In this paper we analyse the quality of the functional regionalisation of Slovenia at the level of eight and twelve (functional) regions. The functional regions were modelled with average annual labour commuting flows between Slovenian municipalities in the years 2015-2018 using the CURDS and Intramax methods. The results were compared with the systems of twelve statistical and eight macro-regions in Slovenia. The quality of functional regionalisation was analysed using a revised method for calculating the fuzzy values of the affiliation of the basic spatial units to the (functional) region. The results of a case study for Slovenia show a high quality level of functional regionalisation of eight macro-regions. [ABSTRACT FROM AUTHOR]

V prispevku predstavimo dinamiko selitev in delovne mobilnosti v izbrana urbana središča Slovenije v letih 2000–2011. Vpliv privlačnosti urbanih središč, vpliv oddajanja tokov selivcev in vozačev na delo v izvoru ter vpliv razdalje med izvorom in ponorom na selitve in delovno mobilnost v urbana središča Slovenije smo analizirali v prostorskem interakcijskem modelu. Dinamiko preučevanih vplivov smo analizirali ter primerjali za obdobje pred pojavom gospodarske krize v Sloveniji (2000–2007) in med njo (2008–2011). Urbana središča Slovenije smo obravnavali glede na njihovo opredelitev v Strategiji prostorskega razvoja Slovenije na štirih ravneh: nacionalna središča mednarodnega pomena, središča nacionalnega pomena, središča regionalnega pomena in središča medobčinskega pomena ; In this paper, the dynamics of migration and commuting into the urban centres of Slovenia in 2000–2011 is presented. In this paper, we analyse and present the findings regarding the impact of the recession that began in 2008 in Slovenia on the attractiveness of predominantly urban, intermediate and predominantly rural areas of Slovenia. We tested some hypotheses regarding the impact of the recession on the attractiveness of analysed areas to both internal migration and commuting flows between the municipalities of Slovenia. To this end, an adjusted spatial interaction model was developed by evaluating standardized regression coefficients. We analysed the impacts of population size, distance, employment, gross personal income, municipality revenue per capita, the average price per square metre of apartments and houses, and age structure in the municipality pertaining to the decision to migrate or commute to the analysed areas. The impact of the recession was analysed by comparing the estimations of standardized regression coefficients before the recession (2007) and during the recession (2011). [ABSTRACT FROM AUTHOR]

6. Analiza funkcionalnih regij v Sloveniji po spolu delovno aktivnega prebivalstva

V magistrski nalogi smo analizirali funkcionalne regije po spolu delovno aktivnega prebivalstva v Sloveniji s statističnimi podatki delovne mobilnosti med občinami. Funkcionalne regije, posebej za moški in ženski spol ter za vse delovno aktivne skupaj, smo modelirali s pomočjo tretje različice metode CURDS. Analizo funkcionalnih regij smo izvedli na makro in mezo ravni Slovenije v treh časovnih obdobjih, in sicer: 2002–2005, 2009–2011 in 2016–2018. Med obravnavanimi obdobji je prišlo do spremembe meja analiziranih občin ter do spremembe v metodologiji zajema podatkov o delovni mobilnosti. Na makro ravni smo izračunali 9 do 16 funkcionalnih regij, na mezo ravni pa 19 do 35 regij. Ugotavljamo, da delovno aktivni moški v povprečju premagujejo daljše razdalje pri vožnji na delo kot ženske ter da razdalja do delovnega mesta pri obeh spolih narašča. Hkrati ugotavljamo, da ženske oblikujejo lokalno posebne funkcionalne regije, ki se pojavljajo predvsem na vzhodu države, medtem ko vzorci moške delovne mobilnosti poudarjajo lokalno posebna območja delovne mobilnosti predvsem v gorenjski statistični regiji. In this master’s thesis, functional regions by gender of persons in employment were analysed with statistical data on labour commuting between municipalities in Slovenia. Functional regions were modelled separately for male, female, and working population of both genders, using the third version of the CURDS method. The regions were analysed at macro and meso levels of Slovenia in three different periods: 2002–2005, 2009–2011 and 2016–2018. During these time spans, there were some changes in the boundaries of the analysed municipalities and in the methodology of data collection on labour commuting. At macro level 9 to 16 functional regions were calculated and 19 to 35 regions at meso level. We found that male persons in employment travels longer distances when commuting to work and also that distance to work is increasing for both genders. At the same time, we found that women persons in employment form locally specific functional regions that occur mainly in the eastern part of the country, while patterns of male labour commuting emphasize locally specific areas of labour mobility, especially in Gorenjska statistical region.

