Land tenure inequality in Indonesia remains a fundamental challenge to achieving social justice, as mandated by the 1945 Constitution. Government Regulation No. 224/1961 on the Implementation of Land Division and Compensation serves as a critical legal framework to advance agrarian reform through land redistribution to underprivileged communities. This study evaluates the effectiveness of this regulation by examining its implementation in Srimulyo Village, Dampit District, Malang Regency, using a socio-legal approach. The analysis integrates normative and empirical perspectives to explore policy performance. The implementation of land redistribution faces significant challenges, including discrepancies in inventory data, weak inter-agency coordination, and low community participation. Ownership conflicts due to inaccurate data and weak documentation systems also exacerbate the situation on the ground. The study has found that land redistribution does not often reach the target groups most in need, and the lack of adequate monitoring mechanisms has led to suboptimal implementation of the program. The findings show that despite the progress made in legalising land rights, there are still significant challenges. These include discrepancies in land inventory data, inadequate coordination among implementing agencies, and limited community engagement. The study concludes that strengthening inter-agency coordination, digitizing land information systems, and enhancing accessibility through capital, training, and infrastructure support are essential to improving policy outcomes. Strategic recommendations are provided to ensure the sustainability of agrarian reform and enhance the welfare of beneficiary communities. With an integrated approach that focuses on community empowerment, land redistribution can be an effective instrument in reducing land tenure inequality and supporting the achievement of social justice sustainably. This research contributes to identifying actionable solutions for addressing the persistent issues in land redistribution efforts in Indonesia.

The purpose of this article is to analyze the role of the KPU Binjai City in carrying out the RPP in conducting voter education to the public and analyzing the success of the RPP in increasing public voter participation in Binja City in the 2019 Election. This research uses descriptive analysis research, which aims to provide a description of Research subjects based on data from the variables obtained from the group of subjects studied were about RPP in increasing voter participation, which requires a number of data and descriptions qualitatively to support the research results. The results showed that the Binjai KPU in the 2019 election has played a role as a facilitator, socializer to expand information and the election agenda. The RPP of Binjai City in increasing voter participation in the 2019 election. The participation rate increased by 7.92% from 74.34% to 82.26% for Pileg while for the implementation of the 2019 presidential election the participation rate increased by 16.91% from 65.68 % to 82.59%.

Abstract: Background and aims: Pars Special Energy Economic Zone is the second largest source of gas in the world and Iran’s energy capital. The oil and gas industries in many respects affect the health of the inhabitants of the region. The creation and development of this industry creates major stressors in the communities around these areas; include air pollution, surface water and groundwater pollution, heavy vehicle traffic, noise pollution, accidents, functional disorders, and psychosocial stresses associated with social change. Studies conducted in this area have shown that the physical, mental and social health status of workers and employees and their families is not good. Due to the special importance of this region in financing the countrychr('39')s development programs, providing, maintaining and promoting its sustainable health is of strategic importance. Community participation in health issues has many benefits in terms of health care and development; because it increases problem-solving skills in communities so that they take responsibility for their health and well-being as much as possible and ensure that the needs and issues of the community are properly addressed. There are different patterns for peoplechr('39')s participation. However, in a wide and public participation, the use of peoplechr('39')s representation has been emphasized, which accelerates the participation of the people. These representatives could be the leaders and elders of the target community, official and legal representatives of the people, non-governmental organizations, self-help groups, volunteers, popular people in the community and special groups. Content analysis method was used to summarize the obtained information. The completed questionnaires and oral comments recorded in the group discussion sessions were manually coded and then were classified as the main themes Includes the benefits, disadvantages, main problems and strategies for improving health and how to operationalize the role of people.This study is aimed to examine the challenges and strategies for health promotion of the people from the viewpoint of the mediators of the region. Methods: This is a qualitative study with intentional sampling which the snowball method was used to complete the list of participants and 20 mediators participated in this study. First, a list of popular networks was prepared using purposive sampling method. After identifying the networks, they were asked in an official letter to introduce an informed and interested representative to identify and address the health challenges of the region. Then, in a two-hour meeting with the presence of the introduced representatives, a poll was conducted on them through a focused group discussion method. In this meeting, while stating the goals and ensuring the confidentiality of the collected information, a written questionnaire was distributed among them and after answering within 15 minutes, peoplechr('39')s opinions about the problems of the region and solutions were taken orally. Finally, the draft prepared by the research team was reviewed and the necessary amendments were made with the opinion of the majority of members. Results: According to the mediators, the existence of industry in the region has led to the benefits such as job creation, cultural and educational development and extending urban services. Moreover, gas extraction and the creation of the countrychr('39')s economic capital have led to the acquisition of knowledge and skills comparable to other countries. Disadvantages of industry are including air, watersoil and sea contamination. The usable lands have been destroyed and the traditional jobs such as agriculture, animal husbandry and fishing have been destroyed. Following the entry of subcultures into the original culture of the people, cultural tensions have occurred and a deep gap has been created between people and companies;and crimes have increased. The three main problems were lack of facilities and medical infrastructure with equitable distribution; high prevalence of diseases due to environmental contamination and Unemployment. Consideration of health centers and health houses, drinking water health and people engagement in regional decision making have been suggested. Conclusion: In this study, the maximum effort of researchers has been made to involve peoplechr('39')s representatives and mediators, which is one of the preconditions for the development of the region and one of the most obvious requests of the mediators. The use of a focused group discussion method not only led to researchers gather the views of different groups of people but also made the mediators themselves interacted more effectively and were aware of each otherchr('39')s view points. In conclusion, peoplechr('39')s opinions refer more to the roots and causes and indicate that the trust between the people and the officials in the region has been severely damaged, however, they are grateful and aware that they should be empowered to improve their situation. Interaction between these three groups is essential to improve the regionchr('39')s health: people, the oil industry and sovereignty of the local government. It is recommended that the health council of the region is formed with the participation of peoplechr('39')s representatives after the process of applying peoplechr('39')s opinion and designing a comprehensive health plan

