Denne Ph.d.-afhandling omhandler de forestillinger og opfattelser, der ligger til grund for og udspringer af den igangværende forandringsproces i Gellerup i Aarhus. Gellerup er et udsat, alment boligområde, som Aarhus Kommune i samarbejde med Brabrand Boligforening via en fysisk helhedsplan er i gang med at omdanne ved blandt andet at nedrive almene boligblokke og bygge nye boligtyper, kontorbygninger og veje. Med fokus på den igangværende forvandlingsproces i Gellerup argumenterer afhandlingen for, at der overordnet er tre forskellige forestillinger om og forståelser af området og dets fremtid (defineret som registers of imagination på engelsk), og at disse forestillinger påvirker transformationsprocessen på forskellig vis. De tre forståelser er: Gellerup som landsby, Gellerup som kreativ og international bydel og Gellerup som en normaliseret del af Aarhus. Afhandlingen beskæftiger sig med konflikter, overlap og dynamikker mellem de tre forståelser og deres indbyrdes ”kamp” om at dominere udviklingen i området. Afhandlingen placerer kulturelle begivenheder, iværksætteri, politiske beslutninger, nostalgi, usikkerhed, apati, fraflytning og modstand som udtryksformer, der afspejler spændinger og konflikter mellem de tre overordnede forståelser af området. Centralt står konflikten mellem opfattelsen af Gellerup som en landsby og Gellerup som en normaliseret del af Aarhus. En konflikt, der blandt andet handler om beboernes medbestemmelse og ret til at bo i området over for politiske ønsker om at ændre områdets beboersammensætning. Afhandlingen argumenterer for, at Aarhus Byråds beslutning i sommeren 2018 om at arbejde for yderligere nedrivning af boligblokke i Gellerup har forstærket den centrale konflikt og givet udsigt til endnu flere forandringer i området.Afhandlingen beskriver, hvordan den igangværende fysiske omdannelse og det dynamiske forhold mellem de tre overordnede forståelser af Gellerup skaber en bydel i konstant forandring, hvor beboerne skal navigere i fysiske omgivelser, der både rummer minder om det tidligere Gellerup og visioner for fremtidens Gellerup. Afhandlingen bygger på antropologiske studier inspireret af den udvidede case metode i og af Gellerup i perioden fra september 2015 til april 2019. De indsamlede data består hovedsageligt af interviews med områdets nuværende beboere. Endvidere er der foretaget interviews med tidligere beboere, professionelle og andre interessenter, ligesom der er foretaget etnografiske observationer og gennemgået politiske og administrative dokumenter. I projektperioden har området gennemgået markante fysiske forandringer, og afhandlingen argumenterer for, at der i perioden i stigende grad har været en orientering mod forståelsen af Gellerup som en normaliseret del af Aarhus, og at denne forståelse således har indtaget en dominerende position i transformationen af området. I et større perspektiv placerer afhandlingens undersøgelse af udviklingen i Gellerup sig i en international debat om gentrificering og byudvikling.

Med ghettoplanen skal boligselskaberne nedrive funktionsdygtige boliger ide udsatte områder, der defineres som 'hårde ghettoer'. De menneskeligeomkostninger for beboerne er ofte store og samtidig er der risiko for, at de socialeproblemer blot flytter andre steder hen. Hvis vi skal skabe mere blandede byerkræves en gennemtænkt boligpolitik, som rækker ud over de udsatte områder

