Over the past decades, against the background of the innovative directedness of economic development, the role of innovative processes in the activities of entrepreneurial structures has been growing rapidly. Thus, scientific researches related to the innovative activity of entrepreneurial structures, its efficiency and methods of its evaluation become actualized. The present research is aimed at systematizing the existing methodological instrumentarium for assessing the efficiency of entrepreneurial structures, identifying its features and shortcomings for further improvement. The article carries out a detailed systematization of methodological instrumentarium for assessing the innovative activities of entrepreneurial structures, which allowed to allocate the most characteristic methods that differ in indicators and algorithms of their computing, and divide them into two groups depending on the status: governmental and scientific (recommendative). A systematization of methodologies for assessing the efficiency of innovation activity of entrepreneurial structures in accordance with the main object of research was carried out, where among the main criteria for efficiency assessing were the following: effectiveness, comparative efficiency, profit growth, factor analysis, discounting, risk discounting, innovation life cycle, and consumer interest. It is identified that not all extant methodologies allow to obtain a holistic conclusion on the state of innovation activity of entrepreneurial structures, since many of them do not take into account uneconomic factors, rather superficially evaluate or do not evaluate at all ecological, social and other spheres that have a direct impact on the level of innovation activity of entrepreneurial structures. This justifies the impossibility of wide application of such techniques for the analysis and extrapolation of the results obtained in the calculations for them to other levels of innovation development management (both industry and national).

The article examines the experience of recent years, which indicates an increase in the unevenness of incomes and social inequalities in the process of development of scientific and technological progress, modernization of the economy and economic growth. That is, there arises not only the problem of sustainability of economic growth, but its inclusiveness as well. The differences between the extractive and inclusive models of the economy are given, the very concept “inclusiveness” is considered as the involving of all strata of the population, without any distinctions and limitations, in the process. There studied the concept of inclusive growth creating maximum opportunities for all strata of the population to find employment and participate in all spheres of the country’s life and ensuring an equitable distribution of labor income. The basic components and characteristics inherent in inclusive growth as a basis of social and economic development are formed. The Inclusive Development Index (IDI) and the place of Ukraine in terms of IDI and GDP per capita among developing countries in 2017 are analyzed.

For small enterprises, unlike large ones, the issue of fundraising emerges both in the process of their creation, development and current activity. Small enterprises are experiencing quite a high demand for additional sources of financing. The aim of the research is to study innovative forms of financing the creation and development of small enterprises, their advantages and disadvantages. At present in addition to traditional ways of raising capital, such as bank loans or public offering of shares among external investors (IPOs), there exist a number of alternative options. Among them the most common are grants, international programs, loans from international banks and financial institutions, such as EBRD (European Bank for Reconstruction and Development), IFC (International Finance Corporation), NEFCO (Nordic Environment Finance Corporation), KfW (Kreditanstalt f?r Wiederaufbau), fundraising, crowdsourcing, crowdfunding, and angel investment. The article studies in detail the last two ways of financing: their essence, components, positive and negative features, experience of application in Ukraine and the world. The research shows that crowdfunding is suitable for business development at the early stages, that is, for those enterprises that require, for example, to complete prototyping and start mass production of their first product. Business angels can be a good choice for enterprises that already have a permanent customer base and want to grow their business.

The article considers interpretations of the essence of the category of «innovative activity» from the view of various scholars who demonstrate versatility and the really existing complexity of this category. An analysis of basic approaches has been conducted by means of grouping, systematization and generalization of scientific studies on this subject, which allowed to identify the main aspects of establishing of this category. The author's definition of the category of «innovative activity» has been provided, which takes into account three main aspects: intensity and complexity, ability to mobilize potential and effectiveness in the form of improved profitability and competitiveness of enterprise. The main groups of factors, which determine innovation activity of enterprise, have been considered with the focus on the external regional factors. Innovative activity of enterprises of Ukraine in terms of regions has been analyzed, characterizing the readiness of key elements of innovation system to upgrade, as well as perceptivity to everything new.

