This paper presents the findings of a large‐scale randomized controlled field trial that tests the interest of informal businesses in free and online business registration. In collaboration with the Indonesian government, we designed a free and easy to use online registration portal for small businesses and sent WhatsApp or text messages to around 50 000 businesses to inform them about this new registration portal. We find that sending three rounds of short WhatsApp or text messages resulted in 3.4% of recipients clicking the registration link in the messages. Only 0.1% of recipients registered through the portal. Different phrasing of messages results in different click rate, different registration rate, and different rates the sender's number is blocked. Neutral message performs the best, followed by message that emphasizes that registration is easy. Message that appeals to people's patriotic feelings or message that emphasizes that registration is free performs the last. Through a systematic and critical review of the literature, we assembled a list of behavioural biases identified in the housing market and a taxonomy of behavioural interventions tested extensively in the last two decades. Based on these findings, we developed an analytical framework for behavioural interventions for housing decisions. We suggest that behavioural interventions have the most significant potential in areas where market incentives and government regulations are ineffective. The application of behavioural interventions in the housing market should focus on encouraging and supporting decision-makers to narrow the intention-action gap. [ABSTRACT FROM AUTHOR]

Considering climate change problems that European countries are currently struggling with, the aim of this paper is to examine the behavioural factors that affect corporate environmental sustainability (CES). Based on the relevant academic literature and reports behavioural barriers and enablers for corporate environmental sustainability are identified using the ABCD (attention-belief formation-choice-determination) framework. Selected issues are further investigated in a survey among a representative sample of 350 small and medium-sized Polish enterprises and discussed in a broader European context. Our research reveals what goals and motivations Polish SMEs employ to make green investments, how they asses their environmental efforts compared with peer companies, what sources of environmental information they consider as trustworthy, as well as what factors they believe most strengthen the firm’s determination for sustainable development. The contribution of this paper lies in shedding light on the starting dispositions of entrepreneurs as targets of public policies promoting environmental goals in the EU. Such insights are instrumental in designing and implementing effective policy interventions.

We have developed an online teaching tool, Integrity Games ( https://integgame.eu/ ), that uses serious games to teach academic integrity. In this paper, we test the impact of a soft intervention – a short quiz – that was added to the Integrity Games website to increase users’ interest in learning about integrity. Based on general principles of behavioral science, our quiz highlighted the intricacy of integrity issues, generated social comparisons, and produced personalized advice. We expected that these interventions would create a need for knowledge and encourage participants to spend more time on the website. Methods In a randomized controlled trial involving N = 405 students from Switzerland and France, half of the users had to take a short quiz before playing the serious games, while the other half could directly play the games. We measured how much time they spent playing the games, and, in a post-experimental survey, we measured their desire to learn about integrity issues and their understanding of integrity issues. Results Contrary to our expectations, the quiz had a negative impact on time spent playing the serious games. Moreover, the quiz did not increase participants' desire to learn about integrity issues or their overall understanding of the topic. Conclusions Our quiz did not have any measurable impact on curiosity or understanding of integrity issues, and may have had a negative impact on time spent on the Integrity games website. As a plethora of sustainability challenges are rooted in human behaviour, the aim of this paper is to develop a conceptual framework that brings behavioural insights to the forefront in corporate sustainability research. The ABCD (attention, belief formation, choice, determination) approach, which is meant to assist policy-makers in analysing and diagnosing behavioural problems at an individual level, has been adopted into the corporate context. Taking the ABCD approach, this article discusses the main tenets of the prominent organisational theories, such as upper echelons theory, managerial cognition, stakeholder theory, the attention-based view of the firm, transaction cost theory, institutional theory, social network theory, legitimacy theory and signalling theory, and their application into corporate sustainability (CS) research. The paper offers a series of propositions, alternative to theories of structural determinism or theories of rational strategic choice, for specifying the conditions under which firms are likely to engage in sustainable business conduct. They refer among others to: (a) individual factors—characteristics and mental frames of managers in companies, (b) organisational factors—the composition and size of a board, governance mechanisms in a company, such as role models for sustainability issue selling, or the inclusion in decision making of various stakeholders, as well as (c) external factors—social norms or board connections. Behavioural science has made significant contributions to public policy over the last decade from tax compliance to pensions and energy use. However, behavioural insights (BI) have not yet been able to claim significant policy shifts in the area of crime, despite increasing interest and experimentation. This paper offers a critical reflection on the state of BI and crime from the perspective of those who have been at the forefront of this work since the inception of the world's first behavioural science team in government. We outline how existing theories of crime have already laid foundations for the successful application of BI but identify opportunities to build on these with tools from behavioural science. We conclude by examining how continued cross-pollination of ideas between BI and disciplines such as applied criminology points to promising directions for future research. [ABSTRACT FROM AUTHOR]

Much of political science rests on assumptions about how policy makers and citizens behave. However, questions remain about how public policy can improve the government–citizen relationship. In this research note, we present behavioural insights (BI) as one way to address this gap. First, we argue that BI can be strategically used both to alleviate administrative burdens and to enhance citizen experience. Second, we argue that BI interventions can assist in several stages of the policy process, strengthening causal inferences about policy efficacy. Third, we present original data from Canada's ongoing experimentation with BI across multiple jurisdictions and areas of public policy. We conclude by acknowledging the myriad pathways through which BI research can engage with public policy to support the enhancement of citizen-oriented service delivery. [ABSTRACT FROM AUTHOR]

The paper contributes towards filling a 'blind spot' in the field of climate finance by investigating the role of climate finance for behavioural insights in developing countries. The evidence review synthesises 71 high‐quality studies and focuses on clean fuel adoption and household energy‐saving behaviour in developing countries. The synthesis finds that there is a need for climate finance from developed countries that is more targeted towards interventions and measures that support household decision‐making in developing countries by engaging with stakeholders that understand local attitudes, constraints and knowledge levels governing the perception of health and environmental risks associated with energy‐consuming technologies. Purpose of Review: This scoping review summarises the literature on HIV prevention and management interventions utilizing behavioural economic principles encapsulated in the MINDSPACE framework. Recent Findings: MINDSPACE is an acronym developed by the UK's behavioural insights team to summarise nine key influences on human behaviour: Messenger, Incentives, Norms, Default, Salience, Priming, Affect, Commitment, and Ego. These effects have been used in various settings to design interventions that encourage positive behaviours. Currently, over 200 institutionalised behavioural insight teams exist internationally, which may draw upon the MINDSPACE framework to inform policy and improve public services. To date, it is not clear how behavioural insights have been applied to HIV prevention and management interventions. Summary: After screening 899 studies for eligibility, 124 were included in the final review. We identified examples of interventions that utilised all the MINDSPACE effects in a variety of settings and among various populations. Studies from high-income countries were most common (n = 54) and incentives were the most frequently applied effect (n = 100). The MINDSPACE framework is a useful tool to consider how behavioural science principles can be applied in future HIV prevention and management interventions. Creating nudges to enhance the design of HIV prevention and management interventions can help people make better choices as we strive to end the HIV/AIDS pandemic by 2030. [ABSTRACT FROM AUTHOR]

This paper explores the impacts of the Mindfulness-Based Behavioural Insights and Decision-Making (MBBI) programme. Combining mindfulness with behavioural insights instruction, the authors have developed the MBBI programme through a series of iterative trials over the last ten years. In addition to fusing mindfulness and behavioural insights, this programme also draws on the theories of autopoiesis, anticipatory systems, the predictive brain and constructed emotions, which all challenge the common assumption that behavioural and emotional responses are automatic (triggered by given stimuli and not open to change through self-reflection). The paper explores the use of the MBBI in the Welsh Civil Service. Employing evidence from in-depth interviews with participants and a SenseMaker analysis, it rethinks the role of mindfulness at work, repurposes the application of behavioural insights training toward a more ethical and systemic direction, and develops a reflective approach to capability building amongst public servants.