V magistrskem delu smo preučevali upad delovne mobilnosti z razdaljo na ravni občin in statističnih regij Slovenije med leti 2009 in 2017. Parametra upada delovne mobilnosti z razdaljo smo ocenjevali po Newton-Raphsonovem iterativnem postopku v treh omejenih gravitacijskih modelih s pomočjo programskega orodja Matlab (Olsson, 2016). Dve omejitvi v Modelu 1 zagotavljata, da je ocenjena populacija enaka opazovani populaciji in ocenjeni skupni čas vožnje enak skupnemu opazovanemu času vožnje. Model 2 vključuje šest omejitev, ki zagotovijo enakost ocenjene delovne mobilnosti in skupnih potovalnih časov opazovanim količinam v občinah, v regijah in med regijami. Model 3 vključuje poleg omejitev iz Modela 2 še dve dodatni omejitvi, ki zagotovita enakost ocenjenega števila delovno aktivnih v posamezni osnovni prostorski enoti, tj. občini, opazovanemu številu delovno aktivnih v izvoru in ponoru. Potek iterativne ocene parametrov modelov smo predstavili z grafičnimi prikazi. Oceno upadanja delovne mobilnosti z razdaljo smo podrobneje študirali v Modelu 3, kateri se opazovanjem najbolje prilega (Olsson, 2016). V obravnavanem obdobju je vpliv razdalje na delovno mobilnost v splošnem padal, kar nakazuje večjo pripravljenost za vožnjo na delo na daljše razdalje. In Master thesis we studied distance-decay of labour commuting at the level of municipalities and statistical regions of Slovenia between years 2009 and 2017. Distance-decay parameters of labour commuting were evaluated according to Newton-Raphson's iterative procedure in three constrained gravity models using Matlab program (Olsson, 2016). The two constraints in Model 1 ensure that the estimated population equals the observed population and the estimated total commuting time equals the observed total commuting time. Model 2 has six constraints that ensure the estimated population and estimated total commuting time on the level of municipalities, regions and between regions. Model 3 includes, in addition to the six constraints in the Model 2, two additional constraints to enforce that the estimated number of workers that live in each municipality is equal to the observed number in origin and destination. The evaluation of parameters in models we presented with graphical representations. We studied the estimation of distance-decay in more detail in the Model 3, which fits the best among all models to observations (Olsson, 2016). During the analysed period, the impact of distance-decay has generally fallen, which indicates a greater willingness of labour commuting for longer distances.

9. Avtomatizacija izrisa prostorskih interakcij v ArcGIS

V analizah prostorskih interakcij lahko njihova ustrezna upodobitev bistveno pripomore k razumevanju obravnavanega pojava v prostoru. V diplomski nalogi smo avtomatizirali postopke nekaterih v literaturi predlaganih standardnih izrisov prostorskih interakcij, hkrati pa smo predlagali tudi nekaj lastnih rešitev. Avtomatizirali smo postopke izrisa prostorskih interakcij po metodah pajkove mreže, neto izvorov in neto ponorov ter vektorje asimetrije. Poleg teh smo avtomatizirali tudi izračune in postopke izrisa prostorskih interakcij na način pajkove mreže bruto in neto povezav, poudarjanja ponorov, poudarjanja izvorov in po pristopu interpolacije ter razlike vektorjev asimetrije. Avtomatizacijo izrisa smo izvedli v programskem okolju ArcGIS, programska koda pa je napisana v programskem jeziku Python. Rezultati te diplomske naloge, ti. orodjarna za programsko okolje ArcGIS in napotki za izrise prostorskih interakcij s primeri, so neposredno uporabni v postopkih prostorskega načrtovanja. In the analysis of spatial interactions, their representation can significantly contribute to understanding of the discussed spatial phenomenon. In the graduation thesis we automated the procedures of some, in the literature proposed standard spatial interaction mapping methods, and proposed some of our own solutions. We have automated spatial interaction mapping methods using spider web method, net origins and net destinations and vectors of asymmetry. In addition to these, we also automated the calculations and procedures of mapping spatial interactions spider web gross and net connections, destination emphasis, origin emphasis, interpolation of vectors of asymmetry approach and the difference of vectors of asymmetry. The automation of the mapping was performed in the ArcGIS software environment, and the code is written in the Python programming language. The results of this diploma thesis is the ArcGIS software environment toolkit and instructions for mapping of spatial interactions with examples, which are directly applicable in spatial planning processes.

