Background: Despite exponential growth in Indian research, Indian journals have low impact factors. A previous study by one of the authors (CA) of this paper showed that articles published in the Indian Journal of Psychiatry (IJP) under-referenced previously published relevant papers in the same journal. Based on this, we decided to investigate the citation characteristics of contemporary scientific articles published in the Indian Journal of Psychological Medicine (IJPM). Methods: The citation characteristics of scientific articles published in 2018 (Vol 40, issues 1–6) in the IJPM were examined to determine how well the authors cited relevant articles published during the past ten years in the IJPM and the IJP. Results: There were 145 and 142 citation-worthy articles in the IJPM and the IJP, respectively; of these, 85.5% and 65.5%, respectively, had not been cited. Conclusions: Authors publishing in the IJPM under-reference previous relevant research published in the IJPM and IJP. This suggests unawareness of, deliberate disregard of, or even disdain for prior Indian research in the field. Additionally, if Indian researchers do not cite previous Indian research in the field published in Indian journals, the citation metrics of Indian journals will not grow. [ABSTRACT FROM AUTHOR]

3. Comparative metrics of neurosurgical scientific journals: What do they mean to readers?

Background: In regard to scientific information, are we effectively reaching the universe of physicians in the 21st century, all of whom have different backgrounds, practice environments, educational experiences, and varying degrees of research knowledge? Methods: A comparison of the top nine neurosurgery journals based on various popular citation indices and also on the digital metric, Readers (Users)/month, was compiled from available metrics and from internet sources. Results: Major differences in the ranking of the Readers (Users)/month metrics compared to ranking of the various citation indices were found. It is obvious that the citation indices do not measure the number of readers of a publication. Which metric should be used in judging the value of a scientific paper? The answer to that question relates to what the interest of the reader has in the scientific information. It appears that the academic scientist may have a different reason for reading a scientific publication than a physician caring for a patient. To measure the contribution of a scientist is not only an academic exercise. It helps greatly to the promotion committees, funding agencies, and national & international awarding commissions. Many citations indices have been developed to determine the contribution and impact of scientists' researches. This review article covers 27 citation indices, and computed 23 indices which are not very difficult to compute. Values of these indices are calculated using the author's citations. To determine the quality of research performance it is suggested to use several indices and indicators, instead of only one. However, there is dire need to develop a better index which should be easy to calculate and reduce the drawbacks of h related indices. [ABSTRACT FROM AUTHOR]

2022 marks the 25th anniversary of the first issue of the journal Chemistry of Plant Raw Materials. This message is devoted to summarizing the activities of the editorial board of the journal in recent years. The journal is included in the information databases and citation indices: Russian Science Citation Index (RSCI), Russian Science Citation Index (RSCI), Dimensions, Chemical Abstracts Service (CAS), RJ "Chemistry" (VINITI), Scopus. From the best articles of the previous year of the journal Chemistry of Plant Raw Materials, a specialized issue (No. 7) of the Russian Journal of Bioorganic Chemistry is annually formed, which is published by Pleiades Publishing. Acceptance of articles, primary processing, peer review, literary editing and publication is carried out using the Open Journal Systems (OJS) platform. Articles submitted to the editors of the journal are checked for plagiarism and self-plagiarism using the Antiplagiarism platform. Over the past five years, five members of the editorial board of the journal have passed away: Professor L.S. Galbraikh, A.I. Mikhailov, A.S. Smolin, R.A. Degree, G.M. Telyshev. The journal is developing, has a large "portfolio" of articles for publication., В 2022 г. исполняется 25 лет дня выхода первого номера журнала «Химия растительного сырья». Данное сообщение посвящено подведению кратких итогов деятельности редколлегии журнала за последние годы. Журнал входит в информационные базы данных и индексы цитирования: Российский индекс научного цитирования (РИНЦ), Russian Science Citation Index (RSCI), Dimensions, Chemical Abstracts Service (CAS), РЖ «Химия» (ВИНИТИ), Scopus. The journal Deep-Sea Research was first published in October 1953 directed by the Joint Commission on Oceanography to focus on the deep-sea floor as the main theme. Here we review the history of the journal through 12 editors and two publishers, Pergamon (1953–1991) and Elsevier (1991-present). From 1962 to 1991 abstracts and bibliographies as well as original research papers were published. From 1992 the journal has focussed on original papers, in two series; Part I for individual submissions and Part II for topical collections of papers compiled by guest editors. The scope of the journal has grown to encompass the entire open ocean from the air-sea interface to beneath the sea floor. From over 10,000 papers, 70 have been selected and are reviewed by the present editors. [ABSTRACT FROM AUTHOR]

