Migration, which is a consequence of the uneven socio-economic development, poverty, and environmental problems of various regions, on the one hand, has significant potential and can help improve economic and social conditions, and on the other hand, it becomes a generator of socioeconomic and other risks, influencing the strengthening inequalities. The purpose of the article is to identify the main forms of socio-economic risks of internal migration of the population of Kazakhstan and assess their impact on the socio-territorial stability of the regional society. To assess the socioeconomic factors affecting the dynamics of internal migration population flows, a systematic approach was applied, and methods of component analysis of the regional standard of living, sampling and grouping of quantitative and qualitative indicators were used. The main directions of the impact of socio-economic risks of migration on the socio-territorial mobility of the population are substantiated. The main forms of socio-economic risks of internal migration of the Kazakhstan population are determined. It is substantiated that the closest relationship exists between the level and quality of life systems and the increase in migration flows. The study concluded that migration is a complex process, which is influenced by the changing socio-economic conditions for the economy and society development and affects the standard of living and lifestyle of the population. This necessitates not only the regulation of migration processes in the country but also the development of mechanisms to reduce the socio-economic risks of migration and their impact on life support systems and livelihoods.

The economy of Kazakhstan has an undoubted regional orientation, which is typical for countries with a large territory and a high level of socio-economic disproportions between individual regions of the country. The lack of knowledge of the conditions, factors, indicators and methodological approaches to determining the reproduction and distribution of the population in the regions of Kazakhstan determined the relevance of developing a concept and a map of the actual placement of the population in the regions of Kazakhstan. The purpose of the study is to analyze and identify the trend of modern reproduction and resettlement of the population in the regions of Kazakhstan. The scientific novelty of the study lies in the development of a system of conditions and indicators for the reproduction and resettlement of the population, which can serve as a methodological basis for determining the level and potential prerequisites for the formation of rational population resettlement in the regions of the country. As a result of the study, trends in modern reproduction and resettlement of the population in the regions of Kazakhstan were identified, indicators of population distribution were analyzed regarding regional differences in the structure of the life support of the population, the ratio of the rural and urban population. Based on the study of the problem, a methodology for analyzing the system of population settlement was developed. The authors made a classification of the system of population settlement according to characteristics and analyzed population reproduction (trends in the demographic process and internal migration).

The aim of the work is to study approaches to the formation of a qualification system in order to improve the quality of human capital in the labor market in the context of the economy. digitalization. The article discusses the issues of quality modernization of the vocational and educational sphere based on the creation of a national system of qualifications (NSQ). The methodology of developing professional standards, which are a key element of the NSQ, is studied, and recommendations are given for improving this process using the competency-based approach.The results of the study show that currently the NSQ of Kazakhstan is in its infancy. Moreover, the processes of its formation are quite complicated and contradictory. The main drawback of the current NSQ model, determined on the basis of an analysis of its composition and content, is the lack of such fundamental elements as state compulsory education standards and educational programs, which contradicts the best practices of developed countries.The main methodological problem is that in the currently developed national and industry-specific qualifica- tions frameworks and professional standards, digital competencies are not included as an independent component. The organizational problem consists in the insufficiently coordinated and effective institutional and organizational mechanism. This is due to barriers existing in the current system of state executive bodies. This is manifested in the fact that the work on the formation of the NSQ, affecting the areas of labor and education, is not sufficiently interconnected and not synchronized in time.In order to improve the currently used institutional and organizational mechanism for the formation of the NSQ, it is advisable to consider the creation of an authorized state body or institute of development. This is due to the scale and complexity of the work to create a full-fledged effective NSQ aimed at providing conditions for the formation of a new quality of human capital and will increase its competitiveness in the domestic and foreign labor markets.

The aim of the work is to identify the relationship between regional economic growth, innovation, the level of human capital development and the knowledge spillovers.The methodology is based on a quantitative assessment of the impact of knowledge spillovers and technological innovations on the economic growth of regions. Spatial econometrics tools are used as a method of modeling the relationships between these parameters. The sampling of time series was carried out using panel analysis, which allowed to take into account the individual characteristics of the regions correlating with the variables in the model inherent in each of them separately. Based on the provision on the effectiveness of economic development, depending on the accumulated and realized human capital, along withthe economic conditions ofthe region, a social filter indicator was calculated. Using this indicator allowed us to identify key factors of innovative development that contribute to the knowledge spillovers. Based on statistics on innovation in Kazakhstan for the period 1990-2018 the relationship between R&D, innovation and economic growth is assessed taking into account the specifics of human capital in the regions of Kazakhstan. The calculations, in accordance with the proposed models, confirmed the hypothesis about the positive impact of costs on the development of technological innovations on the regional economic growth rates. Accordingly, it is concluded that R&D can be borrowed and introduced by other territories and spread further in this direction along the production chain.

The aim of the work is to assess the achieved level of human development in Central Asian countries and to determine its potential. The relevance of the study is due to the fact that at the present stage of world development these issues are considered in direct relationship with the growth rate and competitiveness of the economy, improving the quality of life. The article discusses the approaches to the disclosure of the essence of the concept of “human development”, highlighted its integral components in the current economic conditions.The proposed conclusions and proposals are based on the principles and methodology for calculating the Human Development Index (HDI). In addition, economic-statistical methods were used, as well as rating, comparison, and generalization; data of the United Nations Development Program, the World Bank, the World Economic Forum, the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan were used.Based on the analysis of the dynamics of indicators characterizing life expectancy, level of education, gross national income per capital, the place of Central Asian countries in the global HDI ranking is determined, the problems and factors affecting its formation are identified, competitive advantages, disadvantages and prospects of human development in the states of the region are determined.In particular, in Kazakhstan, despite the achievements in socio-economic development and increased welfare, among the priorities remains the need to implement a set of measures to expand the parameters of human development towards a qualitative change in this process in the context of the formation of an innovative economy.
