In developing countries in Africa and Asia, meeting challenges of water scarcity and pollution has often been hampered by shortcomings in higher education, including insufficient research productivity and funding, lack of opportunity for university graduates, and a mismatch between university activities and societal needs. To address these issues, we developed novel programs integrating technical instruction and preparation for professional practice in hydrology for cohorts of graduate students from Morocco and Egypt (2012–2013) and from Türkiye and Indonesia (2013–2014). Students participated in an initial online course and a follow‐up workshop featuring geographic information systems (GIS), remote sensing, and hydrologic modeling with internet‐based data sets. Field activities in the USA (first cohort) and in the students' home countries (second cohort) included stream gauging, measurement of water levels in wells, water sampling, and measurement of hydrochemical parameters. A subsequent online course focused on research ethics, preparing proposals and publications, and presenting findings to technical audiences and the public, culminating in presentations at conferences in the USA. Participants mentored other students at their home institutions and at K‐12 schools in Türkiye and Indonesia. Participant feedback during and after the programs tended to be strongly positive, and participants have continued to engage with project leaders and mentor students in their home countries and the USA. This study compares mean areal precipitation (MAP) estimates derived from three sources: an operational rain gauge network (MAPG), a radar/ gauge multisensor product (MAPX), and the Precipitation Estimation from Remotely Sensed Information using Artificial Neural Networks (PERSIANN) satellite-based system (MAPS) for the time period from March 2000 to November 2003. The study area includes seven operational basins of varying size and location in the southeastern United States. The analysis indicates that agreements between the datasets vary considerably from basin to basin and also temporally within the basins. The analysis also includes evaluation of MAPS in comparison with MAPG for use in flow forecasting with a lumped hydrologic model [Sacramento Soil Moisture Accounting Model (SAC-SMA)]. The latter evaluation investigates two different parameter sets, the first obtained using manual calibration on historical MAPG, and the second obtained using automatic calibration on both MAPS and MAPG, but over a shorter time period (23 months). Results indicate that the overall performance of the model simulations using MAPS depends on both the bias in the precipitation estimates and the size of the basins, with poorer performance in basins of smaller size (large bias between MAPG and MAPS) and better performance in larger basins (less bias between MAPG and MAPS). When using MAPS, calibration of the parameters significantly improved the model performance. © 2005 American Meteorological Society.

Groundwater flow modeling and optimization techniques are used jointly to determine the optimal dewatering system design for a trench type excavation (with 3,000 m total length) to be opened below the groundwater table in the Aksaray Organized Industrial District, Aksaray, Turkey. Four dewatering systems are simulated, optimized, and compared to choose the best system design. Two of the models are designed to minimize only the total amount of pumpage (linear programming models), while the other two explicitly account for the completion cost of pumping wells as well as the total pumpage amount (mixed-integer programming models). Steady-state and transient simulation models are linked to linear and mixed-integer optimization models using response functions. Since the aquifer is unconfined, an iterative correction procedure is applied to account for the nonlinearity of the system. Optimal solutions of the models are compared on the basis of completion time of the construction, pumpage amount, number of pumping wells, and efficiency and applicability of the system in practice. Results show that the transient mixed-integer programming model depicts the most favorable solution with respect to the number of wells required, the completion time of construction, and the total volume of water pumped.