The purpose of this thesis is to study and unfold the subject of girls in Charlottekvarteret, a social housing area in Hedehusene. Based on a holistic concept of health, as well as an empowerment approach, it investigates what barriers and opportunities the girls have for networking and further what consequences an unequal distribution of networking opportunities can have for the girls’ health. The holistic concept of health is based on WHO’s definitions of health promotion, empowerment and inequality in health. The concept adds to a collective approach on how to understand the creation of health in the setting of the girls’ everyday lives, and further how health depends on one’s ability to achieve actual goals in life and gain control over one’s own life circumstances. The focus on inequality in health is based upon an understanding of a blindspot regarding the girls in Charlottekvarteret, in the current social work taking place in the area today. Due to this, the purpose of the paper is also to shed light on a prevention of the inequalities in the possibilities of making opportunistic networking, caused by this blindspot. Networking is considered in relation to Robert Putnam’s concept of social capital and therefore as a determinant of health, inspired by the believe that social relations can be important to the opportunities of improving one’s life. The thesis builds on inspiration from Critical Theory, Action Research and an empowerment perspective anchored in John Andersens concept of transformative empowerment. Building on this empowerment perspective, the thesis concludes that by changing certain objective and suppressing structures in society, and by developing the girls’ subjective awareness and capacity to act, there are opportunities for empowering the girls. The empowerment is anchored in the girls’ being able to say their opinions and their opinions being heard by the decision-makers in Charlottekvarteret. The thesis furthermore draws on Loïc Wacquants concept of territorial stigmatization. This concept contributes with a perspective on certain political structures and strategies which can create barriers and have an effect on the girls’ life circumstances and health. The project was formed and carried out in a cooperation with a group of social workers in Charlottekvarteret, in an empirical case study, offering phronetic knowledge. Through a collaborative process with the girls, the study examines how change-oriented Action Research combines research- and experience knowledge. The study hereby contributes to create new knowledge about potentials for change in relation to the girls’ opportunities for networking in Charlottekvarteret, by strengthening the girls’ voices and increase focus on initiatives targeted girls. Through the case study, the analysis concludes that opportunities for networking plays an essential role for the health of the girls in Charlottekvarteret, because it influences their chances in life. With inspiration from the case study this research builds bridges between theoretical concepts of health promotion and praxis, to reduce a existing gap between these. The thesis unfolds and identifies 13 potential changes to empower the girls’ opportunities of strengthening their social relations and network. Finally the thesis argues that there is a need for developing further knowledge on the importance of possibilities for networking and constructing new health promotion strategies in social housing areas, in order to anchor the research in praxis and reduce the gap.

Om udviklingen i boligsituationen for forskellige befolkningsgrupper i Københavns Kommune fra 2007-2015

Ud fra et princip om at beskatte og regulere de fire hovedboligformer efter samme regler skitseres konturerne til en langsigtet og sammenhængende løsning af nøgleproblemet i dansk boligpolitik: ubalancen mellem boligmarkedets delmarkeder. Ubalancen mødes bl.a. som markante omfordelinger mellem boligtagerne, blokeret adgang til de billigste boligformer og unødig risikotagning for personer, der tvinges til boligkøb.

Utvecklingen på den nordiska bostadsmarknaden har den senaste tiden varit föremål för en rad analyser och rekommendationer från bland annat EU, OECD och IMF. Den första delen av 2000-talet var utvecklingen i de nordiska länderna ganska likartad där en kraftig högkonjunktur, relativt låga räntor, mer generösa låneformer på kreditmarknaden resulterade i stora ökningar i bostadspriserna. Sedan andra halvan av 2000-talet har emellertid utvecklingen skiljt sig åt markant mellan de nordiska länderna. År 2013 befinner sig bostadsmarknaden i de nordiska länderna i olika utvecklingsfaser med delvis olika ekonomiska och politiska utmaningar.Rapporten har framtagits inför det nordiska finansministermötet hösten 2013.

This paper analyses social change, particularly the processes of social decay, in obsolete and deteriorated housing in the older housing stock in Denmark between 1986 and 1996. These changes are compared with the development which has occurred in similar kinds of housing that have been physically upgraded through a government program for housing renewal. The study shows that this kind of housing attracts a quick turnover of residents and a tendency towards more unemployed or lower income occupants. It is also used by young people as their first home when moving away from their parents. It is also shown that public supported housing renewal stops this type of housing pattern and increases the share of households that have high incomes. The changes, however, are not considerable and there are also many unemployed people among the newcomers. These changes depend to a large degree on the size and tenure of the renewed dwellings. As Nordic countries have an ambition to be sustainability leaders, enabling sustainable consumption and lifestyles with efficient policies is an important part of reaching this goal. Research demonstrates that evidence from behavioural and social science is not routinely incorporated into policy design. Consequently, some persistent misconceptions – myths –about consumer behaviour have perpetuated in the mainstream discourse, especially in policy circles. The goal of this study is to dispel myths that thwart sustainability by bringing forward existing evidence on consumer behaviour to aid the development of efficient policies in Nordic countries. A meta-analysis of the existing international research on consumer behaviour from psychology, sociology, behavioural economics, policy and anthropology was conducted. The results demonstrate that it is unrealistic to expect a sustainable society to materialise from current political strate gies. The changes needed are significant, and this study shows that policy makers need to create the “politics of possibility” towards sustainability by using the plethora of existing and innovative strategies and tools synergistically.

