The purpose of the study. The purpose of our research is to study the genesis of Naki Isanbet’s comedic text “Jiran chichan belan Karachach sylu” (“Red-haired chichyan and Black-haired beauty”, 1942). Materials and methods of research: The material for the study was preserved in the archives of Naki Isanbet’s “Red-haired chichyan and Black-haired beauty” comedy versions. Its study allows us to reconstruct the nature of the author’s idea. The study was conducted using genetic, cultural-historical, and comparative research methods, the choice of which is determined by the nature of the analyzed text. The novelty of the research consists in a comprehensive study of the history of the creation and existence of this comedy in Tatar culture and the identification of its role in popularizing information about the Golden Horde among the Tatars. Research results. Naki Isanbet’s comedy “Jiren chichan belan Karachach sylu” (“Red-haired chichyan and Black-haired beauty”, 1942) is a vivid evidence of the valorization of national cultural values during the Great Patriotic War. During the short period the playwright managed to perpetuate national images of heroes on the stage: Idegey, Tulyak, Jiren chichyan and Karachech sylu. Their roots go back to the glorious history of medieval Tatar states. During the Great Patriotic War, the voices of Jiren chichyan and Karachech sylu (14th century) were heard from the Tatar stage, and people got acquainted with the instructions of Jamukha chichyan (12th century). The performance and the work were banned by censorship. The work was published in 1963 and returned to the stage in 1999 (directed by Farid Bikchantaev).

The ecological project "Zilant" successfully implemented in the past 18 years in Kazan, Tatarstan Republic. In the framework of "Zilant" project, educational, research, organizational, environmental, methodological activities carried out and the artistic and applied creativity of children is developing. The results of research are annually drawn up at specialized conferences. Project popularity remains stable the total number of participants was 8680 people. The project "Zilant" has a great potential and provides a base and an incentive for development of modern organizational forms of working with children.

The article presents the results of an exploratory study of the use of T.E.R.A., an automated tool measuring text complexity and readability based on the assessment of five text complexity parameters: narrativity, syntactic simplicity, word concreteness, referential cohesion and deep cohesion. Aimed at finding ways to utilize T.E.R.A. for selecting texts with specific parameters we selected eight academic texts with similar Flesch-Kincaid Grade levels and contrasted their complexity parameters scores to find how specific parameters correlate with each other. In this article we demonstrate the correlations between text narrativity and word concreteness, abstractness of the studied texts and Flesch – Kincaid Grade Level. We also confirm that cohesion components do not correlate with Flesch –Kincaid Grade Level. The findings indicate that text parameters utilized in T.E.R.A. contribute to better prediction of text characteristics than traditional readability formulas. The correlations between the text complexity parameters values identified are viewed as beneficial for developing a comprehensive approach to selection of academic texts for a specific target audience.

All rights reserved.The urgency of the problem of the study is conditioned by the prevailing trends of the labor market’s development, modifying the structure of the professional personality’s ideals from the ultimate goal of striving for the standard of professional culture of values to the norms of corporate behavior, in which it is identified more with the particular organization that provides an opportunity to earn, rather than a nominal professional group (teachers, doctors, engineers, etc.). Student’s unrealized professional ideals are manifested in their self-alienation from the profession, which is appropriate to the education obtained, and becomes one of the factors increasing the number of “hidden” ones (not working on a specialty) among the unemployed graduates. The established trends in the course of research are responsible for finding ways to solve the urgent problem. In this regard, this paper is focused on the scientific substantiation of pedagogical resources’ set of professional ideals’ management of modern high school student. The leading method of research of the problem is the simulation method allowing introducing of new discourse of professional culture’s values into the semantic content of the professional ideals of students and produce theoretic - Methodical substantiation of the established set of pedagogical tools to manage this process. The paper reveals the content of the values of professional ideals (the values of professional culture, professional traditions, choice experience of professional ideal), identifies the destructive features of modern modifications of professional ideal (corporate culture norms), justifies a set of pedagogical professional tools to manage professional ideas (pedagogical system of high school, based on innovative principles of self-organization, partner communication “student - teacher,” interdisciplinary nature, self-transformation; innovative pedagogical technologies, focused on the formation of a stable student’s self-identity), proves the productivity of the identified set of pedagogical tools in the management of professional ideals (the willingness of students to self-identification; self-organization and self-transformation of professional ideals; creative transfer of professionally significant knowledge on different kinds and scope of activities; inclusion in the different types of creative activities). The Republic of Tatarstan is a special community where many nationalities live together. In this article the problem of the text interpretation at literature lessons is on the focus of view. Leaning on the provisions, provided by hermeneutic scientists, the authors regard the interpretation as a special dialogue between the reader and the text. The issue is also devoted to the problem of individual learning styles formation based on the psychological characteristics of the reader-student, the types of his representative system (auditory, visual or kinesthetic). Based on the facts found identified according to the experiment authors have developed the idea of forming individual ways for learning literature.