V magistrskem delu smo vrednotili funkcionalne regije s pristopom mehke logike (Feng, 2009), s podatki o delovni mobilnosti med občinami za območje Slovenije. Vrednotili smo funkcionalne regije modelirane po metodi TTWA (Borovnik, 2018) in Intramax (Drobne, 2016) na lokalni in regionalni ravni. Z vrednotenjem teh podatkov smo dobili 24 nizov rezultatov, katere smo po vrednosti predstavili na ravni občin, medtem ko povprečja na ravni funkcionalnih regij in ravni Slovenije. Rezultati so pokazali, da metoda TTWA v splošnem modelira funkcionalne regije z višjimi stopnjami pripadnosti občin kot metoda Intramax, kar velja za obe analizirani leti kot tudi za raven obravnave funkcionalnih regij. V splošnem velja tudi, da se z nižanjem ravni funkcionalnih regij zmanjšuje pripadnost občin k tem regijam. In the master thesis, we evaluated the functional regions with the fuzzy logic approach (Feng, 2009) with using data on labour commuting between communities for the Slovenian region. We evaluated the functional regions modeled according to the TTWA (Borovnik, 2018) and Intramax (Drobne, 2016) method at local and regional level. By evaluating these data, we obtained 24 sets of results, which we presented in terms of values at the level of municipalities, and in averages at the level of functional regions and Slovenia. The results showed that the TTWA method generally models functional regions with higher levels of municipalities’ affiliation than the Intramax method, which applies to both analyzed years as well as the level of treatment of functional regions. In general, the decrease in the level of functional regions reduces the affiliation of municipalities to these regions.

11. Analiza funkcionalnih urbanih območij regionalnih središč Slovenije v obdobju 2000–2015

V zadnjih letih so se uveljavili številni novi koncepti razmejitve območja, ki posplošujejo in podajajo nove smernice za nadaljnje analize gospodarskega, družbenega, okoljskega in prostorskega razvoja. Funkcionalno regijo je kot nov koncept razmejitve v literaturi moč zaznati že nekaj časa, v novejšem času pa se vse bolj uveljavlja koncept funkcionalnega urbanega območja (FUO). V magistrski nalogi prevzamemo funkcionalna urbana območja, ki jih je modelirala Cetin (2018) po metodi OECD za območje Slovenije v obdobju 2000–2015. V nalogi na ravni regionalnih središč po SPRS (2004) analiziramo številne družbeno-ekonomske in prostorske parametre po FUO regionalnih središč. Izhajamo iz uradnih statističnih podatkov, zbranih na ravni občin (SKTE 5). Nadaljnjo analizo izvajamo v dveh delih. Prvi del zajema analizo statističnih podatkov po FUO in po letih, drugi del pa tematsko obravnava analizo poti na delo po FUO in po letih. V obravnavanem obdobju 2000–2015 analiziramo ter ovrednotimo notranje spremembe analiziranih parametrov na ravni FUO regionalnih središč Slovenije. Analizo v celoti opravimo v programskem orodju Excel, s pomočjo katerega rezultate tudi grafično prikazujemo. Rezultate tematsko predstavljamo v dveh ločenih poglavjih, to so rezultati, vezani na spremembo družbeno-ekonomskih parametrov, ter rezultati, vezani neposredno na spremembo delovne mobilnosti na ravni regionalnih središč Slovenije. Over the last few years, numerous new concepts of area delimitation generalizing and giving new guidelines for further analyses of economic, social, environmental and spatial development have been enforced. A functional region, as a new concept of delimitation, has appeared in literature for quite some time now. In the contemporary era, the concept of functional urban area (FUA) is gaining in importance. In this graduation thesis, functional urban area, modelled by Cetin (2018) after the OECD method for the area of Slovenia between 2000 and 2015, were taken. On the level of the regional centres after SPRS (2004), numerous social-economic and spatial parameters of regional centres, FUAs were analysed. The official statistic data, collected on the level of municipalities (SKTE 5), served as sources for our analysis. Further analysis is done in two parts. The first part consists of the statistical data analysis after FUAs over the years the second part thematically discusses the analysis of labour commuting routes in FUAs and over the years respectively. An analysis and an evaluation of internal changes of the analysed parameters in FUAs of the regional centres of Slovenia is presented for the period between 2000 and 2015. The analysis is made completely with the programme Excel, which also helps present the results graphically. The results are presented in two different separated chapters: the results, bound up to the change of the social-economic parameters, and the results, bound up directly to the change of labour commuting on the level of regional centres of Slovenia.

