2. Reduced analytic uncertainty through increased analytic rigour : effects of using structured analytic techniques in estimative intelligence

The post-9/11 intelligence reform's endorsement of Structured Analytic Techniques (SATs) as a remedy to intelligence failures has been increasingly criticized, with a main argument being that SATs do not eliminate bias or increase judgement accuracy. However, previous research on SATs has predominately only focused on one technique, Analysis of Competing Hypotheses (ACH), without procedural understanding of its use in the intelligence process. This research sets forth a comprehensive SATs-model for improving the estimative process in intelligence and investigates analysts' experienced effects of using this SATs-methodology in the intelligence process. The main finding is that analysts experience that using SATs in a comprehensive, layered, and iterative manner in the estimative intelligence process increases analytic rigour and their ability to assess uncertainty. Using a set of interconnected SATs in a creative, critical, and sensemaking logic-process increases analyst's analytic objectivity and integrity and thereby making them more confident in their key judgments and aware of the attached uncertainties. The effects furthermore remained years after having received SATs training. However, agency culture plays a vital role, both for the use of SATs and for the use of community standards for communication of uncertainty. Hence, leadership endorsement is important for SATs to be used by more than the dedicated few who have SATs as part of their analytical DNA.

- Abstract
Objectives Our study aimed to present the distinctive correlates of formal thought disorder in patients with schizophrenia, using the Clinical Language Disorder Rating Scale (CLANG). Methods We compared clinical characteristics between schizophrenia patients with (n = 84) and without (n = 82) formal thought disorder. Psychometric scales including the CLANG, the Brief Psychiatric Rating Scale (BPRS), the Young Mania Rating Scale (YMRS), the Calgery Depression Scale for Schizophrenia (CDSS) and the Word Fluency Test (WFT) were used. Results After adjusting the effects of age, sex and total scores on the BPRS, YMRS and WFT, the subjects with disorganized speech presented significantly higher score on the abnormal syntax (p = 0.009), lack of semantic association (p = 0.005), discourse failure (p < 0.0001), pragmatics disorder (p = 0.001), dysarthria (p < 0.0001), and paraphasic error (p = 0.005) items than those without formal thought disorder. With defining the mentioned item scores as covariates, binary logistic regression model predicted that discourse failure (adjusted odds ratio [aOR] = 5.88, p < 0.0001) and pragmatics disorder (aOR = 2.17, p = 0.04) were distinctive correlates of formal thought disorder in patients with schizophrenia. Conclusions This study conducted Clinician Rated Dimensions of Psychosis Symptom Severity (CRDPSS) and CLANG scales on 166 hospitalized schizophrenia patients to explore the sub-items of the CLANG scale independently related to formal thought disorders in schizophrenia patients. 5. Nino's Deliberative Democracy in the Dock: A Discourse Failure Critique.

In this essay, I critique Nino's (1996) view that a democratic majority rule framework best secures impartial consideration of citizens' interests through deliberative epistemic and moral virtues that lead to the enactment of impartialist policies. Pincione and Teson's (2006) discourse failure hypothesis, as well as evidence from public economics, show democratic deliberation is self-defeating, due to partialist group interests that distort deliberative democratic discourse, and, in turn, leads to the enactment of partialist legislation. I conclude that impartialist policies are better secured by a constitutional amendment limiting majority rule to public goods legislation and requiring super majority rule for redistributive legislation. 6. Discourse Failures and the NGO Sector: How Campaigning Can Undermine Advocacy.

Within academic research, more and more scholars reveal the ambivalence of NGOs-the sometimes constructive, sometimes destructive role they play in solving societal problems. In this paper, we present a discourse analysis that illustrates how NGOs' campaigning may undermine their reputation and advocacy function. We conclude that such discourse failures are frequently not merely an accidental by-product, but rather a not-intended consequence of deliberate NGOs' campaigns. By applying ideas from political economy, we make particular note of probable discourse failures when campaigns attempt to deal with complex issues in an environment rife with wide-spread prejudices and where the NGO's work is transparent. We present collectively institutionalized commitments for NGOs and commitment services enforced by political organizations as instruments that are suitable for increasing public accountability of the NGO sector. In conclusion, we argue that further research can benefit from systematically analyzing the interdependencies between discourses and institutions. [ABSTRACT FROM AUTHOR]

