At the 16th National Congress of the Chinese Communist Party, socialist democracy and harmony was defined as part of China's national modernisation goal to be accomplished within the first two decades of the 21st century. China has since developed a series of new regulations and initiatives aiming at increasing governance transparency and encouraging citizenry participation. This article discusses citizenry participation under the backdrop of the contemporary Chinese society. Drawing on recent internet development and application data, the article discusses opportunities and challenges of using internet as a platform to promote political democracy in China. Strategies to deal with the perceived challenge are articulated based on critiques on Habermas's ideal of public sphere and Paulo Freire's theory of participatory communication. The proposition this article argues for is that participation is not a gift bestowed by the government to its citizenry. It is a societal action performed by the citizen. The perception of participation as a societal action implies two crucial aspects of constructive participation, namely responsibility and capability of participation.

It analyzes the main trends of citizenry participation in the most recent Costa Rican municipal elections. The contribution describes the most salient results of such phenomenon in topics such as winning party, level of mobilization of voters, party composition of the organizations of political representation, the increase in party offer and the performance of canton groups. Its main mission is to contextualize what has happened recently in order to understand how these trends relate to what has happened in the past, Analiza las principales tendencias de la participación de la ciudadanía en las elecciones municipales costarricenses más recientes. El aporte describe los resultados más sobresalientes de dicho fenómeno en temas como partido ganador, nivel de movilización de los votantes, composición partidaria de las instancias de representación política, el incremento de la oferta partidaria y el desempeño de las agrupaciones cantonales. During the last recent years, the Caja Costarricense de Seguro Social (CCSS) from Costa Rica, has suffered different problems that are damaging the health services that it provides to the population. Based on that fact, citizenry participation becomes an important tool in order to promote accountability and responsibility in the management of this very important institution. As a response to this claim, some social organizations from the canton of Pérez Zeledón paid attention to the importance of having a range of different indicators concerning the quality and opportunity of the priorly mentioned health services and their efficiency. On this base, this article develops and offers a proposal of indicators with the aim of providing all the people that need and use the Caja health services, the opportunity of evaluating them and giving some feedback that can help that institution improve its services and performance. Durante los últimos años la Caja Costarricense de Seguro Social (CCSS) ha experimentado una serie de problemas que en última instancia están afectando los servicios de salud que brinda a la población. Surgió así el interés de la ciudadanía por participar en el análisis de la situación y proponer acciones al respecto, como es el caso de Pérez Zeledón, cantón de la provincia de San José. En esta comunidad consideran necesario establecer un conjunto de indicadores que permitan monitorear aspectos fundamentales de la atención que brinda la CCSS en su cantón. Sobre esta base, este artículo desarrolla y ofrece una propuesta de indicadores con el fin de proveer a todas las personas que necesiten y usen los servicios de salud de la CCSS, la oportunidad de evaluar y dar una retroalimentación que pueda ayudar a que la institución mejore sus servicios y desempeño.
