capability of highway tunnels as the target layer; engineering geological factors, tunnel structural factors and operation management factors as the criterion layer indices; 12 indicators as the index layer and 35 specific indicators. The established index system for the earthquake disaster resistance capability of highway tunnels has strong scientific, rational and application value and can provide a reference for the evaluation of the earthquake disaster resistance capability of highway tunnels and can also provide important support for the safe operation and sustainable development of highway tunnels. At 01:45 on January 8, 2022, an MS6.9 earthquake occurred in Menyuan County, Haibei Tibetan Autonomous Prefecture, Qinghai Province. In order to gain a deeper understanding of the activity characteristics of this earthquake, the author conducted a preliminary investigation and analysis of the surface rupture zone and traffic system damage in the Liuhuanggou based on the investigation of earthquake disaster losses, combined with various methods such as drone low altitude photogrammetry and aftershock data analysis. The fault activity was mainly characterized by left-lateral strike-slip motion, accompanied by a certain thrust component, with a maximum left lateral displacement of 3.1 m. At the same time, the earthquake caused serious damage to the Liuhuanggou bridge and the Daliang tunnel of the Lanxin high-speed railway, mainly manifested as beam overturning and sliding, track distortion and deformation, and internal structure displacement and deformation of the tunnel. Finally, this article provides opinions and suggestions on the seismic fortification measures for bridges in the region.

This study examines the effect of the recognition of various disaster scenarios on the disaster management behavior of people. It analyzes the data (n = 1,900) of the social surveys, conducted by the National Research Institute for Earth Science and Disaster Resilience (NIED) in seven districts of Japan (Hokkaido/Tohoku, Kanto, Chubu, Kinki, Chugoku, Shikoku, and Kyushu). The study indicates that the experience of victims, recognition of earthquake occurrence in the region and of earthquake hazard maps, as well as the factors, "life threatening," "difficulties in daily life," and "induced disasters," in the disaster scenarios are related to their disaster management behavior. The greater their recognition of "life threatening" and "difficulties in daily life," the more people will adopt disaster management behaviors. This study suggests that, added to the experience of victims and the recognition of the occurrence of earthquakes and of hazard maps, the image of the damage through specific disaster scenarios affects people's disaster management behavior. On the other hand, it has become apparent that creating images of "induced disasters" that are caused by earthquakes, with their unclear association, may lead to psychological confusion. Earthquakes are one of the major natural disaster threats worldwide and directly cause substantial economic losses and many casualties every year. Research on the resource and environmental carrying capacity in earthquake-prone areas is urgently required for regional earthquake relief efforts and post-disaster reconstruction. This study considered Ganzi Tibetan Autonomous Prefecture (Ganzi Prefecture) in Sichuan Province, China, focusing on the impact of the Luding 6.8 Magnitude Earthquake in Ganzi Prefecture in 2022. An evaluation system for the resource and environmental carrying capacity of earthquake-prone areas was established. A total of 23 indicators were selected that cover ecological, social economical, and geological aspects, and the weight of each index was determined by the Analytic Hierarchy Process. The relative ranking of the resource and environmental carrying capacities of each county and city were calculated using the weighted Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Consequently, the post-disaster reconstruction strategy of Ganzi Prefecture was evaluated and analyzed. The results show that the resource and environmental carrying capacities of each administrative area differ regionally. Evidence shows that the resource and environmental carrying capacity in southeastern Ganzi Prefecture is generally higher than in the northwest, owing to the joint influence of the social economy and ecological and geological environment. In order to solve the problems of casualties and property losses caused by the delay transprotation of emergency materials after the earthquake disaster, a hybrid algorithm considering time division was proposed. Firstly, according to the location of the epicenter, the disaster point and its material needs were determined; Secondly, according to the constraints of road damage in the disaster area, the distribution mode of the demand in the disaster area were determined; Thirdly, according to the road damage and recovery, the "golden 72 hours" after the earthquake was divided into multiple times and multiple distribution methods; Finally, the "Luding 9·5 earthquake in Sichuan Province" was selected as the background for simulation. The results show that compared with the traditional genetic algorithm, the total distribution cost of hybrid algorithm is reduced by 9.53%, and the total distribution time is reduced by 7.03%. In the multi-time scene, the total delivery time of the overall scheme is reduced by 6.33% and the total delivery cost is reduced by 18 .9% compared with that without considering the time scene. The method of joint distribution by dividing time periods after the earthquake can effectively solve the problem of emergency demand in the disaster area and improve the efficiency of emergency materials distribution.

