That is why a new document was introduced, which aims to form a systemic vision of reconstruction -- the Comprehensive Recovery Program. As a result, strategic and spatial planning of the development of communities and regions should be more synchronized and effective. In this context, the comprehensive recovery program will be a key document. It integrates spatial and strategic planning, and in the future can become the basis for new urban planning documentation and territorial development strategies. In addition, the integrated rehabilitation program should promote the implementation of such modern approaches as rational spatial planning, permanent urban mobility, barrier-free, inclusive, energy efficiency and environmental friendliness. It was also concluded that spatial planning contributes to attracting investments, fighting corruption, automating processes, supporting business and granting permits. Spatial planning is a key element in the post-war reconstruction process. It also acts as a catalyst for the development of urban planning, land, nature protection and other cadastres and registers, which are filled thanks to the creation of appropriate spatial documentation. The experience of exploration and development of the Russia’s Far East from different directions, at different scales of time and space is summarized, starting from the foundation of Vladivostok in 1860, the most remote large city from both Russian capitals. It is shown that the maritime (eastern) route in the past and the space route today play no less a role in the development of the macroregion than the traditional overland (western) path. The sea ways played a decisive role until the launch of the Trans-Siberian Railway entirely across the territory of Russia in 1916, and since the beginning of the 1970s, the symbiosis of digital and space technologies makes it possible to remove restrictions on the spatial accessibility of an ever wider range of functions, land and water areas, concurrently expanding the opportunities for their consolidation and integration into both the national territory of Russia, and Greater Eurasia. Exploration of Space as a part of geosphere laid the foundation for the transformation of the traditional model of the Far East spatial development, with competition and alternating dominance of the land and sea routes. Since the early 1970s, within the framework of this transformation, the division of labor between modes and systems of transport and directions of communication has been gradually harmonized, when the development of the macroregion from the sea and by land are increasingly acting not as competing, but as complementary

The purpose of this study is to identify the characteristic features of the process in which the tourism industry of St. Petersburg is becoming more popular due to the spread of middle-class apartments. The article considers the problems of the tourism industry associated with the consequences of the pandemic, as well as with the political and economic pressure of other countries. Possible solutions are proposed due to concessional lending for the construction of hotels and apart-hotels. As a result, the reasons why apartments are in high demand in the Russian Federation were revealed. We believe that the analysis carried out indicates the expediency of investing in the construction of apartments and bringing the lease into an official type of activity. In the future, this will lead to an increase in the quality of service to tourists, an increase in the level of satisfaction and an increase in the income of the industry. It is also necessary to introduce concessional lending programs, which in the long term will lead to the stimulation of the tourism industry, as well as related industries, including construction. The latter, in turn, is a driver of economic processes taking place in the Russian Federation.

The review of the monograph “The right of the individual to insolation” assesses the content of the work based on Russian and foreign legislation, judicial practice, and doctrinal research. The contribution of the author to the modern theory of law is analyzed. The article contains proposals on research issues and critical remarks.

The processes of globalization of the economy and internationalization of mutual relations inherent in the modern world have changed the importance and role of participants within the society of each country, led to the redistribution of obligations and responsibility between them in the process of managing spatial socioeconomic development at the sites. Currently, there is a tendency to reduce the role of the State in the processes of organizing the management of territorial development, while the subjects of external and internal socioeconomic relations are more often represented by regions and territorial communities. Organizing effective public administration at the sites in order to improve the well-being of the own communities and ensure sustainable development requires more considered, strategic, planned, ambitious, innovative, etc. solutions. An analysis of theoretical and methodological approaches to determining the factors of the development of regions, territories, hromadas for use in practical activities directly affects the efficiency of the functioning of the system of territorial local self-government, the ability to perform the assigned powers, ensure a high level of quality of life of citizens along with a sustainable development of the territory. The authors of theories and models of spatial development considered the development of territories from the point of view of a wide range of factors of influence: geographical, administrative, economic, social, political, innovative, etc. Effective management of territorial development in modern conditions becomes relevant not only from the point of view of the need to solve existing problems, but also to expand opportunities for self-development of territories. However, the issues of finding modern and effective theoretical and methodological approaches to determine the factors of spatial development of regions (territories, hromadas) and their use in the system of public administration at different levels, particularly at the local, remain relevant for Ukraine.