The term "association" has gained extreme popularity in classical empirical psychology of consciousness by V. Vundt and became an integral part of our life. One word incentive may contain hundreds of thousands of words reactions resulting from the fact that each certain individual has associations with this or that word, it depends also on the environment, nationality in which countries the individual lives and his way of life, outlook etc. In this work we earned out the analysis of results of a free associative expenment on words incentives qaila (family) and family among speakers Tatar and English languages. The choice of these concepts was caused by the fact that the family represents one of the most important values of each individual. In most cases the person is born in a family, grows in it, receives education, to study, lives in a circle of relatives, despite a growing and temporary separation of people finds a family again, thus and during all life of people is connected with a family. Therefore the institute of a family is the major public institute at which the personality with all her individual qualities causing cultural, psychological and social adaptation of the person in specific linguacultural communities created. Entering cross-cultural communication with representatives of other sociocultural space, people estimate them from the point of view of those values and stereotypes which apprehended in own culture, first of all, in a family. Family values and stereotypes, being pledged in the childhood, are determining, though are exposed to changes throughout life. Relevance of our research is caused by the fact that in this article results of an associative experiment on words incentives are analyzed gaila both family in the Tatar and English languages. Such comparative studying of results of an associative experiment I gave the chance to reveal as common features of both people in understanding of value "family", and to find distinctions between their cultures, values and national peculiarities.

15. Practical recommendations on the improvement of the effectiveness of anti-corruption policy in universities

The purpose of the article is to develop practical recommendations for improving of anti-corruption policy’s effectiveness at universities. The study involved 450 teachers, 1200 students from 140 Russian universities. The main results of the study are to identify the causes of bribery and popular tools of counteraction of corruption in universities, organizational and practical measures for improving of the anti-corruption policy’s effectiveness (the creation of the university’s anti-corruption environment, the formation of the stable orientation of students, faculty, staff of the university on anti-corruption activities, including in the content of higher education of teaching material about the anti-corruption policy). This study provides important findings. Firstly, the effectiveness of anti-corruption policy in universities is increased while forming of anticorruption outlook and anti-corruption attitudes among the entities of the educational process determining the intellectual and valuable-emotional attitude to corruption and influencing the readiness for anti-corruption activities. Secondly, the effectiveness of anti-corruption policy in universities is increased with the application of cognitive, activities-related, interactive and integrative methods’ complex.

Language as a special system of signals about reality allows to operate with the concepts in their abstracted form from concrete objects and situations, as the means of knowledge, preservation and transfer of socially significant experience, as well as the means of human behavior management. The data of different disciplines are used at the world picture study. An integrated use of data and theoretical and methodological approaches of various sciences allows to highlight both a problem and the ways of its solutions. The term "world picture" must have categorical meaning and relate to the totality of human knowledge in a certain historical period and be considered as a stage the world knowledge by a man during an infinite way of human capabilities, the progress of science and technology development. This article deals with the relevant issues of cultural linguistics, an attempt to disclose the national identity of the Tatar people spiritual world is performed. The linguistic culturological analysis of most commonly used concepts allows to explore further the system of the Turkic peoples thinking and the peculiarities of a human thought in general. Taking into account the most extensive use in the works of Tatar literature and folklore and as well as in the oral speech of native Tatar language lexemes YORAK [y: rzhk] (heart), JAN [d3an] (soul), KUNEL [küel] (conditionally it may be translated as soul or the heart and may refer to non-equivalent vocabulary), we decided on the need to analyze them as concepts reflecting the inner world of the Tatars. All three concepts have individual nature, that is, each person has only his inherent, separate and distinct: his heart (yorak), his soul (jan), his kunel. The ability to feel pain brings jan and yorak together. The complexity of spiritual world concepts description is conditioned by the fact that the considered concepts jan, kunel, yorak represent not only the world of emotions. Heart and soul are related with life in general. The considered concepts are in some way connected with consciousness in general and to some extent, with the will and conscience, with an intuitive penetration into the very essence of being. According to the results of the study, a man in the Tatar language picture of the world, as well as in the eastern lingvistic culture is less dualistic than a European man; his soul and body tend to be in harmony, complementing each other. Tatar life and behavior has a serious imprint of tradition and the canons of Islam.

