Subsidy for purchasing agricultural machinery in many developed countries showed the periodic characteristic. In order to learn their experiences, trace the laws for the financial support of China, provide theoretical support in policy making in developing countries. The characters of subsidy for purchasing agricultural machinery in China have been analyzed in this paper. There are three stages of the central financial subsidy since 2004 when the policy came into effect, including the initial stage, growth stage and maturity stage. The speed of increasing is slow, high and stable respectively in the three stages and the growth curve is approximately "S-shape". After analyzing the typical characters of the investment scale, implement region, subsidized machinery types and subsidized groups, the subsidy for purchasing agricultural machinery is forecasted by Life Cycle Theory and Logistic Growth Model. The result shows that central financial subsidies are expected to total about 97 billion RMB from 2011 to 2015. And it will reach 19.8 billion RMB in 2015.

Rice-wheat rotation is one of the principal planting patters of rice and wheat in China. Research on mechanical production model and economic benefit of rice-wheat rotation can further optimize the production model. The paper defined rice-wheat rotation region of China and divided the region into three parts including developed area in the east coastal, major grain producing area in midland, less-developed area in southwest. Study out 10 typical mechanization production models in rice- wheat rotation region by analyzing the present situation. Then compare the models at the cost, output value and proceeds. Analyze the trend of different areas on the principle of efficiency, economy and equipment practicable.

Because the hard areas of soil had affected the growth of crops seriously in some dry lands of China, the Chinese government tried to extend sub-soiling but the effect was not significant. In order to find out the limiting factors of sub-soiling extension, a nationwide survey was carried out. The procedure of the survey was introduced in this paper, including questionnaire survey, field survey and telephone interview. The contents of the survey included the total area, operation standard, field equipment, technique mode, cost-benefit, effect on crop yield of sub-soiling and so on. According to the investigation, this paper analyzed the main factors that influence sub-soiling extension. The result of Synthetic Evaluating Methods shows that high cost and price is the most critical factor, which has become an outstanding problem especially affected by the price hiking of fuel in recent years. The other major factors are lack of promotion fund, weak propaganda, lack of large tractors, small operation scale, lack of subsoilers, lack of extension workers, complex technical standard. Then it provided some suggestions on implementing sub-soiling subsidy, giving funding support for propaganda and extension, inclining the subsidy for purchasing agricultural machinery to machines related to sub-soiling, developing the agricultural machinery service organizations to enlarge the field operation scale and formulating technical standards according to local conditions.