Financial equalization of the development of the territories of Eastern European countries directly depends on the order of distribution of functions between public entities and the order of distribution of expenditures between states and individual territories. The studied countries of Eastern Europe belong to the less developed regions, whose GDP per capita is less than 75% of the EU average GDP. In the countries of Eastern Europe financial equalization is mainly based both on the functioning of funds (as an instrument of inter-budgetary balancing) and based on the analysis of tax revenues and expenditures of the territory. The dependence between equalization of expenditures of territories and socio-economic characteristics of their development. However, it is established that the quality of life is not significantly affected by financial subsidies. Improving the efficiency of the use of financial resources to increase the quality of life may be promising for further research.

This article discusses the ecological principles of creating sustainable prototypes and models in order to define architectural and spatial features of territories allocated for low-rise residential buildings as the basis for the eco-development of suburban spaces. It also describes its stages, where the introduction of digital technologies can provide effective management of the development of territories from an urban and environmental point of view.

The article is aimed at developing civil society by involving the inhabitants of territories in the budget process. The main problems that create the preconditions for alienating citizens from involvement in budget policy and slowing down the development of territories are defined. A conceptual model of participation budgeting for the development of territories based on the established principles, methods, instruments and objectives of application is proposed. It is specified that the main objective of the proposed model of participation budgeting is to involve citizens in budget processes and to form a common budget policy for the development of territories by the authorities and residents of these territories. The basic principles of the participation budgeting of the development of territories in the conditions of fiscal decentralization are determined as follows: publicity; compulsoriness; transparency; openness of procedures; inclusion; public participation; self-reliance; unity; complexness; economical effectiveness; targeted orientedness; innovativeness; manageability. It is proved that the process of forming local budgets on a participation basis involves: setting priorities for local expenditures by the residents of territories; choosing representatives of local communities to participate in the budget process; holding local and regional meetings to discuss and vote for priority expenses, which ultimately leads to the implementation of ideas that influence the quality of public services. The main objectives of the introduction of participation budgeting of development of territories are specified as follows: redistribution of financial resources; formation of a new type of relationship between administrative bodies and citizens; building up social connections and changing social interests; formation of an economic culture in the issues of formation and execution of budget; encouraging public activism. A mechanism for participation budgeting of the development of territories at the local and regional levels is developed. The sources of filling participation budgets and the conditions for selecting the projects that will be implemented at the expense of local budgets are identified. The basic conditions of participation budgeting at the local and regional levels are formed: efficient allocation of expenditures; the process of formation of budgets must be ongoing; existence of a development budget; ensuring the direct participation of community members in the formation of budget, direct voting for the implementation of a particular expenditure item. The positive effects of introduction of participation budget at the community and regional levels are generalized. Prospects for further research in this direction are the developments of regulatory legislation at the national level for the leveled conditions of participation budgeting in all the territories of the State.

The article considers the essential theoretical aspects and some practical features of the transition from the old, regional models of the political system, tested in Russia until 2003, to new ones, which, from the point of view of the country’s leadership, have contributed more to strengthening the stability of the acquired forms of Russian statehood. These models began to be based on a uniform approach to the organization of management in the municipal space of the region-subject. The formation of the municipal political continuum since the start of the implementation of the new concept of nature and the purpose of the local government and its bodies began to occur almost everywhere under the direct patronage of regional government bodies with the participation of the federal center. The configuration of territorial political forces and influences, as well as the correlation of political weight and real possibilities of influence of the main players, dominant and subordinate political figures and the socio-cultural background of regional development determined the dynamics of the arrangement of municipal practices and the attitudes of their participants. The municipal environment turned out to be practically devoid of a political component, but gained political potentiality, which is updated more according to the situation than at the request of local forces and authorities.

The process of assessment of economic potential of territories and its governance is a complex task in emerging markets countries, such as Ukraine. This requires the creation of an effective evaluation system and management mechanisms. The paper aims to develop the assessment system of the economic potential of the territories under the conditions of sustainable development and the main components of its management. Methods of research are as follows: analysis, synthesis, systematization, standardization, etc. The integral indicator of the dynamics of the economic potential of Ukrainian regions assessment in the context of sustainable development is substantiated; it includes environmental, investment, institutional, innovation, cluster, infrastructure, financial, export and human capital indices. As a result three groups of regions with different levels of economic potential dynamics have been identified and clustered: regions with a high level of economic potential dynamics; regions with a stable level of economic potential dynamics; regions with low or negative levels of economic potential dynamics. The obtained results ascertain that special attention should be paid to the environmental, investment, innovation and institutional components of the economic potential management.

