The Galileo Mission, rather than a 'Jupiter mission' per se, is an integrated project encompassing multidisciplinary objectives regarding the whole of the Jovian system. This system is important in view of insights it affords into the conditions of the early solar nebula, as well as into the complex, interacting processes involved in planetary evolution. Jupiter itself is the focus of interest in virtue of representing a transitional object between the terrestrial planets and stars; its composition may be virtually unaltered from that of the original solar nebula. The Jovian system in its entirety presents basic questions regarding its satellite and ring system, which constitute a 'minisolar system'. The Galileo spacecraft consists of an Orbiter and an atmospheric entry Probe.

A large, previously undetected flux of small bodies near earth is identified by employing the standard technique of detection of an individual object in two consecutive frames. The observational periods and viewing coordinates for the search for small bodies are presented. A null test is performed in order to further demonstrate that the signatures in the images are not due to instrumental artifacts. The observed fluxes, orbital motions, and radii of the small bodies detected are in agreement with those for the small cometlike objects previously reported. It is pointed out that the radii of the small bodies would be in the range of meters. Since an alternative interpretation of the small bodies is possible, it is suggested that the use of a telescope with larger aperture and/or array detectors with lesser noise levels is necessary to confirm the present observations.

An analysis is provided for the capabilities of the Spacewatch Camera operated at Kitt Peak National Observatory by the University of Arizona for the detection of the large flux of small comets in the vicinity of earth that is proposed by Frank et al. (1986). The characteristics of this telescope are used to determine its optimum operational mode for the detection of these small comets. It is concluded that the Spacewatch Camera can detect these small comets near earth if the proposed large fluxes in prograde orbits are present. It is unlikely that previous optical telescope surveys would have detected these objects. A heretofore undetected, large flux of small objects was detected. The characteristics of these objects appear to be in general agreement with those of the comets proposed by Frank et al. (1986). No other known population of objects or other effects that could provide the observed optical signatures has been identified at this time. Because these initial results are of such great importance to our perception of the solar system, they should be conservatively treated as an initial result until confirmation is made with similar observations from other telescopes.

The scientific objectives of the Galileo mission to the Jovian system is presented. Topics discussed include the history of the project, our current knowledge of the system, the objectives of interrelated experiments, mission design, spacecraft, and instruments. The management, scientists, and major contractors for the project are also given.

The mission profile, instrumentation, and mission objectives of the Galileo probe are described. Scheduled for Shuttle launch in 1986, with a boost from the Centaur upper stage, the probe will require over 2 yr to reach the Jovian system. An atmospheric entry probe will be released during Jupiter approach, and the orbiting module will relay the temperature, pressure, radio signals, spectroscopy, magnetometry, and particle counts, originating from the parachuting probe. The orbiting module will then continue on to a series of flybys and orbits around the Jovian moons by using a gravity assist from Jupiter after each pass of a moon. The orbiter will record spectrometric, radiometric, dust, visual, magnetic, and radio propagation data. The television camera is a CCD device with 640,000 diodes forming an 800 x 800 array in one square centimeter.

The derivation of a mission design strategy for the Galileo Jupiter Orbiter which best satisfies the requirements for remote sensing of the surfaces of the Galilean satellites during a 20-month orbital tour of the Jovian system is described. The celestial mechanics of a spacecraft orbiting about Jupiter and interacting with the Galilean satellites is discussed. A satellite tour strategy designed to optimize the accomplishment of remote sensing, field and particle science, and radio science objectives is developed. Finally, an assessment is made of how well these objectives can be met given the spacecraft, the capabilities of the scientific instruments, and the structure of the satellite tour.

The payloads, mission, and performance characteristics of the Galileo probe, to be launched by a Centaur boost from the Orbiter in 1985, are described. The Galileo is intended to determine the chemical compositions and physical states of the Jovian atmosphere and of the Jovian satellites, and to investigate the structure and dynamics of the Jovian magnetosphere. The orbiting part of the spacecraft will carry a near-IR mapping spectrometer, a photopolarimeter radiometer, a solid state imaging camera, a UV spectrometer, and five fields and particles instruments. A probe will be dropped for parachute descent into the Jovian atmosphere, carrying an atmospheric structure instrument, a neutral mass spectrometer, a He abundance interferometer, a nephelometer, and a radiometer. A retrorocket burn during the encounter with Jupiter will place the Galileo in an orbit calculated to pass close to all the Jovian moons over 12 orbits spanning 20 mos.

The paper investigates the Kelvin-Helmholtz instability at the Venus ionopause resulting from the flow of the (shocked) solar wind tangential to the ionopause for the case where the interplanetary field is oriented normal to the direction of flow. It is found that gravity stabilizes the long wavelength perturbations, and the finite thickness of the boundary layer stabilizes short wavelength modes. The magnetic 'gyroviscosity' due to finite Larmor radius effects either destabilizes the boundary or stabilizes it according to whether the solar wind electric field points away from or toward the ionosphere. For solar wind and ionosphere plasma parameters consistent with Pioneer Venus observations, it is found that the instabilities with the greatest growth rates (shortest growth times) have wavelengths of 50-150 km and growth times of 0.5 to several seconds. In addition, it is found how distortion of the ionopause by Kelvin-Helmholtz instability might lead to the formation of magnetic 'flux ropes' inside the ionosphere as well as ionospheric 'bubbles' embedded in the solar wind.

