2. A Single Session of Mindfulness Meditation Expedites Immediate Motor Memory Consolidation to Improve Wakeful Offline Learning

Abstract

Posttraining meditation has been shown to promote wakeful memory stabilization of explicit motor sequence information in learners who are experienced meditators. We investigated the effect of single-session mindfulness meditation on wakeful and sleep-dependent forms of implicit motor memory consolidation in meditation naïve adults. Immediately after training with a target implicit motor sequence, participants (N = 20, eight females, 23.9 ± 3.3 years) completed either a 10-min mindfulness meditation (N = 10) or a control listening task before exposure to task interference induced by training with a novel implicit sequence. Target sequence performance was tested following 5-hr wakeful and 15-hr postsleep periods. Bayesian inference was applied to group comparisons of mean reaction time (RT) changes across training, interference, wakeful, and postsleep timepoints. Relative to control conditions, posttraining meditation reduced RT slowing between target sequence training and interference sequence introduction (BF[subscript 10] [Bayes factors] = 6.61) and supported RT performance gains over the wakeful period (BF[subscript 10] = 8.34). No group differences in postsleep RT performance were evident (BF[subscript 10] = 0.38). These findings illustrate that posttraining mindfulness meditation expedites wakeful, but not sleep-dependent, offline learning with implicit motor sequences. Previous meditation experience is not required to obtain wakeful consolidation gains from posttraining mindfulness meditation.

Abstract

Plant-parasitic and free-living nematodes – bacterivores, fungivores, omnivores, predators – comprise the nematode community. Nematicide application and crop rotation are important tools to manage plant-parasitic nematodes, but effects on free-living nematodes and nematode ecological indices need further study. The nematicide fluopyram was recently introduced in cotton (Gossypium hirsutum) production and its effects on the nematode community need assessment. This research was conducted in 2017 and 2018 at a long-term field site in Quincy, FL where perennial grass/sod-based (bahiagrass, Paspalum notatum) and conventional cotton rotations were established in 2000. The objective of this research was to evaluate the effects of fluopyram nematicide, crop rotation phase, and irrigation on free-living nematodes and nematode ecological indices based on three soil sampling dates each season. We did not observe consistent effects of crop rotation phase on free-living nematodes or nematode ecological indices. Only omnivores were consistently negatively impacted by fluopyram. Nematode ecological indices reflected this negative effect by exhibiting a degraded/ stressed environmental condition relative to untreated plots. Free-living nematodes were not negatively impacted by nematicide when sod-based rotation was used.

14. Structuring State Policy for Student Success: Applying Incentives in the Volunteer State. Executive Summary. Lumina Issue Papers

Abstract

This is the executive summary for "Structuring State Policy for Student Success: Applying Incentives in the Volunteer State." For many years, state funding to public colleges and universities in Tennessee and across the nation was distributed based primarily on enrollment, rather than degree production or efficiency. This led or allowed institutions to seek more funding through efforts such as boosting enrollment and engaging in mission creep, with little incentive for completion. To address this ill effect and promote better outcomes tied to state goals, Tennessee has implemented two primary types of direct economic incentives for institutions: performance funding (1979) and an outcomes-based funding formula for public higher education (2010). Under these initiatives, institutional performance, as measured by the funding model, leads directly to the institution's amount and share of state appropriations for institutional operating expenses. In Tennessee's experience, incentives work. This experience is pertinent to other states because: with only 36 percent of its adult residents holding a postsecondary certificate or higher, Tennessee has a long way to go in terms of educational attainment; it has made substantial strides in a short time; and it shares enough characteristics with enough states to make its experience relevant across a variety of state contexts. Abstract

This is a time of great challenge and opportunity for American higher education. The challenges are well-established and widely acknowledged: escalating standards for economic competitiveness, coupled with a severe economic downturn and protracted recovery, require broad access to relevant postsecondary education, training and retooling as never before, but stagnant state funding and surging student demand have tightened the tension on an already cash-strapped public system. The lagging economy limits tax collections, which are an important stream of unrestricted revenue for public institutions. Faced with doing more with less, campuses respond by raising tuition, fees or both, while cutting costs in a variety of ways, often affecting personnel, services and quality.

Abstract

Throughout the end of the 1990s and the early years of the current decade, states experienced severe downturns in their economies. As has happened during other recessions, higher education, often viewed as discretionary spending compared to other budget demands, was hit particularly hard. During these years of severe fiscal constraints, however, a growing recognition of the interrelated nature of appropriations, financial aid, and tuition policy emerged. Decision makers also recognized that policy related to these issues was rarely aligned. In fact, policy decisions on these matters have historically been made by different decision makers at different times and with different agendas and perspectives in mind. Resulting decisions have not always been in the best interest of students. In 2001 Lumina Foundation for Education awarded the Western Interstate Commission for Higher Education (WICHE) a grant to work with state policymakers to integrate higher education appropriations, tuition, and financial aid policy. "Changing Direction: Integrating Higher Education Financial Aid and Financing Policy" works to foster better, more informed decision making on issues related to higher education financial aid and financing in order to increase access and success for all students. As part of this program, WICHE and its partner organizations worked with cohorts of states to provide technical assistance related to these issues. To document the progress in the states, a case study author was assigned to each state to observe the state's work and to write a case study report and analysis. This publication is a compilation of the case study reports of the second and third cohorts of states (California, Hawaii, Idaho, Kentucky, Louisiana, New Mexico, Oklahoma, Tennessee, and Washington). It also includes an update on the first cohort (Arizona, Connecticut, Florida, Missouri, and Oregon). Each case study includes a description of the policy context, state actions, and observations. Five appendixes are included: (1) Changing Direction: Hawaii Roundtable Participants (September 29, 2004); (2) Summary of Recommendations from the Noel-Levitz Analysis of Scholarship and Financial Aid Programs for the Oklahoma State Regents for Higher Education; (3) Tennessee Higher Education Commission Master Plan Taskforce: 2005-2010 Planning Cycle; (4) Tennessee Higher Education Commission Performance Funding Taskforce: 2005-2010 Performance Funding Cycle; and (5) Tennessee Higher Education Commission Funding Formula Taskforce (Formula Review Committee): 2005-2010 Planning Cycle.