Many government responses to the coronavirus-pandemic have been marked by attempts at expertization and scientization. Particularly, politico-epistemological authority is being given to the behavioural science community consulting government. This article critically scrutinizes this most recent wave of behavioural expertization. Taking developments in the UK and the Netherlands as our case-studies, we shed light on the disparate ways in which behavioural expertise is being (re)shaped during COVID-19. Some of these ways point at processes of behavioural expertise ‘drift’, in which the applicability and robustness of this knowledge source gets overstated. Other ways instead point at processes of behavioural expertise ‘thrift’ or ‘shift’, where the knowledge is used only minimally or taken in wholly new and norm-breaking directions. Doing so, we seek to demonstrate the importance of institutional context in understanding how behavioural expertise is currently shaping public policy: underpinning institutional configurations determine whether the expertise is gauged and applied effectively.

Background Adaptation of daily behaviours can play a significant role in disease prevention. Behaviour Insight Shadowing (BIS) is a novel qualitative methodology, designed and used for the first time in this study, which applies the Behaviour Settings Theory as a framework for interrogating daily life patterns and identifying optimal opportunities for behaviour change. Methods Nine participant households were shadowed for a day, in Nigeria, the Democratic Republic of Congo and Guinea Bissau. Shadowing involved close ethnographic observation alongside integrated interviewing techniques, and then followed up with a semistructured cross-examination at the end of the observation period. Real-time insights about the attitudes and behaviours of households at high risk of neglected tropical diseases (NTDs) were then categorised by context and analysed thematically. Themes were then applied to a framework of understanding specific to NTD behaviour change and therefore informing more effective social behaviour change communications (SBCC) design. The methodology is adaptable, simple to replicate and produces in-depth, qualitative ethnographic stories. Results Findings highlighted important spatial and temporal aspects of target behaviours, with key differences between private and group activities. Ethnographic stories illustrated hierarchies between economic, social and temporal drivers of behaviour, and highlighted the ways in which health messages were introduced and responded to within and between households. This provided cultural levers for more impactful SBCC interventions that could tie into existing norms. Conclusions BIS methodology, as an adaptive ethnographic approach, provides valuable insights that enhance the findings from surveys and focus groups, specifically in the context of NTD prevention. Contextual categorisation of relevant daily behaviours is key to developing culturally appropriate SBCC and in determining whether such intervention needs to be in alignment with everyday routines and attitudes, or in disruption of them. European Governments must implement a public alerting system to reach mobile phone users affected by major emergencies and disasters by June 2022. Cell Broadcast is used to issue emergency alerts in several countries but has not yet been introduced in the UK. This paper presents the results of a joint research exercise that explored recipients' responses to cell broadcast messages that warned of floods of varying certainty, severity, and urgency. We adopted a mixed-methods approach employing semi-structured questions and focus groups to assess the perceptions of 80 workshop participants who received simulated emergency alerts on pre-prepared handsets. Our results suggest that although emergency alerting is welcomed, it is necessary to provide accurate and verifiable information, address accessibility challenges, and state location clearly and understandably. This life-saving technology, if used aptly by not over-alerting, specifying the specific urgency, certainty, severity and location of the flood risk, has the real potential of upgrading flood warnings in the UK. This paper explores how understandings of what constitutes 'good farming' play a significant role in shaping farmers' cattle purchasing decisions. The purchasing of cattle has been shown to be one of the most significant biosecurity risks resulting in disease transmission and translocation. As a result, biosecurity policy makers have sought to develop behavioural interventions to reduce disease risks associated with cattle purchasing. In other policy areas, notions of 'good farming' have been shown to influence farmers' decision-making, and reflect the role of heuristics and social norms in behavioural theory. A scenario-based cattle purchasing game was developed to compare the potential impact of different ways of measuring and visualising 'good farming' to reduce the spread of animal disease (specifically bovine Tuberculosis). Qualitative and quantitative analysis of farmers' purchasing rationales given during the game suggested that cattle purchasing is shaped by a strategy of 'fitting the system' in which cattle are primarily selected on the basis of being able to fit existing farming systems. Symbols of good farming pictured in cattle sales adverts – such as good stockmanship, and cleanliness – were important elements of this strategy. Attempts to quantify aspects of good farming were welcomed but not fully trusted. Good farming status was nevertheless more important than financial incentives when deciding which cattle to purchase. Abstract Objective It is widely acknowledged that recruitment to randomised controlled trials (RCTs) is challenging, particularly trials that operate across multiple sites. A research area in need of further high-quality evaluation, including RCTs, is school-based mental health interventions for refugee children and adolescents. However, engaging schools with interventions and associated evaluations can be challenging. This paper explores the application of behavioural insights, i.e. evidence-based understanding of how people behave and make decisions, to RCT recruitment at the school level via email communications. A pilot study of applying behavioural insights to mail outs attempting to recruit schools to a RCT of a trauma-focused group intervention for refugee children and adolescents experiencing symptoms of post-traumatic stress is reported. Rates of school involvement between the behavioural insights approach (n = 31) and a standard outreach approach (n = 65) are compared. Results Schools were more likely to give a positive response to the mail out designed using the behavioural insights framework than standard outreach. Accounts of recruitment strategies such as this are valuable additions to the literature on RCT methodology given the potential for recruitment issues to affect trial operations.

