Photographic and genetic studies have revealed the complex population structure of migratory large whales. Most research and management are geographically based, focusing on either wintering or summering areas, which in most cases fails to capture this complexity. We use examples from humpback whales (Megaptera novaeangliae) and gray whales (Eschrichtius robustus) to illustrate the concept of migratory herds, defined here as conspecific whales that migrate between the same wintering and feeding ground. In cases where individuals show strong fidelity to both feeding and wintering grounds, and therefore to a herd, dispersal between herds can be low enough to render them as demographically independent populations, where population dynamics are determined more by net internal recruitment (births minus deaths) than by immigration from outside sources. In these cases, the migratory whale herd is the appropriate unit to conserve under the ecological paradigm that focuses on groups united by demographic forces. We suggest that when addressing questions focused on ecological timescales for whale species with strong fidelity to migratory destinations, the migratory whale herd is a better initial working hypothesis rather than one based on geographically defined strata. Delineating a threshold migration rate for demographic independence important for understanding connectivity among fragmented populations and defining management units for conservation and harvest regulation. In turn, defining management units is an essential step in sustainable management to avoid unintentional depletion of resources managed for conservation or harvest. The 10% rule of demographic connectivity is a rule of thumb that delineates the threshold of demographic independence when the behavior of two populations shifts from synchronous at >10% to independent at <10%. However, the accuracy of the 10% rule to real-world scenarios and application to natural resource management is unknown. We evaluated the 10% rule using simulation for two life history types: Pacific cod, Gadus macrocephalus, a gadid with relatively fast growth, and blackspotted rockfish, Sebastes melanostictus, a long-lived rockfish species. Results were obtained by simulating a real-world tool for evaluating demographic connectivity, positive correlation in estimated population sizes. We assessed the effect of migration on demographic connectivity on otherwise independent populations under one- and two-way migration, and with various population sizes and life history parameters. Sensitivity testing showed that positive correlation in population size does not occur in roughly a quarter of simulations, regardless of the migration rate. When positive correlation in population size does occur, mean migration rates over all simulations were between 5% and 10%: 0.089 (8.9%) for blackspotted rockfish and 0.058 (5.8%) for Pacific cod. Although most eastern North Pacific (ENP) gray whales feed in the Bering, Beaufort, and Chukchi Seas during summer and fall, a small number of individuals, referred to as the Pacific Coast Feeding Group (PCFG), show intra- and interseasonal fidelity to feeding areas from northern California through southeastern Alaska. We used both mitochondrial DNA (mtDNA) and 12 microsatellite markers to assess whether stock structure exists among feeding grounds used by ENP gray whales. Significant mtDNA differentiation was found when samples representing the PCFG ( n = 71) were compared with samples ( n = 103) collected from animals feeding further north ( FST = 0.012 , P = 0.0045). No significant nuclear differences were detected. These results indicate that matrilineal fidelity plays a role in creating structure among feeding grounds but suggests that individuals from different feeding areas may interbreed. Haplotype diversities were similar between strata ( hPCFG = 0.945, hNorthern = 0.952), which, in combination with the low level of mtDNA differentiation identified, suggested that some immigration into the PCFG could be occurring. These results are important in evaluating the management of ENP gray whales, especially in light of the Makah Tribe's proposal to resume whaling in an area of the Washington coast utilized by both PCFG and migrating whales. Identification of populations and management units is an essential step in the study of natural systems. Still, there is limited consensus regarding how to define populations and management units, and whether genetic methods allow for inference at the relevant spatial and temporal scale. Here, we present a novel approach, integrating genetic, life history and demographic data to identify populations and management units in southern Scandinavian harbour seals. First, 15 microsatellite markers and model- and distance-based genetic clustering methods were used to determine the population genetic structure in harbour seals. Second, we used harbour seal demographic and life history data to conduct population viability analyses ( PVAs) in the vortex simulation model in order to determine whether the inferred genetic units could be classified as management units according to Lowe and Allendorf's (Molecular Ecology, 19, 2010, 3038) 'population viability criterion' for demographic independence. The genetic analyses revealed fine-scale population structuring in southern Scandinavian harbour seals and pointed to the existence of several genetic units. The PVAs indicated that