To perform a systematic search of instruments for the early identification of risk of sexual exploitation in children (CSE) and appraise their metric properties. Searches were conducted in four electronic databases to identify instruments that only evaluated child sexual exploitation with no restrictions of date or language. Two reviewers independently carried out the initial selection of titles and abstracts, appraisal of the methodological quality, compliance with the entry criteria in the analysis, and extraction of data necessary to systematize the information available. Twenty-three articles were found that used 15 CSE detection instruments. The instruments varied with regard to number of questions, ease of administration, sources of information, rating methods, and the training information provided. What they had in common is that most were designed and used in the English-speaking world, basically in the United States, with few instruments providing solid proof of their validity and reliability in the scores derived thereof. Although instruments were obtained with significant similarities in their conceptualization, differences in multiple characteristics made it difficult to draw clear conclusions regarding their greater or lesser suitability. Over decades, research practitioners have highlighted how survivors of sexual abuse in childhood face strong forms of stigma including victim‐blaming, shame and social isolation. However, the data and evidence are disproportionately slanted towards the global North. Shifting the focus to the global South, this reflective piece draws on two substantial multicountry research projects to highlight the expectations and experiences of young survivors of child sexual exploitation and abuse (CSEA) in their quest for support. By applying a socio‐ecological analysis, it demonstrates how societal stigma—from both professionals and young people themselves—compounds the help‐seeking process. The findings support the well‐documented concept that disclosing sexual violence is an ongoing—not singular—process that depends on a series of interactions at the individual, interpersonal and institutional levels of the ecosystem. Building better trauma‐informed responses is likely to help; however, a focus only on services falls short, especially in countries where child protection systems struggle to thrive. A concurrent transformative shift in both social and gender norms across the ecosystem is essential to address the seemingly intractable challenges to child sexual exploitation and abuse prevention and response. Drawing upon original research data, the core task of this article is to explore some of the difficulties experienced by girls in care in England in having their exploitation recognised, along with the challenges faced by professionals from social care and criminal justice agencies in meeting their safeguarding needs. The article provides a unique insight into the ways in which the perceptions and experiences of the two groups compare with the other, as both attempts to negotiate their own set of challenges within the confines of an inadequate and under‐resourced system. It considers the sense of disconnect between the needs, expectations and perceptions of care‐experienced girls and the care they ultimately receive, emphasising how experiences of stigma intersect with gendered and racialised judgements, creating a situation where they are viewed as less than 'ideal' victims. Sexual exploitation of children in the context of travel and tourism (SECTT) has been described as a serious and growing problem. This study critically analyzes political debates and policy measures proposed by the Dutch government between 1995 and 2020 to combat SECTT. To understand how SECTT is framed in Dutch political discourse, Bacchi's 'what's the problem represented to be?' approach guided a systematic critical discourse analysis of over 200 political documents. Our analysis shows that SECTT has, over time, predominantly become framed as a crime problem. Offender detection, international cooperation, awareness raising, public–private partnerships, and prevention targeted at known sex offenders are the most commonly proposed solutions. Despite the focus on apprehending offenders, the political discourse offers no concrete clues as to who they are; still, conducting research or evaluating policies' effects is seldom proposed as a response. This problem representation overlooks the connections of SECTT with structural issues, such as victim vulnerabilities, colonization, and global inequality on the one hand, and mental health, sexual expression, and cultural values on the other. Child Sexual Exploitation (CSE) is a relatively new term within policy and practice. Whilst policy responses have shifted from criminalisation to recognising CSE as child abuse, a review of the 2011 Child Sexual Exploitation Guidance commissioned by the Welsh Government found a growing, yet limited, understanding of CSE in professional contexts. In this article, we explore practitioners' perceptions of how they work with young people experiencing, or at risk of, CSE and whether they believe the new Welsh CSE Guidance is effectively implemented in their practice. This small-scale qualitative study utilised small group interviews and semi-structured interviews to explore the perspectives of twelve participants in the initial phase of the guidance release. A thematic analysis of the data demonstrates a lack of professional awareness of the new Welsh CSE guidance, raising questions surrounding implementation efficacy. These findings highlight the complexity of implementation, illustrating a need for manageable caseloads and supportive cultures, which policymakers, senior management and front line managers need to be aware of. Clear and effective implementation strategies that consider these factors, pre- and post-release, are required to improve implementation efficacy in supporting best practice. [ABSTRACT FROM AUTHOR]