12. Modeliranje območij delovne mobilnosti v programskem jeziku R

V magistrskem delu smo v programskem jeziku R modelirali območja delovne mobilnosti. To so območja, v katerih večina delovno aktivnega prebivalstva živi in dela. Uporabili smo metodo TTWA, kjer je potrebno določiti štiri vhodne parametre (minimalno in ciljno število delovno aktivnega prebivalstva ter minimalno in ciljno samozadostnost). S podatki o delovnih tokovih med občinami smo modelirali lokalna in regionalna območja delovne mobilnosti v Sloveniji za leti 2004 in 2016. Z različnimi nizi vhodnih parametrov smo modelirali skupno 14 nizov rezultatov. Izhodišča za modeliranje območij delovne mobilnosti smo povzeli po Strategiji prostorskega razvoja Slovenije (SPRS, 2004) in po predlogu lokalnih zaposlitvenih sistemov projekta RePUS (Pichler Milanović et al., 2008). Primerjava rezultatov med letoma 2004 in 2016 izkaže zmanjševanje števila - in posledično povečevanje - območij delovne mobilnosti v Sloveniji. Hkrati pa se območjem delovne mobilnosti povečuje število delovno aktivnega prebivalstva in zmanjšuje samozadostnost. In the master thesis, we modelled Travel-To-Work-Areas (TTWA) in the programming language R. Travel-To-Work-Areas represent areas where the majority of working population lives and works. The TTWA method was used in the process, therefore four input parameters were defined (minimum and target number of the working population and minimum and target level of self-containment). The commuting flows data between municipalities was used to model the local and regional Travel-To-Work-Areas in Slovenia for years 2004 and 2016. A total of 14 sets of results were gained with different sets of input parameters, which were based on the Strategy of spatial development of Slovenia (SPRS, 2004) and local labour systems proposal of the RePUS project (Pichler Milanović et al., 2008). The results’ comparison between 2004 and 2016 shows a reduction in the number - and consequently an increase - of the Travel-To-Work-Areas in Slovenia. At the same time, the number of the working population number is increasing and the level of self-containment is decreasing in the Travel-To-Work-Areas.

13. Geografsko obtežena regresijska analiza selitev in delovne mobilnosti v Sloveniji v obdobju 2000–2013

V magistrskem delu analiziramo priselitvene tokove in prihodne tokove delovne mobilnosti v Sloveniji. Analizo smo izvedli z dvema regresijskima metodama za obdobje trinajstih let, med leti 2000 in 2013. Z globalno metodo OLS smo ocenili vpliv neodvisnih spremenljivk na priselitvene tokove in prihodne tokove delovne mobilnosti v modelu za celotno državo, z lokalno metodo GOR pa smo ocenili vpliv neodvisnih spremenljivk v posamezni občini. Prihodne tokove delovne mobilnosti obravnavamo kot nadomestek za priselitvene tokove. Rezultate obeh analiz smo posebej za posamezno pojasnjevalno spremenljivko primerjali med seboj. Pri globalni metodi OLS smo rezultate primerjali med zaporednimi leti od 2000 do 2013, pri lokalni metodi GOR pa smo pri priselitvenih tokovih med seboj primerjali lokalne modele med leti 2004 in 2007, pri tokovih delovne mobilnosti pa lokalne modele za obdobje pred, med in po samem vrhu gospodarske krize v Sloveniji. Rezultati so za lažje razumevanje zbrani v preglednicah ter prikazani s kartografskimi prikazi. Ugotovili smo, da je Ljubljana skozi celotno obravnavano obdobje pomembno regionalno središče, saj privlači prihodne tokove delovne mobilnosti, posledično pa v njeno okolico privlači priselitvene tokove. In the master's thesis, immigration flows and incoming commuting flows in Slovenia are analysed. Analysis was performed using two regression methods for the period of thirteen years between 2000 and 2013. We estimated influence of independent variables to immigration flows and influence to incoming commuting flows for the whole country using global method OLS. Using local method GWR, we estimated influence of independent variables in each local community. Incoming commuting flows are treated as substitute for immigration flows. The results of both analyses were compared for each explanatory variable. The results of global method OLS were compared between consecutive years 2000 and 2013. But with local method GWR, immigration flows were compared between years 2004 and 2007, and incoming commuting flows between years before, during and after the economic crisis in Slovenia. In order to assure a more thorough explanation of results, tables and graphical display are included. We concluded that Ljubljana is an important regional centre throughout the period under review. It attracts incoming commuting flows, and consequently attracts immigration flows to its surroundings.

