The purpose of the article is to generalize and systematize the experience gained in the use of aviation of the Armed Forces of Ukraine and Russia during the Russia's war against Ukraine in 2022. The research methodology is based on the principles of historicism, objectivity, multifactorial and comprehensive analysis, as well as on the modern conceptual and categorical apparatus used by military history in describing the process of armed struggle. System and structural methods are used. Scientific novelty. In disclosing the topical issue, which was first the subject of military history research, the authors on the basis of current documents, including analytical materials, some of which are first put into scientific circulation, and published sources analyzed the main forms of aviation of the Armed Forces of Ukraine and Russia during the first three months of the Russia's war against Ukraine. Data on the quantitative and qualitative ratio of forces of the parties at the beginning of the war are given. The actions of aviation during the performance of its inherent strategic tasks are highlighted, the methods of its combat and operational application are revealed. Particular attention is paid to the peculiarities of the task of the first massive missile and air strike on targets on the territory of Ukraine on February 24, 2022, the strengths and weaknesses of the enemy's actions are revealed. The authors summarized the data on the losses of Russian aircraft during a certain period, analyzed their causes. The conclusions determine the degree of aviation of both sides of strategic tasks, determine the state of development of their martial arts and prospects for further use of aviation of the Armed Forces of Ukraine during the Russia's war against Ukraine, outline possible areas of further military history research. 5. Justification of the requirements for the effectiveness of the use of forces to counter the enemy in an air operation

Based on the experience of military conflicts of the past and the analysis of trends in the development of forms and methods of combat operations, the beginning of a military conflict can be considered the conduct of an air offensive operation by the aggressor. The purpose of such an operation can be either to achieve the goals of the conflict or to create favourable conditions for the actions of ground forces. The party (state) that is attacked is under the necessity to conduct an air operation. At the same time, combat actions will be carried out by exchanging missile and air strikes on objects and troops. During the planning of the air operation, an important task is to determine the requirements for the effectiveness of the use of countermeasures against the enemy, for the solution of which the article presents the relevant methodology. In the methodology, the specified ratio of the combat potentials of the parties at the end of the air operation is assumed as an indicator of the achievement of the objectives of the air operation. The requirements for the effectiveness of the use of countermeasures are defined as the relative losses that must be inflicted on the enemy during each exchange of missile and air strikes in order to achieve a given ratio of the combat potentials of the opposing sides at the end of the operation., З досвіду воєнних конфліктів минулого й аналізу тенденцій розвитку форм і способів бойових дій початком воєнного конфлікту можна вважати проведення агресором повітряної наступальної операції. Метою такої операції може бути або досягнення цілей конфлікту, або створення сприятливих умов для дій сухопутних військ. Сторона (держава), яка зазнає нападу, вимушена проводити повітряну операцію. Бойові дії при цьому здійснюватимуться шляхом обміну ракетно-авіаційними ударами по об’єктах і військах. Під час планування повітряної операції важливим завданням є визначення вимог до ефективності застосування сил протидії противнику, для вирішення якого у статті викладена відповідна методика. У методиці як показник досягнення цілей повітряної операції прийняте задане співвідношення бойових потенціалів сторін на кінець повітряної операції. Вимоги до ефективності застосування сил протидії визначаються як відносні втрати, які потрібно завдати противнику при кожному обміні ракетно-авіаційними ударами для досягнення заданого співвідношення бойових потенціалів протидіючих сторін на кінець операції.

This paper presents a detailed study of the dynamic performance of an electrostatic surface drive actuator. This actuator is capable of producing 50 g's of acceleration with 70 μm travel at a 30 V bias. For the first time, air operation of a dipole surface actuator is demonstrated and we describe a fabrication process that has increased device yield more than an order of magnitude. Detailed characterization of the actuator performance is enabled by the integration of a capacitive position sensor that provides 0.5 Å resolution in a 1-Hz bandwidth. The performance of this actuator is compared with other micromachined actuators and with more conventional milliactuators. [ABSTRACT FROM AUTHOR]

11. Current Distribution in PEM Fuel Cells. Part 2: Air Operation and Temperature Effect.

The effect of air flow rate, fuel and oxidant gas stream humidity, and cell operating temperature on the spatial and temporal current density distribution was investigated in a single gas channel PEM fuel cell using a segmented electrode/current collector assembly. Related studies on oxygen operation and fuel starvation effects are presented in part one of this paper. The current density distribution was found to be a strong function of the available oxygen concentration down the channel that was determined by the air supply rate. Higher flow rates reduced the drop in the current density profile along the channel. At lower airflow rates, a simultaneous increase in cell temperature and anode humidification level resulted in increasing segment performance near the inlet accompanied by a related decrease in the current densities downstream. Further increasing the air flow rate ultimately led to enhanced reaction rates over the entire length of the channel. If cell temperature elevation were not accompanied by a corresponding increase in the anode humidification level, the dehydration pattern on the anode side tended to dominate the local current density distribution. Beyond a certain point the current density distribution along the channel was exclusively dependent on oxidant availability and gas diffusion rates and thus neither higher anode humidification nor cell temperature elevation had a significant influence at the chosen operating segment potential. A set of tasks for this subsystem is developed. The possibility of algorithmic realization and further use in the decision support system of the commander of the air command in the perspective automated control system of aviation and air defense is substantiated.