PRACTICE IMPACT STATEMENTA defining feature of online grooming (OG) behaviour is the development of a deceptive relationship to hide the intent of sexual abuse. The OG discourse model proposes deceptive trust is central to entrapment and is predominantly achieved through language, yet it is unclear whether the intent of intimacy or sex impacts the communicative and deceptive properties of the chats. Fifty-seven chatlogs categorised according to the European OG Typology were analysed to address this gap. The results showed that whilst intentions might be distinct, adults develop positive/authentic social bonds with victims, and engage in strategies to match with victims who fulfil their goal for intimacy or sex. The impact of this study on the theoretical understanding of OG informs an updated and empirical definition of OG: “OG is when cyber-technology is used to build an emotional connection with a person to exploit their vulnerabilities and gain their trust causing harm and/or distress”.This research challenges current understandings of OG that assume the process to be deceptive, demonstrating that adults are skilled at developing positive and authentic bonds with their victims regardless of their initial intent being driven by intimacy or sex. This article discusses findings from a qualitative study designed to evaluate the effectiveness of a Child Sexual Exploitation (CSE) awareness-raising programme targeted at young people. Drawing on data from in-depth interviews with practitioners involved in a multi-agency team established to reduce vulnerability to CSE, we elucidate that, in addition to being directed by professional codes, practitioners' perceptions and judgements were also influenced by gendered assumptions and underlying anxieties about childhood sexuality. The empirical data presented suggest that attitudes towards young people and intervention decisions are partially steered by cultural values that connect not only to personal morals but also influence decisions made in conjunction with professional risk analytic frameworks. Our analysis indicates that broader investigation of the commingling of personal and professional values in safeguarding contexts is required, alongside the creation of protected spaces for professional reflection and dialogue amongst practitioners to support decision-making. This article discusses a new form of sexual abuse that involves the use of technology to exploit children and animals. It emphasizes the need for veterinary medical professionals to be aware of this issue and provides guidance on identifying and disrupting instances of abuse. The article highlights the methodology used by perpetrators, including manipulation through social media and coercion into engaging in sexual activity with animals. It also mentions an increasing prevalence of this type of abuse and stresses the importance of accurately identifying and holding adult perpetrators accountable. The article recommends training and guidance on appropriate terminology, adopting global guidelines, and using respectful language when documenting cases. Certain countries are well known for being destination countries for sexual exploitation of children in the context of travel and tourism (SECTT). Various factors are assumed to be at play to increase the vulnerability of countries, and the children that live within them, to being destinations for SECTT. The current study uses a cross-national, quantitative approach to examine these assumptions, by investigating macro-level factors relating to tourism, children's living conditions, governance, and economic development that may account for the variation in SECTT occurrence. Our findings indicate that destination countries are, on average, characterized by lower economic wealth and are located closer to the equator. Unlike assumed in previous literature, governance and tourism are not significantly related to destination countries for SECTT. The results for children's living conditions are unexpected: while bivariate analyses show that destination countries have poorer children's living conditions, a positive relation emerges in multivariate models when controlled for economic development. More specifically, we find that within the group of countries with poor economic conditions, SECTT is more likely to occur in countries with better protection of children's rights to life and education. The prevalence of online child sexual grooming offenses has been on the rise, posing significant risks to children. Child sexual grooming involves sexual communication with minors. This study aims to understand motivations and pathways of individuals who have engaged in online grooming behaviour, as well as propose effective prevention and intervention strategies. A sample of 14 male participants who had engaged in online child grooming were interviewed. Five themes were identified through thematic analysis: Social aspects, Mental health and psychological aspects, Justification for offending, Secrecy and Technology. Within all five themes risk factors and protective factors relating to online grooming behaviour were identified. Three pathways into online grooming behaviour were hypothesised: social connection, addictive behaviour, and fantasy/roleplay. Additionally, the study highlights the complex relationship between online grooming and other child sexual abuse offences, including the sharing and distribution of indecent images of children. The study underscores the need for greater education and awareness about the risks and harms associated with online grooming for those at risk of engaging in this behaviour as well as wider support and situational prevention approaches, including monitoring and use of warning messages on relevant online platforms.