Abstract—This article considers the prospects for restoring lithium production in Russia as one of the possible directions for the development of the mineral resource complex. It is shown that a number of comparative economic advantages have been formed for this purpose. The main advantage is the dynamic growth of demand and prices for lithium-containing products. Arguments are given in favor of the fact that the current trends are not situational but long-term in nature, associated with the development of high-tech industries around the world. It is shown that this can be confirmed by the high growth rates of investments in renewable energy sources, which implies a significant increase in the production of lithium-ion batteries. It is noted that other high-tech sectors that require lithium-containing products are also actively developing in Russia. An overview of the lithium market from the supply side is given: the structure of its stocks, production, and the main countries–producers and exporters of lithium are shown. The problems and prospects of resumption of Russian lithium production are considered. It is noted that the dynamic growth of lithium prices provides the possibility of profitable development of previously exploited deposits where production was suspended in the conditions of low prices in the 1990s. It is shown that the Zavitinsk field in Zabaykalsky krai, which was closed in 1998, has favorable conditions for the restoration of production. A SWOT analysis is made to confirm this conclusion. The following conclusions were drawn: resumption of lithium production in Russia will permit a step forward in the direction of reorientation from large export-oriented mining projects to the formation of high-tech production chains of a high degree of localization within the country; this would become of the most important "growth points" in the process of reindustrialization, as well as creating new opportunities for development of territories and improvement of living standards in the east of Russia; domestic lithium production is of strategic importance for a broad segment of the new economy and, as such, will be sustainably supported by increasing demand in the long term. The main objective of decentralization consists in transferring a significant part of the powers and budgets from state bodies to local self-government bodies. This, in turn, should change the philosophy of management of settlements through the formation of the consciousness of the population as a participant in this administration and the main consumer of the system of improvement, security and social protection, the transformation of territorial authorities - as responsible for the social and economic development of the territory. However, the social and economic development of territories today requires investment and the use of new technologies to enhance competitiveness. One of the solutions to this problem is the use of regional marketing mechanisms. The purpose of the article is to study the state of decentralization of power and the process of formation of united territorial communities in Cherkasy region. In modern conditions, their effective functioning requires the formation of a positive image, positioning and conducting of constant marketing research in the conditions of growing competition. To this end, it is advisable to determine the state of implementation of marketing mechanisms in the formed communities, the prospects of attracting investment, the need for enterprises and organizations in populated areas. The conducted research showed that the state of reforming in the region is very slow, both due to the absence of legislative acts and management experience. However, state support and European experience allow us to look at the process of decentralization with optimism, and the use of modern regional marketing mechanisms will allow communities to develop successfully. As a result of the research, it has been found that the main factor in the successful functioning of the united communities is effective management and local enterprises, which, thanks to their effective work, manage to provide employment and wages for residents and fill the budget. Due to the application of a wide range of general scientific methods, it was possible to determine the state of decentralization in the region, the role of united communities in reforming the authorities, and to define methods and mechanisms for improving their development. With the help of methods of analysis and synthesis, it was possible to determine the peculiarities of the formation and implementation of the state policy of development of the united territorial communities. The method of generalization allowed considering foreign experience in reforming the authorities and the use of modeling and forecasting methods allowed identifying possible mechanisms of regional marketing in the united territorial communities of Cherkasy region and directions of their practical application

The article continuous a presentation of an author’s view on the prerequisites and difficulties of finding methodological grounds for investigating the problem of deploying the political potential of local power in modernRussia. The text of the publication it is shown how the spontaneous accumulation of the political potential of local self-government in modern conditions can be beyond the regulatory management impact of state authorities and management, and in this connection, the thesis is based on the inadequacy of modern ways of recording and controlling the conditions and results of the activities of the generative centers of democratic democracy in the local scale. The regional aspect of the problem is revealed in the light of new trends in the interpretation of problems of regional development by the Russian federal authorities. An attempt was made to substantiate a number of preliminary conclusions about the proposed research program on explication of the problem of local government management and the potential of state government regulatory impacts, as well as outlined promising areas for further study of the identified by author main problematic issues.

The content and nature of intermunicipal investment cooperation (IMIC) are disclosed in the article. The aim of the article is to study the foreign experience of intermunicipal investment cooperation with a view to further introduction of local self-government into domestic practice. By analyzing and summarizing the scientific works of many scientists, in which the general experience and mechanism of intermunicipal cooperation is considered, the main features of the reasons for the existence and promotion of intermunicipal investment cooperation are revealed. Some foreign practices of the existence of intermunicipal investment cooperation are analyzed. There made a critical analysis regarding the forms of implementation of such cooperation. Features of the mechanism of functioning of various models of such cooperation are revealed. It is substantiated that the intermunicipal investment IMIC is not a fairly common practice and direction of cooperation between territorial communities and their government bodies. The legislation of most of the analyzed countries does not establish clear rules that would administer or regulate IMIC to an extent required by the practice of territorial management and development of territories. It is determined that a large number of forms, models and methods of implementing IMIC, despite even a certain rarity of their application, attests to the most important characteristic feature of it. It is stated that the following forms of IMIC should be considered as the most effective with regard to domestic practice of organization of local self-government and financial flows: establishment of a separate intermunicipal institution (body) authorized to manage or regulate the implementation of investment processes and administration of investment processes by concluding an administrative agreement.

