Peer review is a new phenomenon in the process of internationalization of academic journals, but also a worldwide problem. In this paper, the development and practical application of peer review system are sort out, which are based on objective data research of domestic and international academic journals; the problems of network online published papers in practice are analyzed and explored by modern advanced network technology as the application tool, and how scientific orientation are they to play an effective role. The purpose of paper is in order to ensure the impartiality of the academic council, spread rapidly and use information resources, and further promote to enhance the overall level of academic journals.

Composite microspheres of polystyrene and nanoFe3O4 particles were prepared through emulsifier-free polymerization with ultrasonic dispersion. The properties of composite microsphere were investigated by FT-IR spectrum, X-ray diffraction analysis, TEM, SEM and VSM. The determine results showed that Fe3O4particles prepared by coprecipitation in lab were about 7~8 nm and with a narrow size distribution and superparamagnetic characteristics. The composite microsphere of polystyrene and Fe3O4showed a diameter around 20~30 nm under TEM and SEM. The data of XRD indicated crystal forms of Fe3O4in the composite microsphere did not change. The XRD spectrum of composite microsphere was a overlap of Fe3O4crystal and amorphous polystyrene. The result of hysteresis curve indicated that the composite microspheres still had superparamagnetic characteristics.

The moving object detection of the video image is the basis of sequence image analysis, and it is the research hot issue of today’s foreign and domestic scholars. For detecting the moving object from the scene image in time, a detection algorithm of video moving object based on Gaussian mixture models is proposed in the paper. The pixel values are seen as the combination of the foreground Gaussian distribution and the background Gaussian distribution, and the background estimation and the adaptive background update will be put up. The statistical number of the foreground pixel of the current frame determines whether the light has a larger change, and it combines with the frame-difference method to detect moving object. The experimental results show that the algorithm can quickly and accurately establish the background model and accurately segment the foreground object.

As one of the crucial issues of computer vision, video object tracking is widely used in many applications, such as visual surveillance, human-computer interaction, visual transportation, visual navigation of robots, military guidance, etc. The existing object tracking algorithms in engineering applications have the huge amount of computation, which can not meet the needs of real-time system applications, and the tracking accuracy is not high. So a simple and practical video object tracking algorithm is proposed in this paper. The Otsu algorithm is used for image binarization to filter the background, and the object edge is further processed based on mathematical morphology, and thus the tracking object is more clearly. The centroid weighted method determines the location of the center of the object only by one step calculation, which makes the location more accurate. The experimental results show that the algorithm of the paper is effective for detecting and tracking of a moving object in a static scene and it has a low complexity.

In this study a kind of black toner, containing polymer, magnetic iron oxide pigment, and several other additives, was prepared by a suspension polymerization method. The morphology, influence factor of particle size, and glass transition of prepared toner were discussed. SEM image showed that the produced micron-sized particles have a spherical surface and the various chemicals were mixed into monomers during manufacturing of the particles. Discussion about particle formation and stability concluded that the toner particle size related with stabilizer concentration, stirrer speed, and crosslinking agent concentration. The bigger particles, resulted from droplets coalescence during polymerization process, disappeared when enough PVA stabilizer was used in the aqueous medium. .Increasing the stirrer speed corresponded to the decrease of the particles size. But any increase in stirrer speed t did not contribute to size reduction in small particles below 2μm. It was found that particle size decrease with the addition of crosslinking agent. The DSC result indicated the glass transition of polymerized toner could be effectively adjusted according to Fox equation through change the monomer ratio.
