17. Innovative subsidy schemes under a limited budget: how and when do they matter.

Abstract

Inspired by the global budget concept in health care, we propose an innovative subsidy scheme in which governments do not commit the subsidy amount in advance but determine it by the end of the subsidy period. The performance of the traditional and proposed subsidy schemes is evaluated in an oligopoly without competition, where each manufacturer decides its product quality and production quantity under the diseconomies of scale in production. Both types of schemes can take into account product quality or not. Our results show that compared to the traditional scheme, the proposed scheme drives manufacturers to reduce production quantity but improves product quality and brings them higher profits. Furthermore, the scheme results in greater social welfare when the subsidy budget is large. Finally, we conduct robustness checking by considering the market competition and absence of the diseconomies of scale, respectively. The result shows that the main findings in the basic model continue to hold, while there are additional findings. In the first scenario, as the market competition intensity increases, our proposed scheme becomes more preferable to the manufacturers and the government. 39. Expression and significance of CST4 in Kazakh esophageal squamous cell carcinoma

Abstract

Objective To explore the expression and clinical significance of cystatin S(CST4) in patients with esophageal squamous cell carcinoma(ESCC)in Kazakhs. Methods Totally 49 specimens from Kazakh ESCC patients who received surgical treatment were collected. RT-qPCR and immunohistochemical methods were used to detect CST4 expression in cancer tissues and adjacent tissues. Chi-square(χ2) test was used to analyze the relationshipbetween CST4 expression and the clinicopathological parameters. Kaplan-Meier method and Cox regression model were used to estimate the correlation between CST4 expression and overall survival. Results CST4 mRNA expression in ESCC tissues was higher than that in adjacent tissues (P＜0.05). CST4 protein expression in ESCC tissues (53.1%, 26/49) was higher than that in adjacent tissues (28.2%, 11/39) (χ2=5.506, P＜0.05). The expression of CST4 was significantly associated with lymph node metastasis (P＜0.05) and TNM stage (P＜0.01). Those with high CST4 expression had higher lymph node metastasis rate and later TNM stage. Univariate survival analysis showed that CST4 expression level(P＜0.01), invasion depth (P＜0.05) and TNM stage (P＜0.01) were associated with overall survival. Multivariate survival analysis showed that the CST4 expression (P＜0.05) and the invasion depth (P＜0.05) were independent prognostic factors for survival of ESCC patients. Conclusions CST4 expression is related to the occurrence, progression and prognosis of ESCC so it can be a potential prognostic marker for ESCC in Kazakhs.

Abstract

Improving performance of deep learning models and reducing their training times are ongoing challenges in deep neural networks. There are several approaches proposed to address these challenges one of which is to increase the depth of the neural networks. Such deeper networks not only increase training times, but also suffer from vanishing gradients problem while training. In this work, we propose gradient amplification approach for training deep learning models to prevent vanishing gradients and also develop a training strategy to enable or disable gradient amplification method across several epochs with different learning rates. We perform experiments on VGG-19 and resnet (Resnet-18 and Resnet-34) models, and study the impact of amplification parameters on these models in detail. Our proposed approach improves performance of these deep learning models even at higher learning rates, thereby allowing these models to achieve higher performance with reduced training time., Comment: 9 page document with 7 figures and one results table

Abstract

Wakeup is the primary function in voice interaction which is the mainstream scheme in man-machine interaction (HMI) applications for smart home. All devices will response if the same wake-up word is used for all devices. This will bring chaos and reduce user quality of experience (QoE). The only way to solve this problem is to make all the devices in the same wireless local area network (WLAN) competing to wake-up based on the same scoring rule. The one closest to the user would be selected for response. To this end, a competitive wakeup scheme is proposed in this paper with elaborately designed calibration method for receiving energy of microphones.
