There are almost 90 million forced migrants around the world, many of whom could benefit from online higher education, and yet there is evidence that displaced people face challenges in online learning environments. This paper reports on a study in the context of a UK university's master'slevel distance learning program that offers Sanctuary Scholarships to forced migrants. The study's aims were: (1) to identify practical ways in which higher education institutions can support displaced learners to engage in online learning, and (2) to add to our theoretical understanding of refugees' and asylum seekers' engagement in online degree programs. The methodology included a theoretical and an empirical component. In the theoretical analysis, the indicators from Redmond et al.'s (2018) Online Engagement Framework were mapped onto capability lists drawn from the literature on the Capability Approach, generating a set of proposed underpinning capabilities for online engagement. The empirical analysis, which was carried out in parallel, was based on semistructured interviews with ten online Sanctuary Scholars. Thematic analysis of the empirical data showed how the research participants had enacted behavioral, emotional, cognitive, social, and collaborative engagement and revealed some of the ways in which engagement fueled further engagement, alongside the mediating role of personal agency. When combined with the theoretical analysis, the findings enabled the creation of a capabilitarian online engagement model. The paper concludes with a discussion of the implications for institutional policies and practices around learning design and delivery to support online engagement among displaced learners, and potentially also among other underrepresented students.

Research in the higher education literature argues that communities of practice (CoPs) can be effective staff development by helping academics to share teaching experiences and innovations. One of the key proposed benefits of CoPs involves the opportunity for early career practitioners to learn from more experienced colleagues. This raises the question as to whether the benefits of a CoP differ across academics according to their teaching experience, seniority, or other demographic features. After establishing a CoP within a highly ranked UK business school, this paper provides a statistical analysis of its ability to engage and influence different academics. As consistent with our hypothesis, the main findings show that that: 1) junior staff were significantly more likely to participate in the CoP than senior staff, and 2) conditional on participation, junior participants were also more likely to engage with the CoP by transferring an idea they had learned into their teaching practice.

Britain's asylum system fails the most vulnerable; it cannot ensure that people who are least able to protect themselves are provided with the legal assistance that they require to cope with the challenges with which they are inevitably faced. Against this background, the charity Refugee Action developed the Frontline Immigration Advice Programme (FIAP), a technology-supported capacity strengthening programme that aims to increase access to justice for those going through the asylum system in the UK. This paper is concerned with the design and implementation of the FIAP as a free digitally enabled programme that provides learning opportunities for organisations and frontline workers in the refugee sector and supports them in developing new forms of legal practice. It provides empirical data from interviews with members of staff from six participating organisations in the FIAP, and from Refugee Action and the Office of the UK's Immigration Services Commissioner (n = 21). The paper adopts a view on social justice, which according to Fraser (2005) is understood as 'parity of participation'. We draw on Fraser's work, as well as work of other scholars such as Lambert (2018) and Hodgkinson-Williams and Trotter (2018) to explore the relationship between social justice and open education by taking into consideration the context within which organisations and professionals operate. The analysis highlights six dimensions for social justice approaches for professional learning as demonstrated through the case of the FIAP: i. deliberate iterative design; ii. access to provision; iii. flexibility of provision; iv. development of resources; v. support and vi. advancing knowledge and skills whilst adapting the workplace. All these dimensions are discussed in the paper in relation to the concept of openness and are critical in developing open socially just programmes that aim to change work practice and address the needs of the most vulnerable.

This paper presents a case study evaluating the online learning experience of ten refugees on MOOCs. Qualitative data were collected from the learners, generating a set of 43 statements depicting the learners' experience of learning, which were analysed using an augmented Community of Inquiry (CoI) theoretical framework. The key findings show that learners particularly desired teaching presence in terms of facilitation and feedback on their progress; they viewed online social presence as being important but generally not well managed in MOOCs; and they expressed cognitive presence mainly in terms of the selection and use of information sources. Learning presence (the additional element of the "augmented" CoI framework) was described primarily in terms of the importance of goal-setting and planning. The implications for organisations supporting refugees and other learners in disadvantaged circumstances on MOOCs are discussed.

By investigating how educational practitioners participate in activities around open educational practices (OEP), this paper aims at contributing to an understanding of open practices and how these practitioners learn to use OEP. Our research is guided by the following hypothesis: Different social configurations support a variety of social learning activities. The social configuration of OEPs is investigated by an operationalization into the dimensions (1) practice, (2) domain, (3) collective identity, and (4) organization. The results show how practitioners of six different OEPs learn, while acting and collaborating through a combination of offline and online networks. The findings of our study lead to practical implications on how to support participation in OEP, and thereby stimulate learning in (online) networks of OEP.

This report shares the findings and lessons learned from an investigation into the economics of disaggregated models for assessing and accrediting informal learners undertaking post secondary education. It presents some key economic and governance challenges for universities to consider in implementing OER assessment and accreditation policies. It also includes discussion of findings from a small-scale survey conducted by two of the authors on perceptions, practices and policies relating to openness in assessment and accreditation in post secondary institutions, with a particular focus on the "OER universitas" (OERu) concept. Open education resources (OER) are taking centre-stage in many higher educational institutions globally, driven by the need to raise institutional profiles, improve the effectiveness of teaching and learning and achieve universal access to education. Many academics attracted to the idea of turning teaching materials into OER have, however, found the experience challenging and daunting. This article puts forward a workflow framework that provides guidance for evaluating existing teaching materials and turning them into OER using indicative questions against which they can be assessed on quality, ease of access, adaptability and potential usefulness. Recommendations are also made for moving the OER agenda forward, including changing institutional cultures, designing for openness, quality assurance and sustainability. We report on the incorporation of e-book readers into the delivery of two distance-taught master's programmes in Occupational Psychology (OP) and one in Education at the University of Leicester, UK. The programmes attract work-based practitioners in OP and Teaching English to Speakers of Other Languages, respectively. Challenges in curriculum delivery included the need for more flexibility in the curricula, better access to essential readings and maximising the benefit of learners' limited study time. As part of a suite of pilot changes to curriculum design and delivery, 28 Sony PRS-505[TM] e-book readers were pre-loaded with course materials and sent out to students. The evidence suggests that the students' learning experiences improved as a result of four key benefits afforded by the e-book readers: enhanced flexibility in curriculum delivery to accommodate the mobile lifestyle of our learners, improved efficiency in the use of study time, especially short breaks during the working day, new strategies for reading course materials and cost. We discuss the opportunities and limitations associated with the e-book readers used and the challenges encountered in the study. (Contains 10 tables and 5 figures.)

Is the curriculum in British universities being influenced by decisions about ownership of intellectual property rights (IPR) in "open educational resources" (OERs) that are available online under Creative Commons licenses, free of charge? This paper provides the context for, describes and analyses three significant examples in British higher education where OERs are being created for use by academics and learners on campus or at a distance. OpenLearn and iTunes U, two of the British examples, are drawn from the Open University of the United Kingdom, which teaches over 200,000 undergraduate and graduate students almost entirely at a distance. The third example, OTTER, is at the University of Leicester, a campus university in England with about 7,000 distance learners. Both universities depend on government funding, student fees, research and entrepreneurial income. All three examples are funded indirectly by the British government, though OpenLearn has received substantial US foundation support as well. In presenting these examples, the questions arise of whether the projects are supply- or demand-driven, and of whether they are altruistic or not. Debate over intellectual property rights has influenced creation of the OERs and vice versa, but from these three examples it seems doubtful whether, as yet, OERs and IPR have significantly influenced British universities' curriculum. The paper ends with discussion of how OERs created in British universities are influencing teaching and learning in other countries, as globalisation advances.