Abstract The presence of civilian witnesses and victims in court is central to the effective operation of the criminal justice system. However, there is evidence of significant non-attendance which can result in ineffective and cracked trials. To address this, West Midlands Police Witness Care Unit and the Behavioural Insights Team designed an intervention using behavioural insight principles consisting of (1) a new conversation guide for Witness Care Officers (WCOs); (2) a redesigned ‘Warning Letter’ confirming details of the proceedings; and (3) a new reminder call and SMS. The impact of the new approach was evaluated through a randomised controlled trial in which 36 WCOs were randomly assigned to either “business as usual” (control) or treatment. The evaluation used an intention-to-treat design with implementation guided and encouraged at several points. Subgroup analysis was undertaken to explore whether differential effects were seen for domestic violence cases or between those that were victims and witnesses. Results indicated that the treatment approach was directionally positive in all cases, but that the increase in attendance was not statistically significant. This is in line with findings of other similar research in this area.

Abstract Background Nudges are used to alter lifestyles and thus curb the rise of non-communicable diseases. Physical activity is a core prevention strategy to reduce the burden of non-communicable diseases. This paper aims to (1) give an overview of the scope of interventions using choice architecture techniques to promote physical activity at the population levels and (2) identify research gaps by analysing the different approaches in terms of class and type of intervention used. Methods A systematic electronic database search was combined with snowball citation sampling of a starter set of publications to search for studies published through October 2018 reporting interventions to promote physical activity at the population level using choice architecture techniques. The methodology of the Joanna Briggs Institute for Scoping Reviews was applied. Results In all, 35 publications were included. Most of the interventions used point-of-choice prompts tested at railway stations, shopping malls and airports (N = 27). Eight studies were online studies. While all studies were aimed at the general population, details, if reported at all, were vague and basic. All studies focused on individual-level lifestyle behaviour. None of the studies attempted to alter population-based lifestyle behaviour. Online and “real-world” approaches were rarely combined. Neither, interventions targeting meso- and macro-level structures nor combinations of individual-level and specific meso- or macro-level interventions were found. Conclusion Nudging is in principle an effective approach to promote physical activity within the general population. However, there are large gaps in research. Available opportunities have not yet been exhausted. Further research is needed that is explicitly based on behavioural insights and covering the full range of nudging approaches, particularly focussing on theoretical developments, practical feasibility tests and scale-up activities.

