В статье затрагивается тема строительства молочно-производственных комплексов как элемент социально-экономического развития территории в условиях импортозамещения. Рассмотрены определенные требования, которые должны соблюдаться при строительстве молочно-производственного комплекса, а также приведены факторы, которые подчеркивают эффективность строительства молочных ферм и комплексов. В заключении были отмечены перспективы строительства данных молочно-производственных комплексов: рост доходов населения и улучшение их благосостояния, повышение уровня жизни граждан, рост привлекательности региона для других граждан.

В настоящее время повышение продовольственной безопасности является одним из важных вопросов, при решении которого молочный комплекс выступает наиболее важным резервом. Продовольственная безопасность страны во многом зависит от снабжения продовольствием ее регионов. В статье выявлены проблемы молочного комплекса и показаны возможности его развития для обеспечения продовольственной независимости региона. Рассмотрены направления улучшения обеспечения молочной продукцией, разработана экономико-математическая модель, с помощью которой возможно оценить возможные сценарии развития молочного комплекса и выбрать из них наиболее эффективные., Nowadays, improving the food security is one of the most important issues for which the dairy complex is the most important reserve. The food security of a country largely depends on the food supply of its regions. The article identifies the problems of the dairy complex and shows the possibilities of its development to ensure food independence of the region. The directions of improving the provision of dairy products are considered, an economic and mathematical model is developed with which it is possible to evaluate possible scenarios for the development of the dairy complex and choose the most effective ones from them.

This study explores the major reasons for Chinese small dairy farms to accept the new organization structure, dairy complex (DC), and the discrepancies between the actual effect and farmers’ perceptions. Our results show that the frequency of milk refusal, herd scale and farmers’ age contribute to farmers’ decision in accepting DCs, while sale price and disease prevention do not have significant influence. Independent farmers’ perceived effects and the actual effects of DCs in improving raw milk safety and price are consistent, but there exists misperception of DCs’ effect in disease prevention.

В науковій статті розглянуто організаційні та правові положення щодо розвитку інноваційних процесів в молокопродуктовому підкомплексі України. Виходячи з контексту необхідності наближення вітчизняної продукції до стандартів ЄС, запропоновано класифікаційно-видову схему інноваційних процесів. Сформовано модель організаційно-економічних відносин інституцій, державних установ та відомств по забезпеченню розвитку даних процесів, а також запропоновано механізм їх регулювання в молокопродуктовому підкомплексі., В научной статье рассмотрены организационные и правовые положения развития инновационных процессов в молокопродуктовом подкомплексе Украины. Исходя из контекста необходимости приближения отечественной продукции к стандартам ЕС, предложена класификационно-видовая схема инновационных процессов. Сформирована модель организационно-экономических взаимоотношений институтов, государственных организаций и ведомств по обеспечению развития данных процессов, а также предложен механизм их урегулирования в молокопродуктовом подкомплексе., In the scientific article examines the institutional and legal situation of development of innovative processes in dairy production in Ukraine. Based on the context of the need to bring local products to EU standards, proposed classification-view diagram of innovative processes. Generated model of organizational and economic relations between institutions, government agencies and departments to ensure the development of these processes as well as the mechanism of their settlement in dairy production.

Uruguay cuenta con una importante y larga experiencia en la producción y procesamiento de leche con destino al mercado local y la exportación. Esta cadena agroalimentaria ha permitido un gran desarrollo de las capacidades de producción, tanto en la fase primaria como en la industrial, así como en la comercialización de sus productos. La fase agraria de la lechería se desarrolla principalmente en dos cuencas, la Cuenca Sur y el Litoral Norte. Esta investigación tiene por objetivo contribuir al análisis de las estrategias empresariales de las industrias lácteas del Litoral Norte, y su impacto sobre el complejo agroindustrial, fundamentalmente la etapa primaria, a partir de la identificación de relaciones técnicas, económicas, y financieras. Mediante la triangulación de técnicas cuanti y cualitativas fue posible comprender con mayor profundidad las relaciones de dominación a la interna del complejo. Si bien las tres industrias presentan similitudes en cuanto a tamaño y número de productores, con plantas muy próximas entre sí, muestran importantes diferencias en su base agraria, y en sus estrategias verticales bajo los tres tipos de fuentes, lo cual justifica su estudio comparativo. Las estructuras de propiedad del capital no necesariamente van de la mano con las formas de ejercer el poder dentro del complejo, existen otros factores que inciden sobre su accionar y determinan su dinámica Uruguay has a vast experience regarding milk production and processing for local and international markets. This food-processing chain has allowed great development of production capacities in the primary and industrial phases, as well as in the commercialization of its products. The agrarian phase of milk production in Uruguay takes place in two main regions: the South Cuenca and North Coastal region. The aim of this research is to further the analysis regarding business strategies used by milk industries settled in the North Coast; and their impact on the agroindustrial complex, mainly during the primary stage, by identifying technical, economic, and financial relations. Triangulation of quantitative and qualitative techniques allowed to understand more deeply the relations of domination in the complex. Although the three industries have similarities regarding size and number of producers -with very similar plants- they show important differences in both their agrarian base, and in their vertical strategies in the three identified areas of analysis; which justify their comparative study. The ownership structure of capital does not necessarily match the ways of exercising power within the complex; there are other factors that affect its actions and determine its dynamics

У роботі розглядаються можливості практичного застосування методів дослідження стійкості автоматичних систем управління для визначення стійкості виробничого плану молочного комплексу. Запропонована методика оцінки запасу стійкості виробничого плану. The paper discusses the possibilities of practical application of methods for investigating the stability of automatic control systems for determining the stability of the production plan for a dairy complex. A technique for estimating the stability margin of the production plan is proposed. В работе рассматриваются возможности практического применения методов исследования устойчивости автоматических систем управления для определения устойчивости производственного плана молочного комплекса. Предложена методика оценки запаса устойчивости производственного плана.
