To explore the impact of government fiscal intervention on regional carbon emissions, this paper employs a two-way fixed-effects model to analyze data from 30 provinces in China, spanning the period from 2008 to 2017. This study investigates the effects of local government environmental expenditure and government budget on the per capita volume, intensity, and performance of regional carbon emissions. The results show that government environmental expenditure is beneficial to reducing regional carbon emissions and improving regional carbon emission performance. Second, the smaller the deviation between the government budget and final accounts, the more conducive it is to reducing carbon emissions. Third, we found that government environmental expenditure has the strongest inhibitory effect on regional carbon emissions in the eastern region, followed by the central region, and the weakest in the western region. Finally, government financial transparency positively moderates the inhibitory effect of government budget management on regional carbon emissions, that is, when fiscal transparency is high, the amplification effect of budget deviation on regional carbon emissions is weakened. This paper selects the panel data of 30 provinces in China from 2005 to 2016, and uses the threshold effect model to analyze the correlation between environmental regulation and green total factor productivity (GTFP). The results show that: The impact of environmental regulation on GTFP is non-linear and has a double threshold effect. Therefore, the local governments of all provinces should continue to play a positive role in environmental regulation, reasonably adjust the level of environmental regulation according to local specific economic development and industrialization level, etc., and strive to promote the transformation of medium and high polluting enterprises to green environmental protection enterprises..

The environmental and resource constraints on economic growth are increasingly evident. China urgently needs to reshape its economic growth momentum. The increase in green total factor productivity is particularly necessary for the growth of the quantity and quality of the economy. This paper selects the provincial panel data of 30 provinces in China from 2001 to 2015, and establishes a panel exchangeable errors model to analyze the impact of eight indicators on green total factor productivity (GTFP) and verifies its effectiveness. Empirical analysis shows that inter-provincial government competition, environmental regulation, energy consumption, and capital stock have a significant impact on green total factor productivity. The influence of foreign direct investment, industrial structure, and industrialization level on the total factor productivity of green is not significant. Therefore, the government should adopt suitable, flexible and diverse environmental regulation policies, promote energy-saving emission reduction and technology innovations through policies such as taxes and subsidies, strengthen the linkage mechanism between industrial structure upgrading and energy efficiency, to increase green total factor productivity.

High-quality economic development can be achieved if a major strategic direction for China are delivered from the macro level to the micro level. Taking A-listed enterprises in China from 2005 to 2018 as samples, this paper studies the impact of directors and officers liability insurance (D&O insurance) on the highquality enterprise development. The research results show that D&O insurance can promote high-quality development. In addition, the mechanism test shows that D&O insurance can reduce agency costs and improve innovations and high-quality enterprise development. Further analysis shows that when stateowned enterprises including their internal controls has no major defects, D&O insurance has more significant positive impact.