Abstract. Objectives The aim of the study is to develop a methodology for networking between small towns and regional centres on the basis of developing areas of mutual benefit. It is important to assess the possibility of cooperation between small towns and regional centres and local selfgovernment bodies on the example of individual territorial entities of Russia in the context of the formation and strengthening of networks and support for territorial development. Methods Systemic and functional methodical approaches were taken. The modelling of socio-economic processes provides a visual representation of the direction of positive changes for small towns and regional centres of selected Subjects of the Russian Federation. Results Specific examples of cooperation between small towns and district centres are revealed in some areas; these include education, trade and public catering, tourist and recreational activities. The supporting role of subsystems, including management, regulatory activity, transport and logistics, is described. Schemes, by to which mutually beneficial network interaction is formed, are characterised in terms of the specific advantages accruing to each network subject. Economic benefits of realising interaction between small cities and regional centres are discussed. The methodology is based on assessing the access of cities to commutation, on which basis contemporary regional and city networks are formed. Conclusion On the basis of the conducted study, a list of areas for mutually beneficial networking between small towns and district centres has been identified, allowing the appropriate changes in regional economic policies to be effected in terms of programmes aimed at the development of regions and small towns, including those suffering from economic depression.

The European integration choice of Ukraine, enshrined in the Association Agreement between Ukraine and the European Union, has defined the strategic direction of the country’s development for the near future. One of the main directions of the country modernization is the reform of administrative-territorial, political, public administration systems and establishment of the democratic institution of public power – the local self-government. Formation of foundations and principles of reforming the local self-government and territorial organization of power in Ukraine in accordance with the basic provisions of the European Charter of local self-government is an integral part of the national legislation in this sphere. Carrying out monitoring and analysis of the implementation of the reform of decentralization in Ukraine, as well as assessment of the level of its implementation and efficiency of functioning, identification of problematic issues and risks of implementation of the decentralization reform are very important for timely provision of recommendations for the appropriate solutions.

At present, socio-economic development in leading countries is characterized by intensive development of cooperation between government, business and society. In conditions when territories gain more autonomy in solving socio-economic development problems, business entities act as funding sources for addressing the most urgent issues, the priority of which is impossible to determine without participation of the public. Having studied the evolution of cooperation between government and business in Russia we point out that the extent of government participation in the economy depends on its national development specifics at different stages, which determines the diversity of their interaction models. Having reviewed domestic and foreign research works we systematize the existing models of trilateral interaction. The paper analyzes the implementation of joint projects and programs by the authorities and business in the Russian Federation and reveals forms of participation of society in addressing regional problems on the example of the Vologda Oblast. Streamlining the interaction between the authorities, business and society will help unite their efforts to solve priority development tasks in the territory. In this regard, we propose a set of recommendations for the authorities that will help develop this trilateral cooperation. The study uses system approach, structural-functional analysis, method of expert estimations, groupings, comparison and generalization; tabular and graphical techniques for data visualization are applied, as well. Legislative acts and other regulatory documents of state authorities and administration, official data of the Ministry of Economic Development, and the Russian Union of Industrialists and Entrepreneurs serve as information base of the study. We also use the results of a survey of heads of Vologda City enterprises conducted by ISEDT RAS with our direct participation. The findings of the paper can be used in scientific and educational activities. They are of practical interest to the authorities, because they can help improve economic policy aimed to promote participation of business and society in dealing with problems of the territory

One of the priority directions for structural reforms in Ukraine on the road to European Integration is the reform of decentralization of power and modernization of the system of public administration on the national and local levels, allowing for a more efficient provision of the socio-economic development of both the individual territories and the country as a whole. However, the actual indicators of the socio-economic development of the regions of Ukraine indicate a further increase in the inequality of their development. These tendencies have been particularly accentuated by the socio-political and socio-economic crises that took place in the country during 2014-2015. The publication carries out an analysis of the socio-economic development of the regions of Ukraine during the period of 2014-2017, and assesses the dynamics of socio-economic development of the regions in the real sector of economy. Proposals have been presented to address problematic issues of socio-economic development in the regions of Ukraine in the context of crisis occurrences in the social-political and socio-economic spheres.