ABSTRACTEarthquakes will significantly impact the economic development of earthquake-affected areas and the regional post-earthquake economic recovery trajectory. We presented an explorative analysis of disaster resilience and introduced a quantitative framework to model recovery patterns of earthquake disasters. Four resilience metrics, namely instant disturbance, recovery rate, recovery time, and accumulated loss, were calculated to measure resilience as a dynamic process. Furthermore, we applied random forests to explore the potential factors influencing recovery patterns. The selected factors fell into three categories: 1) disaster factors, 2) environmental factors, and 3) socioeconomic factors. The framework’s utility was demonstrated in a retrospective study of the 2008 Wenchuan earthquake, which uncovered the differences in the long-term recovery trajectory of earthquake-affected areas and their influencing factors. The county-level analyses indicated a substantial spatial and temporal variation in the recovery patterns. Earthquake disaster resilience was related to socioeconomic factors and had an association with environmental and disaster factors. Our study not only helped to enrich the understanding of earthquake disaster resilience but also provided a basis for disaster mitigation strategies.

Serious earthquake disasters not only cause power outages in distribution network, but also destroy transportation networks, which hinders the transportation of resources for restoration of distribution network and slows down the restoration. This paper proposes an improved resilience evaluation method and a resilience enhancement strategy of distribution network considering the effects of seismic attack on transportation networks. First, a seismic attack model is established to describe the relation between earthquake disasters and failure probability of transportation-distribution networks based on peak ground acceleration. The impact of earthquake disasters on transportation-distribution networks is quantified, and the failure scenarios are generated. Then, a resilience evaluation index is proposed by introducing the waiting time for road repair of emergency repair teams. Afterwards, a bi-level optimization model for distribution network restoration considering the fault line repair, the road repair, and the emergency resource scheduling is established and solved. The upper layer aims at the minimum power loss load, while the lower layer takes the minimum waiting time of the repair team as the goal. Finally, case studies on a coupling example of a 12-node transportation network and an IEEE 33-node distribution network verify the feasibility of the improved resilience index and the effectiveness of the proposed method. The results show that the resilience index considering seismic attack on transportation networks is accurate, and the restoration strategy can effectively enhance the resilience of distribution network in earthquake disasters.

When large earthquakes occur over wide areas, in addition to damage to medical facilities, the disaster response capabilities of local governments are severely compromised. There is a very high possibility that the supply–demand balance of medicines will collapse within the disaster area, and that appropriate supplies of medicines will not be provided to disaster victims. Therefore, it is important to estimate in advance the quantity of pharmaceuticals that may be needed during disasters. In this study, the purpose is to clarify the quantity and quality of pharmaceuticals used by chronically ill patients by using Japanese National Health Insurance data regarding the issues mentioned above. The methodology used was to extract the status of pharmaceutical prescriptions based on receipt information from National Health Insurance data for Hakui, Ishikawa Prefecture, a small regional city in Japan, as the analysis target area. Through the analysis in this study, the quantity and quality of medicines supplied to chronically ill patients in Hakui, Ishikawa Prefecture, were clarified on a town-by-town basis. Based on the results of the seismic hazard survey in Yunnan Province, four exceedance probabilities of peak ground acceleration were converted into earthquake magnitudes using the empirical relationship between epicentral intensity and magnitude. By using logistic regression, earthquake magnitude, source depth, cover layer thickness, and fault type were used as independent variables to calculate the probability of co-seismic displacement for different earthquake magnitudes. Using the magnitude-displacement empirical model in the southwestern region of China, horizontal and vertical displacements were obtained with a 95 % confidence level. The results show that all Holocene faults have the ability to produce surface displacement, but from the perspective of probabilistic hazard, the probability of surface rupture in the short term is low, while the probability of surface rupture for each fault significantly increases over a long time scale. Buildings with different service lives should adopt different avoidance strategies, and buildings with shorter service lives (<50a) can consider not avoiding active faults. [ABSTRACT FROM AUTHOR]

