People who perceive economic benefits and enjoy unrestricted access to natural resources tend to support ecosystem conservation efforts. Our study explores whether this remains true in remnant patches of Afroalpine ecosystem in North Ethiopia, where communal land provides valuable natural resources for the local communities and also sustain small populations of the endangered Ethiopian wolf (Canis simensis). Questionnaires were designed to assess ecological and socio-economic characteristics of the livelihoods of the Amhara people living in Mount Abune Yosef and their attitudes toward Afroalpine and Ethiopian wolf conservation. Of the 120 households interviewed, selected randomly from across eight villages, 80 % benefited from natural resources by grazing their livestock and harvesting firewood and grasses. The majority (90 %) also suffered from livestock predation by Ethiopian wolves and common jackals (Canis aureus) and crop raiding by geladas (Theropithecus gelada), birds, and rodents, yet more than half reported a positive attitudes toward Ethiopian wolves (66 %). People with positive attitudes tended to live close to the communal land, to own more livestock, and to be unaffected by conflict. Many also recognized the need to protect the Afroalpine habitats of Abune Yosef (71 %), and this attitude predominated among the literate, households that owned land, had smaller herds and were further away. We discussed how people's attitudes were modulated by human-wildlife conflicts and by the benefits derived from the access to natural resources in communal land, and the implications for the conservation of Afroalpine ecosystem and the flagship Ethiopian wolf.

Summary Co-management of natural resources, i.e., management shared between multiple actors, has received increasing attention as it is seen to enhance sustainability of resource governance. However, there is little empirical research to date that examines the dynamics of the interplay between actors over time. We present two case studies from the highlands of Ethiopia that trace interactions between governmental and community actors in the governance of local natural resources through history, over a period of 50–150 years, and discuss implications of our analysis for the concepts of “co-management” and “adaptability,” and for the design of joint resource management schemes.

The Guassa area of Menz in the Central Highlands of Ethiopia is an Afro-alpine ecological community with an indigenous resource management system. The local community harvest different resources including collecting grass and firewood from the Guassa area. Cattle and other livestock are also grazed in the Guassa area, especially during the dry season. Several sympatric species of endemic rodents dominate the small mammal ecological communities in the Guassa area, and form most of the diet of the endangered Ethiopian wolf. This study aimed to determine if current levels of resource use by the local community through the indigenous resource management system had any discernible effect on rodent community structure. We found that the structure of the rodent community differs between habitat types, and that different species of rodents show diurnal variations in their patterns of activity. We also found that populations of different species show variable responses to each type of resource use in different habitats; some species show increases in abundance in relation to use while others show decreases. Although the indigenous resource management system was not specifically designed to conserve wildlife, it has nevertheless allowed wildlife, specifically small mammals or rodent communities, to co-exist alongside the ongoing resource use by the local community. We conclude the Guassa area represents an interesting model of community-led resource management of an Afro-alpine habitat which supports populations of endemic and threatened species. © 2012 Ashenafi et al.

Across Africa, national policies that established protected areas (PAs) typically limited local use of wildlife and other resources. Over time, these policies have raised tensions with rural communities and today threaten to undermine conservation goals. This article examines community–PA relationships at four important sites in Ethiopia—a country of rich tradition with an unusual colonial past. Using focus groups and household surveys, we found that despite local tensions, most respondents held positive views toward wildlife and nearby PAs. Factors influencing positive views included receiving PA benefits, good relations with PA staff, higher education levels, being older, having a large family, diversified income sources, owning fewer livestock, and fewer incidents of wildlife conflicts. In contrast, the devolved control of PAs from federal to regional levels has not influenced community–PA relations as intended. Mixed-species associations generally form to increase foraging success or to aid in the detection and deterrence of predators. While mixed-species associations are common among mammals, those involving carnivorous predators and potential prey species are seldom reported. On the Guassa Plateau, in the Ethiopian highlands, we observed solitary Ethiopian wolves (Canis simensis) foraging for rodents among grazing gelada monkey (Theropithecus gelada) herds. The tolerant and sometimes prolonged (> 1 h) associations contrasted with the defensive behaviors exhibited by geladas toward other potential predators. Ethiopian wolves spent a higher proportion of time foraging and preyed more successfully on rodents when among geladas than when alone, providing evidence that gelada herds increase the vulnerability of subterranean rodents to predation. Ethiopian wolves appear to habituate gelada herds to their presence through nonthreatening behavior, thereby foregoing opportunistic foraging opportunities upon vulnerable juvenile geladas in order to feed more effectively on rodents. For Ethiopian wolves, establishing proximity to geladas as foraging commensals could be an adaptive strategy to elevate foraging success. The novel dynamics documented here shed light on the ecological circumstances that contribute to the stability of mixed groups of predators and potential prey.

A better understanding of common property resource management systems and institutions is important for conservation and development, as fortress-based approaches towards conservation are increasingly questioned. This paper examines how an indigenous resource management system has operated and supported the protection of an Afro-alpine area in the Central Highlands of Ethiopia. The community was mainly concerned to regulate their own use of natural resources, including collection of firewood and thatch, and grazing by livestock. The original common property resource management system operated under a previously undescribed indigenous institution known as the Qero system, which was enforced through sanctions and punishments imposed by the community. The Qero system was suspended following the Agrarian Reform in 1975, which resulted in the breakdown of the traditional land tenure and land rights systems within Ethiopia. In the Central Highlands, user rights and management responsibility shifted to include formerly marginalized groups. Nevertheless, the common property management system has shown sufficient resilience to withstand these changes and pressures, and is still functioning with defined user groups and byelaws to regulate resource use and manage the area. Nevertheless, attitudes to current and future management are polarized between former and present managers of the common property regime.

The Ethiopian wolf (Canis simensis) is a very rare, endangered, endemic species surviving in isolated mountain pockets in the Ethiopian highlands, with nearly 50% of the global population living outside protected areas. In this paper we compare the ecology and behaviour of an Ethiopian wolf population living in Guassa, a communally managed area in the Central Highlands, with that of the Bale Mountains National Park in the Southern Highlands. Ethiopian wolves live at lower density in Guassa (0.2 ± 0.05/km2) than in the Bale Mountains, but giant molerats (Tachyoryctes macrocephalus), the main prey for Ethiopian wolves in Bale Mountains, do not occur in the Central Highlands. Faecal analysis identified nine prey categories across wet and dry seasons common to both populations. In total, rodents accounted for 88% of prey volume in wolf diets. Home-range size was positively related to pack size (r2 = 0.85) and there was no difference in mean home-range sizes in both areas. In Guassa, however, wolves spent less time in the presence than in the absence of humans, but wolves spent similar amounts of time in the presence and absence of cattle. These findings suggest wolves can cope with, or adapt to, the presence of livestock and people in communally managed areas. © 2005 The Zoological Society of London.