Bereits die Abgrenzung, ob ein Flug als gewerbsmässig zu qualifizieren ist, wirft in der Praxis Fragen auf. Dies liegt einerseits daran, dass einschlägige nationale sowie internationale Bestimmungen Interpretationsspielraum belassen. Andererseits führen stetige Änderungen in der Gesetzgebung im Bereich des Luftrechts zu Unsicherheiten und erschweren die Entstehung einer verlässlichen Praxis durch die Behörden. Eine klare Einordnung des Flugbetriebes ist jedoch für die Betroffenen wichtig, da die Unterscheidung zwischen gewerbsmässigen und privaten Flügen weitreichende Konsequenzen mit sich bringt. Ein Luftfahrzeugbetreiber hat sich mit einem komplexen Geflecht aus nationalen Normen sowie internationalem und supranationalem Recht auseinanderzusetzen. Dies geht über das Luftrecht hinaus und erstreckt sich vom Zoll- und Abgaberecht bis hin zu haftungsrechtlichen Bestimmungen. Abweichende Definitionen in diesen Rechtsgebieten stellen die Betroffenen vor zusätzliche Herausforderungen. In der Lehre und Rechtsprechung fehlt bis anhin eine übergreifende Betrachtung der Thematik. Sowohl die Umfrage als auch die Interviews, welche im Rahmen der Arbeit durchgeführt wurden, haben gezeigt, dass sich der überwiegende Teil der befragten Luftfahrzeugbetreiber vertieft mit dem Begriff der Gewerbsmässigkeit auseinandergesetzt hat. Dennoch konnten Unsicherheiten festgestellt und offene Fragen zusammengetragen werden. Für die luftrechtlichen Begrifflichkeiten sind insbesondere die EASA-Grundverordnung mit ihren Durchführungsverordnungen sowie auf nationaler Ebene Art. 100 LFV massgebend. Der Fokus der Arbeit liegt zunächst auf diesen Grundlagen. Für eine umfassende Betrachtung der Thematik wurden zudem Schnittstellen zu anderen Rechtsgebieten analysiert. So soll ein umfassender Überblick geboten werden, wie die Qualifizierung eines Fluges in unterschiedlichen Rechtsgebieten vorzunehmen ist und welche Konsequenzen die Einordnung mit sich bringt., The distinction whether a flight must be qualified as being commercial raises questions in practice. The reason for this is, on the one hand, that the relevant national as well as international regulations leave leeway for interpretation. On the other hand, the continuous change in the legislation in the field of air law leads to uncertainties and complicates the development of a reliable practice by the authorities. A clear classification of the flight operation, however, is important for the parties affected because the differentiation between flights serving commercial purposes and flights serving private purposes entails far-reaching consequences. An aircraft operator has to deal with a complex host of national standards as well as international and supra-national law. This goes beyond air law and extends to regulations of customs duties and levies, even including regulations on liability. Differing definitions in these fields of law pose additional challenges to the parties affected. In doctrine and case law, a general consideration of the topic is missing to date. Both the survey as well as the interviews, which have been conducted as part of the paper, showed that the majority of aircraft operators have examined the concept of the commercial nature in depth. Nonetheless, uncertainties could be found and open questions compiled. For the terms used in air law, especially the EASA General Regulation with its implementing directives and Art. 100 LFV [Air Traffic Ordinance] at the national level are decisive. This paper is focused firstly on these bases. For a comprehensive examination of the topic, overlapping points with other legal fields have been analysed in addition. A comprehensive overview is to be provided this way as to how a flight must be classified in different fields of law and of which consequences are entailed by the classification.

There are different opinions regarding the convenience of the operation of the airport, which lead us to conclude that the airport should be seen not as an airport of a municipality but as a regional airport.

El presente análisis aplicado ha sido elaborado con el fin de dar a conocer la problemática que han presentado las empresas de transporte aéreo comercial no regular con base operativa en la ciudad de Bogotá en el aeropuerto Eldorado, las cuales tienen entre su flota aérea aeronaves con motor a pistón que ahora tienen la prohibición de operar en este aeropuerto. Es importante recordar que el estado colombiano debe garantizar la libre competencia para las pequeñas, medianas y grandes empresas y con esta prohibición perjudican no solo a las empresas si no también a los usuarios de este tipo de aeronaves que en muchas ocasiones son usuarios que se desplazan de lugares remotos de la geografía colombiana de difícil acceso con pistas cortas y rudimentarias a donde solo puede aterrizar una aeronave pequeña que en su mayoría funcionan con motores a pistón. Se realizó un estudio descriptivo y el método de investigación fue deductivo. This paper examines the Israeli Air Force (IAF) operational art employed during the 1967 Arab-Israeli Six-Day War. Its purpose is to create a blueprint of valuable lessons to guide our nation's future force employment. To set the stage, a short historical compendium of the political environment leading up to the conflict, followed by a summary of the IAF air operation is provided. Given this background, the scope of the operational art analysis is limited to examining the IAF's primary operational objective of establishing air superiority during the first two days of the war. The analytical method to derive major lessons learned will be to sift the elements of operational art employed by the IAF air operation against a screen of the nine enduring principles of war: Objective, Offensive, Mass, Economy of Force, Maneuver, Unity of Command, Simplicity, Security, and Surprise. This analytical framework revealed a golden trinity of truths' employed by the Israelis that successfully unlocked the effective and efficient application of their limited force: sound planning, quality leadership and expert objective of establishing air superiority during the first two days of the war.
