Greenland has increasingly captivated imaginations around the globe. Yet, while it is central to the Arctic region, its role has been poorly understood. Greenland in Arctic Security delivers a comprehensive overview of how security dynamics unfold in and in relation to Greenland. Each individual chapter analyzes specific discourses and dynamics pertaining to hard or soft security questions. These span from great power interests in geostrategic infrastructure to domestic debates centered on promoting and protecting Greenland identity when engaging with the outside world. In addition, the book offers perspectives on other security questions that have been catalyzed by the effects of climate change. By combining these different analyses, Greenland in Arctic Security provides new, theoretically informed discussions on how security politics can manifest across different scales and territorial borders. At times, these politics can have consequences beyond their original intent. With Greenland geopolitics and securitization theory of current interest to political and academic debates, this book offers timely insights for readers.

This book provides a holistic picture of Chinese global security discourses, with a focus on macrosecuritizations. The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth. Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

Given that VUCA (volatility, uncertainty, complexity, and ambiguity) is a reality on the world stage, specifically military forces must regularly grap-ple with such situations and deal with potentially harmful consequences. These serving members must be able to cope effectively with the inevita-ble stressors associated with demanding circumstances or suffer signifi-cant physical and psychological consequences. Twenty-three scholars from eight countries provide well-reasoned and empirically sound guidance on best navigating these inevitable and pervasive uncertainties. Although there are no universal solutions, the advice presented in this volume offers hope and wisdom to allow our serving members to emerge victorious despite excessive pressures and challenges.

This Open Access book describes the history of the relationship between the Japan Maritime Self-Defense Force (JMSDF), the heir to the Imperial Japanese Navy (IJN), and the United States Navy (US Navy), with a focus on the individuals who helped build it. Former enemies who fought fiercely on the seas and in the air during the Pacific War, the two navies came to respect each other in action. Soon after the war, when the Cold War turned hot, they began to work together as allies, driven by their respective national interests. With the generous assistance of the US Navy, the JMSDF was established as its counterpart. Over the years, these two navies have gradually built strong ties. Individual officers and sailors on both sides overcame mixed feelings about their erstwhile foes to feel respect for and trust in each other. This was made possible by conducting countless joint exercises and operations at sea. US Navy leaders began to realize that this small maritime force, notwithstanding domestic political, constitutional, and legal limitations, does its job well, is reliable, and can be fully trusted. The JMSDF realized that, sharing common interests and values, there was no better navy in the Asia-Pacific region to ally with. Over seventy years of accumulated shared experiences have transformed this into perhaps the most successful navy-to-navy partnership in the world. The US-Japan maritime alliance today is anchored in this history. Numerous admirals, officers, and sailors of the two navies working together have greatly contributed to the stability and prosperity of the Asia-Pacific region for the past seven decades. This book is intended for readers interested in the history of US-Japan relations and for naval officers and sailors from the US and other countries. It is the author’s sincere desire that they read this book and appreciate the longstanding cooperation between the JMSDF and the US Navy.

This open access book compares the experiences of large-scale military procurement in Canada and Australia. Focusing on the recent frigate and jet-fighter programmes, it demonstrates how delays suffered in delivering weapons systems and platforms in these countries have been caused by misalignments between the strategic requirements set out by the armed forces and government defence policies. By bringing the insights of public management and administration to those of defence studies, the book presents policy options that will help improve the nature of future large-project military procurement. It will appeal to scholars and students of public administration, public management, and defence studies, as well as practitioners and policymakers.

As an organization operating under extreme conditions, the military is often confronted with destructive behavior from individuals, organizations, and societies. Written by experts from a variety of disciplines, this open access book reflects on confrontations with violence under extreme conditions and the various challenges that arise. By examining real first-hand accounts of soldiers’ deployments, the contributions shed new light on the multifaceted and sometimes hidden dynamics of destructive violent behavior and offer an ethical reflection on military practices. In addition, they address topics such as moral decision-making in violent contexts, military trauma, organizational change, and military ethics education. The interdisciplinary exploration of these topics has been the primary focus of Désirée Verweij, who was the Chair of Military Ethics at the Netherlands Defence Academy from 2008 to 2021. This open access edited collection brings together established and new perspectives on Cold War civil defence in Western Europe within a common analytical framework that also facilitates comparative and transnational dimensions. The current interest in creating disaster-resilient societies demands new histories of civil defence. Historical contextualization is essential in order to understand what is at stake in preparing, devising, and implementing forms of preparedness, protection, and security that are specifically targeted at societies and citizens. Applying the concept of sociotechnical imaginaries to civil defence history, the chapters of this volume cover a range of new themes, from technology and materiality to media, memory, and everyday experience. The book underlines the social embeddedness of civil defence by detailing how it both prompted new forms of social interaction and reflected norms and visions of the ‘good society’ in an age where nuclear technology seemed to hold the key to both doom and salvation.

