5. Environmental and Regional Economic Development Policy: Evidence from the Rise of Central China Program

Abstract

Although policies that target underperforming regions are widely used by governments to reduce poverty, little effort has been made to evaluate the environmental consequences of such policies. This study examines the unintended environmental effects of a prominent regional economic development policy—the Rise of Central China program—using a boundary discontinuity design and a difference-in-difference-in-differences approach. We find that water-polluting production activities in program-targeted central regions grow much faster than less water-polluting activities relative to nontargeted eastern regions. Since the targeted regions are located upstream of the three major rivers in China, poorer residents in Central China and a larger proportion of the main river basins are exposed to harmful water pollution ex post the policy.

The 6th APSCE International Conference on Computational Thinking and STEM Education 2022 (CTE-STEM 2022) is organized by the Asia-Pacific Society for Computers in Education (APSCE) and hosted by the Leiden-Delft-Erasmus Centre for Education and Learning (LDE-CEL). CTESTEM 2022 is hosted for the first time in Europe by the Delft University of Technology (TU Delft), Delft, the Netherlands. This conference continues from the success of the previous four international Computational Thinking conferences organized by the National Institute of Education and Nanyang Technological University (NIE/NTU). This conference invites CT as well as STEM researchers and practitioners to share their findings, processes, and outcomes in the context of computing education or computational thinking.

18. Applying strong external electric field to thiophene-based oligomers: A promising approach to upgrade semiconducting performance.

Abstract

A key parameter dictating the rate of charge transfer (CT) is reorganization energy ( λ), an energy associated with geometry changes during hole/electron transfer. We show that 'ironing' the inter-ring dihedral angles of oligothiophenes via proper substitutions or insertions (e.g., -OR, -F or -C≡C-), decreases the λ and thus promotes CT according to Marcus equation. Our results demonstrate, to attain a smaller λ, extending oligomer length is only significant if the flattened backbone structure is realized. Of great interest is that external electric fields, which are ubiquitous in electronic devices yet commonly overlooked in the computation of λ, can have a significantly greater impact than conventional substitutions. It is important to emphasize, the responses of λ to external fields is system-dependent. Compared to fused-ring conjugated systems, single-bond connected thiophenes are more sensitive to external fields. Fx lowers the λ (552 meV) of quaterthiophene by almost 80% at the intensity of 1 V/Å, down to a value (125 meV) which is even lower than that of pentacene (154 meV) and rubrene (219 meV) at the same level of theory. © 2016 Wiley Periodicals, Inc.
