In many areas of life, uncertainties exist, and decisions under these uncertainties require mathematical data. This study evaluates the investment suitability of real estate companies listed on Borsa Istanbul (BIST) by integrating neutrosophic sets with AHP and TOPSIS methods. The aim is to help investors minimize risks and make optimal decisions in highly uncertain environments. The study defines neutrosophic sets and presents an integrated neutrosophic AHP and TOPSIS model. The past performance of BIST-listed real estate companies was analyzed for investment suitability. Three stock market analysts indicated the importance of various criteria and expressed company statuses using verbal terms, which were converted into neutrosophic scores. Criteria importance weights were calculated with neutrosophic AHP, and company statuses were evaluated with neutrosophic TOPSIS, resulting in a ranking of companies. The study's uniqueness lies in significantly accounting for uncertainty to minimize risks, allowing decision-makers to use unrestricted verbal expressions for uncertainty. Freedom is one of the most important problems of human history. It has many different definitions. Freedom is often discussed together with some concepts or concept sets. These are concepts such as security, certainty, standards, ambivalence. In this study, freedom is discussed together with the concept of ambivalence. The attempt of modernity to establish order and to eradicate ambivalence has led to a tendency towards freedom. In this context, criticism of modernity has come up and Postmodernism has emerged as a fundamental criticism of modernity. Postmodernity considers ambivalence as an opportunity of freedom. One of the important figures of postmodern thought, Bauman discussed a on a healthier basis position between modernity and postmodernity and the relationship between freedom and ambivalence. Bauman's description of postmodernity as liquid modernity inspired the concept of liquid standards in the relationship between freedom and ambivalence in this text. The end of the 19th century corresponds to a period in which different problem areas emerged in the field of physics, characterised as classical or modern physics, which contain different structural features that cannot be explained with the assumptions of Newtonian physics. As a result of the studies carried out to solve these problems, a new type of physics, called "-quantum physics-", emerged at the beginning of the 20th century, based on principles different from those of classical physics. The study of the behaviour of objects in the subatomic universe was the interest of quantum physics. The atom, once regarded as indivisible by Newton, became the object of quantum physics studies, which enabled it to be broken down into smaller parts and thus penetrated. Quantum physics changed the approach of modern physics to the universe, which was based on the assumption that it consisted of fixed and completely isolated fundamental particles, and led to the emergence of the idea that relational processes, not isolation, were dominant among the particles that made up the universe. This physics discovered the existence of new phenomena in the subatomic universe that did not fit the mechanistic-deterministic approach considered characteristic of the macro-universe. The emergence of these discoveries required a radical change in the fundamental concepts of "space", "time", "object", "observer", "measurement", "effect", "locality" and "interaction", which classical physics was based on. This is because the nature of the phenomena that quantum physics draws attention to in the micro-universe does not coincide with the assumptions of classical physics regarding these concepts. This non-overlapping situation is essentially because the phenomena occurring in both fields arise according to different logical schemes. Classical mechanics is based on the fundamental principles of classical logic. However, the phenomena to which quantum physics refers do not conform to the basic principles of classical logic. In this respect, the findings of quantum physics cannot be understood using the structure of thought based on classical logical principles. Today, however, it seems possible to make this interpretation from the perspective of the fuzzy logic paradigm, which puts vagueness, the main focus of quantum physics, on its agenda. Today, the concept of vagueness has been incorporated into the scientific process. Parallel to quantum theory's positioning of vagueness as a principle, fuzzy logic has also integrated vagueness in all knowledge processes and included it in its structure not as a situation to be avoided, but as a situation to be evaluated. In this sense, this study aims to demonstrate that the basic