Dit rapport van de onderzoekslijn Klimaatbestendige Stad van het Nationaal Kennis- en innovatieprogramma Water en Klimaat (NKWK-KBS) beschrijft twee tools die zijn ontwikkeld ter ondersteuning van gemeenten en andere overheden bij het doorlopen van verschillende stappen uit het Deltaprogramma Ruimtelijke Adaptatie (kwetsbaarheid in beeld; risicodialoog; uitvoeringsagenda) om te komen tot een waterrobuuste en klimaatbestendige inrichting van Nederland. De twee tools, de Klimaatschadeschatter en de Toolbox Klimaatbestendige Stad, zijn vanaf 1 april 2019 voor iedereen gratis beschikbaar op het Kennisportaal Ruimtelijke Adaptatie.

Abstract

Nature‐Based Solutions (NBS) are solutions to societal challenges that are inspired and supported by nature. The European Commission requested the EKLIPSE project to help building up an evidence and knowledge base on the benefits and challenges of applying NBS. In response to the request, the EKLIPSE Expert Working Group on Nature‐based Solutions to Promote Climate Resilience in Urban Areas (EWG) devised the following objectives: 1) To develop an impact evaluation framework with a list of criteria for assessing the performance of NBS in dealing with challenges related to climate resilience in urban areas; 2) To prepare an application guide for measuring how NBS projects fare against the identified indicators in delivering multiple environmental, economic and societal benefits; 3) To make recommendations to improve the assessment of the effectiveness of NBS projects, including the identification of knowledge gaps according to the criteria presented in the impact evaluation framework. This document reports on these three objectives. It is intended to be used as a reference document by members of current and future European projects with an interest in NBS in urban areas, and by practitioners seeking to compare the effectiveness of NBS design, implementation and evaluation. The EWG recognises that the type and intensity of NBS impacts may vary according to the characteristics of the NBS and the context in which they are applied. The intent of this report is not to define NBS, but rather provide examples of indicators and methods for assessing impacts of NBS that may be applied in a range of different ways across urban areas in Europe. As such, the report also identifies the scale at which the indicators are relevant, to guide an assessment of impacts.

Abstract

In this paper a Methodology for Integrated Socio-Economic Assessment (MISEA) of the viability and sustainability of different designs of Multi-Use Offshore Platforms (MUOPs) is presented. MUOPs are designed for multi-use of ocean space for energy extraction (wind power production and wave energy), aquaculture and transport maritime services. The developed methodology allows identification, valuation and assessment of: the potential range of impacts of a number of feasible designs of MUOP investments, and the likely responses of those impacted by the investment project. This methodology provides decision-makers with a valuable decision tool to assess whether a MUOP project increases the overall social welfare and hence should be undertaken, under alternative specifications regarding its design, the discount rate and the stream of net benefits, if a Cost-Benefit Analysis (CBA) is to be followed or sensitivity analysis of selected criteria in a Multi-Criteria Decision Analysis (MCDA) framework. Such a methodology is also crucial for facilitating of the implementation of the Marine Strategy Framework Directive (MSFD adopted in June 2008) that aims to achieve good environmental status of the EU's marine waters by 2020 and to protect the resource base upon which marine-related economic and social activities depend. According to the MSFD each member state must draw up a program of cost-effective measures, while prior to any new measure an impact assessment which contains a detailed cost-benefit analysis of the proposed measures is required.

Abstract

Detection of high-energy neutrinos from distant astrophysical sources will open a new window on the Universe. The detection principle exploits the measurement of Cherenkov light emitted by charged particles resulting from neutrino interactions in the matter containing the telescope. A novel multi-PMT digital optical module (DOM) was developed to contain 31 3-inch photomultiplier tubes (PMTs). In order to maximize the detector sensitivity, each PMT will be surrounded by an expansion cone which collects photons that would otherwise miss the photocathode. Results for various angles of incidence with respect to the PMT surface indicate an increase in collection efficiency by 30% on average for angles up to 45° with respect to the perpendicular. Ray-tracing calculations could reproduce the measurements, allowing to estimate an increase in the overall photocathode sensitivity, integrated over all angles of incidence, by 27% (for a single PMT). Prototype DOMs, being built by the KM3NeT consortium, will be equipped with these expansion cones.© 2013 IOP Publishing Ltd and Sissa Medialab srl.