Child sexual exploitation (CSE) is a serious and persistent global issue affecting up to 5% of the child and youth population worldwide; yet there is no universally accepted definition. To develop a theoretically robust definition of CSE, this review systematically synthesized literature examining CSE definitions aiming to develop a conceptual model and typology. Electronic databases were searched to February 2021, yielding 384 nonduplicative records. Inclusion criteria were peer-reviewed and grey literature investigations of sexual exploitation, with a mean sample age of 18 years or younger, available in the English language. Literature review and data extraction followed the Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA) guidelines. Sixty-six studies met final inclusion criteria. Two independent reviewers extracted relevant data and used an epistemological approach to thematically analyse meaning and patterns across CSE definitions. Key findings demonstrate that CSE nomenclature is widely inconsistent, and despite growing awareness of this severe form of abuse, language continues to perpetuate stigma and criminalisation, utilising terms such as 'adolescent or child prostitute'. Our findings propose a scientifically and trauma-informed definition and conceptualisation of CSE, based on the following four-dimensional components: (1) A child/young person; (2) sexual acts; (3) abuse; and (4) exploitation (abuse + exchange). In this systematic review, a unified definition and conceptual model aims to advance knowledge and understanding of CSE, contributing to the progression of social norms which embrace nuances of trauma-informed practice and support for the identification and recovery of children, young people and families affected by sexual exploitation. In recent years, the use of public health approaches to address complex social problems has gained popularity. In England and Wales, the rise in low-volume, high-harm crime has accelerated this shift, with calls for public health interventions to tackle knife-crime, extremism and sexual violence made by politicians, policy-makers, welfare workers and the police service. Notwithstanding such appeals, how public health approaches are both operationalised and impact remain largely unknown. Drawing on findings from a qualitative study focused on the implementation of a specific initiative in the UK designed to reduce the risk of Child Sexual Exploitation (CSE) amongst young people, this article attempts to address tangible gaps in these two key areas of knowledge. Sexual abuse and dating violence are chronic problems for children and young people in out‐of‐home care. This study explored the impact of a prevention and response programme Power to Kids, which targets harmful sexual behaviour (HSB), child sexual exploitation (CSE) and dating violence (DV) for children and young people in home‐based (foster) care. Twenty‐eight case managers, 25 foster carers and 13 children and young people participated in a mixed methods study in Victoria, Australia informed by the research question: How does the Power to Kids programme impact the sexual health and safety of children and young people in home‐based (foster) care? The data analysis revealed a SAFETY approach whereby the sexual health and safety knowledge of carers and case managers was enhanced, and carers were given permission to have Brave Conversations with children and young people, who could then apply the new knowledge to their lives. Case managers were upskilled in identifying indicators of sexual abuse and empowered to escalate stalled therapeutic and disruption practice when children and young people were identified as experiencing HSB, CSE or DV. The article discusses the meeting of the Australian Disrupting Child Sexual Exploitation (DICE) project in 2023, focusing on multiagency collaboration to prevent child sexual exploitation. Topics include the presentation of a scoping review on disruptive policing, strengthening multiagency responses to child sexual exploitation, and training sessions to enhance prevention and responses in residential care settings.

