This research focuses on how Indigenous peoples might participate in collaborative environmental governance initiated by networked nongovernmental organizations (NGOs). Fourteen Indigenous and six non-Indigenous board members and partners of Canadian Model Forests were interviewed and discussed seven aspects of collaborative governance affecting Indigenous participation: purpose and vision; decision-making structure(s); roles and responsibilities; engagement; capacity; leadership; and, cultural suitability. Participants described four possible participation structures: external advisory committee; internal board subcommittee; hybrid internal–external advisory board; and internal ad hoc group. Here, design options and implications of each model are considered, offering choices for engagement where NGOs seek to lead collaborative approaches. [ABSTRACT FROM AUTHOR]

Traditional food harvesting is an integral part of culture and food security for Indigenous people in Canada and elsewhere. However, new generations are more inclined to consuming market foods rather than traditional foods. We report on a project in Norway House Cree Nation, northern Manitoba, Canada, to engage youth to express their thoughts about traditional food. The objective was to explore the understanding and values of Indigenous youth about traditional foods and to engage them in revitalizing culture toward long-term food security. We used participatory research approaches and engaged participants in focus group discussions followed by a collaborative art project. Our conceptual framework postulates a cycle whereby food security planning depends on engaging youth and the community, and planning in turn energizes further planning and participatory education. The findings of the article are likely of interest to Indigenous communities dealing with planning and intergenerational issues around food security.

Forestry companies and First Nations are increasingly working together through new forms of collaborative arrangements. Wincrief Forest Products is an example of such collaboration and was a partnership between Wabaseemoong Independent Nations and forestry and construction professionals from northwestern Ontario. Wincrief Forest Products was initiated in 2004 leading to its formalization in 2009 as a home building and later hydro pole production company based on wood harvesting within the Wabaseemoong Traditional Land Use Area. In April 2014, Wincrief Forest Products ceased operation. This article provides a governance and social frame analysis for the full lifecycle of Wincrief Forest Products and addresses important knowledge gaps around perspectives driving each stage of First Nation--industry partnerships and how such perspectives affect the way that collaboration is initiated, sustained, and potentially collapsed. Fourteen key informants involved in the initiation, governance, and day-to-day operations of Wincrief Forest Products were interviewed. Towards understanding the lifecycle of the collaboration, a frame analysis is applied, which focuses on understanding the different issues, solutions, roles, and responsibilities relating to the Wincrief Forest Products lifecycle. Insights from this research are important for understanding the unique needs and perspectives of First Nations and industry partners involved in governance and the development of best practices for industry--First Nation collaboration. Wincrief Forest Products est un exemple d'une telle collaboration puisque ce fut un partenariat entre les Nations independantes Wabaseemoong et les professionnels de la foresterie et de la construction du nord-ouest de l'Ontario. Wincrief Forest Products a ete inaugure en 2004 et officialise en 2009 dans le domaine de la construction residentielle et plus tard comme societe de production de poteaux hydroelectriques. L'industrie etait basee sur la recolte de bois dans la zone d'utilisation traditionnelle de Wabaseemoong. Wincrief Forest Products a cesse ses operations en avril 2014. Cet article presente une analyse de la gouvernance et du cadre social qui couvre le cycle de vie complet de Wincrief Forest Products. On y aborde l'important manque de connaissances en lien avec les perspectives qui determinent chaque etape des partenariats entre les Premieres Nations et l'industrie et comment de telles perspectives affectent la maniere dont la collaboration a ete initiee, s'est maintenue et potentiellement effondree. Quatorze acteurs cles impliques dans le lancement, la gouvernance et les operations quotidiennes au sein de Wincrief Forest Products ont ete interviewes. Afin de comprendre le cycle de vie de la collaboration, on a utilise un cadre d'analyse qui se concentre sur la comprehension des enjeux, des solutions, des roles et des responsabilites en lien avec le cycle de vie de Wincrief Forest Products. In Canada, small craft harbors (SCHs) are a federal government responsibility under Fisheries and Oceans Canada (DFO). SCHs are economic centers for many rural coastal communities in Canada. By studying the role of SCHs on livelihoods one can delineate their importance to the users and community. The pilot study utilized semi-structured telephone interviews to speak with 19 participants from Nova Scotia, Canada. Participants included users and harbor authorities on whether the SCH they use or manage impacts their livelihood or community. Results indicate SCHs provide an essential avenue for users and communities to support their livelihoods. However, the degree to which they were essential varies between SCHs. SCH users have sufficient capital assets (financial, natural, human, social, and physical) to use the facilities. However, several participants indicated they lack funds from the federal government to maintain their SCHs. Therefore, two critical hindrances in supporting prosperous livelihoods were funding from the federal government and SCHs that lack access to a harbor authority. [ABSTRACT FROM AUTHOR]
