The article presents information on the usage of the management theory by the Nursing service administrators. Management's philosophy about employees has been reversed. Instead of being considered unwilling, inherently lazy and resistant, or conversely, as docile and aimless unless firmly led, employees are recognized for responding positively if they are informed about changes that affect them and if they are asked to participate in some of the planning. Because management often had been slow to capitalize on employees' potentials, unions were organized to fill the vacuum that management had permitted to develop by not meeting employees' needs for adequate salaries, recognition, participation, protection, communication and consideration.