Child sexual violence is a major public health problem in India and is associated with myriad short- and long-term behavioral health effects. Affected children are at an increased risk of post-traumatic stress disorder, major depression, anxiety disorders, behavioral problems, and substance misuse. Behavioral health professionals are highly likely to encounter patients at risk of or with a recent/remote history of child sexual abuse, sexual exploitation, or sex trafficking. Caregivers of patients may report a history of child sexual violence. Clinicians must possess the knowledge and skills to recognize and appropriately respond to suspected child sexual violence using a culturally responsive, trauma-informed, and rights-based approach. Many behavioral health professionals lack the knowledge of child sexual violence and the confidence of working with affected patients. Child sexual violence is not routinely addressed in medical school curricula, nor is it systematically addressed in postgraduate training programs. Practicing clinicians may feel ill-equipped to recognize and manage patients exposed to child sexual violence and may miss opportunities to offer critical support and assistance to vulnerable children and their families. The behavioral health sector needs an organized, systematic, and trauma-informed response to child sexual violence, and this requires specific training of professionals and development of organizational response protocols tailored to fit the needs of the organization and its patient population. Child sexual abuse and exploitation through livestreaming is a rising phenomenon of online child sexual abuse and exploitation in Indonesia. This phenomenon takes place in both offline and online spaces. Moreover, due to the active involvement of the viewers, these content viewers can also be considered as offenders. Thus, it is necessary to recognize this phenomenon as a crime against children, instead of merely a sexual act. By using a criminology perspective, this research explores the roots of this phenomenon, the impact on survivors, and the child protection system’s actions against it. This qualitative study used secondary data analysis, derived from a total of nineteen Indonesian news articles as well as five cases of child sexual exploitation and abuse through livestreaming. Power relations theory by Michel Foucault is used to explain the power relations and victimization in this phenomenon. The analysis shows that unequal power relations between adults and children contribute to the phenomenon. The unequal power relations include how societies perceive children, victim-blaming, gender inequality, and the existing situation of the porn industry, which places the children in vulnerable positions. The child survivors in these case studies were found to experience multiple victimizations, including sexual abuse in real life and online in conjunction with economic victimization. These victimization processes are prolonged due to the fact that sexual content is rapidly shared by the offenders; thus, the situation can be described as chronic revictimization. Indonesian systems for protecting children against such crimes were found to be inefficient due to the absence of legal terminology to define child sexual abuse and exploitation through livestreaming and the lack of laws that can be used to punish the viewers. This article draws on data collected from a qualitative study designed to assess the effectiveness of an early intervention programme aimed to raise awareness of Child Sexual Exploitation (CSE) among young people. The programme was implemented by a large police force area, referred to as Shireland. Drawing on semi-structured interviews with practitioners implementing safeguarding policies within the police service, youth and social welfare work designed to support young people, we focus on the mobilisation of perceptions of risk and vulnerability as they translate in professional practice via a specific preventative initiative. More specifically, we wish to examine the extent to which blurring occurs between constructions of 'risk' and 'vulnerability' in relation to practitioners' understandings of the dangerousness of young people's behaviour. In our analysis, we draw attention to a palpable tension apparent in the interview narratives of those involved in delivering the programme, between expressed understandings which on the one hand universalise vulnerability and, on the other, extricate specific risk factors. Although children's social care is an area rich in guidance, there is very little research looking at the implementation of new policies in the United Kingdom. In this article, we report on the first stage of a realist evaluation of the implementation of the new Safeguarding Children from Child Sexual Exploitation guidance in Wales. We discuss the development of an initial programme theory, for which we conducted semi‐structured interviews with practitioners and managers in three local authorities. We developed programme theories across three areas: policy nature and development, implementation plans and organizational context. Findings suggest that, for policies to produce