Problem If universal health coverage (UHC) is to be achieved globally, it needs sustained promotion and political awareness and support. Approach During its presidency of the Group of Seven (G7) industrialized nations in 2016, Japan aimed to raise the issue of UHC to the top of the global health agenda. Local setting Japan has promoted a health agenda at all of the G7 summits since 2000 that it has hosted. Human security has been the core foundation of Japan's foreign diplomacy for several decades and, consequently, there was no apparent opposition within Japan to the inclusion of UHC on the agenda of the summit in 2016. Other G7 governments appeared keen to promote such coverage. Relevant changes Since the 2016 summit, UHC has remained a central agenda item for the United Nations and World Health Organization, even though the leaders of both these global organizations have changed. In 2017, Japan hosted the UHC Forum in Tokyo. The participants, who were the heads of United Nations agencies, politicians and other decision-makers from all over the world, showed their continued commitment towards UHC. Lessons learnt In the raising of awareness of an item on the global health agenda, high-level champions are critical. Although they may be very diverse, all relevant stakeholders need to be connected and allowed to discuss policies with each other. Having too many allies can, however, lead to policy fragmentation, especially when there is commitment from the highest echelons within each country. D'autres gouvernements de pays membres du G7 se sont montres desireux de promouvoir cette question. Lecons tirees Des defenseurs de haut vol sont essentiels pour sensibiliser a l'importance d'une question du programme mondial d'action sanitaire. Malgre leurs eventuelles differences, il est fondamental que toutes les parties prenantes soient liees et puissent discuter ensemble de la politique a mener. Un nombre trop important de defenseurs peut neanmoins entrainer une fragmentation politique, en particulier lorsque l'engagement provient des echelons les plus eleves 'au sein de chaque pays. La seguridad humana ha sido el fundamento de la diplomacia internacional de Japon desde hace ya varias decadas y, en consecuencia, no hubo oposicion aparente dentro de Japon para la Inclusion de la CSU en la agenda de la cumbre de 2016. A study was conducted on the photolysis of 2,3-diazabicyclo[2.2.1]hept-2-ene (DBH). The results indicate that singlet and triplet photoexcited DBH evolve along a network of 18 ground and excited-state intermediates, 17 transition structures and 10 'funnels.' Computed energetics also imply that the 3(n-pi*)-3(pi-pi*) intermediate is the best candidate for the experimentally observed transient triplet intermediate.

Ab initio molecular orbital calculations were performed to study the (4 + 4) photocycloaddition of two butadienes. Specifically, the minima, transition structures and conical intersections were determined at the CASSCF /4-31G level. The resulting structure, which underscored the need to modify the general model for (4 + 4) cycloadditions based on H4 potential energy surfaces, was found to be similar to those obtained from the addition of ethylene to benzene and methyl migration to but-1-ene.

Anisotropy values of a certain range is shown to result in intense vibrational circular dichroism (VCD) bands for the azide antisymmetric stretching vibration in the azide complex of a C2-chiral strapped iron porphyrin, the first time that an extremely strong VCD band has been measured for the ligand vibration of iron porphyrin without an apo-protein. The generation of the intense VCD bands in hemoproteins can be attributed to a chiral environment produced by the peripheral substituents on the porphyrin ring.

MC-SCF calculations using 6-31G* basis sets yield three radiation less decay pathways for the photochemical decomposition of diazirine and diazomethane. The triplet pathway starting from a (super 3)pi-pi* diazirine minimum to a (super 3)pi-pi* diazomethane minimum can be accessed from the single manifold via an intersystem exo crossing. Analysis of the crossing reveals the presence of temperature-dependent fluorescence CH2 + N2 direct formation and absence of triplet status in the reactions of both compounds.