The master thesis, Boligpolitik i København – En feltanalyse [Housing Policy in Copenhagen – a Field Analysis] is, as the title suggests, a study of the field of housing policy in Copenhagen. Researching both how the field is currently constituted and how it has developed over time. Moreover the thesis focuses on disputes about the creation of so-called ‘cheap housing’, or rather ‘affordable housing’, in the Danish capital of Copenhagen. Drawing on the theoretical and methodological work of French sociologist Pierre Bourdieu the thesis is primarily based on qualitative interviews and a registration study providing the framework for obtaining and analysing the empirical material of the thesis. First, to gain insight into the current state of the field of housing policy in Copenhagen, five interviews were conducted. Three interviews with senior officials of the municipality of Co-penhagen as well as two interviews with the CEO’s of respectively the Copenhagen based housing organisation, KAB, and the tenants association, LLO. The five interviews is analysed as ‘field narratives’ in order to highlight several current and interconnected disputes regard-ing affordable housing and Copenhagen as a socially diverse city, in the sense of being a so-cial-geographically mixed city while at the same time being able to accommodate citizens from all ends of the income scale. Secondly I have conducted a historically grounded registration study covering both 15 years of public debate on housing policy and the four municipal plans for the City of Copenhagen from the same period. This provides insight as to how the current state of the field is the re-sult of historical changes and developments shaping and reshaping the different and often conflicting positions of the field. The thesis emphasizes among other things how the urban development and population growth, have lead to significant changes in the field of housing policy in Copenhagen in particular in relation to affordable housing for middle- and low-income citizens while at the same time stressing the longstanding disputes on the purpose of public housing that continue to affect the current state of the field. Thus the main findings of the thesis are that current disputes on affordable housing in the field of housing policy in Copenhagen are relational and rooted in more complex and funda-mental issues about the municipal budget and the public housing sector among others, and not only in the rent levels of housing in Copenhagen.

It is a reference book containing comprehensive and easily accessible statistics of various aspects of social life in the five Nordic countries, i.e. Denmark, Finland, Iceland, Norway and Sweden. In addition data are also presented on the selfgoverning regions, i.e. the Faroe Islands, Greenland and the Åland Islands. In November 2004 the Nordic Council of Ministers together with the Nordic countries, Estonia, Latvia, Lithuania and Poland decided to initiate a collaboration by approving an action plan for improved co-operation between the countries concerned in the area of construction and building. The co-operation will take place through the following activities: to make market information and information on national regulations accessible to potential actors on the market to expand the basis of experience and new found knowledge in housing construction to undertake a comparative analysis of regulations within the building sector intended to serve as a basis for deliberations on possible harmonization to make it possible to compare competency requirements imposed on certain actors in the building process, and - to establish a network for joint research and development on issues relevant to the plan of action This report describes results of the second stage of a project devoted to promoting increased transparency of procedures for recognition of regulates professions in the Building Sector, particularly making national systems easier to manage and more clear, quick and friendly to use, improving transparency of qualifications to ensure that customers can rely on a more comprehensive service.

The chapter focuses on the economic, political and social issues facing housing in Denmark in a Nordic and Baltic context. After a brief historical introduction of the tenure structure and settlement pattern the chapter describe and analyses the changing policy and practice of housing in Denmark. Until 2001 housing and housing policy questions were rather neglected subjects in the Danish policy debate. For a number of years the focus had mainly been on urban and urban policy questions. But increasing difficulties for households gaining access to affordable housing in economic pressure areas like Copenhagen spurred a heated debate. The non-availability of private rented housing, long waiting lists for non-profit housing, the increasing house prices in the owner occupied sector and the concentration of socially deprived and ethnic minorities on an increasing number of non-profit housing estates all became matters for discussion. The chapter includes case studies on housing estates in an urban neighbourhood in the town Helsingør in the Capital region of Copenhagen.

