13. Study of Interlibrary Loan Policies of the Metropolitan Detroit Medical Library Group.

Abstract

The increase in interlibrary loan (ILL) service, the desire of more institutions to share resources, and the unstable nature of grant funds to support such activity, led the Metropolitan Detroit Medical Library Group (MDMLG) to adopt a formal voluntary interlibrary loan agreement in 1970. In brief, the agreement states that borrowing libraries will not ordinarily request books and journals in current or recurring demand, bulky or fragile material, rare material in the original, photocopies of the extremely long articles, materials for class reserve or other group use, reference material in the original, or multiple copies of one article. The most significant addition to the agreement was the incorporation of a section that provides for an Evaluation Committee. The Committee is the mechanism through which the Group will make self-evaluations and recommendations for action as bureaucratic restraints grow from within. The primary purpose of the Committee is to monitor ILL policies not to administer them. An account of the Committee's efforts to collect data on ILL policies of the signatories of the Group's ILL Agreement, and its recommendations for a uniform policy is presented. (Author/NH)

14. A Study of the Access to the Scholarly Record From a Hospital Health Science Core Collection.

Abstract

This study is an effort to determine possible service performance levels in hospital libraries, based on access to the scholarly record of medicine through selected lists of clinical journals and indexing and abstracting journals. Specific emphasis is placed on (1) the citation verification through the use of the index and abstract journals, (2) the costs of verification in terms of possible levels of performance, (3) the accessibility of information through these instruments, and (4) the means to begin to define part of the function of hospital health science libraries under present institutional constraints. This study was designed to test a methodology as well as to provide data for planning and management decisions for health science libraries and library materials. The citations in a sample generated from one quarter's production of a core set of journals suitable for a hospital health science library were verified in bibliographic tools and the data were analyzed through graphic means. Findings and conclusions cover the value of a core collection of journals, length of journal files, performance of certain bibliographic instruments in verifying citations for interlibrary loan service, and the implications of study data for library planning and management. Abstract

The purpose of this book is to identify and describe the most important factors that must be considered in making decisions about the optimal ways to provide access to information: the best ways to use the humans, machines, and intangible resources known as information, especially at the organizational level. It provides a framework for decision-makers to review information services within their organization. The book asks and then answers questions such as: How should organizations define their core information services?; How can costs be controlled?; Should we buy and keep information or should we contract for it as needed?; and Is it feasible to contract out whole library operations? Entire units of libraries and information centers are defined and untangled so that the broadest varieties of organizations can analyze their own environments. Each chapter is accompanied by comments from a broad range of experts in the information field. The first two chapters explain how information services and systems function within an organization and how this kind of work can be handled in-house or contracted out. The next two chapters describe the complexities of the information world--the information resources and technologies themselves. In each of these chapters, advice is provided on issues such as cost-benefit analysis, the pros and cons of outsourcing, and other issues such as ownership versus pay-as-you-go procurement. With collaborative ventures providing more opportunities for sharing of systems, services, and resources, a chapter is devoted to the issues, problems, and benefits of cooperative use of information systems and services. Then, prior to a review of future trends, there is a chapter devoted to fiscal issues--costing, pricing, internal charge-backs, and the dilemma of how to get 'hard' information about 'soft' services. Chapters are: "In-house Information Services"; "Information Workers"; "Resources, Services and Delivery"; "Information Technologies"; "Shared or Cooperative Routes"; "Costs and Charging Strategies"; and "Shaping Core Services in Future." Abstract

The process of creating and fostering an insiitution;il environment where everyone feels valued, welcomed und respected requires a change effort that must be comprehensive, systematic and continuous. This article will discuss the major management issues related to building and sustaining a diverse workforce in academic libraries. The management landscape surrounding diversity is dotted with political consent that is often at odds with judicial approval, but effective management of diversity in the academy requires close correlation between the two. And, this is not the case at present. This article will frame the issue in both social and legal terms, discuss the higher education context of the management issue, discuss diversity management in the academic library within the context of higher education, examine the lexicon of the issue, outline management strategies related to the issue, and draw a series of conclusions related to the management of diversity. Abstract

The primary management concerns related to the establishment and maintenance of a culturally diverse workforce in academic libraries were examined. The wide-ranging authority on which higher education must continue to depend in constructing and sustaining diversity strategies for admissions and hiring is the academic freedom embodied in the First Amendment. Public policy on diversity must be based on enlightened self-interest, where by assisting others, people ultimately help themselves. Issues on affirmative action and diversity should be established such a philosophy instead of in terms of competing and individualistic rights.

Abstract

Introduction: Burn wounds are a significant cause of morbidity and mortality, and improved outcomes are demonstrated with early closure of both primary burn wounds and skin donor sites. Thus, technology that decreases the healing time of burns and donor sites would be potentially lifesaving. We present the results of a single-center, prospective, double-blinded, randomized controlled trial to evaluate the efficacy of silver-coated dressing with active microcurrent in comparison to silver-coated dressing with sham microcurrent on wound-closure time for autogenous skin donor sites. Methods: Four hundred five patients were screened for treatment of their donor sites using a silver-coated nylon dressing with either sham or active microcurrent stimulation. Thirty patients were enrolled in the study and then randomized. Of these, 5 patients were removed from analysis due to protocol deviations. Differences in time-to-closure were analyzed using Kaplan-Meier analysis and the proportional hazard regression model. Subjective verbal pain rating scores (0Y10; 0, no pain; 10, worst pain) were also recorded. All devices were blinded and programmed at an outside facility, so that every patient had either an active or sham device. The study was unblinded only after the final patient s donor site had healed. All patients achieved donor-site healing before postoperative day 20. The 14 patients in the active microcurrent group [mean, 10.8 (2.9) days; range, 7Y15 days] experienced no difference in time to wound healing as compared to the remaining patients in the sham microcurrent group [mean, 11.1 (2.0) days; range, 8Y14 days; P = 0.75]. There were no differences in pain from one group compared to the other. None of the donor sites exhibited clinical signs of infection. Conclusions: In a sample size of 25 burn patients, the addition of direct microcurrent to silver-nylon dressings did not decrease time to wound closure of skin donor sites, and it did not show a difference in reported, Published in the Annals of Plastic Surgery, 2013.

While Zn vacancies are regarded as the charge compensators in Ti-rich Zn2 TiO4, no evidence of cation vacancies in essentially single-phase samples containing up to 13 wt% excess TiO2 was evident from positron annihilation lifetime spectroscopy (PALS). Nor was there strong evidence of cation vacancies in Ta-doped samples targeted to contain either tetrahedral or octahedral vacancies, although there was a small increase in the lifetime as the doping level increased and the structure changed from cubic to tetragonal.