Abstract Background The NHS Health Check (NHS HC) is a cardiovascular risk assessment to prevent cardiovascular disease. Public Health England (PHE) wants to increase uptake. Methods We explored the impact of behaviourally informed invitation letters and pre-notification and reminder SMS on uptake of NHS HCs. Patients at 28 General Practices in the London Borough of Southwark who were eligible to receive an NHS HC between 1st November 2013 and 31st December 2014 were included. A double-blind randomised controlled trial with a mixed 2 (pre-notification SMS – yes or no) × 4 (letter – national template control, open-ended, time-limited, social norm) × 2 (reminder SMS – yes or no) factorial design was used. The open-ended letter used simplification, behavioural instruction and a personalised planning prompt for patients to record the date and time of their NHS HC. The time-limited letter was similar but stated the NHS HC was due in a named forthcoming month. The social norms letter was similar to the open-ended letter but included a descriptive social norms message and testimonials from local residents and no planning prompt. The outcome measure was attendance at an NHS HC. Results Data for 12, 244 invites were analysed. Uptake increased in almost all letter and SMS combinations compared to the control letter without SMS (Uptake 18%), with increases of up to 12 percentage points for the time-limited letter with pre-notification and reminder (Uptake 30%; Adjusted Odds Ratio AOR 1.86; 95% CI 1.45–2.83; p

Research adopting an interdisciplinary, behavioural perspective on Public Policy and Public Administration is booming. Yet there has been little integration into mainstream public policy scholarship. Behavioural public administration (BPA) and behavioural public policy (BPP) have emerged largely as two disconnected subfields. We propose the overarching term 'behavioural governance' to refer to the cognitive and decision processes through which decision-makers, implementing actors and target populations shape and react to public policies and to each other, as well as the impacts of these processes on individual and group behaviour. To allow an integrative perspective, this introductory essay discusses how a behavioural perspective can deepen understanding of different phases of the policy process. We connect insights from a long established public policy and administration scholarship which has not always been self-defined as 'behavioural' with more recent studies adopting a more explicitly behavioural perspective, including those in this Special Issue from varied national contexts. In the past decade, policy-making around the world has increased its attention to behavioural insights (BI). The European Commission (EC) identified this trend early on and has incorporated BI to its policy-making over several years. However, this experience has not been formally documented, or systematically analysed, from a policy studies perspective, leaving a large amount of experience-based knowledge on behavioural governance untapped. Our contribution aims at closing this gap, clarifying the practices by which BI are gaining epistemic authority and contributing to the European Union's (EU) policy instruments. This paper presents the evolution of BI thinking inside the EC, illustrates how BI are introduced in the policy cycle, and explores future challenges to and opportunities for mainstreaming BI at every level and stage of policy-making in the EU. Background Uptake of NHS Health Checks (NHSHCs) is sub-optimal. This study aimed to increase their uptake using behaviourally informed invitation letters. Method Patients registered with 6 general practices in Northamptonshire, England who were eligible for an NHSHC between 10 February 2014 and 31 January 2015 were randomized monthly, using a random number generator, to three trial arms: control (standard invitation), sunk costs (resources already allocated) and counterargument (against common barriers to attendance). The outcome measure was uptake of NHSHC by 12 weeks after 31 January. Results In total, 6331 patients were randomized. After exclusions, due to ineligibility for the NHSHC, data were analysed for N  = 6313 patients: N  = 2123 control; N  = 2085 counterargument; N  = 2105 sunk costs. Overall, 2364 (37.45%) patients attended an NHSHC. Both intervention letters increased uptake compared to control, by 5.46% using counterargument (adjusted odds ratio (AOR) 1.32, CI 1.162–1.51, p  < 0.001) and 4.33% using sunk costs (AOR 1.246, CI 1.10–1.42, p  < 0.001), with no significant difference between the two. Conclusion Behaviourally informed invitation letters, containing sunk costs or counterargument messages, can improve the uptake of NHSHCs. Background: While the quality of medical care delivered by physicians can be very good, it can also be inconsistent and feature behaviours that are entrenched despite updated information and evidence. The "nudge" paradigm for behaviour change is being used to bring clinical practice in line with desired standards. The premise is that behaviour can be voluntarily shifted by making particular choices instinctively appealing. We reviewed studies that are explicit about their use of nudge theory in influencing clinician behaviour. Methods: Databases were searched from April 2008 (the publication date of the book that introduced nudge theory to a wider audience) to November 2018, inclusive. The search strategy and narrative review of results addressed the Preferred Reporting Items for Systematic reviews and Meta‐Analyses extension for Scoping Reviews. Results: 22 studies were identified. Randomized trials or pre‐post comparisons were generally used in community‐based settings; single‐site pre‐post studies were favoured in hospitals. The studies employed eight intervention types: active choice; patient chart redesign; default