Manglende beskatning af gevinsterne ved boligsalg, og indførelse af afdragsfrie lån, har bidraget til den prisboble på boligmarkedet, som brast i 2007. Mange familier kan se frem til at tabe penge. Lejemarkedet og andelssektoren er ligeledes præget af store problemer. Politikerne bærer en stor del af ansvaret for problemerne i boligsektoren, fordi de af frygt for vælgernes reaktion ikke har gennemført de nødvendige reformer.

Accessibility to cultural heritage is about consciousness, knowledge, creativity and balance Heritage has meaning only through its encounter with people. This report shows how accessibility questions are being addressed through practical examples drawn from across the Nordic countries. There are considerable variations in scale, ranging from the remote church on an island in Iceland to the baroque palace in the centre of Stockholm. Most of the cases have found their solutions, some permanent and others temporary, while others represent challenges that are still being worked on. It is important to make people aware of the various choices that have to be taken, especially when the solutions have negative consequences for the heritage. Physical accessibility can shadow for understanding and experience of the site or monument. Access to cultural heritage is too important for brutal and ill-timed solutions. Good and lasting solutions often need time to mature.

The co-operation will take place through the following activities: to make market information and information on national regulations accessible to potential actors on the market to expand the basis of experience and newfound knowledge in housing construction to undertake a comparative analysis of regulations within the building sector intended to serve as a basis for deliberations on possible harmonization to make it possible to compare competency requirements imposed on certain actors in the building process to establish a network for joint research and development on issues relevant to the plan of action. This report presents the first and the second phase of the Nibcor project. The objective was to facilitate the establishment of a network for joint research and development on issues relevant to the plan of action. Three areas for joint R&D have been identified: Meeting client and users requirements Transformation of the Construction Sector Digital Built environment The project also included an activity plan for establishing a regional network in these fields, where the completion of a workshop for stakeholders in the building industrial complex was central.

This conclusive report summarizes the work completed over the years 2005-2008, including a final seminar in June, 2009. The report gives a detailed description of the Action plan and the organization of the work as well as a summary of finalized projects. The outcome of the final seminar is also rendered in terms of proposed activities for further cross-border co-operation between the countries concerned.

There is an economic potential for increased energy efficiency in Nordic buildings. How much is however difficult to assess, partly because of insufficient energy statistics for buildings. Several barriers hinder the use of more efficient solutions when building and using buildings, e.g. lack of information, energy issues having low priority, and different incentives for builders, owners and users. Climate concerns and the need to secure energy supply are important drivers for energy efficiency policies. Promoting energy efficiency in order to reduce greenhouse gas emissions might however induce large rebound effects causing total emissions to be reduced very little or not at all. This might be the case if reduced energy use in buildings is replaced with more emission intensive activities, like travel. To avoid this it is important to include all greenhouse gasses in tax or quota systems, and to restrain financial support to energy efficient investment in order not to make them too cheap.

The development and diffusion of environmental technologies, which is considered to be one way of achieving the dual goals of maintaining competitiveness in a dynamic and knowledge-based economy while integrating environmental consideration in this process, may be influenced by a number of sector-specific conditions. In light of this, case studies of energy efficiency innovations in the Nordic building sector were carried out as a part of two-year research project on Green Market and Cleaner Technologies - Leading Nordic Innovation and Technological Potential for Future Markets. The studies looked into the characteristics of the industry as well as other issues influencing the three key activities of an innovation system - access to knowledge, access to resources and market formation. This report highlights some features of the building industry as well as their products which tend to pose constraints to the three innovation activities in the sector. It elucidates several strategies deployed by innovating companies to overcome some of the constraints and points to specific areas for policy interventions needed to effectively enhance innovation activities in the sector.

Social housing is a cornerstone in the Danish welfare society and is accessible for all households. By law, social housing must be rented at cost rents, which are based on historical costs; rents do not respond to market forces. Social housing aims to provide good standard, secure and affordable housing for all. It especially addresses the housing needs of lower-income households as well as new house-holds. This chapter presents how the self-owning Danish non-profit housing associations construct and manage one fifth of the Danish housing stock. Here the tenants’ democracy sets the framework for the individual associations as well as each housing estate. In principle, each estate and the association it belongs to must balance its books. An important feature of the sector is the build-up of a funding system which makes it possible to support the financing of major renovations and energy measures as well as social initiatives in the existing stock.