Abstract

A recent analysis of the Fermi Large Area Telescope data provided evidence for a high-intensity emission of high-energy gamma rays with a E-2 spectrum from two large areas, spanning 50° above and below the Galactic centre (the "Fermi bubbles"). A hadronic mechanism was proposed for this gamma-ray emission making the Fermi bubbles promising source candidates of high-energy neutrino emission. In this work Monte Carlo simulations regarding the detectability of high-energy neutrinos from the Fermi bubbles with the future multi-km3 neutrino telescope KM3NeT in the Mediterranean Sea are presented. Under the hypothesis that the gamma-ray emission is completely due to hadronic processes, the results indicate that neutrinos from the bubbles could be discovered in about one year of operation, for a neutrino spectrum with a cutoff at 100 TeV and a detector with about 6 km3 of instrumented volume. The effect of a possible lower cutoff is also considered. © 2012 Elsevier B.V. All rights reserved.

12. Techniques for the evaluation of wastewater treatment process

Abstract

This study focussed on extending and applying techniques to measure hydrodynamic characteristics in treatment units at sewage works. Use was made of tracer dye studies and a spreadsheet based analysis tool. The resulting infonnation about residence time, tank conguration and pathological behaviour was linked to other infonnation from respirometry and flow and load studies. Characterising the wastewater process will become increasingly important as the economic and compliance drivers in the operation of wastewater treatment facilities become increasingly pronounced. Case studies at Royton WWTW, Chorley WWTW, Preston WWTW and Montebello WWTW were used to develop, improve and apply the methodology. Tests at Royton and Chorley were used to develop the practical side of conducting tracer studies. The Preston case study was used to improve the diagnostic methodology. It was demonstrated that consent failures as a result of events are usually a result of a number of (linked) factors, in the case of Preston influenced by the tank conguration. The response of a pulse of dye was measured at Preston in vessel outlet throughout the works. The tracer dyeresponse was used to predict the response to a discharge of high ammoniacal leachate liquor and compared to measured data. This type of calibration experiment facilitated the simulation of different discharge event scenarios. The tracer and modelling techniques were incorporated in a general diagnostic methodology, which caters for a phased approach in diagnostic studies. A series of diagnostic tables take the user through cause - effect hypotheses and possible measurement techniques to use in the diagnostic investigation. Although the diagnostic methodology proved to be a versatile asset optimisation tool, which required considerable less effort than deterministic models, implementation in United Utilities' AMP3 Capital Investment Programme was problematic. The size of the programme and lack of resources forced the company to implement standard rather than tailor-made solutions. However, the diagnostic methodology can easily be applied elsewhere in the wastewater industry.

Abstract

The performance of a wastewater treatment works has been simulated using a dynamic modelling package from WRc, STOAT. The estimation of appropriate parameter values has been performed both prior to and after detailed investigations of the mechanisms of oxygen transfer and mixing within the aeration lanes of the activated sludge plant. Interpretation of reactor mixing characteristics in the light of dissolved oxygen data is considered. Abstract

European seas are encountering an upsurge in competing marine activities and infrastructures. Traditional exploitation such as fisheries, tourism, transportation, and oil production are accompanied by new sustainable economic activities such as offshore windfarms, aquaculture, and tidal and wave energy. One proposed solution to overcome possible competing claims at sea lies in combining these economic activities as part of Multi-Use Platforms at Sea (MUPS). MUPS can be understood as areas at sea, designated for a combination of activities, either completely integrated in a platform or in shared marine space. MUPS can potentially benefit from each other in terms of infrastructure, maintenance, etc. Developing MUPS in the marine environment demands adequate governance. In this article, we investigate four European sites to find out how governance arrangements may facilitate or complicate MUPs. In particular, we apply a framework specifying policy, economic, social, technical, environmental, and legal (PESTEL) factors to explore governance arrangements in four case study sites in different sea basins around Europe ( the Mediterranean Sea, the Atlantic Ocean, the North Sea, and the Baltic Sea). The article concludes with policy recommendations on a governance regime for facilitating the development of MUPS in the future.