7. Comparing articles’ citations of Sharif University outputs in Scopus, Google Scholar and Google Books

Background and aim: Citation is the most important scientific elements and assessment index among researchers, universities and research centers. The aim of this study was to compare the citations of researchers in the field of engineering in Scopus, Google Scholar and Google Books. Material and methods: This study investigated the relationship between citations using citation analysis and data were extracted from Scopus from 2008 to 2012. Totally, 100 subjects were randomly selected using Webometric Analyst, and the numbers of citations were transferred to SPSS and analyzed. Findings: Results showed that the median of citations to articles was 4, 6 and 1 in Scopus, Google Scholar and Google Books. Although there was no difference between the mean of Google Scholar and Scopus, it was found that the citations had high distribution based on variance values. Most of the citations to articles in Google Scholar, Scopus and Google Books were 1061, 652 and 72, respectively. Conclusion: There was a direct and significant relationship between the citations of Scopus and Google Scholar; therefore, the use of all three bases regardless of overlapping articles showed the better results in evaluation of scientific outputs. Moreover, even, assessing the scientific outputs can be performed through Google Scholar in case of lack of access to Scopus.

10. Sources for Scientific Frustrations: Productivity and Citation Data.

The paper discusses usage of citation indices and similar databases as the source of data for determining scientific professional advancement. A short study on per-author basis, using Web of Science, Scopus, Google Scholar, Croatian scientific bibliography and online catalogue of the National and University Library in Zagreb, has been undertaken and shows disparate results for usage of these resources in mentioned context. Various problems surrounding such studies are discussed. Data complementation and especially firmer, more interconnected, national databases are recommended. Authors primary recommendation is thus to connect current national sources in a more wholesome system providing quality access to bibliometric data in this context. Fragments of the system are already present and usable: Crosbi (scientific bibliography), NSK (national catalogue), Hrcak (journal full text database)). This would impact both the self-consciousness of the individual scientist and the scientific politics bypassing the colonial and provincial mentality imposed by the monopoly of "international" commercial databases. Such integrated model of wholesome representation and distribution of scientific production on national level would serve as an answer to problems inherent to usage of citation databases such as WoS and Scopus. The relevance of various citation metrics used for parameterization of the research outputs of scientists is reviewed. The rationale of judging the performance of scientists on the basis of the total number of research papers published, the total citations received for these papers or the average citation reckoning per paper has often been criticized. The significance of impact factor of journals in which the papers have appeared has also been debated. The h-index introduced by Jorge E. Hirsch in 2005 has gained some acceptance in this regard but its value is highly dependent on the academic discipline concerned and also varies across sub-disciplines. Because citation practices exhibit wide variations among different fields, a scientist working in a particular discipline need not be disheartened with a low h-index as compared to fellow scientists of a different discipline. The h-index has been successful in assessing the performance of scientists of the same field and at the same stage of their careers. By appropriately scaling the discipline-dependence of h-index, it has also enabled comparison among those working in different disciplines, serving as a simplified, robust, intelligible measure. This lecture will be divided into two parts. The first part will address the formative issues of the use of quotations and indexation in reports and files for the evaluation of students (both bachelor's and master's or doctoral students). We will try to show how training in writing and the use of quotations enables students to be guided towards greater rigour and mastery of content, while encouraging certain vocations for the research professions. This focus on quotation also transforms the way in which teaching and evaluation are carried out. In the second part, we will focus more specifically on the analysis of the practice of citation in research publications, among researchers and in scientific institutions. It will be based on critical work on bibliometric indices (impact factor, h-index). The aim of this text is to describe the importance of the dual definition of the concept of citation: "to cite sources in a professional manner", in order to correctly master the writing of the state of the art of a research topic, on the one hand, and "to be cited and benefit from it in one's career", on the other hand. A characterisation of the profession of researcher in the human sciences will be proposed in addition., Ce cours magistral sera articulé autour de deux parties. La première abordera les enjeux formatifs de l’usage des citations et des indexations dans les comptes rendus et dossiers permettant l’évaluation des étudiants (tant de licence que de master ou de doctorat). On essaiera de montrer comment la formation à l’écrit et à l’usage de la citation permet d’orienter les étudiants vers plus de rigueur, de maîtrise des contenus tout en favorisant certaines vocations pour les métiers de la recherche. Cette centration sur la citation transforme aussi la manière d’enseigner et d’évaluer. Dans la seconde partie, on se centrera plus spécifiquement sur l’analyse de la pratique de la citation dans les publications de recherche, chez les chercheurs et dans les institutions scientifiques. On s’appuiera sur des travaux critiques des indices de bibliométrie (facteur d’impact, h-index). The allocation of resources for research is increasingly based on so-called 'bibliometrics'. Scientists are now deemed to be successful on the sole condition that their work be abundantly cited. This world-wide trend appears to enjoy support not only by granting agencies (whose task is obviously simplified by extensive recourse to bibliometrics), but also by the scientists themselves (who seem to enjoy their status of celebrities). This trend appears to be fraught with dangers, particularly in the area of social sciences, where bibliometrics are less developed, and where monographs (which are not taken into account in citation indexes) are often more important than articles published in journals. We argue in favour of a return to the values of 'real science', in analogy to the much-promised return to a 'real economy'. While economists may strive towards a more objective evaluation of the prospects of a company, a market, or an industrial sector, we scientists can only base our appraisal on a responsible practice of peer review. Since we fear that decision-takers of granting agencies such as the FNRS, CTI, EPFL, ETHZ, ANR, CNRS, NIH, NSF, DOE,[1] etc. will be too busy to read our humble paper in Chimia, we appeal to scientists of all countries and disciplines to unite against the tyranny of bibliometrics.