17. Metaphorization of mythonyms as the way of a person secondary nomnation in the Siberian dialects of tatar language

The problems of scientific research is related to the issues of mythonyms metaphorization as the way of a person secondary nomination in the national dialects of the Tatar language. The field records of a distinctive dialect speech of Siberian Tatars living in the Tyumen region and recorded in 2014 were used as a research material. The semantic content was analyzed concerning the following language units: albasty, aurak, alamatse, yelbegan, matsgay, kupkyn, pitsen. These mythonyms are the elements of Siberian Tatars pagan worldview. The preserved views about the mythical characters demonstrate the "live" processes of culture formation and development in respect of the Tatar population in Western Siberia. In particular, the image of "albasty" is found in many cultures of the Turkic and non Turkic peoples and the image of "alamatse" is found only among the Siberian Tatars. However, each image has its own special interpretation in the outlook of an entire nation as well as of a particular locality people. That is why the language material is strictly differentiated by geographical distribution. The analyzed lexemes, which are the product of metaphor, are not actually described in lexicographical practice. Finally we have come to the conclusion that the basis of a word figurative meaning is the collective image of the mythical character or a specific symptom, such as an appearance, for example. The use of mythology nominative means in their new function of naming structure promotes the development of a word polysemantic structure. The negative connotation is preserved between the values of the same lexeme. The range of research results application is quite wide: from further scientific studies of the secondary nomination of a man in a dialect space of the Tatar language to the reconstruction of the linguistic world image during the preQuranic era.

The studies produced material showing a significant effect of a major international competition for the water objects. The greatest impact occurs during the construction of sports facilities. For residents and guests of Kazan were conducted sociological polls. Much of the respondents believe prosperous the situation with natural water objects of the city, although the analysis of the actual situation is not confirmed. The data obtained make it possible to optimize the work associated with the preparation and conduct of major sporting events.

The results of research of phoneme /a/ on the base specifics in Tatar language and characteristics of distribution of variants in Tatar lingual space are covered in the article. Some facts of the history of Tatar language forming and lingual contacts with representatives of other cultures may explain existence of several forms of phoneme /a/. Territorial isolation of some areals led to preserving more archaic phenomena. There had been also the influence of other languages. Variability of phoneme /a/ usage in central areal is the result of substrate, ethnic variety effect. Studying the nature of phoneme /a/ variants, specifics of distribution of their isoglottic lines in Tatar lingual space has great importance to solve some problems of the history of the people, ethnogeny of Tatars.

This paper is an initial report on the distribution of morphological abnormalities in natural populations of anuransin the territory of the Republic of Tatarstan. Existence of three types of anomalies observed in natural populations on the basis of examination 643 individuals of five species of anurans. Настоящая работа представляет собой первичное сообщение о распространении морфологических аномалий в природных популяциях бесхвостых амфибий на территории Республики Татарстан. На основании обследования 643 животных пяти видов бесхвостых амфибий выявлено наличие в природных популяциях трех типов аномалий.