a significant impact on practice, they need to be sufficiently different to social workers' current perceptions of practice. Second, we found that the coordination between national and local policies is critical for successful implementation as contradictions between them might lead to confusion in what local teams should prioritize. Finally, our findings highlight the importance of effective communication of policy changes, as well as a supportive organizational culture to strengthen implementation in local contexts. These findings illustrate the complexity of policy implementation and the need for policymakers to consider the meaningful involvement of local practitioners in national policy development. In this paper we draw attention that there have been significant increases in activity relating to child sexual abuse and exploitation on both the surface web and dark web during the COVID-19 lockdown period. This paper aim is an analyse about how the COVID-19 pandemic is presently modifying the trends and threats of child sexual exploitation and abuse offences, which were already at high levels prior to the pandemic. This article highlights the trends and threats in the current COVID-19 context compared to pre-pandemic measures, what impact these are having in the short-term, and what changes we have seen when COVID-19 measures are reduced. It contributes to the space of the dark web during lockdown by manifestation on the ongoing organised business model that has evolved as technology expands and the level of threat that it poses to children. The objective is to share these trends across the global law enforcement community and science in order to improve the monitoring and detection of child sexual exploitation and abuse online, further investigations and global police response. An important element of reducing the sexual abuse and exploitation of children is to understand the behaviors of individuals who consume child sexual abuse material (CSAM), including the predictors of continued use. To investigate predictors of 'ever viewing' CSAM and subsequent intentional use among individuals in the community. This study used multivariate logistic regression analysis to identify significant predictors of ever viewing CSAM (n = 742) in an anonymous survey of 5512 Internet users in the community, and of subsequent intentional CSAM use among a subset of 459 CSAM viewers. The characteristics of respondents that were significantly associated with ever viewing CSAM were being male, older in age (25–34 and 55+ years cf. 18–24 years), residing in Australia, New Zealand, or Canada (cf. the United Kingdom), earlier exposure to adult pornography (<14 years), experiencing childhood physical abuse or neglect, viewing bestiality pornography featuring adults, viewing bondage/S&M (BDSM) pornography featuring adults, being likely (self-reported) to have sexual contact with a child, and visiting pedophilic chat forums online. In the subset sample, almost half (218, 47.5 %) viewed CSAM again intentionally after first exposure. Predictors of subsequent intentional viewing of CSAM after adjusting for age and country of residence were being male, ever experiencing loneliness, searching for CSAM intentionally at first exposure, being likely (self-reported) to have sexual contact with a child, and visiting pedophilic chat forums online. The findings have strong implications for prevention of first exposure to CSAM, and of continued CSAM use after exposure does occur. [ABSTRACT FROM AUTHOR]

The increase in online enticement has led to law enforcement agencies engaging in more proactive policing through undercover chat sting operations. We aimed to identify the topics and communication strategies triggering suspicion in chats between law enforcement officers and offenders and why those topics do not result in suspicion in victim-offender conversations. We conducted a thematic analysis identifying: (1) how LEOs trigger suspicion, (2) how offenders communicate suspicion, (3) how LEOs attempt recovery from suspicion, and (4) how these triggers were present but did not trigger suspicion in victim-offender chats. We examined 20 LEO-offender chats and 20 victim-offender chats from US ICAC task forces. We identified four themes that triggered suspicion: risk assessment by the LEO's persona, LEO avoidance measures, details related to the offense and evidence, and proof of identity of chat participants. Offender responses to triggers revealed three themes: discomfort navigating boundaries and uncertainty, risk identification, and risk mitigation. Themes for the LEO's responses to suspicion included: risk assessment for chatters, issues with technology, appeasement, and negative emotional reactions. Finally, juxtaposing triggers onto minor-offender chats yielded four themes: explicit boundary setting, victim risk assessment, deep relationship forming and disclosures, and technology issues. This study has implications for law enforcement agencies seeking to reduce suspicion and risk assessment by offenders during internet sting operations. [ABSTRACT FROM AUTHOR]