The rapid assessment of post-earthquake building damage for rescue and reconstruction is a crucial strategy to reduce the enormous number of human casualties and economic losses caused by earthquakes. Conventional machine learning (ML) approaches for this problem usually employ one-hot encoding to cope with categorical features, and their overall procedure is neither sufficient nor comprehensive. Therefore, this study proposed a three-stage approach, which can directly handle categorical features and enhance the entire methodology of ML applications. In stage I, an integrated data preprocessing framework involving subjective–objective feature selection was proposed and performed on a dataset of buildings after the 2015 Gorkha earthquake. In stage II, four machine learning models, KNN, XGBoost, CatBoost, and LightGBM, were trained and tested on the dataset. The best model was judged by comprehensive metrics, including the proposed risk coefficient. In stage III, the feature importance, the relationships between the features and the model's output, and the feature interaction effects were investigated by Shapley additive explanations. The results indicate that the LightGBM model has the best overall performance with the highest accuracy of 0.897, the lowest risk coefficient of 0.042, and the shortest training time of 12.68 s due to its relevant algorithms for directly tackling categorical features. As for its interpretability, the most important features are determined, and information on these features' impacts and interactions is obtained to improve the reliability of and promote practical engineering applications for the ML models. Housing reconstruction plays a crucial role in renovating disaster-hit areas. Rural areas are considerably different from urban areas in terms of geographic environment, building size, residential culture, and social organization. Therefore, post-disaster recovery and reconstruction models for urban areas cannot be applied directly to disaster-hit rural areas. This study, based on the experience of rural housing reconstruction after the Wenchuan earthquake, identified key strategic issues in housing reconstruction that must be addressed to achieve the goal of "building back better" in the future. By taking the experience of Dujiangyan as our reference, the study found that the following strategies are important for successful housing reconstruction in rural areas: (1) actively involve disaster victims through a participatory institutional design; (2) coordinate the interests of governments, markets, and disaster victims and the functions of living, production, and ecology through a classified housing reconstruction system; and (3) activate the quota for rural collective construction land and create a new source of funding for housing reconstruction through the market circulation of urban-rural land. Additionally, in the context of urban-rural integration, changes in land use can lead to rural spatial reconstruction and sustainable regional development, providing a reference for formulating optimal post-disaster reconstruction strategies. In response to the frequent occurrence of earthquakes in Chengdu, which poses a great threat to the economy, social development, production, and people's lives, in this study, we construct an index evaluation system and a system dynamics model for urban seismic resilience based on an analysis of the interaction between earthquake disasters and the urban system. Four types of schemes, namely, the current continuity type, economic development type, government intervention type, and resilience construction type, were designed, and the dynamic evaluation and simulation prediction of Chengdu's seismic resilience capacity under each scheme were conducted. The research results show that, compared with the other three schemes, the resilience construction type has better universality and expansibility in terms of improving Chengdu's seismic resilience. Therefore, it is necessary to