The purpose of the suggested article is to analyze the ethno-linguo-conflictogenity of the modern world based on desharmonizing environment of globalization phenomenon in such migrant-capacious and ethnically complex regions, as Tatarstan and Tyumen Region. Today we observe a tendency for blending of dissimilar elements not only in the society, but also in the psychic of a definite person. The authors suggest the ethno-linguo-propaedeutics to solve the stabilization problems in complex polyethnic regions. By the example of the Tatarstan Republic and Tyumen Region, the authors show the definite ways to implement the linguistic and national safety. Separate moments of the studied problem were reflected to some extent in the works of culture experts, sociologists, politologists, philosophers, philologers, psychologists and pedagogues. However, in these materials, the study problems of the linguo-propaedeutics, as a guarantor of state integrity, were either not considered at all, or were presented fragmentarily, without any attempts to analyze it thoroughly. The suggested work presents an attempt to solve these problems in a complex approach. The authors reasonably prove that there is a need in a new approach to analyze the preventive problems of ethnic conflicts, based on linguistic transformation methods of mental space of the linguistic personality. The suggested new construct "poly-linguo-cultural linguistic personality" is developed by the authors based on the analysis of speech behavior of bilinguals in Post-Soviet space, who speak Russian, but many elements in their mental worldview are replaced with the foreign national components, even if the Russian variant is present. The authors, for the first time, suggest a new approach for tolerance formation and prevention of interethnic conflicts; they name it as an ethno-psycho-linguo-propaedeutic approach. The suggested approach covers different levels of competences: it involves the linguistic competence itself, ethnolinguistic and sociolinguistic competences at the linguistic level; it involves psychological and ethnopsychological competences at psychological level; it involves linguo-cross-cultural, culturological and common cultural competences at sociocultural level; it involves communicative, social and pedagogical-propaedeutic competences at the communicative-propaedeutic level. Ethno-linguo-propaedeutic approach suggested and brought into practice by the authors, helps to pass on from the ethnocentrism position to cultural relativism. It opens great horizons for the interested representatives of the whole humanitarian science. The authors suggest using both interactive technologies and vivid training work for linguo-propaedeutics of ethnic conflicts. The achievement of the set aim of modern ethno-linguo-propaedeutics is connected with the solution of the following fundamental tasks: 1) to imagine yourself behind the limits of your own ethnocultural area; 2) to understand and realize the variety of the world, we live in,; 3) to get acquainted with different cultures and forms of ethnosocial contacts in them; 4) to learn to treat ethnocultural variety positively; 5) to form the positive attitude towards the orientations, values, behavioral features of the representatives of another cultures and nations. The authors reasonably consider that the use of combined methods of vital training and interactive mediums provides the maximum effect to prevent the interethnic conflicts in modern youth environment. Active training forms stimulate the activity of linguistic cognition and provide motivation for organization of polycommunicative-ethnocognitive activity of the second linguistic personality. Ethno-psycho-linguo-propaedeutic approach is aimed at mobilization of cognitive reserves of bilinguals to get new knowledge, based on the present base of knowledge, at the development of linguistic, cross-cultural, psychological and speech potentials, competency in organization and conducting of linguistic communication in complex situation of interethnic dialogue.

The article deals with the topic of formation and development of vocabulary of the Tatar literary language in the first half of the XX century. This period is very complex for the life of Russia, which is characterized by revolutions, different innovations, military actions, postwar construction and rehabilitation of national economy etc. The vocabulary records all these processes, as it presents the most variable layer of language. The study of lexical system at the definite stage of language development provides the rich material not only to linguists, but also to sociologists, historians, cultural experts. As a research task, in this work the authors made an attempt to provide general characteristics of the vocabulary state of the Tatar literary language in the specified period, based on the materials of Tatar-Russian dictionaries.

The formation of the Tatar people and the Tatar nation occurred at the basin of the middle current of the Volga and the bottom current of the Kama rivers. The authors examine the evolutionary nature of the formation of the Tatar ethnic group on the basis of ethnographic, historical and linguistic data. Linguistic data enable us to refine the process of settlement of the Tatar tribes in the study region. The authors conducted an expedition to the places of compact residence of Tatars, they revealed new folklore materials about the time of the Tatars in this or that region. These materials make it possible to make adjustments to substantiate the formation of the Tatar ethnic group.

In this article the authors study the phenomenon of interaction between the two systems in the linguistic consciousness of a bilingual. These systems encode the same items and phenomena of social reality. Moreover, they describe the mechanism for the implementation of language interference in the situation of artificial bilingualism, taking into account a number of linguistic and extralinguistic factors. As an example, the researchers take the ethnolinguistic space of Tatarstan and Tyumen Region, because the Tatars are the indigenous people in these areas. The phenomenon of mass regional bilingualism among the Tatar population is considered in the boundaries of psycholinguistic and cognitive approaches. The paper contributes to the examination of such problems as cross-cultural communication, Russian as a foreign language, comparative linguistics with a glance to the peculiarities of national world-view. This may promote such issues as relation between language and thought, language and culture and interaction between sensory and rational components in the categorization of the world. © IDOSI Publications, 2013.