Two topics related to the interaction of the solar wind with Venus are considered. First, a short review of the experimental evidence with particular attention to plasma measurements carried out on Mariner-5 and Mariner-10 is given. Secondly, the results of some recent theoretical work on the interaction of the solar wind with the ionosphere of Venus are summarized.

Experimental design for the Mariner mission to Comet Encke is considered, examining the following experiments: volatile and nonvolatile chemical analysis, an imaging system for the comet nucleus, the ultraviolet spectrometer, and magnetic field and plasma experiments. Mission design is discussed, emphasizing the mission profile, trajectory and targeting and the spacecraft design.

The Mariner 10 encounter of Mercury provided data showing a stron interaction between the solar wind and the planet similar to a scaled down version of that producing the earth's magnetosphere. Some of the features observed in Mercury's night side magnetosphere suggest time-dependent processes occurring there. Interpreted as temporal events, these features bear striking resemblances to substorm phenomena in the earth's magnetosphere.

Plasma electron count observations made during the first and third encounters of Mariner 10 with Mercury (i.e., during Mercury I and III) are reported. They provide detailed information on the magnetosphere of Mercury, especially those from Mercury III. A low-flux region was observed about closest approach (CA) of Mercury III, whereas no such region was detected by the lower-latitude Mercury I; a hot plasma sheet was measured on the outgoing (and near-equator) trajectory of Mercury I, while only cool plasma sheets were observed in the magnetosphere by Mercury III. Findings are similar, on a reduced scale, to models of the earth's magnetosphere and magnetosheath.

An inexpensive first mission to a faint short period comet utilizing the spare Mariner Venus/Mercury spacecraft is studied with regard to science rationale and instrumentation and engineering feasibility and design. The spare Mariner spacecraft, suitably modified, is shown to be compatible with science requirements of a first comet flyby. Important aspects of this early mission would be penetration of the comet's gaseous coma and the approach of the nucleus to within hundreds of km in order to obtain in situ measurements and imaging that will help to establish comet science models and determine the hazards of a comet environment to future comet missions.

A fully developed bow shock and magnetosheath were observed near Mercury, providing unambiguous evidence for a strong interaction between Mercury and the solar wind. Inside the sheath there is a distinct region analogous to the magnetosphere or magnetotail of earth, populated by electrons with lower density and higher temperature than the electrons observed in the solar wind or magnetosheath. At the time of encounter, conditions were such that a perpendicular shock was observed on the inbound leg and a parallel shock was observed on the outbound leg of the trajectory, and energetic plasma electron events were detected upstream from the outbound shock crossing. The interaction is most likely not atmospheric, but the data clearly indicate that the obstacle to solar wind flow is magnetic, either intrinsic or induced.

Qualitative similarities between some of the variations in the Mercury encounter data and variations in the corresponding regions of the earth's magnetosphere during substorms are pointed out. The Mariner 10 data on Mercury show a strong interaction between the solar wind and the plant similar to a scaled down version of that for the earth's magnetosphere. Some of the features observed in the night side Mercury magnetosphere suggest time dependent processes occurring there.

Preliminary measurements of electron number density and temperature near Venus and Mercury and some results on flow speeds are presented. It is concluded that the interaction of the solar wind with Venus probably results in a bow shock characterized by H/r = 0.01 (ratio of the ionospheric scale height to the planetocentric distance of the nose of the ionopause); an extended exosphere appears unlikely. This direct interaction is indicated by the behavior of electrons with energies of 100-500 eV. Some unusual downstream effects suggest a comet-like tail several hundred scale lengths long. Near Mercury, a fully developed bow shock and magnetosheath were observed. Inside the magnetosheath there is a region analogous to the magnetosphere of the earth and populated by electrons of lower density and temperature than those found in the solar wind. The solar wind ram pressure corresponds to a stagnation pressure equivalent to a 170 gamma magnetic field. The strong solar wind interaction with Mercury is definitely magnetic, but not ionospheric or atmospheric. Spectra and particle flux varied widely while the spaceship was within the magnetosphere itself; temporal events like substorms may be responsible.

Two plasma regimes were observed in the Venus wake, one characterized by negative-going anisotropies accompanied by high bulk speeds and low magnetic variance, and the other characterized by positive-going anisotropies accompanied by low bulk speeds and high magnetic variance. The two modes alternate in time in a stochastic bimodal fashion as interplanetary magnetic field discontinuities propagate past Venus and switch on the positive anisotropies. The positive mode probably represents enhanced planetary ion pickup which results in instabilities, the damping of which energizes the electrons in the distant wake.