principles of quantum physics, which cannot be adequately described by the classical mode of thought shaped by the principles of classical logic, can instead be depicted from the perspective of fuzzy logic, which has created a significant area of application in the field of engineering, especially in artificial intelligence studies. In this direction, this study first discusses the process that led to the emergence of quantum physics in general and proceeds to present its basic principles based on the views of the Copenhagen School, which has become the standard view of quantum physics. After mentioning that the phenomena outlined by quantum physics cannot be described within the limits of the three basic principles of classical logic, this study presents the fuzzy logic system as it makes such a description possible. Finally, this study attempts to illustrate in which contexts the basic principles of quantum physics can be associated with fuzzy logic theory. As a result of this investigation, this study reiterates that quantum physics can sufficiently be described from the perspective of fuzzy logic. One of the main goals of revealing this relationship is to create an important basis for philosophical activity. Just as Newtonian physics, one of the major developments that determined the paradigm of modern science, was based on classical logic, and in turn, classical logic provided a framework for philosophical ways of thinking influenced by classical physics, revealing the relationship between quantum physics and fuzzy logic will indicate that fuzzy logic can provide a framework for philosophical ways of thinking that will complement quantum physics. Small fatigue cracks in engineering structures can lead to severe results, such as sudden and destructive damage with increasing growth under time-varying. Defining the Fatigue Crack Growth (FCG) life within a reliable interval is highly critical for a system to operate under working loads. Therefore, the sudden occurrence of such damage can be prevented by predicting the appropriate maintenance and service intervals. On the other hand, there are some uncertainties in determining the fatigue performance in the design process due to insufficient knowledge and generalizations. In this study, the effects of the uncertainties in material, load and geometrical parameters in predicting the fracture mechanics-based FCG life have been presented using the Interval Analysis Method (Interval Numbers). Therefore, the aim was to obtain reliable interval values specified with lower and upper limits for FCG life by considering the uncertainties of different types of parameters. The proposed method has been applied to predicting the FCG life of a plate having EN-GJS-600-3 material properties. Using interval toolboxes developed for the MatLab interface in terms of mathematical operations enabled the proposed method to run with the computer code prepared specifically for interval arithmetic. Aerodynamic shape optimization processes are often used for complex problems that meet single or multiobjective design requirements. The robust aerodynamic shape optimization techniques with a high number of design variables that consider uncertainties have a huge computational burden compared to the traditional aerodynamic shape optimization techniques without considering uncertainties. To overcome this issue, in this study, the proper orthogonal decomposition is integrated with the inductive design exploration method to use for the robust shape optimization of the ONERA M6 wing. The proper orthogonal decomposition method is utilized for reducing the number of design variables of the wing geometry. The cost due to the computational fluid dynamics analysis is mitigated by incorporating the proper orthogonal decomposition with a surrogate modeling technique called the radial basis function. The robust optimization is conducted by the proposed approach based on the inductive design exploration method by accounting for uncertainties of the Mach number in the transonic flow regime. The agreement between the performance predictions of the robust designs and the computational fluid dynamics analysis results showed the effectiveness of the proposed approach. The intolerance of uncertainty and anxiety affects both the work and the personal lives of emergency workers. To determine the intolerance of uncertainty and anxiety levels of emergency department (ED) worker who are at the forefront against the COVID-19 pandemic and have a high risk of infection. The research was designed as cross-sectional type. Data were collected by using an online survey method with 80 personnel working in a city hospital emergency department. Employee information form, Intolerance of Uncertainty Scale (IUS-12), and Coronavirus