This paper considers social workers' in England understandings of the agency and choice-making of girls who are sexually exploited outside the home, by extra-familial persons. To further elicit their understandings, social workers' understandings of the agency and choice-making of girls sexually abused within the home, by a family member, is also explored. The social workers' understandings of girls' agency, and in turn their safeguarding response, is significantly shaped by where, and by whom the girl had been abused or exploited. Girls sexually exploited outside the home are understood to have more choice about whether or not to be in sexually exploitative situations; whereas girls sexually abused in the home are understood to have no choice about being in their situations. The understanding social workers have of girls exploited outside the home leaves social workers conflicted. They struggle to reconcile the tension of understanding sexually exploited girls as choice-makers, but not blaming them for those choices. This paper argues that a new discourse is needed around social work, and safeguarding generally, in which girls, whether sexually abused in the home or exploited outside the home, can be recognised as choice makers and agents but are not blamed for their agency. This article reports findings from a qualitative study investigating the efficacy and the effects of a child sexual exploitation awareness raising intervention with young people. Drawing on in-depth interviews with members of a multi-agency team set up to prevent child sexual exploitation, we elucidate the way in which practitioners communicate the problem of child sexual exploitation and how risk registers are deployed to assess the dangerousness of young people's behaviours. In examining practitioners' understandings of child sexual exploitation, we illuminate the ways in which educative interventions in this domain are informed by a confluence of policy guidelines and personal/experiential perceptions. Unravelling the tensions arising between these two frames of interpretation, we illustrate that – despite routine recourse to embedded professional knowledge – underlying moral and cultural assumptions alongside anxieties about childhood sexuality influence practitioners' understandings of the nature of risk, who is at risk and the context in which risks manifest themselves. Child sexual abuse, including sexual exploitation, is a global issue, affecting 8% to 31% of girls and 3% to 17% of boys worldwide. This systematic review aims to synthesize economic evidence on the cost-effectiveness of community interventions to prevent child sexual abuse/exploitation to inform decision-making. A systematic search was conducted on eight databases for studies published until April 2023. Gray literature was searched using Google. The inclusion criteria were economic evaluation of interventions targeted at children, perpetrators/offenders, or professionals addressing child sexual abuse/exploitation. There was no limitation by country, but an English language abstract was required for non-English articles. Studies without a specific focus on child sexual abuse/exploitation, such as physical, emotional, and domestic violence-related abuse, were excluded. All costs were adjusted to US$ 2023. Reporting quality assessment was conducted using the Consolidated Health Economic Evaluation Reporting Standards 2022 checklist. Of 5,180 screened articles, 17 were included in the final synthesis, with most from the United States and focused on tertiary prevention delivered to offenders. While the intervention components varied across studies, all demonstrated promising and cost-effective results. The findings highlight a small but growing body of economic evidence for child sexual abuse/exploitation interventions. The Child Pornography Offender Risk Tool (CPORT) is a seven-item actuarial risk assessment tool that is used to estimate the potential for sexual recidivism among men convicted of child sexual exploitation material (CSEM; legally referred to as child pornography) offenses. In the current study, we examined the convergent and divergent validity of the CPORT in a clinical sample of 224 men on federal probation in the United States who were convicted of at least one type of CSEM offense. CPORT scores were significantly, moderately, and positively correlated with scores on another sexual offense risk assessment tool, the Risk Matrix 2000 (RM2000/S), showing broad evidence of convergent validity, and was nonsignificantly associated with scores on a general offense risk assessment tool, the Level of Service/Case Management Inventory (LS/CMI), showing evidence of divergent validity. There was also evidence of specific convergent validity; for example, the CPORT item reflecting prior criminal history was most strongly related to the Criminal History domain of the LS/CMI, and CPORT items reflecting sexual interest in children were significantly and strongly associated with self-reported sexual interest in children from the clinical evaluation. We also examined the impact of including clinical information in the scoring of the CPORT. Including this information reduced the amount of missing scores, but the impact on predictive accuracy is not yet known.