Im Jahr 2012 äußerten zivilgesellschaftliche Organisationen den Verdacht, dass die Geschäfte von Indexfonds auf den Terminmärkten für Agrarrohstoffe die Hungerkrisen in armen Ländern hervorgerufen oder verstärkt hätten. Sie erhoben radikale Forderungen, diese Art von Agrarspekulation rundherum zu verbieten oder zumindest regulativ stark einzuschränken. Dieser Artikel zeichnet die Debatte nach und erläutert, warum dieser zivilgesellschaftliche Alarm als Fehl-Alarm einzustufen war - und aus heutiger Sicht nach wie vor so einzustufen ist. Diskutiert werden die ökonomischen und wirtschaftsethischen Argumente, die seinerzeit gegen diese Forderungen ins Feld geführt wurden. Zudem wird die Frage aufgeworfen, wie die Selbstkorrekturkräfte des zivilgesellschaftlichen Sektors gestärkt werden könnten. In 2012, civil society organizations raised suspicions that the operations of index funds in the futures markets for agricultural commodities had caused or intensified hunger crises in poor countries. They raised radical demands to ban such agricultural speculation or at least to severely restrict it via regulation. This article traces the debate and explains why this civil society alarm was - and still is - to be classified as a false alarm . It discusses the economic and ethical arguments that were put forward against these demands at the time. It also raises the question of how the self-correction capacities of the civil society sector could be strengthened.

Dieses Interview stellt einige grundlegende Thesen zur Diskussion, die aus der Perspektive des ordonomischen Forschungsprogramms hergeleitet werden. Die vorgestellten Überlegungen betreffen zum einen den Ukraine-Krieg, zum anderen die Klimapolitik. Beide Politikbereiche, so das Hauptargument, sind anfällig für ein Diskursversagen, welches durch bestimmte Denkfehler ausgelöst wird, die hier mit den Stichworten 'Moralkonfusion' und 'dichotom(an)isches Tradeoff-Denken' markiert werden. Diese Denkfehler werden auch mit vielen weiteren Beispielen anschaulich illustriert. This interview presents some basic propositions that are derived from the perspective of the ordonomic research program. The considerations presented concern the Ukraine war on the one hand and climate policy on the other. The main argument is that both policy areas are susceptible to a 'discourse failure', which is triggered by certain errors of thought, marked here with the keywords 'moral confusion' and 'dichotom(an)i(a)cal tradeoff thinking'. Furthermore, these fallacies are vividly illustrated with many additional examples.

Purpose Public debates on the use of genetically modified organisms (GMOs) are strongly influenced by the nongovernmental organization (NGO)-led advocacy, most of which is harshly critical of genetic engineering. This advocacy has resulted in discourse failures marked by the disregard for the scientific consensus on the risks and benefits of GMOs. This paper aims to present a theoretical inquiry into this phenomenon. Design/methodology/approach Drawing on American institutionalism and Niklas Luhmann social systems theory, the paper explains these discourse failures in terms of the problematic relationship between institutions and technology. Findings Clarence Ayres would likely see these discourse failures as a form of “institutional resistance” to the progress of science and technology. In contrast, Marc Tool’s social value principle stresses the importance of democratic legitimation and public acceptance of new technologies, while being sensitive to the possibility of ideologically biased discourses. It is argued that the institutionalist understanding of the interplay between democracy, science and technology would benefit from a better account of Niklas Luhmann’s concept of “complexity reduction”. Social implications The study shows that some NGOs are powerful enough to actively shape, if not manipulate, public attitudes and sentiments against GMOs. Originality/value The case of the anti-GMO advocacy calls for a new conceptualization of how democracy, science and technology fit together.

Intelligence analysis, like any other field of human endeavour, relies on and is shaped by discourse. However, the extent to which discourse affects the process of intelligence analysis has seldom been tackled in research on this issue. The present article contends that critical discourse analysis would be a vital tool for intelligence analysis in two respects: firstly, in deciphering the cultural and ideological mechanisms at work in the discourses that analysts receive from the field, and, secondly, in the production of intelligence reports themselves. The article then focuses on the errors that might arise in the production of these reports and identifies two main categories to which they pertain: those related to the analysts' cognitive limitations and those pertaining to the discursive level per se. The aim of the article is to identify the means by which critical discourse analysis could be used to alleviate the effects these errors may have on the intelligence analysis process and suggests several coping mechanisms and techniques for analysts in this field. Dieses Interview gibt Auskunft über die normative Ambivalenz des zivilgesellschaftli-chen Sektors. Einerseits erfüllen NGOs wichtige wirtschaftliche und politische Funktio-nen. Sie stellen Güter und Dienstleistungen bereit. Und sie engagieren sich in der öffent-lichen Interessenvertretung. Andererseits können sie zum Diskursversagen beitragen. Und gelegentlich gibt es sogar Missständewie Spendenskandale oder Missbrauchvon Mitarbeitern oder Schutzbefohlenen. Aus ordonomischer Perspektive kommt es darauf an, die Selbstreinigungskräfte des NGO-Sektors zu stärken. This interview provides information on the normative ambivalence of the civil society sector. On the one hand, NGOs fulfil important economic and political functions. They provide goods and services. And they are involved in public advocacy. On the other hand, they sometimes contribute to discourse failure. And occasionally there are even abuses such as donation scandals or mistreatment of employees or clients. From an ordonomic perspective, it is important to strengthen the self-correcting powers ofthe NGO sector.