Abstract

European oceans are subject to rapid development. New activities such as aquaculture and ocean energy have gained importance. This triggers interest in ?multi-use platforms at sea? (MUPS), i.e., areas at sea in which different activities are combined. MUPS are complex features with regards to technology, governance, and financial, socioeconomic, and environmental aspects. To identify realistic and sustainable solutions and designs for MUPS, the MERMAID project applied a participatory design process (PDP) involving a range of stakeholders representing companies, authorities, researchers, and NGOs. This paper evaluates if and how the participatory design process contributed to the design of multi-use platforms. It is based on interviews with the managers of the case study sites and a questionnaire administered to all stakeholders participating in the PDP workshops. Analyzing the four case studies, we conclude that the participatory design process has had a valuable contribution to the development of the four different designs of MUPS, even though the preconditions for carrying out a participatory design process differed between sites. In all four cases, the process has been beneficial in generating new and shared knowledge. It brought new design issues to the table and increased knowledge and understanding among the different stakeholders. Abstract

[EN] Detection of high-energy neutrinos from distant astrophysical sources will open a new window on the Universe. The detection principle exploits the measurement of Cherenkov light emitted by charged particles resulting from neutrino interactions in the matter containing the telescope. A novel multi-PMT digital optical module (DOM) was developed to contain 31 3-inch photomultiplier tubes (PMTs). In order to maximize the detector sensitivity, each PMT will be surrounded by an expansion cone which collects photons that would otherwise miss the photocathode. Results for various angles of incidence with respect to the PMT surface indicate an increase in collection efficiency by 30% on average for angles up to 45 degrees with respect to the perpendicular. Ray-tracing calculations could reproduce the measurements, allowing to estimate an increase in the overall photocathode sensitivity, integrated over all angles of incidence, by 27% (for a single PMT). Prototype DOMs, being built by the KM3NeT consortium, will be equipped with these expansion cones., This work is supported through the EU, FP6 Contract no. 011937, FP7 grant agreement no. 212252, and the Dutch Ministry of Education, Culture and Science.

Abstract

Background: Disturbances in the thumb's movement interfere with the functioning of acceleromyography in many clinical settings. The short and light (SL) train-of-four (TOF)-Tube is a new version of a rigid tubular device that was designed to protect the thumb from external disturbances during surgery, even when the hand is not accessible by the anaesthesiologist., Objective: To compare the precision and performance of acceleromyography performed with the aid of the SL TOF-Tube (AMGTT) with standard isometric mechanomyography (MMG)., Design: Simultaneous arm-to-arm comparison of both methods in the same anaesthetised patient., Setting: A monocentric study, performed from September 2007 to June 2008., Patients: Nineteen ASA I to II patients scheduled to undergo lower limb orthopaedic surgery under general anaesthesia., Intervention: Neuromuscular transmission monitoring during baseline, onset and spontaneous recovery of rocuronium-induced neuromuscular block., Main Outcome Measures: Initial baseline and repeatability coefficients were assessed during 10 consecutive measurements of the first twitch height (T1) and TOF T4/T1 ratio and compared using a z test. The spontaneous recoveries of defined blockade levels (onset, T1 25% of initial calibration and TOF ratio 0.9) were compared in terms of duration and intensity. Agreement between both techniques was assessed by the Bland-Altman method., Results: The mean ± SD control TOF ratios were 98 ± 1% (MMG) and 103 ± 2% (AMGTT). The repeatability coefficients were higher (P < 0.001) and the onset was longer (mean 0.44 min) (P < 0.001) when they were measured by AMGTT. The recoveries of T1 25% and TOF ratio 0.9 were not significantly different between the two methods, and the limits of agreement were in the usual range of contralateral comparisons (-19 and +24% for TOF ratio 0.9)., Conclusion: Compared with mechanomyography, acceleromyography performed with the aid of an SL TOF-Tube offered acceptable precision and equivalent performance during neuromuscular block recovery.