This book scrutinizes how contemporary practices of security have come to rely on many different translations of security, risk, and danger. Institutions of national security policies are currently undergoing radical conceptual and organizational changes, and this book presents a novel approach for how to study and politically address the new situation. Complex and uncertain threat environments, such as terrorism, climate change, and the global financial crisis, have paved the way for new forms of security governance that have profoundly transformed the ways in which threats are handled today. Crucially, there is a decentralization of the management of security, which is increasingly handled by a broad set of societal actors that previously were not considered powerful in the conduct of security affairs. This transformation of security knowledge and management changes the meaning of traditional concepts and practices, and calls for investigation into the many meanings of security implied when contemporary societies manage radical dangers, risks and threats. It is necessary to study both what these meanings are and how they developed from the security practices of the past. Addressing this knowledge gap, the book asks how different ideas about threats, risk, and dangers meet in the current practices of security, broadly understood, and with what political consequences. This open access book examines Russia-China relations across a variety of civilian and military areas of cooperation. Leading experts in the field present empirical case studies covering a wide range of strategic cooperation areas between Russia and China, such as technological, military, economic and political cooperation. The contributing authors shed new light on Chinese and Russian strategic goals, external push and pull factors, and mutual perception shifts, and discuss the options for Western countries to influence this development. This book analyses the evolution of the relationship since the watershed moment of the Crimean crisis in 2014, and whether or not a full-blown military alliance, as hinted in late 2020 by President Putin, is indeed a realistic scenario for which NATO will have to prepare. When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