This article takes the perspective of the ordonomic research program. It observes the empirical fact that although we faced a global pandemic, no world domestic politics could be observed. It develops reflections on morality and ethics, which result in recommendations for an improved future risk management of the world society.

Dieses Interview erläutert das Moralparadoxon der Moderne und seine Bedeutung für die demokratische Wirtschafts- und Gesellschaftspolitik. Auf diese Weise bietet es Einblicke in das 'ordonomische' Forschungsprogramm: welche Fragen gestellt werden, wie diese Fragen gestellt werden und wie die Antworten beschaffen sind, die sich mit der ordonomischen Methode erarbeiten lassen. Der inhaltliche Schwerpunkt dieses Interviews liegt darauf, die Bedeutung (und insbesondere die moralischen Implikationen) von Innovationen für die moderne post-malthusianische Wachstumsgesellschaft hervorzuheben. This interview explains the paradox of modernity and discusses its implication for democratic politics that shapes the economy and, more generally, society. It thus offers insights into the 'ordonomic' research program: which questions to pose, how to pose them, and how to answer these questions using the method of ordonomics. The interview emphasizes the significance (and, especially, the moral implications) of innovation for a modern, post-malthusian growth society.

20. Developing advocacy strategies for avoiding dicourse failure through moralizing and emotionalizing campaigns

In den letzten Jahren entwickelte sich eine lebhafte Debatte, wie NGOs ineffizientes Verhalten sowie Reputationsprobleme besser in den Griff bekommen können. Ein großer Teil dieser Debatte konzentrierte sich auf Accountability-Standards. Allerdings weisen diese Maßnahmen eine ernstzunehmende systematische Schwachstelle auf: Sie sind für NGOs mit einem Fokus auf Advocacy weitestgehend ungeeignet. Dieser Beitrag präsentiert einen beispielhaften Fall, um aufzuzeigen, wie NGOs trotz edler Ziele aufgrund moralisierender und emotionalisierender Kampagnen nicht-intendiert hohe Risiken eingehen. Anhand der empirisch fundierten Moral Foundations Theory (MFT) wird dargelegt, wie die Skandalisierung von Glyphosat den langfristigen Zielen der NGOs entgegenläuft, ökologische und soziale Probleme zu lösen. Hierauf aufbauend entwickelt der Beitrag Kommunikationsstrategien, wie mithilfe einer geeigneten Semantik riskante Kampagnen vermieden werden können. Darüber hinaus legt dieses Diskussionspapier dar, wie NGOs institutionellen Wandel innerhalb ihrer Organisationen und der Gesellschaft unterstützen können. Entsprechende Governance-Strukturen könnten NGOs helfen, der Versuchung zu populistischen Kampagnen zu widerstehen und so der sozialen Falle zu entkommen, ihre gesellschaftliche Selbst-Aufklärungs- und Selbst-Regulierungs-Funktion selbst zu gefährden. In recent years scholars just as practitioners have been developing measures for addressing inefficiencies and reputational problems of NGOs, which offer goods and services. However, these accountability standards may not be sufficient for advocacy NGOs. As we show in an exemplary case, moralizing and emotionalizing campaigns may not-intentionally increase risks for NGOs even if the involved NGOs have noble aims. We use the psychologically and empirically well-founded Moral Foundations Theory (MFT) to highlight how the scandalization of glyphosate counteracts NGOs' long-term interests in highlighting and solving ecological and social issues. Against the backdrop of MFT, we present communication strategies that enable appropriate semantics for avoiding such risky campaigns. Second, we highlight how NGOs can encourage institutional changes within the society and their organizations. Such governance structures may help them to resist the temptation of populist campaigning and thus to escape the current trap of self-endangering their important role for societal and ecological advocacy.

