日本原子力研究開発機構(以下、「機構」という。)は全国に11の研究開発拠点を有しており、それらの研究開発拠点は複数の施設(建屋)から構成されている。近年、各施設において非火災にも係わらず警報が吹鳴する、誤警報の発報件数が増加している。施設には消防法に基づいた自動火災報知感知器が設置されているが、炎や煙が認められない状況の中で119番通報を行うといった例が多くみられた。今回、誤警報の発生状況の実態を把握する目的で、感知器の設置状況等の調査を行った。本調査結果に基づき劣悪な環境下で運用している感知器の誤警報の低減や、老朽化した感知器の計画的な更新に向けた対策を検討した。本調査では誤警報の実態を把握するため、機構内各拠点に設置されている感知器の設置台数、設置時期及び直近3年間(平成30年$\sim$令和2年)の誤警報の有無及び誤警報発生時の主な原因等について調査した。調査の結果、機構全体の感知器の総数は34,400台であり、総数の7割以上(約25,000台)が設置年数20年以上(メーカ推奨更新期間)であることが分かった。調査期間(3年間)における機構全体での誤警報の発生総数は65件であり、その主な原因調査では、感知器の設置環境の影響による誤作動が約6割を占めた。残りは通常環境下の使用における経年劣化が約2割、その他が約2割であった。また、設置経過年数が比較的に短い14年以下の感知器から誤警報が発生する頻度が高いことが分かった。通常環境下の使用における経年劣化は設置後15年以上経過したものによく見られたが、その頻度は設置環境の影響による誤作動に比べて低いことが分かった。結果として、誤警報は設置年数が短いもの(概ね14年以下)で、設置環境の影響による誤作動が多く発生していることが分かった。以上のような調査結果をうけ、以下の3つの対策を立案した。感知器の設置台数や機器構成、定期点検における保守状況、誤警報の発生状況や講じた対策をデータベース化し感知器の保守管理に活用すること、既設の感知器の設置環境を確認し設置環境の悪い箇所や周辺設備の影響を受けやすい位置に設置された感知器について積極的に対策を講じること及びメーカ推奨更新期間をおおよその目安として計画的に感知器を更新すること、以上の対策を講じることで自動火災報知感知器の誤警報の低減が達成されると考えられる。, In this report, results of investigating fire alarm detectors status in order to understand the actual situation of false alarm occurrence and measures to systematically update of them. Based on results of this investigation, measures to systematically update of detectors were taken in order to reduce false fire alarm reports in a harsh environment and aged detectors. Numbers of detectors, false alarms were investigated. Furthermore, causes of their occurrence were investigated for three years (2018-2020). As a result of this investigation, it was found that most of the 34,400 fire alarm detectors in JAEA have been used for more than 20 years. In the last 3 years, 65 false alarms have been reported, 60\% of which were found to have been used where the environment should be improved. It was also found that there are many cases where false alarms are reported from a detector within 14 years after installation. Based on the above, three basic policies were formulated. First of all, database will be built for fire alarm maintenance and inspection, secondly, installation location of fire alarm will be improved, and finally, detectors will be updated with reference to the manufacture's plan. According to the three basic policies, it is considered that the reports of false fire alarms will be able to reduced.

application/pdf, 論文(Article), 第6胸髄損傷完全麻痺患者に対し, 貫皮電極を用いた機能的電気刺激(functional electrical stimulation: FES)による起立・歩行機能の再建を試みた。FESによる起立を開始する前に, 約1ケ月間下肢の筋力増強, 筋疲労の耐性, 痙性の軽減などを目的に治療的電気刺激(therapeutic electrical stimulation: TES)を行った。TESを行った期間が長くなるにつれてFESによる立位保持時間は延長し, TESを行ってがら3年後には約1時間の立位保持が可能となった。これによって, トイレでのズボンの上げ下ろしや高所に置いてある物をとるなどの動作が可能となり, ADLの拡大を得ることができた。FESによる歩行動作の再建は平行棒内歩行より開始し, 安定した歩行ができることを確認した後, 歩行器による歩行訓練を行なった。その後, 刺激パターンや制御スイッチに改良を加え, TES開始後3年を経た現在では, 歩行器を使用して自宅で歩行訓練ができるまでに至った。本研究によって, 下肢装具を使用することなくFESにより, 実用的な起立動作および訓練的な歩行動作の再建が可能であることが判明した。, Functional electrical stimulation (FES) using percutaneous intramuscular wire electrodes was applled to restore standing and walking ability for a Patient with T6 complete paraplegia. Before using FES, a therapeutic electrical stimulation (TES) was applied to the paralyzed lower extremities to reduce spasticity and to increase strength and fatigue resistance of the muscles. Control of standing by FES was started after one month from the start of TES. After 3-year TES program, he could tolerate to stand by FES for more than one hour, and thus, utilizing this Standing activity for his daily tasks after discharge. Walking by FES without using any orthoses was firstly achieved in a parallel bar, and then we tried control of walking by FES under the usage of a rolling walker. During this trial, the stimulation pattern was improved and control switches attached to the walker's arm were developed. After confirming reliability and safety of walking by FES, his walking has been challenged by the circumstances of his life. It is suggested that our FES system could supply practical standing and walking ability for the paraplegic.