maintain a certain level of economic development, to attach importance to the construction of monitoring and warning systems, and to strive to improve emergency rescue capabilities and disaster awareness education. The model and evaluation indicators have strong applicability, and the research results can provide a theoretical reference for the evaluation of seismic resilience in Chengdu. The design of urban environments often influences neighborhood physical activity and is crucial to supporting the health and mobility of aging urban populations. However, changes to urban infrastructure take time to implement and are rarely evaluated over long periods. In this study, we examined the long-term outcomes of rapid urban change and rebuilding following a sequence of devastating earthquakes in Christchurch, New Zealand. The study drew on a novel mixed-methods approach, including on-site environmental audits, desktop spatial analyses, and subjective auditor observations, to track support for active aging over a decade of post-disaster rebuilding in 10 aging neighborhoods. Earthquake activity can generate huge energy in a short period of time, bringing enormous risks to people's lives and property safety. This poses a great challenge to regional sustainable development. Meanwhile, due to the complex mechanism, seismic activity is difficult to accurately predict. Therefore, it is of great significance to explore how to reduce earthquake disaster losses from the perspective of human society. In this study, we use vulnerability to reflect the relative impact of earthquake disasters on different counties. The vulnerability caused by earthquakes is calculated with the data envelopment analysis (DEA) method. We use CCR and BCC models to further decompose vulnerability into pure technology vulnerability and scale vulnerability. This study analyzes 69 earthquake disasters that occurred in the Chinese mainland from 2013 to 2020 and explores the influencing factors of pure technology vulnerability from both quantitative and qualitative perspectives. Three main conclusions are drawn. First, four factors, including the added value of the secondary industry, gross domestic product (GDP) per capita, investment density of fixed assets and energy released by earthquakes, have a significant impact on the pure technical vulnerability of counties caused by earthquake disasters. Second, in the samples under consideration, the average vulnerability of the regions with an earthquake magnitude below 5.0 is higher than that of the regions with an earthquake magnitude between 5.0 and 6.0. There are deficiencies in organization, management and facilities in regions with a small earthquake risk. Third, through qualitative analysis, it is shown that the seismic function of buildings affects the vulnerability of counties facing earthquake disasters. Neo-Deterministic Seismic Hazard Assessment (NDSHA), dating back to the turn of the Millennium, is the new multi-disciplinary scenario- and physics-based approach for the evaluation of seismic hazard and safety–guaranteeing “prevention rather than cure.” When earthquakes occur, shaking certainly does not depend on sporadic occurrences within the study area, nor on anti-seismic (earthquake-resistant) design parameters scaled otherwise to probabilistic models of earthquake return-period and likelihood — as adopted in the widespread application of the model-driven Probabilistic Seismic Hazard Analysis (PSHA). Therefore, from a policy perspective of prevention, coherent and compatible with the most advanced theories in Earth Science, it is essential that at least the infrastructure installations and public structures are designed so as to resist future strong earthquakes. Evidences and case histories detailed in the newly published book Earthquakes and Sustainable Infrastructure present a new paradigm for Reliable Seismic Hazard Assessment (RSHA) and seismic safety — comprehensively detailing in one volume the ‘state-of-the-art’ scientific knowledge on earthquakes and their related seismic risks, and actions that can be taken to ensure greater safety and sustainability. The book is appropriately dedicated to the centenary of Russian geophysicist Vladimir Keilis-Borok (1921–2013), whose mathematical-geophysical insights have been seminal for the innovative paradigm of Neo-deterministic seismic hazard assessment. This review focuses on Hazards, Risks and Prediction initially discussed in the introductory Chapter 1 — an understanding of which is essential in the applications of the state-of-the-art knowledge presented in the book’s 29 following chapters.