Als Anregung zum schulischen Bildungsauftrag wird skizziert, wie das ordonomische Forschungsprogramm die Ordnungsethik in die Lage versetzt, Moral(kommunikation) konstruktiv zu kritisieren. Am Beispiel der deutschen Mindestlohndebatte wird gezeigt, dass der öffentliche Diskurs einem Non-sequitur-Fehlschluss erlegen ist, der zu einer normativen Schieflage führte: Es wurde übersehen, dass das zugrunde liegende moralische Anliegen wesentlich besser durch Lohnsubventionen zu erreichen wäre. As a stimulus für school education, this article sketches how the ordonomic research program enables constitutional ethics to criticize moral communication. The debate about minimum wage legislation in Germany serves to illustrate a discourse failure: a non sequitur fallacy led to a normative imbalance. There was a tendency to ignore that the moral desideratum would have been better served by wage subsidies.

Dieser Artikel analysiert die deutsche Mindestlohndebatte aus ordnungsethischer Sicht. Diagnostiziert wird ein Diskursversagen, welche Politikversagen und Marktversagen nach sich zieht: Die öffentliche Meinungsbildung geriet in eine normative Schieflage, die Politiker unter Handlungsdruck setzte, Maßnahmen für eine dysfunktionale Marktregulierung zu ergreifen, die das angestrebte moralische Anliegen tendenziell verfehlen werden, die Arbeits- und Lebensbedingungen bisheriger Niedriglohnempfänger nachhaltig zu verbessern. This article analyzes the German debate about introducing minimum wage laws from the perspective of constitutional ethics. It diagnoses a discourse failure that entails a political failure and a market failure: Public opinion got into a normative imbalance that exerted strong pressure on politicians to take dysfunctional measures of market regulation. As a consequence, politics will miss the underlying moral desideratum of sustainably improving the working and living conditions of present low-wage earners. Furthermore, this article analyzes why traditional economists’ “No to minimum wages” did not gain acceptance in the moral discourse of the democratic public.

In the last decades, NGOs have become an important participant in the work of political organizations (e.g., national authorities, the EU or the UN). This development brings many opportunities and also some challenges, including discourse failure which is one of the topics discussed in this paper. We present a case study that illustrates the interdependence of discourse failure and regulations failure. We conclude that discourse failure is frequently not merely an accidental by-product, but rather, a non-intended consequence of deliberate NGOs’ campaigns. We make particular note of probable discourse failure when campaigns attempt to deal with complex issues in an environment rife with wide-spread prejudices and where the NGO’s work is transparent. In this situation, regulation failure may be consequent upon discourse failure. We present collectively binding commitments for NGOs and binding services enforced by political organizations to prevent discourse failure. In conclusion, we argue that the field of political economy can benefit from this challenging environment if it systematically researches the interdependencies between discourses and regulations. In den letzten Jahrzehnten kamen NGOs als wichtige Akteure im politischen Regelsetzungsprozess hinzu (z. B. in der EU, der UN und auch auf den nationalen Ebenen). Aus dieser Entwicklung ergeben sich für die Zivilgesellschaft vielfältige Chancen, allerdings auch einige Herausforderungen. Zu den Herausforderungen zählt unter anderem Diskursversagen, woraus häufig Regulierungsversagen resultiert. Der Beitrag präsentiert eine Fallstudie, die das Zusammenspiel aus Diskurs- und Regulierungsversagen aufzeigt. Das Beispiel illustriert, dass Diskursversagen nicht nur ein zufälliger Nebeneffekt von öffentlichen Diskursen ist, sondern eine nicht-intendierte Folge zielgerichteter Kampagnen von NGOs sein kann. Insbesondere Kampagnen, die sich mit komplexen Themen auseinandersetzen, über die es in der Öffentlichkeit weitverbreitete Vorurteile gibt, neigen zu Diskursversagen. Durch transparente Kampagnen seitens der NGOs wird dies sogar begünstigt. Zur Überwindung dieser Defizite stellt der Beitrag verschiedene Bindungsmechanismen für NGOs und Bindungsservices durch Behörden und Politik vor. Abschließend zeigt der Beitrag auf, dass die Politische Ökonomik davon profitieren kann, wenn sie systematisch das Zusammenspiel zwischen Diskurs und Regulierung erforscht.