Anxiety Scale (CAS) were used in the research. It was seen that participants' ISU-12 score was 40.66 ±9.87 on average, and CAS score was 9.23±4.53 on average. It was determined that the participants' intolerance to uncertainty was moderate, but their coronavirus anxiety was high. A substantial, low positive correlation has been identified between the levels of intolerance to uncertainty and coronavirus anxiety levels of emergency department worker. The uncertainty and anxiety levels of emergency department workers are very important for both patient outcomes and the working life of the staff. In Turkey, hospital administrations are required to develop procedures to evaluate this situation for emergency department personnel. The objective of this research is to develop an advanced flight controller that can effectively manage aircraft systems, maintain control, and effectively reject external disturbances and faults. To achieve this goal, the controller is designed using K-control gains in combination with the extremum-seeking control algorithm. The K-gains, crucial for ensuring stability and control of the fixed-wing unmanned aerial vehicle, are determined using the Full State Feedback (FSF) technique. However, FSF, does not have the capabilities to mitigate significant external threats. To mitigate these risks, the Extremum Seeking Control (ESC) method is incorporated into the controller. This adaptive approach enables the system to adapt and adjust parameters in the presence of unknown inputs, ensuring the system's response remains under control. In addition to the ESC-based controller, a Linear Quadratic Gaussian (LQG) regulator is also designed, and our work is compared with it to show the superiority of the proposed method. The concept of political instability has an impact on the decisions of politicians by creating an environment of uncertainty. Politicians who want to come toor stay in power can negatively affect economic growth by making wrong decisions as a result of transferring economic resources to wrong areas in an uncertain environment. Therefore, there is a considerable importance between political instability and economic growth. The present research focused on revealing the quantitative and qualitative differences of the political stability or instability of developed and developing countries on the economic growth rates in the period 2002-2021. Panel data analysis techniques were used in order not to neglect the interdependence of the country groups that are the subject of the research, and also to observe the unique political and economic structure of the countries. The findings obtained from the preliminary tests of the panel data analysis showed that the economic growth and political stability of both developed and developing country groups are essentially in interaction with each other, and that developed countries have managed to maintain their political stability, while developing countries are politically unstable in the relevant period. The estimated panel regression models, on the other hand, show that the improvements in political stability reflect positively on the economic growth rates of both developing and developed countries; however, the emerging economies respond relatively more positively to political stability. The purpose of this study is to measure the level of use of management accounting techniques by senior business managers while trying to reveal their uncertainty perceptions regarding the future of environmental factors (government policies, economy, services and resources used by the business, product market and demand, competition and technology). For this purpose, a quantitative research method focusing on obtaining objective results was used to measure the perceptions of senior managers on environmental factors. Research data was obtained through survey. The prepared survey was applied to the senior managers of a total of 78 (seventy-eight) hotel businesses operating in Kars; but 50 (fifty) of them returned. The data obtained as a result of the evaluation of the survey study was analyzed in the SPSS 23.0 package program. According to the findings of the analysis, it was concluded that senior managers' perceptions of the uncertainty of environmental factors differ for each environmental factor, and that managers use different management accounting techniques. Zorunlu veya isteğe bağlı olmasına bakılmaksızın göç olgusu, fiziki bir hareketlilik olarak tanımlansa da göçmenler beraberinde kimliklerini ve kültürlerini de taşımaktadırlar. Dolayısıyla bu yönüyle göç olgusu, bir kültür ve kimlik hareketliliğini de ifade etmektedir. Bu sebeple çeşitli nedenlerden dolayı yer değiştirmiş göçmen ve onları misafir eden yerel toplumların ilk karşılaşma anları, bu karşılaşma anlarında