Following natural disasters, the number of motor vehicle crashes may increase as drivers are often forced to drive under stressful conditions. This study aims to analyze the changes in motor vehicle crashes that resulted in injury or death (injury crash) following the 2016 Kumamoto earthquake in Japan. An existing study reported that the increased crashes resulted in property damage following the earthquake; however, the effects on injury crashes remain unreported. Interrupted time series analysis is employed to investigate the changes in injury crashes following the earthquake. The results are compared based on several time series models, including negative binomial and autoregressive integrated moving average models. Monthly injury-crash data from 2011 to 2020 in Kumamoto and Fukuoka city is used. The results reveal a 1,642-count or 20% increase (1.20-times increase, 95% confidence interval: 1.12, 1.27) in injury crashes due to the earthquake in Kumamoto city, where the earthquake damage was heavy. In contrast, statistically significant change is not detected in Fukuoka city, where the earthquake damage is negligible. The results indicate that the earthquake has increased the motor-vehicle-crash risk and that traffic crash alerts are important following disasters. [ABSTRACT FROM AUTHOR]

Given the significant threat posed by natural disasters like earthquakes to communities, it is important to assess the associated risks beforehand in order to minimize human and financial losses. This study focuses on identifying existing risks caused by an earthquake crisis by designing a network that evaluates its impact on urban infrastructure. The resulting system dynamics simulation model was used to analyze the frequency of different hazards and estimate the amount of relief goods needed in eight earthquake scenarios. The Fuzzy Cognitive Mapping (FCM) technique was also employed to determine the weight, impact, and effectiveness of each hazard, thus allowing for a ranking of the earthquake crisis scenarios based on their severity. FCM evaluation results showed that the most important and influential risks in an earthquake crisis were fire (with a weight value of 0.124), damage to first-class buildings (0.099), lack of hospital capacity (0.096), and damage to the power grid (0.095). Furthermore, it was observed that mitigating or eliminating the most significant risks would lead to a significant decrease in the demand for relief goods in each scenario. In fact, by addressing the top three earthquake risks, the demand for medicine reduced by 147%. Abstract Background Community resilience, which fully reflects the ability of communities to resist, absorb, recover or adapt to disasters, has attracted international attention. Nurses are an important force in disaster prevention, relief and postdisaster reconstruction. This study aims to test the current level of community resilience in Dujiangyan city, which was seriously damaged by the Wenchuan earthquake, and analyze the causes. Methods Community data from 952 residents, 574 families, 5 health care institutions and 12 communities in Dujiangyan city were collected by using stratified, cluster, map and systematic sampling methods. A new community resilience evaluation system from the perspective of nursing was used to test individual, family, health care and environmental resilience. Results In Dujiangyan city, average scores were obtained for community resilience (3.93 ± 0.12), individual resilience (4.07 ± 0.64), family resilience (4.07 ± 0.6), health care resilience (3.84 ± 0.33) and community environment resilience (3.69 ± 0.46). Conclusions The urban communities in Dujiangyan city had acceptable resilience, with good family and individual resilience and medium health care and community environment resilience, but environmental resilience had the lowest score. Because conditions and resilience levels varied among the communities, targeted measures should be taken to improve resilience based on population characteristics, management, professional organizations, hardware and software facilities.

Assessment of the carrying capacity of urban land is very important to evaluate and obtain an overview of the level of land capability through the classification of the carrying capacity of the area so that it becomes the basis for future urban development. This research was conducted in Palu City, which is national city in Indonesia with limited urban development due to its prone to earthquakes. For urban development, it is necessary to study the carrying capacity of land to reduce the risk of earthquake disasters, through three stages of analysis, namely mapping of earthquake-prone areas using the earthquake hazard mapping with seismic micro-zonation; land capability assessment; and integration of land suitability with planning and spatial planning of Palu City. Based on the findings of this study, 74.56% of Palu City is an earthquake-prone area dominated by land capability Classes A to B, namely low to very low land capability classes (55.43%), implying that they have urban physical constraints. However, if it is integrated with the Palu City spatial plan until 2030, most (78.79%) are already in accordance with the carrying capacity of their land, especially in protected areas, but there are still land developments that are not suitable for carrying capacity (21.21%), especially in cultivation areas with risks earthquake disaster. Land use plans that are not in accordance with their carrying capacity must be managed strictly as a tool for disaster mitigation that is urgently needed.