This is open access volume of the NL ARMS offers an interdisciplinary view on the domain of Compliance and Integrity in International Military Trade (CIIMT), integrating defence economics, international law, arms export control frameworks and policies, information management, organizational sciences and ethics. Although, in academia, and from an interdisciplinary perspective, CIIMT constitutes a relatively novel research domain, across private and public defence-related sectors, the subject evokes high levels of attention and interest, instigating a need for critical thinking, reflection and creativity to address ensuing multi-faceted issues and problems. The Faculty of Military Sciences at the Netherlands Defence Academy extends an in-house MSc programme on CIIMT, which, by integrating practice-based and scientific-based knowledge, aims to contribute to this need. The MSc programme on CIIMT is concerned with exploring, analysing, understanding, explaining, controlling and improving the military dimension in international military trade. More particularly, CIIMT studies managerial questions regarding strategic trade control of military and dual-use goods and services. CIIMT ties in with the Netherlands Defence Academy’s vision on scientific education, embedded in the reflective practitioners' paradigm uniting both management and leadership skills needed to decide and operate in high-tension and high-risk knowledge intensive environments. The Faculty of Military Sciences uses the reflective practitioners’ paradigm to refer to critical thinking, reflection and Bildung that characterize its thinking doers, the so-called Thinking Soldiers, either at the academic Bachelor’s or Master’s level. In view of the complexity of the international trade regarding military and dual-use goods and services, the rapid evolvement of strategic trade control and frameworks, and its importance to procurement processes, defence organizations require innovative thinking doers, who, based on an in-depth understanding, from an interdisciplinary perspective can be expected to find - and take responsibility for - creative solutions to problems. This handbook comprises essays by leading scholars and practitioners on the topic of U.S. counterterrorism and irregular warfare campaigns and operations around the globe. Terrorist groups have evolved substantially since 9/11, with the Islamic State often described as a pseudo-state, a terrorist group, and insurgency all at the same time. While researchers', analysts', and policymakers’ understanding of terrorism has grown immensely over the past two decades, similar advancements in the understanding of counterterrorism lag. As such, this handbook explains why it is necessary to take a broader view of counterterrorism which can, and often does, include irregular warfare. This book analyses securitization processes outside of the West, with a focus on Africa. The aim of the volume is to develop an original analytical framework to explain the securitization-neo-patrimonialism dynamics in West Africa, drawing upon insights from securitization theory, sociology and psychology. Among critical voices, securitization has become the gold standard for analysing emerging challenges, such as migration, terrorism, and human security. Yet, despite its broadening agenda, the framework has also been accused of bias, with a Western political context and democratic governance structure at its heart. This book aims to re-conceptualise the framework in a way that suits non-Western contexts better, notably by re-conceptualising the securitization-neopatrimonialism nexus in Africa, which gives us significant new insights into non-Western political contexts. It analyses the securitization processes among the political elites under neo-patrimonial statehood, and further stretches the conceptualisation of securitization into African statehood, which is characterised by a blurred line between the leader and the state. The volume explores the processes of securitizing threats in Liberia, Sierra Leone and wider West Africa, as well as the neo-patrimonial regimes of these states. In doing so, it explores the influence these states’ neo-patrimonial regimes have on the processes of threat securitization. In an era of great power competition, the role of alliances in managing escalation of conflict has acquired renewed importance. Nuclear weapons remain the ultimate means for deterrence and controlling escalation, and are central to US alliances in Europe and the Indo-Pacific. However, allies themselves need to better prepare for managing escalation in an increasingly challenging geostrategic and technological environment for the US and its allies. While the challenge of great power competition is acute at both ends of Eurasia, adversary threats, geography and the institutional context of US alliances differ. Outside observers often assume that Nordic countries take similar approaches to the security and safety of their citizens. This chapter focuses on the governance of dual-use research in neuroscience in the EU. At a time when many countries are making unprecedented investments in the field of neuroscience, which sometimes are described as the ‘gold rush’ or ‘golden age’ of neuroscience, the European Commission has been supporting neuroscience – or brain research as it is sometimes called – via its research and innovation FP. In the FP7 that lasted from 2007–2013, the Commission invested €3.1 billion in neuroscience. In the first five years (until November 2018) of the following Horizon 2020 programme, a similar sum of €3.2 billion was invested (European Commission 2019a). This funding supports a number of neuroscience research projects included within the Future and Emerging Technologies (FET) programme.

Australia invoked the ANZUS Alliance following the Al Qaeda attacks in the United States on 11 September 2001. But unlike the calls to arms at the onset of the world wars, Australia decided to make only carefully calibrated force contributions in support of the US-led coalition campaigns in Afghanistan and Iraq. This book analyses the challenges of secrecy in security research, and develops a set of methods to navigate, encircle and work with secrecy. How can researchers navigate secrecy in their fieldwork, when they encounter confidential material, closed-off quarters or bureaucratic rebuffs? This is a particular challenge for researchers in the security field, which is by nature secretive and difficult to access. This book creatively assesses and analyses the ways in which secrecies operate in security research. The collection sets out new understandings of secrecy, and shows how secrecy itself can be made productive to research analysis. When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

The authors of Interaction: ‘Samhandling’ Under Risk. A Step Ahead of the Unforeseen elucidate new views on emergency-preparedness management and understanding the unforeseen in society and learning processes by introducing the concept of ‘samhandling’, a Norwegian term that connotes interaction, collaboration and cooperation in one word. What are the basic structures of the concept of ‘samhandling’ under risk? How can ‘samhandling’ be created when conditions are unpredictable? These questions served as the springboard for 28 research studies, the results of which are now presented in this anthology, organized in four parts: Educational, Organizational, Operational Samhandling Structures and Theory Construction and The Way Forward. The book conveys new knowledge that forms the basis for a new view on strategic, emergency-preparedness management, and understanding of the unforeseen in society and in learning processes. The approach is interdisciplinary but has a particular focus on disciplines such as pedagogy, psychology, military science, health sciences, and organization and management, applied in various industries and sectors related to practical examples, experiences and challenges. The book’s primary target group is the scientific research communities within these disciplines.