yaşamış oldukları deneyimler, devam eden göç sürecinin önemli bir parçasını oluşturmaktadır. Bu karşılaşmada çeşitli uyum ve çatışma alanları ortaya çıkabilmekte ve bu alanlar zamanla değişim ve dönüşüme uğramaktadır. Göçmen ve yerel toplumların ilk karşılaşma anı gelecek açısından ele alınması gereken önemli bir çalışma alanı olarak ortaya çıkmaktadır. Bu çalışma, 2011 yılında zorunlu nedenlerden dolayı Türkiye’ye doğru başlayan Suriye kitlesel göçüne, bu göç dalgası sürecinde yaşanan ilk karşılaşma deneyimlerine ve değişen algılara odaklanmaktadır. Bu kapsamda Harran Üniversitesi öğrencileri örnekleminde; sekiz yerel genç öğrenci ve Türkiye’ye zorunlu göç ile göç etmiş sekiz Suriyeli öğrenci ile ilk karşılaşma deneyimleri ve değişen algılar üzerine yarı-yapılandırılmış görüşmeler gerçekleştirilmiştir. Görüşmelerden elde edilen bulgular Erving Goffman ve Zygmunt Bauman teorileri bağlamında “Karma Temaslar, Gruplaşma, Damga ve Belirsizlik” başlıkları altında ele alınmıştır. Zorunlu göç sürecinin ilk yıllarında hem yerel hem de sığınmacı toplumda herhangi bir gruplaşmanın olmadığı, özellikle yerel toplumda dayanışma ve empatinin hâkim olduğu durumlar saptanmıştır. Fakat süreç içerisinde sığınmacı ve yerel toplumlar arasında çeşitli sıkıntıların yaşandığı; biz ve onlar gruplarının oluşmaya başladığı görülmüştür. Bu durum beraberinde sığınmacı bireylere karşı damgalama pratiklerine sebep olmuştur. Bütün bunlarla beraber her iki toplum arasında karşılıklı olarak doğru zannedilen yanlışların karşılıklı ayrışma ve ötekileştirme süreçlerini hızlandırdığı sonucuna ulaşılmıştır.

Introduction: A cancer diagnosis is often met with fear and distress in the patient and their family. Cancer also presents many psychosocial challenges for the patient and family caregiver. We aimed to investigate the relationships between health anxiety and intolerance of uncertainty regarding the quality of life in caregivers of cancer patients.Methods: A total of 83 cancer patients’ caregivers were included in the study. A sociodemographic information form, Health Anxiety Scale (HAS), Quality of Life Scale – Family Version (QoL-FV), and Intolerance of Uncertainty Scale (IUS-12), were given to participants to respond. Correlations between the study scale and sub-scale scores were evaluated. Two groups were formed as those with HAS scores greater than and less than the median. It was evaluated whether these groups differed in terms of IUS-12, QoL-FV-Total and QoL-FV subscale scores.Results: Median (IQR) scores of HAS, QoL-FV-Total and IUS-12 were 18.0 (10.0-25.0), 173.0 (145.0-206.0), and 29.0 (23.0-42.0), respectively. There was a significant positive correlation (r=0.469, p lt;0.001) between HAS scores and IUS-12 scores and a significant negative correlation (r=-0.328, p=0.002) between QoL-FV-Total scores. There was no significant correlation (r=-0.084, p=0.452) between QoL-FV-Total and IUS-12 scores. The IUS-12 score (median (IQR); 24.0 (20.0-27.0) vs 39.5 (31.5-45.0), p lt;0.001) was significantly lower and the QoL-FV-total score (median (IQR); 206.0 (157.5-263.5) vs 157.5 (142.25-176.0), p lt;0.001) and QoL-FV subscale scores were significantly higher in the HAS-low group than in the HAS-high group.Conclusions: Health anxiety may be one of the negative factors for quality of life in caregivers of cancer patients. More research is needed to explore the factors that predict and protect against health anxiety, which is thought to affect the quality of life of caregivers of cancer patients. Also, psychological intervention studies aiming at the relationship between health anxiety and the quality of life in caregivers of cancer patients are needed.Keywords: Caregivers, Uncertainty, Health Behavior, Anxiety, Quality of Life

Hayatımızın özellikle son iki yılı bir virüsün etkisi altında geçmiştir. Bu virüsün hızlı yayılması ile tüm dünyada "pandemi" dönemi oluşmuştur. Ölüm vakalarının görülmesi sonucu karantina ve izolasyon süreçleri yaşanmıştır. Pandeminin başladığı günden bugüne kadar ölen kişi sayısının çok yüksek olduğu açıklanmıştır. İnsanlık birçok alanda ilerleme göstermesine rağmen hastalık ve salgın karşısında çaresiz kalmaktadır. Bu salgın durumu toplumu birçok yönden olumsuz etkilemektedir. Pandemi'nin meydana getirdiği olumsuzluklardan biri de belirsizlik kavramıdır. Kişiler yaşamlarına yönelik belirsiz durumlardan etkilenerek, belirsizliğe tahammülsüzlük göstermektedir. Belirsizliğin yarattığı durumlara yönelik olarak oluşan duygusal, bilişsel ve davranışsal tepkiler belirsizliğe tahammülsüzlük olarak açıklanmaktadır. Bu çalışmada, Pandemi sürecindeki belirsizliğe tahammülsüzlüğün pandemi sonrasında da psikolojik etkilerinin toplumdaki olumsuz yansımaları vurgulanarak, müdahale programlarının önemine dikkat çekilmesi amaçlanmaktadır.