One word incentive may contain hundreds of thousands of words reactions resulting from the fact that each certain individual has associations with this or that word, it depends also on the environment, nationality in which countries the individual lives and his way of life, outlook etc. In this work we earned out the analysis of results of a free associative expenment on words incentives qaila (family) and family among speakers Tatar and English languages. The choice of these concepts was caused by the fact that the family represents one of the most important values of each individual. In most cases the person is born in a family, grows in it, receives education, to study, lives in a circle of relatives, despite a growing and temporary separation of people finds a family again, thus and during all life of people is connected with a family. Therefore the institute of a family is the major public institute at which the personality with all her individual qualities causing cultural, psychological and social adaptation of the person in specific linguacultural communities created. Entering cross-cultural communication with representatives of other sociocultural space, people estimate them from the point of view of those values and stereotypes which apprehended in own culture, first of all, in a family. Family values and stereotypes, being pledged in the childhood, are determining, though are exposed to changes throughout life. All rights reserved.The urgency of the problem of the study is conditioned by the prevailing trends of the labor market’s development, modifying the structure of the professional personality’s ideals from the ultimate goal of striving for the standard of professional culture of values to the norms of corporate behavior, in which it is identified more with the particular organization that provides an opportunity to earn, rather than a nominal professional group (teachers, doctors, engineers, etc.). Student’s unrealized professional ideals are manifested in their self-alienation from the profession, which is appropriate to the education obtained, and becomes one of the factors increasing the number of “hidden” ones (not working on a specialty) among the unemployed graduates. The established trends in the course of research are responsible for finding ways to solve the urgent problem. In this regard, this paper is focused on the scientific substantiation of pedagogical resources’ set of professional ideals’ management of modern high school student. The purpose of the article is to develop practical recommendations for improving of anti-corruption policy’s effectiveness at universities. The study involved 450 teachers, 1200 students from 140 Russian universities. The main results of the study are to identify the causes of bribery and popular tools of counteraction of corruption in universities, organizational and practical measures for improving of the anti-corruption policy’s effectiveness (the creation of the university’s anti-corruption environment, the formation of the stable orientation of students, faculty, staff of the university on anti-corruption activities, including in the content of higher education of teaching material about the anti-corruption policy). This study provides important findings. Firstly, the effectiveness of anti-corruption policy in universities is increased while forming of anticorruption outlook and anti-corruption attitudes among the entities of the educational process determining the intellectual and valuable-emotional attitude to corruption and influencing the readiness for anti-corruption activities. Secondly, the effectiveness of anti-corruption policy in universities is increased with the application of cognitive, activities-related, interactive and integrative methods’ complex.

The Republic of Tatarstan is a special community where many nationalities live together. In this article the problem of the text interpretation at literature lessons is on the focus of view. Leaning on the provisions, provided by hermeneutic scientists, the authors regard the interpretation as a special dialogue between the reader and the text. The issue is also devoted to the problem of individual learning styles formation based on the psychological characteristics of the reader-student, the types of his representative system (auditory, visual or kinesthetic). Based on the facts found identified according to the experiment authors have developed the idea of forming individual ways for learning literature.

This paper presents the results of research, aimed at assessing the level of satisfaction of environmental education in the Republic of Tatarstan. Objective of the research was to determine the state and development trends of environmental education and awareness in the Republic of Tatarstan. The analysis was conducted on the basis of results of long-term sociological research. The authors applied both quantitative and qualitative methods. Quantitative methods involved selective study of the environmental interests and values of the population. We formed the random, repetition-free, zoned, and quota samples. Qualitative methods were based on texts proposed to the students of Tatarstan schools and institutes on the stated subject. The responses to the questionnaires revealed dissatisfaction of the youth with the level of environmental education in the republic. For example, 88% of respondents are interested in information on environmental issues, and only 8% consider this information to be sufficient. 44.7% of respondents received environmental knowledge during their study, 40.8% - did not received; only 7.2% of respondents noted that the education system gave attention to the environmental knowledge. 27.9% of respondents consider necessary to study special subjects in the secondary school, as they contribute to the distribution of environmental knowledge among young people. Our findings indicate a mismatch in the needs of the population and the younger generation for environmental knowledge and the opportunities to obtain it at secondary school and additional education system. The results confirm the existing contradiction between the demands of the youth in the field of environmental education and the real state of teaching of environmental knowledge.

The studies produced material showing a significant effect of a major international competition for the water objects. The greatest impact occurs during the construction of sports facilities. For residents and guests of Kazan were conducted sociological polls. Much of the respondents believe prosperous the situation with natural water objects of the city, although the analysis of the actual situation is not confirmed. The data obtained make it possible to optimize the work associated with the preparation and conduct of major sporting events.