V prispevku predstavimo dinamiko selitev in delovne mobilnosti v izbrana urbana središča Slovenije v letih 2000–2011. Vpliv privlačnosti urbanih središč, vpliv oddajanja tokov selivcev in vozačev na delo v izvoru ter vpliv razdalje med izvorom in ponorom na selitve in delovno mobilnost v urbana središča Slovenije smo analizirali v prostorskem interakcijskem modelu. Dinamiko preučevanih vplivov smo analizirali ter primerjali za obdobje pred pojavom gospodarske krize v Sloveniji (2000–2007) in med njo (2008–2011). Urbana središča Slovenije smo obravnavali glede na njihovo opredelitev v Strategiji prostorskega razvoja Slovenije na štirih ravneh: nacionalna središča mednarodnega pomena, središča nacionalnega pomena, središča regionalnega pomena in središča medobčinskega pomena ; In this paper, the dynamics of migration and commuting into the urban centres of Slovenia in 2000–2011 is presented. The influence of the attractiveness of urban centres, the influence of the emissiveness of migration and commuting flows in the origin and the influence of the distance between origins and destinations on migration and commuting flows into the urban centres in Slovenia were analysed in a spatial interaction model. The dynamics of the parameters were analysed for the period before (2000-2007) and in the economic crisis (2008-2011). According the Spatial Development Strategy of Slovenia, the urban centres of Slovenia were considered at four levels: national urban centres of international importance, urban centres of national significance, urban centres of inter-regional significance and urban centres of inter-municipal significance.

V magistrski nalogi smo modelirali funkcionalne regije po metodi CURDS (Coombes in Bond, 2008). Študijo območij delovne mobilnosti Slovenije smo izvedli za leti 2009 in 2011. Osnova za opredelitev območij delovne mobilnosti so bili statistični podatki o delovni mobilnosti med občinami Slovenije. Primerjava območij delovne mobilnosti med obravnavanima letoma je izkazala spremembe v njihovem številu, velikosti in obliki. V nalogi smo izvedli tudi primerjavo območij delovne mobilnosti s statističnimi regijami Slovenije ter s funkcionalnimi urbanimi območji opredeljenimi v Strategiji prostorskega razvoja Slovenije (SPRS, 2004). Rezultati te naloge, še posebej pa predstavljena metoda CURDS, lahko pomembno prispevajo k študiji funkcionalnih odnosov v Sloveniji. In this thesis we modelled functional regions as Travel-To-Work Areas (TTWA) by using CURDS method (Coombes in Bond, 2008). Case study of Slovenia was performed for years 2009 and 2011. Statistical data on inter-municipal commuting were base for modelling TTWA. Analysis and comparison of TTWA between two years showed some changes in size, number and shape of TTWA. We performed also comparative analysis for TTWA and statistical regions in Slovenia, as well as for TTWA and functional urban regions defined by the Strategy of spatial development of Slovenia (SPRS, 2004). The results of this thesis, and especially description of CURDS method, can contribute to different studies of functional interactions in Slovenia.