16. Positive and negative aspects of citation indices and journal impact factors.

The Hirsch citation index h is nowadays the most frequently used numerical indicator for the performance of scientists as reflected in their output and in the reaction of the scientific community reflected in citations of individual contributions. A few of the possible improvements of h are briefly reviewed. Garfield's journal impact factor (IF) characterizes the reaction of the scientific community to publications in journals, reflected in citations of all papers published in any given journal during the preceding 2 years, and normalized against all citable articles during the same period. Again, a few of the possible improvements or supplements of IF are briefly reviewed, including the journal- h index proposed by Braun, Glänzel, and Schubert. Ascribing higher weighting factors to citations of individual papers proportionally to IF is considered to be a misuse of useful numerical indices based on citations. At most, one could turn this argument on its head and one can find reasons to ascribe an inverse proportionality relative to IF for individual citations: if a paper is considered worthy to be cited even if it was published in a low-IF journal, that citation ought to be worth more than if the citation would have been from a higher-impact journal. 18. Measuring Impact in Stereotactic and Functional Neurosurgery: An Analysis of the Top 100 Most Highly Cited Works and the Citation Classics in the Field.

Background: Functional neurosurgery is a rapidly expanding field, with an exponentially growing literature. However, as with other fields, it can sometimes be difficult to distinguish between what is incremental and what is transformational. One way of measuring durable impact is examining the number of times a specific piece of scholarship is cited by others in the field. For example, papers that have been cited at least 400 times are designated 'citation classics' or works that, by virtue of very high citations, have been deemed of particular importance by researchers working in related disciplines. Methods: We queried a large, web-based scholarly database using 49 pre-selected search terms. The results for each individual query was manually examined for relevance to the functional neurosurgery field in order to arrive at the top 100 most highly cited papers as well as the citation classics. Results: The top 100 most cited papers, including 61 citation classics, in the stereotactic and functional neurosurgery field can be divided into 7 categories: functional/anatomic studies, technological innovations, and papers relevant to movement disorders, pain, psychiatry, radiosurgery and epilepsy. Conclusions: We have attempted to ascertain which papers have had, and continue to have, significant impact in our rapidly advancing field. At a minimum, the citation classics in functional neurosurgery provide both trainees and seasoned surgeons with a reading list of the 'must-know' works in the field - works whose influence have helped shape the direction of functional neurosurgery well into the future. 19. A longitudinal study of the research productivity of graduates of accounting doctoral programs.

