At least two trends appear to exist, according to the country reports in this book: A trend towards lifting donor anonymity and a trend towards access to assisted reproduction technologies (ART) for lesbian couples. This chapter questions whether we can expect further convergence of formal domestic laws regarding these two topics of ART. To answer the question, two propositions are tested: first, the proposition that European law leads to convergence of domestic law and, second, Kurzer’s proposition that changes in the values of citizens in European countries have such an effect. With respect to the latter: the European Values Study shows changes in values concerning child rearing and in attitudes regarding homosexuality in the same direction in European countries, although at a different pace. Domestic law seems to follow. With respect to the first: The effects of the rulings of the European Court of Human Rights (ECtHR) regarding the right to know one’s origins and to equal rights to access to ART are less clear cut.

Since the 1960s, the Dutch have been discussing regulation regarding assisted reproduction. In a country with a religious-secular divide, one would expect ART to reach the political agenda via single-issue movements and political parties willing to accept their views. However, ART proved different in this respect. Nevertheless, the discussion and regulation of ART fits into Dutch political culture: Trying to find a regulation that almost everyone can approve, which often results in a procedural approach. The Dutch regulation of ART can be characterized as permissive regarding the people who may have access to ART (couples, singles, homosexuals), moderately restrictive regarding the techniques permitted (for example, with respect to embryo research and pre-implantation genetic testing, and human rights-oriented (protection of life, right to personality, equality).

Engeli et al. (2012) developed the “two worlds of morality politics theory” (TWMP) in order to explain why morality issues in some Western European countries are addressed in the arena of parliamentary politics and lead to passionate debates between political parties, whereas in other countries, these are left to expert committees to decide on in relative silence. As ART also counts as a morality issue, first, this chapter will address the question of whether this theory also fits with some of the cases of ART policy making as addressed in our compilation. The TWMP’s hypothesis that a religious-secular cleavage in the party system drives the politicization of morality issues is confirmed – more or less – by comparing the Dutch and the Austrian country cases – both belonging to the religious world – with the Swedish. However, the Austrian case offers a puzzle, as in comparison to the Dutch case, it shows a much lower degree of politicization of ART issues. Second, this chapter tries to solve this puzzle by addressing insights about wedge issue politics.

Diese Ausarbeitung dokumentiert die Verifikation des Shunt-Low-Dropout-Spannungsreglers für den Einsatz im ATLAS- und CMS-Projekt. Im Rahmen einer Kooperation zwischen der Fachhochschule Dortmund und dem Forschungsinstitut CERN in Genf wird eine integrierte CMOS Schaltung zur seriellen, strombasierten Spannungsregelung der Pixeldetektormodule entwickelt. Der Fokus dieser Masterthesis ist die simulationstechnische Verifikation unter Berücksichtigung der spezifizierten Einsatzbedingungen in den Experimenten und umfasst - neben einer Einführung in den Shunt-LDO Regler auf Basis des Testchip C - die Vorstellung und Dokumentation der erarbeiteten Simulationsergebnisse.

Die Analyse der Erbsubstanz DNA hat sich von einem aufwendigen Vorhaben der Grundlagenforschung zu einem weitverbreiteten Werkzeug in verschiedenen Bereichen gewandelt. Dank Onlineangeboten sind genetische Tests heute für Konsumentinnen und Konsumenten auf einfache Weise zugänglich. Beliebt sind Tests zur Herkunfts- und Verwandtenforschung sowie solche, die zu Lifestylefragen Auskunft geben sollen, wie etwa zur optimalen Ernährung oder einem möglichst Erfolg versprechenden Training in Fitness und Sport. Dabei handelt es sich nicht um medizinische Untersuchungen im engeren Sinne; die Abgrenzung von medizinischen Tests ist allerdings schwierig. Aus DNA-Daten lassen sich auch Aussagen herleiten über äusserliche Merkmale wie Augen- und Haarfarbe. Diese Methode, das «DNA Phenotyping», kann Hinweise liefern bei der polizeilichen Ermittlungsarbeit. Die interdisziplinäre Studie untersucht Chancen und Risiken der DNA-Analyse in den erwähnten Bereichen. Sie erörtert die technisch-naturwissenschaftlichen Grundlagen, analysiert gesellschaftliche und rechtliche Aspekte und präsentiert Empfehlungen.

Im Zuge der Entwicklungen in Genetik und Molekularbiologie in den letzten Jahrzehnten sind neue Anwendungen der DNA-Analyse entstanden: • Unternehmen vermarkten direct-to-consumer (DTC) Gentests über das Internet oder stationäre Vertriebswege an Konsumentinnen und Konsumenten – häufig ohne Vermittlung durch Fachpersonen. Genealogische DTC-Gentests identifizieren etwa die regionale Herkunft oder lebende Verwandte der Getesteten. Lifestyle-DTC-Gentests analysieren unter anderem körperliche Leistungsfähigkeit, Stoffwechsel oder Persönlichkeitsmerkmale. • Mittels DNA-Phänotypisierung sollen äussere und andere Merkmale von Personen, beispielsweise Haut- oder Haarfarbe, anhand von DNA-Spuren bestimmt werden, um die forensische Ermittlung von Tatverdächtigen oder die Identifizierung von Opfern zu unterstützen. Diese Anwendungen bringen unterschiedliche Möglichkeiten und Einschränkungen mit sich. Ihre Nutzung eröffnet Chancen, beinhaltet aber auch Herausforderungen und Risiken auf individueller sowie sozialer Ebene. Die Studie erörtert und diskutiert die derzeitigen wissenschaftlich-technischen Möglichkeiten und Limitierungen dieser Anwendungen. In addition, off-axis electron holography allows information to be obtained about electromagnetic fields inside and around the object. However, due to electron diffraction in the sample and subsequent electron optical imaging, the extraction of quantitative information from recorded images is by no means a trivial task, as information related to the object structure, electromagnetic fields and microscope properties are encoded in the recorded signal in a highly complex manner. The comparison of experimental data with accurate simulations, ideally on the same absolute scale, is a common approach in HRTEM to extract pure information about objects and fields. Prior to this work, absolute scale agreements had only been achieved manually in a few cases for HRTEM, but had not been demonstrated for off-axis electron holography. In this work, an automated optimization procedure is developed that enables the determination of unknown or only partially known experimental parameters directly from high-resolution electron wavefunctions measured using off-axis electron holography. The procedure is applied to the study of two-dimensional WSe2, yielding one of the most precise local specimen orientation measurements that has been achieved in TEM for ultra-thin samples. Extensive tests on simulated data reveal that diffraction-related parameters, such as specimen tilt or absorption, can be determined unambiguously with extremely high accuracy and precision, even in the presence of realistic recording noise. In contrast, coherent aberration coefficients cannot be determined unambiguously from electron wavefunctions of periodic objects. By applying the procedure to a recorded off-axis electron hologram of five-layer-thick WSe2, absolute scale agreement between experiment and simulation is achieved, which is limited primarily by the experimental recording noise. The automated procedure developed in this work is fast and computationally cheap. In comparison to previous manual optimizations, it is less prone to human error and bias.