Funkcionalne regije so posplošitev spremenljivih družbenih in gospodarskih funkcionalnih povezav na nekem ozemlju. Te regije se vse pogosteje uporabljajo v analizah gospodarskega, družbenega, okoljskega in prostorskega razvoja ter za sprejemanje razvojnih odločitev. V doktorski disertaciji predlagamo postopek vrednotenja območij in števila hierarhičnih funkcionalnih regij. Postopek temelji na: (a) uporabi hierarhične metode Intramax, s katero modeliramo sisteme funkcionalnih regij delovne mobilnosti po časovnih intervalih, (b) primerjavi sistemov funkcionalnih regij z v tej disertaciji predlaganim indeksom, (c) vrednotenju funkcionalnih regij z izbranimi kazalniki ter (d) ocenjevanju vpliva izbranih družbenogospodarskih dejavnikov na delovno mobilnost v funkcionalnih regijah in med njimi v prostorskem interakcijskem modelu z regresijsko analizo. Postopek vrednotenja sistemov hierarhičnih funkcionalnih regij smo izvedli na študiji primera za Slovenijo za obdobje 2000–2011. Študija je izpostavila tri značilne in uravnotežene sisteme funkcionalnih regij, katerih območje in učinkovitost, glede na delež notranjih tokov ter homogenost zaposlitvene in stanovanjske samozadostnosti, se v analiziranem obdobju nista bistveno spremenila. To so sistem 5 funkcionalnih regij s središči v Ljubljani, Mariboru, Celju, Kopru in Novem mestu, sistem 7 funkcionalnih regij s središči v Ljubljani, Mariboru, Celju, Kopru, Novem mestu, Novi Gorici in Slovenj Gradcu in sistem 60 funkcionalnih regij. V disertaciji smo preizkusili domnevo, da je število in območja funkcionalnih regij mogoče vrednotiti glede na družbenogospodarske dejavnike, ki pomembno vplivajo na delovno mobilnost. Analiza vplivov v literaturi najpogosteje obravnavanih dejavnikov na delovno mobilnost v funkcionalnih regijah in med njimi je izpostavila štiri dejavnike, katerih vplivi so se izkazali statistično značilni v celotnem obravnavanem obdobju in na vseh hierarhičnih ravneh večjih (2–70) funkcionalnih regij. Ti dejavniki so čas potovanja na delo, populacija v izvoru in v ponoru ter stopnja zaposlenosti v ponoru. Predlagani pristop lahko služi sprotnemu spremljanju in vrednotenju sistemov hierarhičnih funkcionalnih regij na ozemlju države. V disertaciji izpostavljena značilna in uravnotežena sistema 5 in 7 funkcionalnih regij pa sta lahko merilo pri odločanju o oblikovanju pokrajin v Sloveniji. Functional regions are a generalization of changeable social and economic functional interactions in a territory. These regions are increasingly used when analysing economic, social, environmental, and spatial development and when making development-related decisions. In this doctoral dissertation we propose a procedure to evaluate the areas and the number of hierarchical functional regions. The procedure is based on: (a) using Intramax, a hierarchical method to model functional region systems of labour commuting by time intervals, (b) comparison of functional region systems using the index proposed in this dissertation, (c) evaluation of functional regions using selected indicators, and (d) evaluation of the impact of selected socio-economic factors on labour commuting in, and between, functional regions in a spatial interaction model using regression analysis. The procedure of evaluating the systems of hierarchical functional regions was employed for the case study of Slovenia for the period 2000–2011. The study pointed at three characteristic and balanced systems of functional regions, whose area and efficiency, in the light of the proportion of inner flows and homogeneity of employment and housing self-containment, did not significantly change over the period analysed. These are: a system of 5 functional regions with centres in Ljubljana, Maribor, Celje, Koper, and Novo mesto, a system of 7 functional regions with centres in Ljubljana, Maribor, Celje, Koper, Novo mesto, Nova Gorica, and Slovenj Gradec, and a system of 60 functional regions. In the dissertation we tested the assumption that the number and the areas of functional regions could be evaluated according to the socio-economic factors that significantly influence labour commuting. The analysis of the impact of the various factors most often analysed in the literature on labour commuting in, and between, functional regions highlighted four factors whose impacts proved to be statistically significant over the whole period considered and at all hierarchical levels of larger (2–70) functional regions. These factors are: travel time to work, population in origin, population in destination, and the employment rate in destination. The proposed approach allows for continuous monitoring and evaluation of balanced systems of hierarchical functional regions in the territory of Slovenia. The characteristic and balanced systems of 5 and 7 functional regions, respectively, as highlighted in this dissertation, can provide a criterion for deciding about establishing provinces in Slovenia.

The analysis was carried out for each year in the period from 2008 to 2014. We acquired data about migration and commuting between the municipalities in Slovenia from the Statistical Office of the Republic of Slovenia (SURS, 2015a, 2015b, 2015c). The functional regions were modelled using the Intramax method. To compare the systems of hierarchical functional regions we adapted and applied the Fowlkes-Mallows index (Fowlkes and Mallows, 1983 Wallas, 1983). V diplomski nalogi smo analizirali vpliv razdalje na delovno mobilnost v urbana središča Slovenije med leti 2000 in 2012. Vpliv razdalje smo ugotavljali z ocenjevanjem funkcij upadanja, kot je predlagata Drobne in Lakner (2014). Analizo smo izvedli s pomočjo programskega orodja Wolfram Mathematica 10.2. Ocenjevali smo parametre osmih krivulj, ki se opazovanjem najbolje prilegajo, ter determinacijski koeficient. Rezultate smo prikazali tabelarično za vsa urbana središča Slovenije in posebej grafično za regionalna središča Slovenije. Urbana središča Slovenije smo povzeli po Strategiji prostorskega razvoja Slovenije (2004). Spreminjanje vpliva razdalje na delovno mobilnost v obdobju 2000 – 2012 smo prikazali z modelom trenda vpliva, ki smo ga izračunali v programskem orodju Microsoft Excel 2013. In the Bachelor thesis we analyzed the influence of distance for commuting in urban centres in Slovenia between 2000 and 2010. The influence of distance was analyzed by estimation of distance-decay functions’ parameters as suggested by Drobne and Lakner (2014). We conducted the analysis in the Wolfram Mathematica 10.2. We performed the parameters of eight functions that best fitted the data. Determination coefficient were evaluated as well. Results are shown in table forms for all urban centers in Slovenia and graphically for regional centers of Slovenia. Urban centers in Slovenia are defined by the Strategy of spatial development of Slovenia (Strategija prostorskega razvoja Slovenije) (2004). The dynamics of impact of commuting distance for 2000–2012 was estimated using a trend model in Microsoft Excel 2013.

