Uncrewed aerial vehicles (UAVs), affordable precise global navigation satellite system hardware, multi-beam echo sounders, open-source 3D hydrodynamic modelling software, and freely available satellite data have opened up opportunities for a robust, affordable, physics-based approach to monitoring river flows. Traditional methods of river discharge estimation are based on point measurements, and heterogeneity of the river geometry is not contemplated. In contrast, a UAV-based system which makes use of geotagged images captured and merged through photogrammetry in order to generate a high-resolution digital elevation model (DEM) provides an alternative. This UAV system can capture the spatial variability in the channel shape for the purposes of input to a hydraulic model and hence probably a more accurate flow discharge. In short, the system can be used to produce the river geometry at greater resolution so as to improve the accuracy in discharge estimations. Three-dimensional hydrodynamic modelling offers a framework to establish relationships between river flow and state variables such as width and depth, while satellite images with surface water detection methods or altimetry records can be used to operationally monitor flows through the established rating curve. Uncertainties in the data acquisition may propagate into uncertainties in the relationships found between discharge and state variables. Variations in acquired geometry emanate from the different ground control point (GCP) densities and distributions used during photogrammetry-based terrain reconstruction. In this study, we develop a rating curve using affordable data collection methods and basic principles of physics. The basic principal involves merging a photogrammetry-based dry bathymetry and wet bathymetry measured using an acoustic Doppler current profiler (ADCP). The output is a seamless bathymetry which is fed into the hydraulic model so as to estimate discharge. The impact of uncertainties in the geometry on discharge estimation is investigated. The impact of uncertainties in satellite observation of depth and width is also analysed. The study shows comparable results between the 3D and traditional river rating discharge estimations. The rating curve derived on the basis of 3D hydraulic modelling was within a 95 % confidence interval of the traditional gauging-based rating curve. The 3D-hydraulic-model-based estimation requires determination of the roughness coefficient within the stable bed and the floodplain using field observation at the end of both the dry and wet season. Furthermore, the study demonstrates that variations in the density of GCPs beyond an optimal number have no significant influence on the resultant rating relationships. Finally, the study observes that which state variable approximation (water level and river width) is more accurate depends on the magnitude of the flow. Combining stage-appropriate proxies (water level when the floodplain is entirely filled and width when the floodplain is filling) in data-limited environments yields more accurate discharge estimations. The study was able to successfully apply advanced UAV and real-time kinematic positioning (RTK) technologies for accurate river monitoring through hydraulic modelling. This system may not be cheaper than in situ monitoring; however, it is notably more affordable than other systems such as crewed aircraft with lidar. In this study the calibration of the hydraulic model is based on surface velocity and the water depth. The validation is based on visual inspection of an RTK-based waterline. Coastal river deltas are susceptible to flooding from pluvial, fluvial, and coastal flood drivers. Compound floods, which result from the co-occurrence of two or more of these drivers, typically exacerbate impacts compared to floods from a single driver. While several global flood models have been developed, these do not account for compound flooding. Local-scale compound flood models provide state-of-the-art analyses but are hard to scale to other regions as these typically are based on local datasets. Hence, there is a need for globally applicable compound flood hazard modeling. We develop, validate, and apply a framework for compound flood hazard modeling that accounts for interactions between all drivers. It consists of the high-resolution 2D hydrodynamic Super-Fast INundation of CoastS (SFINCS) model, which is automatically set up from global datasets and coupled with a global hydrodynamic river routing model and a global surge and tide model. To test the framework, we simulate two historical compound flood events, Tropical Cyclone Idai and Tropical Cyclone Eloise in the Sofala province of Mozambique, and compare the simulated flood extents to satellite-derived extents on multiple days for both events. Compared to the global CaMa-Flood model, the globally applicable model generally performs better in terms of the critical success index (-0.01 –0.09) and hit rate (0.11–0.22) but worse in terms of the false-alarm ratio (0.04–0.14). Furthermore, the simulated flood depth maps are more realistic due to better floodplain connectivity and provide a more comprehensive picture as direct coastal flooding and pluvial flooding are simulated. Using the new framework, we determine the dominant flood drivers and transition zones between flood drivers. These vary significantly between both events because of differences in the magnitude of and time lag between the flood drivers. We argue that a wide range of plausible events should be investigated to obtain a robust understanding of compound flood interactions, which is important to understand for flood adaptation, preparedness, and response. As the model setup and coupling is automated, reproducible, and globally applicable, the presented framework is a promising step forward towards large-scale compound flood hazard modeling. In low-lying coastal areas floods occur from (combinations of) fluvial, pluvial, and coastal drivers. If these flood drivers are statistically dependent, their joint likelihood might be misrepresented if dependence is not accounted for. However, few studies have examined flood risk and risk reduction measures while accounting for so-called compound flooding. We present a globally-applicable framework for compound flood risk assessments using combined hydrodynamic, impact and statistical modeling and apply it to a case study in the Sofala province of Mozambique. The framework broadly consists of three steps. First, a large stochastic event set is derived from reanalysis data, taking into account co-occurrence of, and dependence between all annual maxima flood drivers. Then, both flood hazard and impact are simulated for different combinations of drivers at non-flood and flood conditions. Finally, the impact of each stochastic event is interpolated from the simulated events to derive a complete flood risk profile. Our case study results show that from all drivers, coastal flooding causes the largest risk in the region despite a more widespread fluvial and pluvial flood hazard. Events with return periods larger than 25 year are more damaging when considering the observed statistical dependence compared to independence, e.g.: 12% for the 100-year return period. However, the total compound flood risk in terms of expected annual damage is only 0.55% larger. This is explained by the fact that for frequent events, which contribute most to the risk, limited physical interaction between flood drivers is simulated. We also assess the effectiveness of three measures in terms of risk reduction. For our case, zoning based on the 2-year return period flood plain is as effective as levees with a 10-year return period protection level, while dry proofing up to 1 m does not reach the same effectiveness. As the framework is based on global datasets and is largely automated, it can easily be repeated for many other regions for first order assessments of compound flood risk. [ABSTRACT FROM AUTHOR]

To test the framework, we simulate two historical compound flood events, cyclones Idai and Eloise, in the Sofala province of Mozambique, and compare the flood extent to observations from remote sensing and to the global quasi 2D CaMa-Flood model. The results show that while the global and local model have similar skill in terms of the critical success index, they result in rather different flood maps. On the one hand, the local model has a higher hit ratio due to the representation of direct coastal and pluvial flooding (rain on grid) and a higher floodplain connectivity. It also shows a faster response to coastal drivers within the estuaries and more realistic flood depth maps. On the other hand, the local model has a higher false alarm ratio, which is partly explained by the inclusion of direct pluvial flooding without sufficient representation of small scale (subgrid) drainage capacity. To showcase a possible application of the framework, we also determine the dominant flood drivers and transition zones between flood drivers for both events. These vary significantly between both events because of differences in the magnitude of and time lag between the flood drivers.
