The effects of global climate change are fast becoming politically, sociologically, and personally important: increasing storm frequency and intensity, lengthening cycles of drought and flood, expanding desertification and soil salinization. A vital asset in the analysis of climate change on a global basis is the 34-year record of Landsat imagery. In recognition of its increasing importance, a detailed analysis of the Landsat observation coverage within the US archive was commissioned. Results to date indicate some unexpected gaps in the US-held archive. Fortunately, throughout the Landsat program, data have been downlinked routinely to International Cooperator (IC) ground stations for archival, processing, and distribution. These IC data could be combined with the current US holdings to build a nearly global, annual observation record over this 34-year period. Today, we have inadequate information as to which scenes are available from which IC archives. Our best estimate is that there are over four million digital scenes in the IC archives, compared with the nearly two million scenes held in the US archive. This vast pool of Landsat observations needs to be accurately documented, via metadata, to determine the existence of complementary scenes and to characterize the potential scope of the global Landsat observation record. Of course, knowing the extent and completeness of the data record is but the first step. It will be necessary to assure that the data record is easy to use, internally consistent in terms of calibration and data format, and fully accessible in order to fully realize its potential.

The High Plains is an economically important and climatologically sensitive region of the United States and Canada. The High Plains contain 100,000 sq km of Holocene sand dunes and sand sheets that are currently stabilized by natural vegetation. Droughts and the larger threat of global warming are climate phenomena that could cause depletion of natural vegetation and make this region susceptible to sand dune reactivation. The original proposal was directed toward the use of Landsat TM data to establish the state and ongoing changes of the surface in the 1.2 million sq. km, semi-arid High Plains region of the central US, A key objective was to develop a model to predict the reactivation of the 100,000 sq. km of Holocene dunes found on the High Plains during an extended drought. At least one Landsat 5 image per year for 1985, 1988 and 1996 was obtained for 32 scenes on the High Plains to coincide with wet and dry years. Additional Landsat 7 data were acquired for 1999 and 2000 primarily for Colorado and Nebraska. As luck would have it, there was no severe drought during the study period 1985-2000. Attention was focused on developing methods for mapping dry vs. green vegetation on sparsely vegetated rangelands in sandy soils, since these were the areas most susceptible to surface reactivation during a drought.

As this article was being submitted in mid-March, 1999, Landsat 7 had been cleared for an official launch date of April 15, 1999, approximately 2 and 1/2 months prior to the 21st Canadian Symposium on Remote Sensing. Since it is impossible to discuss "early on-orbit performance" prior to the actual launch of the satellite, we have chosen to briefly summarize the major features of the Landsat 7 program. Additional information can be found at several web sites which will summarized at the end of this paper. At this time, the Landsat Project Science Office is pleased to report that the performance of the ETM+ instrument appears to be very good. In addition to excellent instrument performance, a robust data acquisition plan has been developed with the goal of acquiring and systematically refreshing a global archive of land observations at the EROS Data Center annually. A ground processing system is being implemented at EROS that will be capable of capturing, processing and archiving 250 Landsat scenes per day, and delivering 100 scene products to users daily. In addition, the cost of a systematically-processed Level 1 product will be less than $600, and there will be no copyright protection on the data. The net result is that the use of remote sensing data in our daily lives is expected to grow dramatically. This growth is expected to benefit all facets of the land remote sensing community.

The suitability of utilizing subscale dynamic wind tunnel experiments to predict wing rock for slender aircraft is presented. As observed in experiments, both flight and wind tunnel, there is significant interaction of the forebody and leading-edge extension vortices. It is concluded that subscale models can be employed to predict high angle of attack dynamic behavior such as wing rock provided proper precautions are taken.

Data were collected for dominant conifer species. Dielectric properties of trunk wood were measured using a C-band dielectric probe. For certain specimens, electrical resistance was also measured using a shigometer. The water status of the trees studies was determined either by use of a Scholander pressure chamber on branch samples collected simultaneously with dielectric measurements or by fresh-weight/dry-weight assessment of wood core samples extracted and analyzed with the dielectric probe and shigometer. Diurnal delectric properties and xylem water column tension are inversely correlated such that real and imaginary dielectric values drop as tension increases. The dielectric properties were positively correlated with wood core moisture content while electrical resistance was poorly correlated with wood core moisture content in one species studied. Results support the view that dielectric properties are strongly correlated with moisture status in trunk wood, and possibly ion concentrations associated with decay processes in damaged specimens.

In August, 1991, needle and branch samples of Siberian fir were collected from undisturbed forest stands along an elevation gradient ranging from 2300 ft to 4450 ft. Four study sites were selected on west-facing slopes, and a standard set of measurements and collections was made. First-, second-, and third-year needles were collected for anatomical assessment. A visual assessment of the forest stand conditions at each site included an evaluation of canopy morphology needle, coloration, increment growth, and the state of health of a specific type of lichen. The heaviest damage to forest stands (extensive foliar loss, needle discoloration, dieback of terminal growth) occurs at an intermediate elevation site (3400 ft/1037 m). The least amount of damage was recorded at the lowest elevation site (2300 ft/701 m). Only slight damage occurs at the highest elevation site (4450 ft/1357 m). Some degree of flagging occurs at all sites. Several lines of evidence suggest that the damage occurring in this area is recent in origin (incipient).

The field experiment described took place in the Sayani Mountains of Siberia. The purpose of the joint field campaign was to observe and exchange methodologies with Russian scientists with regard to the development of remote sensing techniques for the early detection and assessment of forest decline damage believed to be associated with atmospheric deposition and/or insect and disease infestations. Several types of passive and active remote sensing measurements were made in conjunction with biophysical measurements on vegetative samples collected from four study sites representing a strong elevational gradient. Relatively cloud-free SPOT data were also acquired over the study area. Moderate canopy damage was recorded at the mid-elevation site (3400 ft/1037 m). The lowest levels of damage were recorded at the lowest elevation site (2300 ft/701 m.) At all sites, east versus west flagging of the canopy was noted (i.e., full canopy on the west-facing side of the canopy, significantly less foliage on the east-facing side).