Disaster loss assessment and comparative analysis is an important decision-making basis for disaster prevention and mitigation. Traditional railway bridge disaster loss assessment methods do not have an unified index to comprehensively assess earthquake damage losses, resulting in difficulties in application. In order to comprehensively evaluate the seismic damage loss of railway bridges and carry out a comparative study of the damage, this paper proposes an evaluation method for seismic damage loss of railway bridges in high-intensity areas based on "life years" in combination with bridge fragility. Firstly, the vulnerability curve of railway girder bridges in high-intensity areas is constructed, and the transcendence probability of railway girder bridges under different seismic intensities is obtained. The life-year loss assessment method for girder bridges in earthquake disasters proposes a classification standard for bridge life-year disaster grades. Finally, this method is used to assess the loss of five bridges in the Tangshan earthquake Beijing-Guangzhou line and the Wenchuan earthquake Guangyue line, which is more than the traditional economic loss assessment method. This method has certain advantages in the comparison of loss results. The life-year loss index can be applied to the comparative analysis of the loss of railway bridges in different years and different regions, which provides a new quantitative idea for the assessment of bridge earthquake disaster losses. Earthquake catastrophe bond pricing models (ECBPMs) employ extreme value theory (EVT) to predict severe losses, although studies on EVT's use in ECBPMs are still rare. Therefore, this study aimed to use a mini-review approach (MRA) to examine the use of EVT and identify the gaps and weaknesses in the methods or models developed. The MRA stages include planning, search and selection, analysis, and interpretation of the results. The selection results showed five articles regarding the application of EVT in ECBPMs. Furthermore, the analysis found the following: First, the generalized extreme value (GEV) could eliminate extreme data in a period. Second, the trigger model using two parameters is better than one, but the study did not discuss the joint distribution of the two parameters. Third, the autoregressive integrated moving average (ARIMA) allows negative values. Fourth, Cox–Ingersoll–Ross (CIR) in-coupon modeling is less effective in depicting the real picture. This is because it has a constant volatility assumption and cannot describe jumps due to monetary policy. In order to improve the efficiency of emergency supplies distribution during an earthquake, reduce casualties and economic losses, road damage is considered as an important factor affecting the distribution of emergency supplies. According to the characteristics of earthquake emergency material distribution, considering the time window constraints of emergency material distribution, a dual-objective model of total time function and total cost function is established. Combining the characteristics of the model, a hybrid algorithm combining genetic algorithm and simulated annealing algorithm is designed. The result of calculation example shows that the algorithm has a faster convergence rate. Further compare with not considering road damage, the result shows that the total delivery time, total cost, and penalty cost are reduced when the road damage is taken into account, which further validates the model the superiority. It is concluded that the model and algorithm can effectively solve the problem of optimizing the distribution route of emergency supplies considering road damage, improve the efficiency of emergency logistics, and reduce the loss caused by the earthquake. An MS 6.4 earthquake occurred in Yangbi, Yunnan province, on May 21, 2021. According to related investigations, the macro-epicenter of the earthquake is 6 km northwest of Yangbi County, and the seismogenic structure is the NW-trending Weixi-Qiaohou fault. The earthquake area is located in the hinterland of the Hengduan Mountains in the northwest of Yunnan province, a region dominated by high and medium-high mountains, with deep canyons and tectonic basins in between. Various geomorphic features are derived from drastic topographic changes and huge geological differences in the earthquake area. There are a variety of buildings in the earthquake-affected zone, including civil and brick-wood structures ones with weak seismic performance, as well as brick-concrete and frame ones with better seismic performance. This paper summarizes and analyzes different characteristics of the earthquake in different geomorphic units through field investigations of different buildings and geological disasters in the affected area. The results show that under the same earthquake intensity, the damage to most buildings (located in slope areas or rooted in weak strata) is amplified by the earthquake. The earthquake has exerted an obvious propagation effect along the direction of the seismogenic structure. Moreover, local ground fissures will aggravate the damage to the buildings even without surface dislocation. Thus, we suggest that attention should be paid to the ground fissures caused by the slope effect. The fissure areas may also be the disaster spot of collapses and landslides in case of a high-magnitude earthquake.

The initial period after the earthquake is the prime time for disaster relief. During this period, it is of great value to rationally locate the transfer facilities of relief materials and effectively arrange the transportation of relief materials. Considering the characteristics of the two-level emergency logistics system including uncertain demand, uncertain transportation time, multiple varieties of relief materials, shortage of supply, multi-transportation modes and different urgencies of relief material demand, the integrated issue with the concern of transfer facility location and relief material transportation is studied. Then, this problem is formulated as a grey mixed integer bi-level nonlinear programming in which the upper-level aims at the shortest relief material transportation time and the lower-level aims at the maximum fairness of relief material distribution. According to the characteristics of the model, a hybrid genetic algorithm is designed to solve the proposed model.
