Transient stability assessment (TSA) based on security region is of great significance to the security of power systems. In this paper, we propose a novel methodology for the assessment of online transient stability margin. Combined with a geographic information system (GIS) and transformation rules, the topology information and pre-fault power flow characteristics can be extracted by 2D computer-vision-based power flow images (CVPFIs). Then, a convolutional neural network (CNN)-based comprehensive network is constructed to map the relationship between the steady-state power flow and the generator stability indices under the anticipated contingency set. The network consists of two components: the classification network classifies the input samples into the credibly stable/unstable and uncertain categories, and the prediction network is utilized to further predict the generator stability indices of the categorized samples, which improves the network ability to distinguish between the samples with similar characteristics. The proposed methodology can be used to quickly and quantitatively evaluate the transient stability margin of a power system, and the simulation results validate the effectiveness of the method.

Accumulating evidences indicate that cancer-related lncRNAs occur frequent somatic copy number alternation (SCNA). Although individual SCNA lncRNAs have been implicated in tumor biology, their regulatory mechanism has not been assessed in a systematic way. In order to explore the expression characteristics and biological functions of SCNA lncRNAs in cancer, we built a computational framework based on lncRNA expression profiles, lncRNA copy numbers and dosage sensitivity score (DSS). First, we found that the lncRNAs with different DSS were involved in distinct biological processes, while those with the same DSS had similar functions. Second, some of the lncRNAs participated in the progression and metastasis of lung adenocarcinoma (LUAD) through cis-acting regulation. In lncRNA-TF-mRNA network, lncRNAs interacted with 4 TFs and affected the immune system, and further influenced LUAD progression. Third, competing endogenous RNA network analysis inferred that lncRNA ENSG00000240990 competed with HOXA10 to absorb hsa-let-7a/b/f/g-5p and affected patient prognosis in LUAD. Last but not least, by integrating target information of miRNA we also provided a new perspective for the discovery of potential small molecule drugs. In summary, we systematically analyzed the regulatory role of SCNA lncRNAs. This work may facilitate cancer research and serve as the basis for future efforts to understand the role of SCNA lncRNAs, develop novel biomarkers and improve knowledge of tumor biology.

Kelime ağları, bir dildeki kelimeler arasındaki bağlantıları, eş anlam kümeleri oluşturarak ve bu kümeleri birbirine çeşitli anlamsal bağıntılar ile bağlayarak temsil eden bir çizge veri yapısıdır. Doğal dil işleme alanındaki en yaygın bilinen kelime ağı WordNet 1990 yılında İngilizce için oluşturulmuşken, Türkçe için en kapsamlı ağ, 2018 yılında oluşturulan KeNet’tir. Bildiğimiz kadarıyla, içinde 80000 eş anlam kümesi ve 25 farklı anlamsal bağlantı bulunan KeNet için şu ana kadar geliştirilen bir kullanıcı arayüzü yoktur. Bu çalışmada, KeNet çizgesinde, anlamsal bağlantıları kullanarak eş anlam kümeleri arasında çevrimiçi olarak gezinmeyi sağlayan bir arayüz sunuyoruz. Bu arayüz sayesinde, bir söz öbeği KeNet’te aranabilir ve eş anlam kümeleri arasındaki üst/alt anlam, parça-bütün ilişkileri gibi ilişkiler kullanılarak KeNet üzerinde gezilebilir. Ayrıca, herhangi bir eş anlam kümesinin, varsa, İngilizce karşılığının kimliği de görüntülenebilir ve bu kümeye WordNet’e ait internet sayfasından erişilebilir. Word networks are graphs that represent relations between literals by constructing synonym sets and connecting these sets via various semantic relations. WordNet was constructed in 1990 for English, which is the most popular word network in natural language processing, whereas, KeNet was proposed in 2018, which is the most comprehensive network for Turkish. To the best of our knowledge, there is no user interface for KeNet, which contains 80000 synonym sets and 25 different semantic relations. In this work, we present a user interface, which enables traversing synonym sets in KeNet via semantic relations. Thanks to this interface, KeNet can be searched for a literal and can be traversed using the relations such as hypernym/hyponym and holonym/meronym. Moreover, for any synonym set, ID of the corresponding WordNet synonym set can be seen, if exists and this synonym set can be viewed in the WordNet's web page. Publisher's Version

Стаття присвячена дослідженню інституційних вимірів трансформації спільної транспортної політики ЄС як одного з перших напрямків комунітарної політики Союзу. Ця політика пов’язана з доволі динамічним сектором регіональної економіки, на який припадає 4,5 % зайнятих в ЄС, близько 5 % валового внутрішнього продукту. Зазначається, що за останні десятиліття зміни в європейській транспортній політиці сприяли становленню широкого внутрішнього ринку ЄС шляхом відкриття національних ринків, які раніше характеризувалися державною монополією, передусім, в авіації і залізничному транспорті. У статті аналізуються також соціальні й економічні обмеження формування спільної транспортної політики, які суттєво актуалізували модель стійкої мобільності. Розкрито зміст і завдання спільної транспортної політики. Досліджується механізм формування і трансформації транспортної політики ЄС крізь призму інституційнихзмін, починаючи з підписання Римського договору 1957 р. Особлива увага приділяється сучасному етапу спільної транспортної політики ЄС. На основі аналізу останніх змін, передусім керівних принципів розвитку Транс’європейської транспортної мережі, аргументовано пріоритетність сполучення напрямку схід-захід в рамках оновленої транспортної політики. Сформульовано пріоритетні кроки європейської спільноти в контексті максимізації переваг, пов’язаних з реалізацією спільної транспортної політики ЄС, обґрунтовано перспективні напрями співпраці України в межах транспортної панелі Східного Партнерства., The article investigates the institutional dimensions of the EU common transport policy transformations as one of the Union’s first community policy areas. This policy is associated with fairly dynamic sector of the regional economy, which accounts for 4.5% of overall EU employment, around 5% of GDP. It is noted that over the past decade changes in European transport policy have led to strengthening of the broad EU internal market by opening up national markets largerly characterized by state monopoly, mainly in aviation and rail transport. The article also examines the social and economic constraints in framing of the common transport policy, which essentially actualized the sustainable mobility model. It defines the essence and objectives of the common transport policy. The author investigates the mechanism of the EU transport policy transformation in light of institutional changes since the Treaty of Rome. Particular attention is paid to the current stage of the common transport policy. Based on analysis of recent developments, especially in the Trans-European Transport Network guidelines, the author views the East-West connection as a priority direction in the revised transport policy. The article points out priorities for action for the European Community in the context of maximizing the benefits associated with the EU common transport policy implementation, and provides perspective directions for Ukraine’s cooperation within the Eastern Partnership Transport Panel.