and default alerts; partitioning of prescription menus; audit and feedback; commitment messages; peer comparisons; and redirection of workflow. Three core cognitive factors underpinned the eight interventions: bias towards prominent choices (salience); predisposition to social norms; and bias towards time or cost savings. Conclusions: Published studies that are explicit about their use of nudge theory are few in number and diverse in their settings, targets, and results. Default and chart re‐design interventions reported the most substantial improvements in adherence to evidence and guideline‐based practice. Studies that are explicit in their use of nudge theory address the widespread failure of clinical practice studies to identify theoretical frameworks for interventions. However, few studies identified in our review engaged in research to understand the contextual and site‐specific barriers to a desired behaviour before designing a nudge intervention. Summary: The global prevalence of children with overweight and obesity continues to rise. Obesity in childhood has dire long‐term consequences on health, social and economic outcomes. Promising interventions using behavioural insights to address obesity in childhood have emerged. This systematic review examines the effectiveness and health equity implications of interventions using behavioural insights to improve children's diet‐related outcomes. The search strategy included searches on six electronic databases, reference lists of previous systematic reviews and backward searching of all included studies. One‐hundred and eight papers describing 137 interventions were included. Interventions using behavioural insights were effective at modifying children's diet‐related outcomes in 74% of all included interventions. The most promising approaches involved using incentives, changing defaults and modifying the physical environment. Information provision alone was the least effective approach. Health equity implications were rarely analysed or discussed. There was limited evidence of the sustainability of interventions—both in relation to their overall effectiveness and cost‐effectiveness. The limited evidence on health equity, long‐term effectiveness and the cost‐effectiveness of these interventions limit what can be inferred for policymakers. Aims: Rapid intervention development, implementation, and evaluation are required for emergency public health contexts, such as the recent COVID-19 pandemic. A novel Agile Co-production and Evaluation (ACE) framework has been developed to assist this endeavour in future public health emergencies. This scoping review aimed to map available behavioural science resources that can be used to develop and evaluate public health guidance, messaging, and interventions in emergency contexts onto components of ACE: rapid development and implementation, co-production with patients or the public including seldom heard voices from diverse communities, and inclusion of evaluation., Methods: A scoping review methodology was used. Searches were run on MEDLINE, EMBASE, PsycINFO, and Google, with search terms covering emergency response and behavioural science. Articles published since 2014 and which discussed a framework or guidance for using behavioural science in response to a public health emergency were included. A narrative synthesis was conducted., Results: Seventeen records were included in the synthesis. The records covered a range of emergency contexts, the most frequent of which were COVID-19 ( n  = 7) and non-specific emergencies ( n  = 4). One record evaluated existing approaches, 6 proposed new approaches, and 10 described existing approaches. Commonly used approaches included the Behavioural Change Wheel; Capability, Opportunity, and Motivation Behaviour model; and social identity theory. Three records discuss co-production with the target audience and consideration of diverse populations. Four records incorporate rapid testing, evaluation, or validation methods. Six records state that their approaches are designed to be implemented rapidly. This paper examines the effect of build environment regulations for facades emergency repairs and embellishment, as implemented by the city of Cluj-Napoca, the second largest municipality in Romania. The scope was to identify to what extent the over taxation measure was efficient in generating compliant behaviour and what secondary effects it may have generated in people's attitude towards the local authorities. We conducted structured interviews with 25 homeowners targeted by the policy. The qualitative analysis uncovers structural issues on how the policy was implemented and communicated to the population. It further acknowledges difficulties in managing mixed property and collective actions. We interpret the findings as a first step towards building a more comprehensive research framework focused also on included behavioural insights, as captured by our recommendations. Namely, they illustrate that homeowners were critical about the measure, both in its rationale and its implementation, and were unable to act upon a cost-benefit analysis given the ambiguous available information. The findings further acknowledge difficulties in managing mixed property and collective actions, but they also hint favourably towards the role of peer effects, expressed here as compliant neighbours' behaviour. We interpret the results of this exploratory case study as a first step towards building a more comprehensive approach to serve as a toolkit in examining the development of innovative local policies in post-communist environments, through a combined research framework including also the significant contribution of behavioural insights, next to the traditional rational actor theories. Naturally, the usual limitations of the method also apply to our study, in the sense of