the census population size of each of these genetic units was sufficiently large for long-term population viability, and hence that the units could be classified as demographically independent management units. Our study suggests that population genetic inference can offer the same degree of temporal and spatial resolution as 'nongenetic' methods and that the combined use of genetic data and PVAs constitutes a promising approach for delineating populations and management units. We used mitochondrial and nuclear genetic markers to investigate population structure of common bottlenose dolphins, Tursiops truncatus, around the main Hawaiian Islands. Though broadly distributed throughout the world's oceans, bottlenose dolphins are known to form small populations in coastal waters. Recent photo-identification data suggest the same is true in Hawaiian waters. We found genetic differentiation among (mtDNA ΦST= 0.014-0.141, microsatellite F'ST= 0.019-0.050) and low dispersal rates between (0.17-5.77 dispersers per generation) the main Hawaiian Island groups. Our results are consistent with movement rates estimated from photo-identification data and suggest that each island group supports a demographically independent population. Inclusion in our analyses of samples collected near Palmyra Atoll provided evidence that the Hawaiian Islands are also occasionally visited by members of a genetically distinct, pelagic population. Two of our samples exhibited evidence of partial ancestry from Indo-Pacific bottlenose dolphins ( T. aduncus), a species not known to inhabit the Hawaiian Archipelago. Our findings have important implications for the management of Hawaiian bottlenose dolphins and raise concerns about the vulnerability to human impacts of pelagic species in island ecosystems. The population status of the harbour porpoise (Phocoena phocoena) in the Baltic area has been a continuous matter of debate. Here we present the by far most comprehensive genetic population structure assessment to date for this region, both with regard to geographic coverage and sample size: 497 porpoise samples from North Sea, Skagerrak, Kattegat, Belt Sea, and Inner Baltic Sea were sequenced at the mitochondrial Control Region and 305 of these specimens were typed at 15 polymorphic microsatellite loci. Samples were stratified according to sample type (stranding vs. by-caught), sex, and season (breeding vs. non-breeding season). Our data provide ample evidence for a population split between the Skagerrak and the Belt Sea, with a transition zone in the Kattegat area. Among other measures, this was particularly visible in significant frequency shifts of the most abundant mitochondrial haplotypes. A particular haplotype almost absent in the North Sea was the most abundant in Belt Sea and Inner Baltic Sea. Microsatellites yielded a similar pattern (i.e., turnover in occurrence of clusters identified by STRUCTURE). Moreover, a highly significant association between microsatellite assignment and unlinked mitochondrial haplotypes further indicates a split between North Sea and Baltic porpoises. For the Inner Baltic Sea, we consistently recovered a small, but significant separation from the Belt Sea population. Despite recent arguments that separation should exceed a predefined threshold before populations shall be managed separately, we argue in favour of precautionary acknowledging the Inner Baltic porpoises as a separate management unit, which should receive particular attention, as it is threatened by various factors, in particular local fishery measures. Molecular genetic data have found widespread application in the identification of population and conservation units for aquatic species. However, integration of genetic information into actual management has been slow, and explicit and quantitative inclusion of genetic data into fisheries models is rare. In part, this reflects the inherent difficulty in using genetic markers to draw inferences about demographic independence, which is generally the information of the greatest short-term interest to fishery managers. However, practical management constraints, institutional structures and communication issues have also contributed to the lack of integration. This paper identifies some of the organizational, conceptual and technical barriers that have hampered full use of genetics data in stock assessment and hence fishery management and outlines how such use could be enhanced. We used capture-mark-recapture data to assess winter philopatry by Harlequin Ducks (Histrionicus histrionicus) in Prince William Sound, Alaska, during winters 1995-1997 and 2000-2001. Philopatry was quantified using homing rates, which were estimated as the proportion of birds recaptured at their original site out of all recaptured birds. Between-year homing rates of 0.95 (95% CI: 0.87-1.00) and 1.00 (0.92-1.00) were estimated for females and males, respectively, at three locations on Montague Island. Similar homing rates were measured in western Prince William Sound, where estimates were 0.92 (0.80-0.98) for females and 0.96 (0.79-1.00) for males, with a scale of detected movements for all recapture birds ranging from 3-52 km. Our results indicate that wintering aggregations may be demographically independent at a much finer spatial scale than genetic data indicate, and that conservation efforts should recognize this degree of demographic separation among population segments.