"During military exercises, crisis situations give the participants mood experiences. By exploring the concept of “mood”, our aim is to contribute to the development of new interaction theory. We will explore three perspectives related to mood and the possibility of changing mood: (1) A Mood-Based Perspective: Heidegger ascribes moods a fundamental role in human life. Before a human being can think or feel something, he or she is already attuned, already in a mood that structures how reality appears to them; (2) A Rhetorical Perspective: Even though Heidegger understands moods as a non-thematized horizon, our moods can nevertheless be changed. Here we elaborate on Aristotle’s ideas on rhetoric as the first systematic hermeneutics of the interacting, everyday human being; and (3) A Pedagogical Perspective: Pedagogy here refers to learning about the development of humans in society. An existential part of human existence is to sense moods and be attuned to “the other”. Then we have the possibility of changing the mood and establishing harmony. Finally, a conceptual model is presented to show the theoretical and practical implications beyond the military exercise that has been the point of departure for this text."

"The purpose of this chapter is twofold. Firstly, a rather paradoxical situation will be discussed. Even though most military practitioners seem to agree on the characteristics of war, two almost diametrically-opposed norms for how to samhandle have arisen: a centralized one and a decentralized one. We argue that the decentralized approach, called Auftragstaktik, is the most effective. In the second part of the chapter we discuss the pedagogical challenge of educating personnel to thrive in a decentralized organization, which must operate effectively in unforeseen and threatening environments. Based on the teachings of Moltke the Elder (1800– 1891) and the much more recent writings of Torgersen, Steiro and Saeverot (2015), we argue that a crucial step in educating for the unforeseen is to give the students the opportunity to solve new problems by themselves, gaining experience that is, as far as possible, self-generated and thereby becoming more aware and confident in dealing with new situations."

"This chapter sheds light on interaction (samhandling) between scientists and politicians. What happens when the latter gives the former a role in an effort to ensure that society is not exposed to an unforeseen calamity? The chapter has two objectives – one conceptual and one pertaining to the analysis of public policy in a particular context. First, distinctions are drawn between three dimensions of uncertainty about the consequences of action. The aim is to create a clearer understanding of what is meant by assertions that policy is made under conditions of uncertainty. Secondly, the political implications of uncertainty are charted with particular reference to the choice of climate policy. The analysis targets the way the Intergovernmental Panel on Climate Change (IPCC) has handled the task of publicizing the effect that anthropogenic emissions of greenhouse gases have on the atmosphere. The conclusion is that the IPCC’s communication with politicians and the public has contributed to, rather than ameliorated, the problem of uncertainty that stands in the way of resolute political action."

"Leading interaction under risk is one of the aspects of being a leader in the police. After the 22nd of July 2011 Norwegian terror attacks it has been pointed out that the main explanatory factors as to why interaction under risk turned out as it did not necessarily was due to the lack of resources, previous evaluations or government plans but rather the lack of living up to these. In organisation theory, - psychology and management literature, it is customary to distinguish between expressed and actual ways to manage and lead, as well as between the structuralinstrumental and the institutional perspective. These strands of research address how the difference between general and overarching political aims and the execution of the same aims in practice neither may be neither uncommon nor unexpected. However, is it possible to expect more agreement between aims and actual behaviour? If so, what may some of the underlying conditions for leading learning from experience be? This chapter discusses what some of the underlying conditions for leading and managing learning from experience in the case of interaction under risk in the police may be. Specifically, conditions of learning located between the expressed and executed, that is, between the institutional and cultural."

"The objective of this chapter is to improve collaborative practices and exercises, taking the unforeseen into account. The major focus is on the process of making collaboration exercises and the planning phase of these potential learning situations. Two educational perspectives will be explored in order to improve the planning work itself and, possibly, also training for the unforeseen. The use of social technology, together with didactic thinking, may enhance the extent and quality of collaboration training. Planners also need to deliberate upon the importance of “standard” or traditional exercises in combination with collaboration, seeing the whole picture and the exercise as a program. On the other hand, it is of vital importance to train in the realms of the unforeseen, entering the uncharted waters of learning outside known territory."