non-generalizable conclusions. Policy and governance interventions often build on a rational choice perspective of human behaviour. Over the years, the behavioural sciences have highlighted how people sometimes deviate in predictable ways from this perspective. Building on a systematic analysis of 200 peer-reviewed publications published between 2009 and 2018, this article discusses the core cognitive biases and heuristics uncovered by the behavioural sciences, and gives insights into how these can be exploited to develop urban climate governance interventions to promote behaviours that help mitigate climate change at city level. Behavioural interventions are much more than 'just another policy tool'. Indeed, the use of behavioural science has the potential to lead to a wide-ranging reassessment of policymaking and public administration. However, Behavioural Public Policy remains a policy paradigm 'under construction'. This paper seeks to contribute to this development process by investigating the conceptual features of advanced Behavioural Public Policy that go beyond the now familiar notion of nudging individual behavioural change. It thus seeks to provide more illumination in a debate which currently seems to have become stuck on the pro and cons of nudging citizens' individual behaviours. In reality, Behavioural Public Policy should be seen as a pluralist, non-deterministic and multipurpose approach that allows the application of behavioural insights 'throughout the policy process' and in combination with regulatory policies. The paper's line of argument unfolds in three steps. First, it explores the policy rationales that have driven nudge techniques and also summarises the conceptual, methodological, ethical and ideological criticisms that have made of it. In a second step, state-of-the-art Behavioural Public Policy, which claims to be more substantial and wide-ranging than today's nudge techniques, is empirically examined through interviews conducted with global thinkers (academics and practitioners) in the field of behavioural insights. This article presents comparative evidence about the relevance of behavioural drivers in relation to petty corruption in three East African countries. It discusses the potential to incorporate behavioural insights into anti-corruption policy-making. Persistently high levels of bureaucratic corruption prevail in many countries across the African continent. This along with the limited effectiveness of conventional anti-corruption prescriptions call for a contextualised understanding of the multiple factors determining corruption-related decision-making. Adopting a behavioural lens involves accounting for the human factor as it relates to the effects of sociality and social constructs on propensities for corruption. As such, this novel approach complements the literature that has sought to understand corruption on the basis of political, economic, and institutional drivers and constraints. Field research conducted in Tanzania, Uganda and Rwanda found evidence for such behavioural drivers, showing that citizens are swayed by social pressures and beliefs that ultimately spur petty corruption by endorsing associated maladaptive practices. Sustained by social norms of group solidarity and reciprocity and legitimised by commonly shared perceptions of corruption as the norm, the research points to a problematic overlap of the public (formal) and the socio-cultural (informal) spheres. By adding a behavioural dimension to the study of the drivers of corruption, this article seeks to contribute towards the development of more effective anti-corruption policy formulation that acknowledges the pitfalls attached to behavioural factors that conventional anti-corruption prescriptions have largely failed to address. The aim of this article is to cover three things: (1) to introduce the context behind why a report prepared by the Organisation for Economic Co-operation and Development (OECD) in 2017 would be of such importance to researchers in various academic disciplines and public policy, (2) to present the details of a simple classification system that was applied to all 111 case studies of behavioural interventions (better known as nudges) referred to in the OECD (2017a) report, and (3) to discuss what needs to be done to help advance practitioners' pursuit of effective behavioural interventions. This article aims to highlight the importance of accurately cataloguing the types of behavioural interventions that have been trialled/implemented across the world. By adopting an agreed classification system, researchers and practitioners can benefit from knowing what can work, and where it can work, as well as what does not work, in order to be better armed when considering the use of behavioural interventions to solve social policy issues. Over the last decade, the development of cognitive and behavioural sciences has determined the diffusion of the concept and methodology of behavioural insights into social sciences, including the governance sphere. Behavioural teams worldwide participate in developing and implementing the strategies at various levels of governance organisation. The aim of this study is to investigate the institutionalisation process of behavioural insights into public policy. The study has identified the agentive determinants of the institutionalisation efficiency that include: the competence level of public servants, their motivation level, resistance to change and the nature of feedback. It is argued that the approval level of using behavioural insights by civil servants is a prerequisite for their intrinsic motivation, which has a positive effect on the efficiency of institutionalisation of behavioural insights in public policy. The survey has revealed the most approved directions for using behavioural techniques in public policy in Ukraine.