Market transformation in Russia’s economy at the end of the 20th century was accompanied by the increase in the autonomy of its territories, and the establishment of the institute of local government. As a result of the separation of powers and responsibilities the local government has become responsible for strategically important and socially significant functions of the state such as preschool, primary, basic and secondary (complete) general education, physical education, social policy, organization of provision of housing and utilities services to the population. However, local government in Russia is in the process of formation, and only few municipalities are able to perform all their functions due to limited budgetary resources. Therefore there are a lot of problems in the socio-economic development of territories that need solving and that require scientific and methodological support as well. The paper describes the main stages of formation and development of scientific objectives with regard to the issues of socio-economic development of territories at the Institute of Socio-Economic Development of Territories of RAS. The efficient system of public administration, comprehensive, rational and effective use of all existing territorial resources are impossible without a system versatile assessment of the existing socio-economic potential of the territories, on the basis of which the priority directions of socio-economic development of the country, region, individual territory, city are determined. The main driver of development of a certain territory (region) is administrative cities (regional centers, cities of regional and district significance), which due to economic and geographical, natural resource, social and environmental potentials act as points (centers) of regional development, and directly affect the general potential, positioning and competitive advantages of the territory as a whole among the regional economic entities of Ukraine. Administrative centers acquire in this context particular importance for socio-economic development of the regions. In the presented materials the importance of the city of Kharkiv in the economic and social life of the region is considered, the positioning of the city of Kharkiv and individual large cities of Ukraine at the regional, national and international levels is studied.

The article carries out analysis and evaluation of trends in socio-economic development of regions of the «older» and «newer» EU Member States for the period of 2003–2012. The level of socio-economic development of the regions has been evaluated within the specified group of the Member States as well as in comparison with average European indicators. Efficiency of the regional policy of the European Union has been analyzed on the basis of comparative analysis of selected indicators of socio-economic development of regions of selected groups of the EU Member States together with the dynamics of the level of inequality of their development in terms of expansion and structural changes of the European Union. The topicality of the problem lies in growing tension between the increasing attention to creativity and creative activities and the "neutral" attitude to the problems of developing support mechanisms. The purpose of the article is to justify the need for state support of mass culture and the sector of creative industries as special spheres of cultural creativity. The leading approach to the problem study is socio-cultural analysis showing stability of the general trend in the mass culture development on the way of "value massivization". Changes of business strategies for the development of some territories raises the question of coordination recognition of self-organization principles and management aimed at maintaining of free public development movement. During the World Symposium on Sustainable Development at Universities (WSSD-U-2012), the establishments of higher education have been required to accompany the environmental changes of society. The paper questions their role in the energy transition of territories by analyzing how universities participate in the projects of smart grids in connection to electric mobility. The aim is to look at the facts and to test the promises of a radical change by improving cognition thanks to these new information and communication technologies. From an international and local analysis, the “smart ontology” is revisited on the university ground. A state of international diffusion and a review of scientific literature open the discussions on the concept of “breakthrough innovation” such as it is associated with the introduction of smart technologies into the energy field. The case of action research “Smart Campus” puts into perspective the enchanted explanations of successful innovation.

Socio-economic development of regions should be based on their production, investment, resource potentials and taking into account geographic, demographic and other features. Support and regulation of development processes is a key task of regional public policy, having at their disposal a fairly wide range of instruments. In order to ensure the accelerated development of some territories of the Russian Federation currently implemented national target programmes which provide the formation of the most favorable conditions for the inflow of investment into various fields of regional development. In the framework of this article discusses the interim results of functioning of special economic zones and territories of priority socio-economic development in Russia, carried out their comparison and analysis, and discusses the key aspects of control and monitoring indicators of their effectiveness. Performance management involves a set of measures aimed at timely identification of metrics and indicators that allow you to track turning points in the socio-economic development. According to the authors of the article, a key condition for formation of system of indicators of the functioning of territories is to ensure its universality and at the same time taking into account the specific features of each territory. There are many approaches to the classification of the indicators and indicators of socio-economic development. In the framework of the given classification it is advisable to use a number of criteria, characterizing the following key areas of socio-economic development of the territories concerned. Between business and social uses of the word terroir and the corresponding meanings, a variety of mental representations of the word creates the difficulty in mobilizing among researchers and trainers. The transdisciplinary analysis proposed in this paper aims to identify better understanding and to identify the potential of this concept for research, development and training. The concept of terroir has been characterized by a multi-referentiality: on the one hand an object representing a local and cultural productive system, on the other hand a project of a community whose goals are subjective. This multi-referentiality gives some potentiel for the concept about (i) mediation in development projects in rural areas, (ii) interdisciplinary training of agronomists.
