- Abstract
The lack of waste management resources affects waste management practices. The informal waste sector involving local communities is crucial for waste management, but the lack of official records may impede sustainability goals and obscure its positive impact. This research aims to understand informal waste sector traits for better local waste management policies in promoting sustainability. The study uses the pressure-state-response framework to identify characteristics and issues in the informal waste sector. The results show seven main problems of the informal waste sector in Balikpapan, namely scrap collectors get the smallest profit; 8% of plastic waste can be managed by the informal waste sector; the majority of plastic waste comes from temporary disposal sites known as TPS; there is also unsold or unmanaged plastic waste, as much as 18%, which comes from collectors and middlemen; plastic waste types such as PVC, LDPE, PP, PS, and others have decreased; there is illegal interaction and communication between formal and informal sectors (scavengers); and social harassment is experienced by informal actors in Balikpapan City. To respond to these problems, there is policy recommendations, namely to establish a comprehensive Integration or Formalization and Innovation Centre to encourage collaboration between the informal and formal sectors.