The problems of scientific research is related to the issues of mythonyms metaphorization as the way of a person secondary nomination in the national dialects of the Tatar language. The field records of a distinctive dialect speech of Siberian Tatars living in the Tyumen region and recorded in 2014 were used as a research material. The semantic content was analyzed concerning the following language units: albasty, aurak, alamatse, yelbegan, matsgay, kupkyn, pitsen. These mythonyms are the elements of Siberian Tatars pagan worldview. The preserved views about the mythical characters demonstrate the "live" processes of culture formation and development in respect of the Tatar population in Western Siberia. In particular, the image of "albasty" is found in many cultures of the Turkic and non Turkic peoples and the image of "alamatse" is found only among the Siberian Tatars. However, each image has its own special interpretation in the outlook of an entire nation as well as of a particular locality people. That is why the language material is strictly differentiated by geographical distribution. The analyzed lexemes, which are the product of metaphor, are not actually described in lexicographical practice. Finally we have come to the conclusion that the basis of a word figurative meaning is the collective image of the mythical character or a specific symptom, such as an appearance, for example. The use of mythology nominative means in their new function of naming structure promotes the development of a word polysemantic structure. The negative connotation is preserved between the values of the same lexeme. The range of research results application is quite wide: from further scientific studies of the secondary nomination of a man in a dialect space of the Tatar language to the reconstruction of the linguistic world image during the preQuranic era.

Language as a special system of signals about reality allows to operate with the concepts in their abstracted form from concrete objects and situations, as the means of knowledge, preservation and transfer of socially significant experience, as well as the means of human behavior management. The data of different disciplines are used at the world picture study. An integrated use of data and theoretical and methodological approaches of various sciences allows to highlight both a problem and the ways of its solutions. The term "world picture" must have categorical meaning and relate to the totality of human knowledge in a certain historical period and be considered as a stage the world knowledge by a man during an infinite way of human capabilities, the progress of science and technology development. This article deals with the relevant issues of cultural linguistics, an attempt to disclose the national identity of the Tatar people spiritual world is performed. The linguistic culturological analysis of most commonly used concepts allows to explore further the system of the Turkic peoples thinking and the peculiarities of a human thought in general. Taking into account the most extensive use in the works of Tatar literature and folklore and as well as in the oral speech of native Tatar language lexemes YORAK [y: rzhk] (heart), JAN [d3an] (soul), KUNEL [küel] (conditionally it may be translated as soul or the heart and may refer to non-equivalent vocabulary), we decided on the need to analyze them as concepts reflecting the inner world of the Tatars. All three concepts have individual nature, that is, each person has only his inherent, separate and distinct: his heart (yorak), his soul (jan), his kunel. The ability to feel pain brings jan and yorak together. The purpose of the suggested article is to analyze the ethno-linguo-conflictogenity of the modern world based on desharmonizing environment of globalization phenomenon in such migrant-capacious and ethnically complex regions, as Tatarstan and Tyumen Region. Today we observe a tendency for blending of dissimilar elements not only in the society, but also in the psychic of a definite person. The authors suggest the ethno-linguo-propaedeutics to solve the stabilization problems in complex polyethnic regions. By the example of the Tatarstan Republic and Tyumen Region, the authors show the definite ways to implement the linguistic and national safety. Separate moments of the studied problem were reflected to some extent in the works of culture experts, sociologists, politologists, philosophers, philologers, psychologists and pedagogues. However, in these materials, the study problems of the linguo-propaedeutics, as a guarantor of state integrity, were either not considered at all, or were presented fragmentarily, without any attempts to analyze it thoroughly. The suggested work presents an attempt to solve these problems in a complex approach. The authors reasonably prove that there is a need in a new approach to analyze the preventive problems of ethnic conflicts, based on linguistic transformation methods of mental space of the linguistic personality. The suggested new construct "poly-linguo-cultural linguistic personality" is developed by the authors based on the analysis of speech behavior of bilinguals in Post-Soviet space, who speak Russian, but many elements in their mental worldview are replaced with the foreign national components, even if the Russian variant is present. This paper presents the results of economic, social and environmental consequences for the development of the city of Kazan and Tatarstan. Assessment of impacts is given in an integrated form, with the conclusions of the contradictory effects for the different areas of the city and the region.

- Abstract
The article deals with experience of information-communicative devices creation and implementation into educational process for teaching Tatar, as a second language, which is based on main principles of modern linguodidactics and supplement the traditional forms of education. It represents the methodic content of online-school ANA TELE, which provides a possibility to increase the level of practical acquaintance with Tatar, as a mean of interpersonal and intercultural communication. In whole, it serves to contribute to language education advance, its intensification and individualization, as well as orientation at real communication in Tatar. © IDOSI Publications, 2013.