V diplomski nalogi obravnavamo funkcionalne regije v Sloveniji v obdobju 2000-2009. Funkcionalne regije smo modelirali s pomočjo podatkov o mobilnosti delovno aktivnega prebivalstva po metodi Intramax. V ta namen smo najprej opisali osnovne koncepte funkcionalnih regij. Nato smo predstavili metodo Intramax. To je metoda, s pomočjo katere smo modelirali funkcionalne regije glede na tokove delovno aktivnega prebivalstva med občinami Slovenije. Pri tem smo predpostavili, da je vzorec dnevnih tokov delavcev dober približek za opredelitev funkcionalnih regij. Slovenijo smo členili na 3, 5, 7, 12 in 24 funkcionalnih regij. V prvem delu rezultatov modeliranja predstavimo funkcionalne regije po letih v obdobju 2000 do 2009. V drugem delu pa analiziramo razhajanje funkcionalnih regij po obravnavanih letih glede na spol. Na koncu diplomske naloge smo posebej ovrednotili primernost metode Intramax ter rezultate modeliranja funkcionalnih regij kot osnovo za opredelitev funkcionalnih regij Slovenije. The thesis analyse functional regions of Slovenia in the period 2000-2009. Functional regions were modelled using data on the mobility of the economically active population by the method Intramax. To this end, we first describe the basic concepts of functional regions. Then we present a method Intramax. This is the method by which we modelled functional regions according to the commuting flows of working population among the municipalities of Slovenia. Here we assume that the pattern of daily flows of workers is a good approximation to identify functional regions. Slovenia was divided into 3, 5, 7, 12 and 24 functional regions. In the first part we present the results of modelling functional regions after years in period 2000 to 2009. In the second part we analyse the divergence of functional regions by the studied years, regardless of gender. At the end of the thesis, we specifically evaluated the appropriateness of methods and results of modelling functional regions as a basis for defining functional regions of Slovenia.

V diplomski nalogi smo obravnavali več pristopov modeliranja vzorcev prostorskih interakcij. Pri tem smo preizkusili dva uveljavljena pristopa, sami pa smo zasnovali še tri metode. Metodološko izhodišče je predstavljalo delo Walda Toblerja (1975). Postopke modeliranja in upodobitve prostorskih interakcij smo avtomatizirali. Računske operacije in razvoj skriptnih orodij smo izvedli v programu za matrično računanje MatLab, kartografske prikaze pa smo izdelali v programskem paketu ArcGIS. Obravnavane metode smo preizkusili za primer delovne mobilnosti med statističnimi regijami in občinami Slovenije leta 2011. In diploma thesis we analysed several approaches of modelling spatial interaction patterns. We thoroughly tested two common approaches and developed three other methods. The basis for our research was presented by Waldo Tobler (Tobler, 1975). Approaches of modelling and cartographically presenting spatial interactions have been automatized. We used MatLab to develop script tools and perform mathematical computations, while ArcGIS was used to create cartographic materials. In the application of the analysed methods, data on commuters between statistical regions and municipalities of Slovenia for 2011 were used.

Funkcionalne regije smo opredelili po pristopu območij mobilnosti, to je zgolj s podatki o tokovih delavcev vozačev med občinami Slovenije, brez predhodno opredeljenih središč. Sisteme 2-30 na makro in mezo ravni ter 50-70 funkcionalnih regij na mikro ravni Slovenije smo modelirali v programu FlowMap po metodi Intramax. Sestave, to je število in območja, funkcionalnih regij smo vrednotili z enakovrednim uteževanjem analiziranih dejavnikov. Bolj primerne sestave funkcionalnih regij lahko predstavljajo osnovo za oblikovanje razvojne politike regij. In this thesis, we analyzed the number of functional regions of Slovenia in the period 2000 - 2010. The functional regions were defined by the commuting zone approach, that is using only data on flows of inter-municipal labour commuters in Slovenia, without the pre-defined centres of functional regions. The systems of 2-30 functional regions the macro and mezzo levels and of 50-70 functional regions at the micro level in Slovenia were modelled in the FlowMap software by the Intramax method. Compositions of functional regions, that are numbers and areas, were evaluated using the equal weighting approach for analysed factors. More suitable compositions of functional regions may form the basis for the design of development policy of regions.