This work describes the uncertainty calculation for the determination of chromium oxide in leather. Following the various steps for the calculation of uncertainty which includes assembling a list of sources of uncertainty, with the help of basic formula used to calculate the measure and as all parameters cause an influence on the result because of the uncertainty value associated with it then the basic cause and effect diagram is made which shows the correlation between these and indicates their effect on the uncertainty of the result.All individual sources of uncertainty are evaluated by quantification. Mass, purity, and molecular mass of potassium dichromate are calculated against the volume of sodium thiosulphate following the first step in the test method is the standardization of sodium thiosulphate with the primary standard, potassium dichromate. So the overall uncertainty value depends on the uncertainties associated with the mass, purity, and molecular mass of potassium dichromate.

Bu makalede Amerikan ve İskandinav hukuki realizminde görülen temel iddia ve yaklaşımlar sunularak İslam hukuku ile mukayese edilmiştir. Belirsizliğin esas alınması, hukukî realizmin özünü oluşturmakta olup; İslam hukuku bakımından hukuki realizmde görülen biçimde belirsizlik yaklaşımına imkan yoktur. İcma edilen hususlar, belirginleşmiş, sabiteye dönüşmüştür. İçtihadi meselelerde ise belirsizlik değil, farklı belirginleşme görünümleri söz konusudur. Realistlerin kök ve kaynak anlayışını reddetmelerine karşılık İslam hukuku Kitâb ve sünnet kaynaklığında belli kökten oluşan ve gelişen bir hukuk sistemidir. Realistlerin reddetmelerine karşılık, İslam hukukunda ahlak ve değerlerin merkezi bir yeri ve önemi vardır. Realistler adaleti hukuka bağlı ve hukukun yönlendirmesine tâbî olarak tanımlarken; İslam hukukçuları karşılıklı bağlılık yaklaşımını esas almışlardır. Realistler süreç içerisinde oluşan bütün hukuk kurallarını reddederlerken; İslam hukukçuları, hukuk kurallarını sistematize etmiş, bu kapsamda eserler telif etmişlerdir. Realistlerin hukukun hakimin kararıyla belirginleşip varlık bulacağı yönündeki yaklaşımlarına karşılık İslam hukukçuları, naslarla belirginleşenin yanında içtihatla varlık kazanan hukukun sistemini beyan etmişlerdir. Kök ve kaynak anlayışının reddine bağlı olarak realizmde görülen sınırsız plüralizmin aksine İslam hukukunda kaynak anlayışı çerçevesinde örfle anlamını bulan sınırlı çoğulculuk söz konusu olmuştur. Makalede bu hususlar tahlil edildikten sonra, elde edilen sonuçların sunumuyla çalışma tamamlanmıştır.