In this material, an attempt is made to form a conceptual approach to the optimal management of the creation of organizational and technological systems in domestic high-tech production within the framework of the implementation of the concepts "Industry 4.0" and "Human 2.0". A retrospective analysis of the economic situation in the country was conducted, which led to a decrease in the pace of its innovative development. The conditions under which it is possible for Ukrainian high-tech enterprises to withstand competition, survive, develop, be in the process of self-improvement, in a state of constant search for new organizational forms of functioning and technologies, new strategies of functioning, new types of products and new areas of application of products are defined. The methods of existence of high-tech enterprises are determined - the concept of survival and the concept of breakthrough. Within the framework of the creation of the latest organizational and technological systems, three basic types of general business strategies are proposed - leadership, differentiation, focusing. For the modern practice of management of innovative production from the point of view of intra-company management, the main characteristics are defined - functional, process, system, elemental. The organizational management of a high-tech enterprise when creating modern organizational and technological systems must take into account the following types of modernization: technological, social, institutional, cultural. At the same time, possible ways of restructuring the enterprise are determined. The vital activity of a high-tech enterprise in the relationship of its business processes and business functions is analyzed. A model of the organization of intra-firm management at a high-tech enterprise is proposed. The optimization of the financial and economic management system of a high-tech enterprise is considered taking into account the complexity of the modern production system, its heterogeneity, the changeability of its elements, structural diversity, and the diversity of connections between them. In general, the change in the goals of high-tech production is reflected in the content of the management concept and management structures, as the range of tasks for economic analysis related to the search for optimal conditions for the manufacture and sale of goods, economic risk assessment, and forecasting the behavior of competitors is expanding. There is a need for infrastructural changes, which are determined by the organization and functioning of special units, which are focused on the system of strategic planning and organizational support of decisions. R&D and information-analytical systems, namely the composition of the information-analytical system of a high-level manager, the subject area of information-analytical system, basic requirements for building information-analytical systems, non-functional requirements, functional requirements, system application security requirements, information-analytical architecture systems. The article proposes a methodical approach to solving the problem of creating organizational and technological systems in high-tech production, which are designed to ensure sustainable action to implement the objective function of such systems, as well as functional systems of a higher level of hierarchy for different purposes. Evaluation of the effectiveness and validity of the main feasibility studies for such systems used to provide appropriate functional systems in conflict, is carried out at the appropriate level of typing - the level of a typical conflict situation, which is a formalized aggregate procedure for replacing the entire list of source data by their typical representatives. The proposed methodological approach and block diagram of the algorithm for selecting typical situations create opportunities for the formation of a methodology designed to formalize the typification of conflict dynamics during the operation of functional subsystems with a high degree of objectivity and build a reliable strategy for assessing efficiency and justification of organizational and technological requirements. systems. The technique which allows to form variants of structure of organizational and technological systems which function in changing domestic conditions of creation of high-tech manufacture is offered. The results that can be obtained based on the use of this technique can be considered as initial data for assessing the effectiveness and validity in the form of planned studies of the optimal composition of the organizational and technological system in a high-tech enterprise. Such systems usually operate in conflict with another or more opposing systems. Especially such situations develop in the early stages of the life cycle of systems. These systems are a set of elements of functioning, obtaining information and counteraction united by the unity of the goal with known characteristics and subordinate interrelations in space and time. They consist of several subsystems in a hierarchical set, which are interconnected and complement each other in the implementation of the purpose of different types of elements. The solution of the problem of the generalized mathematical formation of initial parameters of structure of such systems based on multi-step procedures of substantiation and a choice of necessary parameters is offered. An approach to the formation of a single methodological basis for the creation of organizational and technological systems in domestic high-tech production is given. The purpose and tasks, composition and structure, basic characteristics and parameters, the order of functioning of such system are defined. A team of specialists is consistently formed, the concept of creating the system itself, goals and objectives are determined, the required efficiency, a description of possible conditions of use, as well as a forecast of limitations. The general principles of creation of organizational and technological system are formulated: integrity, hierarchy, situationality, change of bases, analogies of structures. The most important aspects of its creation and synthesis are defined: functional, structural, technological. The mathematical solution of the problem of creating such a system is shown.