V diplomski nalogi smo analizirali tokove selitev in tokove delavcev vozačev v pretežno mestna, vmesna in pretežno podeželska območja Slovenije. Opredelitev stopnje naseljenosti smo povzeli po Eurostatovem konceptu »Stopnje urbanizacije«. V analizo smo vključili več dejavnikov in raziskali njihov vpliv na tokove selivcev in na tokove delavcev vozačev: prebivalstvo, trg dela, stanovanjske površine, cene nepremičnin, prihodke občin in potovalni čas. Analizo smo izvedli v prirejenem prostorskem interakcijskem modelu po letih za obdobje 2000–2011. Vplive oddajanja in privlačnosti na tokove smo ocenjevali s primerjanjem standardiziranih regresijskih koeficientov. S primerjavo tokov selitev in delovne mobilnosti po časovnih intervalih pa smo analizirali njihovo dinamiko glede na potovalne čase v obravnavanem obdobju dvanajstih let. In this graduation thesis the migration and commuting flows to predominantly urban, intermediate and predominantly rural areas of Slovenia were analysed. The definition of the population density level was extracted from the Eurostat concept "Levels of urbanisation". We analysed several factors and researched their influences on migration and commuting flows: population, labour market, residential areas, real estate prices, municipal revenues and travel time. The analysis was carried out in an adapted spatial interaction model for each year for the period from 2000 to 2011. The influences of emission and attractiveness on the flows were estimated through comparison with the standardized regression coefficients. By comparing the migration and commuting flows in time intervals we analysed their dynamics according to travel times in the aforementioned period of twelve years.

V diplomskem delu smo v razširjenem prostorskem interakcijskem modelu analizirali vpliv različnih družbenih in gospodarskih dejavnikov na delovno mobilnost v funkcionalnih regijah Slovenije in med njimi. Členitev Slovenije na funkcionalne regije smo povzeli po diplomski nalogi Mateja Zupanca (2012). Analizo smo izvedli po letih za obdobje2000–2010. V analizo smo vključili več parametrov ter ocenili njihov vpliv v izvoru in v ponoru na delovno mobilnost prebivalstva med občinami Slovenije in sicer: razdaljo med izvorom in ponorom, število prebivalcev, zaposlenost, bruto osebni dohodek, koristne stanovanjske površine, prihodek občine, povprečno ceno stanovanj ter indeks staranja v občini. Za nazornejšo razlago in prikaz dobljenih rezultatov smole-te uredili v preglednice in izdelali grafične predstavitve rezultatov v obliki grafov. In this graduation thesis, we analysed the influence of various social and economic factors on labour commuting in the functional regions of Slovenia and between them with an extended spatial interaction model. Delimitation of functional regions in Slovenia were taken from the thesis of Zupanc (2012) and the analysis was carried out for each year for the period from 2000 to 2010.The analysis included several factors and assessed their influences in origins as well as in destinations to the labour commuting between the municipalities of Slovenia namely: the distance between the origin and destination, the number of population, employment of inhabitants, gross personal income, beneficial residential surfaces, municipality income, the average price of apartments, and the aging index in the municipality. In order to assure a more a schematic interpretation and explanation of diverse obtained results, we edited them in tables and created a graphic representation of the results in the form of graphs.

V diplomski nalogi smo obravnavali odnos oz. mnenje mladih o delu v tujini. Zanimalo nas je, ali so kdaj že razmišljali o tem in kateri so tisti glavni razlogi, da bi se mladi dejansko odločili zaposliti v tujini. V teoretičnem delu smo predstavili trenutno situacijo zaposlenosti in brezposelnosti mladih na splošno, pa tudi v Sloveniji, medtem, ko smo v empiričnem delu z anketo poskusili ugotoviti dejansko stanje o odnosu mladih do dela v tujini. Izkazalo se je, da mladi zaradi situacije na trgu dela v Sloveniji res razmišljajo, da bi se zaposlili v tujini v pričakovanju, da jim bo drugje uspelo postati finančno stabilen in neodvisen. In this thesis we address the relationship or. opinion of young people about working abroad. We wanted to know whether they have ever thought about it and what are the main reasons that young people would actually decide to recruit abroad. The theoretical part presents the current situation of employment and unemployment of young people in general, as well as in Slovenia, while we in the empirical part of the survey, tried to determine the facts about the relationship of young people to work abroad. It turned out that young people, because of the situation on the labor market in Slovenia are really thinking about employment abroad in the expectation that they will elsewhere, manage to become financially stable and independent.