Akredite laboratuarların yaygınlaşmaya başlaması sonrasında gaz debi ölçümü alanında kalibrasyon yöntemleri, referans sistemler, ölçümler ve izlenebilirlik gibi konularında ortaya çıkan sorular ve çözüm beklentileri artmaktadır. Bu alanlardaki kalibrasyonların uluslararası düzeyde kabul gören yöntemler ve standartlar doğrultusunda yapılması, gerçekleştirilen karşılaştırmaların sonuçlarının yorumlanması, akreditasyon uygulamalarının etkinliğinin doğru değerlendirilmesi ve hata ve belirsizlik hesaplamaları oldukça önemlidir. Gaz sayacı üretimi ve gaz dağıtımı şirketleri kendi bünyelerinde kurdukları akredite laboratuarlarda gaz sayacı kalibrasyonları, ayar istasyonları ve doğrulama ünitelerinin izlenebilirliğini sağlama çalışmaları yapmaktadır. Referans cihazların kalibrasyonu, izlenebilirliği ve belirsizlik hesaplamaları konularında kalibrasyon firmalarından gelen soruların uluslar arası standartlar ve uygulamalar da yer alan cevapları TÜBİTAK UME Akışkanlar Mekaniği Laboratuarında ki tecrübeler dahilinde bu makalede paylaşılacaktır.

The COVID-19 pandemic is a rapidly spreading virus outbreak affecting people's lives globally in terms of health, economy, social and psychological aspects. Governments have taken various measures to protect the functioning of societal life and individual health. To prevent the spread of the virus in society, measures such as lockdowns, travel restrictions, a ban on gatherings in enclosed spaces, closure of certain businesses, school closures, and transition to remote learning were taken. In addition, on an individual level, measures such as wearing masks, practicing personal hygiene, and maintaining physical distance were taken. The uncertainty of the situation has weakened people's sense of security. Health concerns, job losses, social isolation, financial turmoil, and low morale have increased people's worries about the future. The long-term effects of the pandemic are still not fully understood, but it is known that the sense of security plays a significant role in both the quality and level of life of society and individuals. The sense of security of individuals is important in every aspect of life, and the loss of this feeling can negatively impact their economic, physical, emotional, and social health. This study, conducted using a literature review method, aimed to identify the psycho-social and economic problems arising during the pandemic process. The results of the study indicated that the pandemic experienced globally caused serious problems for both individuals and society and that these problems are likely to have impacts on the "new normal" life after the pandemic. In this study, the experiences, social problems and the effects of these problems on social cohesion of Syrian asylum seeker women living in Turkey with their missing spouses during the forced migration process were analyzed. In the study, in which the qualitative research method was used, it was aimed to reveal their social cohesion experiences by interviewing ten asylum seeker women living in Şanlıurfa, who could not hear from their husbands, with the semi-structured in-depth interview technique. The findings were interpreted with descriptive and content analysis. It has been revealed that women whose spouses are missing are in a state of great uncertainty especially for the future. In addition, gender roles, harassment, language problems and prejudices are becoming evident as important obstacles to social cohesion in the host communities. It is among the results of the study that the rate of encountering various gender-based risks is high among asylum seeker women during the migration process. The financial ratio analysis is an important issue for the stock exchange markets which have many sub-sectoral indexes. During Industry 4.0 revolution and transition, the sector of information and technology is shown as one of the sectors that have great strategic importance in the global change and development process. So, the performance of the information and technology sector provides a significant added value to the economies. In this study, multi-criteria decision-making (MCDM) approaches will be used to determine the weights of the criteria with considering the experts’ opinions used in the evaluation of the financial performance of the companies operating in the field of Information and Technology Sector of BIST Stock Index (XUTEK). In order to measure the financial performance of companies with MCDM methods, the ratios of the liquidity, operational/activity, financial structure, and profitability are obtained from the financial statements are frequently applied in the scientific literature. In the study, criteria weights were determined by using the pairwise comparison feature of the analytical hierarchy process method and expert opinions. Then, the smallest and largest values of the financial ratio values in quarterly periods in 2020 and the uncertainty formed were evaluated with the gray relational analysis method. After all; XUTEK stocks to be included in the priority investment portfolio in terms of financial performance have been determined.