Abstract: While the number of graduates from U.S. accounting doctoral programs has declined significantly since the early 1990s (thus producing a significant faculty shortage), many schools'' research requirements to achieve promotion and tenure [P & T] have increased significantly—along with salary packages for new faculty. The purposes of the study reported here are to: (1) compare the research output of accounting doctoral graduates across time (1989–1993 period versus their 1999–2003 counterparts) to see if there is sufficiently enhanced output to justify today''s higher entry level salaries; and (2) extract from productivity measures information relative to P & T decisions, thus providing benchmarks for promotion to associate and full professor. With the advent of computerized data searches, the number of accounting programs that use citation analysis to measure faculty members' research productivity has increased--often believing that this methodology offers relevant or reliable data for tenure, promotion, teaching load, and merit pay decisions. But such "objective" bases often ignore such factors as which journals to count, the effect of co-authorships, and article quality. Reliance on such citations can also cause "uneven playing fields" within the accounting discipline as well as among accounting and other areas or departments within schools of business. After reviewing the relevant literature, we present the results of a survey asking accomplished authors about the factors that make them more or less likely to cite an article. Since the process of counting citations focuses on quantity issues as all citations "count" equally regardless of the citation's importance to the research article and the reasons for making the citation, we examine some quality issues that lead to authors citing others' research findings. The survey results indicate that, while citations often are based on the quality of the cited work, other factors less indicative of quality, such as authorship by a friend or colleague and publication in a U.S. journal, help to determine which relevant works are cited or not cited. In the UK and elsewhere, there has been considerable debate about the use of quantitative indicators, known as 'metrics', to judge research performance of individual academics and university departments. We carry out an analysis of the grades that are awarded to research grant applications to explore the extent to which such information can be used for this purpose. Our results suggest that the usefulness of these data is limited and also that similar important limitations are associated with other metrics such as those based on journal paper citation indices. Despite policies and calls for scientists to make data available, this is not happening for most environmentaland biodiversity-related data because scientists' concerns about these efforts have not been answered and initiatives to motivate scientists to comply have been inadequate. Many of the issues regarding data availability can be addressed if the principles of "publication" rather than "sharing" are applied. However, online data publication systems also need to develop mechanisms for data citation and indices of data access comparable to those for citation systems in print journals. It mentions information on research that has been conducted earlier and discusses the preparation of data sets using the Harzing data set. Алгоритм иерархической кластеризации Уорда применен к множествам математиков, физиков и психологов с высокими показателями цитируемости. Анализ полученных результатов позволяет не только выделить устойчивые типы ученых, но и исследовать отличия разбиений ученых на группы в различных научных дисциплинах., In this paper, we propose a set of indicators for solving the problem of differentiation and stratification of scientists on the basis of bibliometric data using cluster analysis. The indicators include three standard citation indexes and five structural indexes characterizing the citation curve of a researcher. The latter indicators are defined in terms of increments of the annual citation rate, which characterize the time convexity of the total number of references. Ward's hierarchical clustering algorithm is applied to some sets of mathematicians, physicists, and psychologists with high citation rates. The analysis of the obtained results allows one not only to describe several stable types of scientists, but also to study the differences between distinct groups of scientists in various scientific disciplines. For mathematicians and physicists, three groups, “youth”, “luminaries”, and “inertial”, can be clearly distinguished, regardless of the way of clustering. The proportions of the corresponding groups are relatively stable and similar. In addition, among the mathematicians, a group “precocious” manifests itself, while among physicists, we observe a group of scholars who “caught the wave”. For psychologists, the clusters are essentially different. In many cases, the cluster structures revealed with and without standard citation indexes turn out to be similar., №72 (2018)