Ecotourism has been growing in Yogyakarta that can be seen through the development of rural tourism. The development of rural tourism has positive impact to improve local community’s welfare nevertheless, it has also negative impact onto environmental carrying capacity. Lopati tourism village is located in Bantul, Yogyakarta, relying on traditional craft industry as tourism attraction. Traditional crafts are livelihood of local residents, so that environmental management efforts become part of their daily lives. This research aims to review the roles of community to reduce environmental impacts through analyzing the waste management of traditional craft industry. It used case study method to examine the uniqueness of Lopati village. Data collecting used participatory action research techniques in order to gather information from residents. Community participation acted to anticipate negative impact on development of rural tourism. Waste management in Lopati committed by local residents not to cause adverse environmental impacts. The result show that waste management based on community participation supports the development of rural tourism.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared. This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region. This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion. The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

The Millennium Village Project (MVP) is designed to harness the progress of the time-bound Millennium Development Goals. This study aimed to assess the perception of the Ikaram Millennium Village Project by the residents of Akoko North West local government area of Ondo State. A descriptive cross-sectional study of 496 residents of five of the seven communities that make up the Ikaram MVP was done. The perception of the respondents were rated poor or good by scoring their responses to 8 validated questions. Chi square test was used to assess significant association. The mean age of the respondents were 42.20±17.1 years. Half were female (50.4%), 311 (62.7%) were married. The majority of the respondents (82.1%) reported a poor perception of the MVP. Among the Yorubas only 79 (17.1%) had good perception compared to 7 (46.7%) from other ethnic groups (p=0.003). Contributory factors to poor perception about the Ikaram MVP were the far location of the health facility from the community, lack of communication and community ownership of the project. For community orientated health projects to be successful community participation is important.

Master Plans and Strategic Plans, the first adopted due to a new federal law, the second implemented due to a more methodological option, are current instruments observed all over Brazil, and both constitute what could be called a contemporary urban utopia for Brazilian cities. This article is an attempt to discuss the way both instruments are implemented, their potentials and their limitations. At the same time, this article aims at finding way to integrate both approaches. Such integration is discussed by means of the authors experience in the implementation of such Plans and of secondary data. Master Plans are contextualized in the adoption of the new urban legislation (The Cities Statute). Strategic Plans are viewed as an instrument already adopted by private sector but also able to respect the dogmas of community participation.