"This chapter aims to discuss whether digital interaction (samhandling) in education requires a new pedagogy, which, to a greater extent than before, takes into account risks and unforeseen events. The major focus is on digital samhandling between teachers and students. Future education should prepare students for a world in which samhandling between individuals is predicted to be increasingly digital. At the same time, teachers currently refrain from using digital tools in order to interact pedagogically with students. A “mixed methods” survey of 96 randomly-chosen schoolteachers in primary and secondary schools in Norway shows that the respondents give various reasons for using Learning Management Systems (LMS) to a greater extent for administrative purposes than for pedagogical ones. The main obstacle is that teachers do not know exactly how digital samhandling should be facilitated educationally and what the consequences may be for the students and education in general. The conclusion is that the future is unknown, and the unforeseen is partly learned through teachers’ professional judgment. Therefore, “new” pedagogy need not necessarily consist of more educational models and theories of “what works.” Perhaps the “new” pedagogy should be, to a greater extent, based on samhandling literacy and problem-based learning?"

"The chapter starts with a criticism of management and control concepts that have been rooted in economic or psychological theories and models, although society’s complexity and the pace of change will demand a broader and deeper foundation for the development of effective management systems in the future. Other voices need to be put forward. Immanuel Kant (1795/1991) argued for his idea of the Weltbürger (“world citizen”), also known as “The Cosmopolitan Ideal”. His fundamental philosophy is that all humans are welcome, regardless of time and place, and that all humans are world citizens, regardless of nationality and cultural belonging (Kant, 1795/1991). All people are co-citizens, independent of nationality and cultural affiliation, and the Weltbürger is concerned with global problems and solutions. Another central thinker is Jacques Derrida (1930–2004), a French philosopher and writer particularly known for the term “Deconstruction”, which is about splitting up words and phrases to find out what they really mean, in the light of the culture and underlying attitudes. Human comprehension requires common words and phrases (language), and a cultural and social context, both of which have formed the basis for conceptual analysis of the terms “hospitality” and “threshold of tolerance”. The conclusion is that the concepts of the Weltbürger and “hospitality” have important values in and of themselves, and are ideas that are universal and timeless, providing an important compass for samhandling."

"The frame of this chapter is how clinicians and leaders employed in psychiatric departments in hospitals experience and cope with patients who commit suicide while undergoing treatment. The major focus is the phenomenon which in the Bow-tie model is called “stabilization”. To explore this phenomenon in an empirical analysis, two concepts of samhandling are introduced, these being coordination and cooperation. These two concepts are used in an interpretation of what eight leaders and clinicians report on how they handle working together after a patient during treatment in a psychiatric hospital has unexpectedly committed suicide. The findings are that leaders and clinicians have different views on what stabilization is. Stabilization to the leaders seems to be something they can handle by using mandatory organizational procedures of coordination. To the clinicians (psychologists and psychiatrists) however, stabilization is less straightforward. Professional stabilization is, to them, more important than organizational stabilization, and it requires another form of interaction – namely, cooperation. Cooperation is, in its simplest and purest form, a symmetrical way of working together, based on equality in competence and an unforced relation between the parties. For the purpose of professional stabilization, this is the form of interaction preferred by the clinicians. However, these findings are tentative and more research is needed to elaborate why leaders and clinicians respond as they do after a patient suicide."

"The main objective of this chapter is to clarify some key and overall theoretical and conceptual frameworks underlying the research project “Samhandling Under Risk” (SUR), as discussed in the various chapters of this anthology. The overall research question is: What are the basic structures of the concept of samhandling under risk and how can samhandling be created when the conditions are unpredictable? This chapter explains in particular the terms “samhandling” (SAM), “the Unforeseen” (UN), “Risk” and “SUR structures”. Furthermore, these concepts are explored more deeply in relation to each other, which also frames the main approach of the anthology. As a basis, a specific understanding of “The Nature of the Unforeseen”, an expanded and customized Bow-tie Model, as well as a clarification of the boundaries enclosing the research field are compared to traditional risk analysis and training in what is already known and in dealing with probable threats. Although the individual studies reported in this anthology also have their own specific angles regarding these concepts and models, they have nevertheless been based on these. The core focus is also on learning in the light of organizational learning and SUR. The boundaries, challenges and the anthology’s focus on learning are also expressed in the more general and overall question: How can we as a society prepare ourselves for the unforeseen, the events and threats at the outer reaches of what we have trained for? A more indepth explanation about the background of this research project is also given in the preface of the anthology."