Bibliographic databases lack uniformity and accuracy due to duplications, misspellings, name variants, etc.Dataset pre-processing is very important to obtain more accurate, realistic and valid bibliometric analysis.STICCI.eu is a software tool for improving and converting citation indices - enhancing uniformity.STICCI.eu is able to convert bibliographical citation formats (WoS, Scopus, Google Scholar, CSV, BibTex, RIS).It corrects mistakes in databases, detecting duplications, misspellings, name variants, toponymical names, etc. Bibliometrics and citation analysis have become important sets of methods for library and information science, as well as exceptional sources of information and knowledge for many other areas. Their main sources are citation indices, which are bibliographic databases like Web of Science, Scopus, Google Scholar, etc. However, bibliographical databases lack perfection and standardization. There are several software tools that perform useful information management and bibliometric analysis importing data from them. A comparison has been carried out to identify which of them perform certain pre-processing tasks. Usually, they are not strong enough to detect all the duplications, mistakes, misspellings and variant names, leaving to the user the tedious and time-consuming task of correcting the data. Furthermore, some of them do not import datasets from different citation indices, but mainly from Web of Science (WoS).A new software tool, called STICCI.eu (Software Tool for Improving and Converting Citation Indices - enhancing uniformity), which is freely available online, has been created to solve these problems. STICCI.eu is able to do conversions between bibliographical citation formats (WoS, Scopus, CSV, BibTex, RIS), correct the usual mistakes appearing in those databases, detect duplications, misspellings, etc., identify and transform the full or abbreviated titles of the journals, homogenize toponymical names of countries and relevant cities or regions and list the processed data in terms of the most cited authors, journals, references, etc.

Por iniciativa de la Revista chilena de literatura, de la Universidad de Chile, los editores de algunas revistas latinoamericanas nos reunimos el 29 de septiembre del 2014 en Santiago de Chile para discutir políticas comunes y formas de apoyo en nuestra actividad. Los asistentes coincidimos en expresar nuestra inconformidad frente a las formas predominantes de medición de la calidad académica de las publicaciones que, en primer lugar, privilegian criterios administrativos y cuantitativos sobre los contenidos y, en segundo lugar, tienden a ignorar las prácticas académicas propias de las humanidades, que son diferentes a las de las ciencias exactas y aplicadas. Por eso, hemos decidido firmar la siguiente declaración pública, en cuya redacción hemos trabajado durante el primer semestre del 2015. At the initiative of the Chilean Magazine of Literature, University of Chile, publishers of some Latin American magazines we meet the September 29, 2014 in Santiago de Chile to discuss common policies and ways to support our business. Attendees agree to express our disagreement with the prevailing ways of measuring academic quality of publications, first, privileged administrative and quantitative criteria on the content and, secondly, they tend to ignore their own academic practices humanities, which are different from those of the exact and applied sciences. Citation indices are regularly used to inform critical decisions about promotion, tenure, and the allocation of billions of research dollars. Nevertheless, most indices (e.g., the h-index) are motivated by intuition and rules of thumb, resulting in undesirable conclusions. In contrast, five natural properties lead us to a unique new index, the Euclidean index, that avoids several shortcomings of the h-index and its successors. The Euclidean index is simply the Euclidean length of an individual’s citation list. Two empirical tests suggest that the Euclidean index outperforms the h-index in practice.

(in English) The master thesis is focused on the scientometric methods of research and development evaluation and their use in particular system applied in the Czech Republic. Its introductory part presents the field of scientometrics, scientometric and bibliometric indicators and citation indices. Chapter 7 deals with research and development evaluation in Czech Republic, especially with Research Evaluation Guidelines and describes its assesment rules, results and changes due to its annual actualization. A battle of wills between the Guidelines supporters and opponents is the topic of chapter 8, in particular in the context of reallocation of institutional funding according to the Guidelines. Ideas and opinions of prominent scientists and policymakers are being presented followed by brief treatise on Czech system of research and development evaluation audit carried out by the company Technopolis Limited. In the conclusion the author summarizes and debates positives and negatives of the Czech system of science evaluation.

The allocation of resources for research is increasingly based on so-called 'bibliometrics'. Scientists are now deemed to be successful on the sole condition that their work be abundantly cited. This world-wide trend appears to enjoy support not only by granting agencies (whose task is obviously simplified by extensive recourse to bibliometrics), but also by the scientists themselves (who seem to enjoy their status of celebrities). This trend appears to be fraught with dangers, particularly in the area of social sciences, where bibliometrics are less developed, and where monographs (which are not taken into account in citation indexes) are often more important than articles published in journals. We argue in favour of a return to the values of 'real science', in analogy to the much-promised return to a 'real economy'. While economists may strive towards a more objective evaluation of the prospects of a company, a market, or an industrial sector, we scientists can only base our appraisal on a responsible practice of peer review. Since we fear that decision-takers of granting agencies such as the FNRS, CTI, EPFL, ETHZ, ANR, CNRS, NIH, NSF, DOE,[1] etc. will be too busy to read our humble paper in Chimia, we appeal to scientists of all countries and disciplines to unite against the tyranny of bibliometrics.
