We share the literature review of the thesis NETWORK CITIZENSHIP: transparency and accountability in access to information, defended in the Graduate Program in Information Science at the Federal University of Paraíba, in 2021. Its objective was to identify the extent to which the transparency portals of Brazilian capitals and the Federal District meet the characteristics that allow accountability. From the Access to Information Law (LAI), the public transparency movement emerged in Brazil, causing public opacity to lose space for public transparency. This thesis project summary shares a few thoughts of the thesis project "Brazil in the context of information society in the light of the emergent global information regime" and is the result of the authors' questions and observations throughout their publications and participation at the Intellectual Technologies Lab - LTi. The purpose is to promote the analyze the Brazilian Information Policies, in order to identify subsidies that prove, or not, the insertion of Brazil in the emerging global information regime. It talks about information policies that were relevant for several countries or regions to boost the wellness level of populations by including them in the information society. It observes that Brazil had an interruption in the route et toward information society. The theoretical framework is included in information policies, more precisely in the analysis of the concept of, the emergent global information regime with its macro conception. Shares the result of theoretical discussions from issues raised during the development of the Project The Transparency Portals in the light of information science: an interface model for access to information, as shared in three publications. The Transparency Portals Project integrates the project network of the Laboratory of Intellectual Technologies - LTi of the Department of Information Science, in partnership with the Department of Finance and Accounting and the Graduate Program in Information Science of the Federal University of Paraíba , with the support of CNPq. The justification for this Project is the behavior change that the Brazilian information policy, implemented through the portals of transparency on the Internet, is promoting in public institutions. For government commitment to the common good tends to change significantly through social control. It presents a summary of the articles published as a result of the investigations during the duration of the Project, with each section addressing a publication.