"The chapter presents a case from a government agency in Norway, where two assistant directors share a leadership position and must interact extensively. The main purpose is to highlight some benefits and challenges related to shared leadership when it comes to risk prevention and handling unforeseen events. The analysis is based on a relational perspective that emphasizes that successful interaction between people requires complementary skills, conceptualized as relational skills. The chapter concludes that the patterns of interaction and relational skills that develop during shared leadership can help prevent undesirable events. This is partly because shared leadership can provide increased capacity in identifying risks. Common experiences in handling risks and unforeseen events may contribute to learning that in turn provides the potential for further development of the interactional and relational skills in shared leadership. At the same time, shared leadership entails some risks that may impact on the prevention and handling of such events. For instance, interactional challenges that may arise in a shared leadership may prevent leaders from discovering potential hazards."

"Military leaders are faced with high expectations when it comes to handling unforeseen situations in joint military operations. This chapter aims to present a nuanced professional and pedagogical discussion of how an increased awareness of the concept of samhandling in the use of military doctrines may contribute to the professionalization of military higher education. Different doctrines reflect different theoretical decisions. They are given relevance in education as a way to illustrate formal examples of what is preferred and what is rejected. As doctrines are built on experiences from real-life scenarios, as well as on predictions and strategies for possible change, they may serve as a way of balancing the branch-specific “hidden curriculum”, i.e. an established culture with a set of current values, behavior and thinking that have been developed over time in the organization. The findings in the current case study indicate that military doctrines are regarded as important in leadership training at the Norwegian Military Academy, especially when it comes to understanding and guiding samhandling in unforeseen and risk-oriented situations. However, at the same time, the terms used to describe samhandling in military doctrines found relevant in education at the Norwegian Military Academy are numerous, vague and somewhat overlapping. It seems crucial to raise awareness of the underlying processes and the relational ambition level that forms the basis of the chosen term. It is advantageous to reach a collective understanding of the kind of skills that need to be developed and trained. Another benefit of such analysis is to provide a basis for clarified learning goals and practical scenario development through exercises and other teaching plans in leadership education, as well as the evaluation of this, both in terms of learning outcomes and education as a whole."

"This study examines self-assessment of preparedness for unforeseen events and how it varies between groups and individuals according to roles and functions within an organization. The study has two objectives. The first is to analyse the relationship between general self-efficacy, perceived competence in demanding situations and social support, and based on this, to assess the efficiency of interaction (samhandling) in organizations and preparedness for the unforeseen. The second aim is to examine how these factors vary according to professional experience. A survey questionnaire was completed during winter 2016/2017. All 624 respondents were male or female employees of the Norwegian Armed Forces, based in different units, with different levels of competence, and included commissioned and non-commissioned officers, officer cadets and conscripts. The response rate was 77 percent, and a total of 810 personnel were approached. This study incorporates central concepts of individual and social resources that could permit the prediction and understanding of resilient behaviors in complex and demanding situations. Interaction was found to be the most important predictor of preparedness for the unforeseen. This study also shows that interaction combined with general self-efficacy and social support can account for a considerable proportion of the variance in preparedness for the unforeseen. The results indicate that it is possible to prepare for unforeseen events by implementing measures that improve social factors in particular."

"An unforeseen event may be defined as something that happens suddenly and unexpectedly. Such events are seldom the result of an organisation’s operational planning, but they can be side-effects of such planning. An unforeseen event may have either positive or negative consequences. This chapter aims to discuss if it is possible to prevent unforeseen events. The major focus is on analysis and prevention of unforeseen events with negative consequences, such as accidents, catastrophes and acts of terror. Such events often take place in complex systems, and failures of appropriate organisational interaction and communication among participants with complementary competence in such systems may contribute to unforeseen events. Risk-analysis methods and tools based on energy-barrier models, causal sequence and process models, as well as information-processing models are presented and their applicability to the prevention of unforeseen events is discussed. This also includes the Bow-tie approach, as well as other approaches which take into consideration organisational factors and social interaction (samhandling). The conclusion is that unforeseen events can be prevented. However, in the aftermath of the implementation of safety and security measures, it is not possible to know which events they prevented, or to obtain knowledge about their efficiency. An additional strategy for prevention of unforeseen events with negative consequences is proposed."
