The goal of this chapter goal is to map critical race theory (CRT) scholarship in education over the past decade and draw this map with respect to larger conceptual categories of the scholarship on CRT, primarily focusing on the ideas applied from CRT in legal studies. The chapter focuses primarily on the past 10 years and creates "spatial" markers based on the view of significant features in the literature. Some of these markers are whiteness as property, counternarrative, and interest convergence. Others are newly-represented such as microaggressions, intersectionality, and research methods. From the perspective of far too many students of color in schools, we are STILL not saved. While the chapter outlines several recommendations for CRT scholarship to move forward, perhaps the most important recommendation is to collectively seek to ensure that CRT becomes more than an intellectual movement.

During the coronavirus disease 2019 (COVID-19) pandemic, navigating the implementation of public health measures in a politically charged environment for a large state entity was challenging. However, Louisiana State University (LSU) leadership developed and deployed an effective, multi-layered mitigation plan and successfully opened in-person learning while managing cases of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) during the fourth surge. We describe the plan to provide a framework for other institutions during this and future responses. The goals were 3-fold: maintain a quality learning environment, mitigate risk to the campus community, and ensure that LSU operations did not contribute to health-care stress. As of September 2022, LSU has achieved high compliance with interventions and relatively low virus activity on campus compared with peer institutions. This university model can serve as a template for similar implementation plans in the context of complex socio-political and economic considerations.

Ferguson, Missouri, has been characterized as an archetype of structural inequality and segregation. Several questions guide this investigation of Ferguson and its surrounding region. How did policies, practices, and folkways help to create the conditions in Ferguson and the broader metropolitan region? The regional segregation regime’s history provides a background to better understand current conditions. What is the existing state of affairs for young persons and their families in the region? To address this question, social epidemiological methods and geospatial analysis inform the development of a set of visuals to determine if racial segregation, economic opportunity, health and developmental outcomes, and education-related outcomes are spatially arranged. The authors found that these indicators of well-being are spatially arranged and concentrated; thus, they raise another question: How does a politically fragmented region intervene to disrupt concentrated disadvantage? As Ferguson and the region seek social and education reform, the final section offers several recommendations to improve education outcomes through broader economic strategy and social policy.

Civic education translates research evidence about topics of social importance for broad public audiences, with increased understanding and meaningful action of the desired outcomes. For the Sake of All is an example of civic education on the social determinants of health and health disparities situated in the local context of St. Louis, Missouri. This article describes the research translation, community engagement, strategic communication, and approach to policy that characterized this project. It presents data highlighting racial disparities in health, educational, and economic outcomes, along with policy and programmatic recommendations. Engagement and implementation strategies are described within the context of the events in Ferguson.

Background There is concern that medical marijuana laws (MMLs) could negatively affect adolescents. To better understand these policies, we assess how adolescent exposure to MMLs is related to educational attainment. Methods Data from the 2000 Census and 2001–2014 American Community Surveys were restricted to individuals who were of high school age (14–18) between 1990 and 2012 (n = 5,483,715). MML exposure was coded as: (i) a dichotomous “any MML” indicator, and (ii) number of years of high school age exposure. We used logistic regression to model whether MMLs affected: (a) completing high school by age 19; (b) beginning college, irrespective of completion; and (c) obtaining any degree after beginning college. A similar dataset based on the Youth Risk Behavior Survey (YRBS) was also constructed for confirmatory analyses assessing marijuana use. Results MMLs were associated with a 0.40 percentage point increase in the probability of not earning a high school diploma or GED after completing the 12th grade (from 3.99% to 4.39%). High school MML exposure was also associated with a 1.84 and 0.85 percentage point increase in the probability of college non-enrollment and degree non-completion, respectively (from 31.12% to 32.96% and 45.30% to 46.15%, respectively). Years of MML exposure exhibited a consistent dose response relationship for all outcomes. MMLs were also associated with 0.85 percentage point increase in daily marijuana use among 12th graders (up from 1.26%). Conclusions Medical marijuana law exposure between age 14 to 18 likely has a delayed effect on use and education that persists over time.

Social policies seeking to ameliorate racial and economic segregation stem in part from the adverse disparities associated with the alternatives—limited income mobility, intractable concentrated poverty, negative health outcomes, constrained access to quality housing, and poor social services—which generate a cycle of economic inequalities and more segregation. Many social scientists have argued that high-quality educational opportunities for students experiencing segregation are linked to better life-course outcomes. Education could thus be viewed as a potential intervention to address segregation. This chapter argues that the predominant approach to educational reform is analogous to triage in medicine. The effects of triage policy have been anemic. Its failure is reinforcing segregation. Instead, we need to develop a different approach to education and youth development, an approach that takes an intergenerational perspective on education achievement, attainment, and youth development in our nation’s most segregated communities. Examples are provided.

OBJECTIVE: Disagreement exists over whether permissive minimum legal drinking age (MLDA) laws affected underage adolescents (e.g., those age 17 years with the MLDA of 18). We used MLDA changes during the 1970s and 1980s as a natural experiment to investigate how underage exposure to permissive MLDA affected high school dropout. METHOD: MLDA exposure was added to two data sets: (a) the 5% public use microdata samples of the 1990 and 2000 censuses (n = 3,671,075), and (b) a combined data set based on the 1991-1992 National Longitudinal Alcohol Epidemiological Survey (NLAES) and the 2001-2002 National Epidemiological Survey on Alcohol and Related Conditions (NESARC; n = 16,331). We used logistic regression to model different thresholds of MLDA on high school dropout. We also estimated models conditioned on demographic variables and familial risk of developing alcohol problems. RESULTS: Only the MLDA of 18 predicted high school dropout. Exposure was associated with 4% and 13% higher odds of high school dropout for the census and NLAES/NESARC samples, respectively. We noted greater impact on women (5%-18%), Blacks (5%-19%), and Hispanics (6%). Self-report of parental alcohol problems was associated with 40% higher odds, which equals a 4.14-point increase in dropout rate for that population. CONCLUSIONS: The MLDA of 18 likely had a large impact on high school dropout rates, suggesting that the presence of legal-aged peers in a high school setting increased access to alcohol for younger students. This research uses two measures of poverty, as well as mobility and selected education variables to study how their relationships vary across 543 Missouri high school districts. Using Missouri and U.S. Census American Community Survey (ACS) data, local R2's from geographically weighted regressions are spatially mapped to demonstrate differences in relationships between poverty, mobility, and educational variables across districts. Results show the importance of allowing relationships to “vary” between districts and that using a global measure fails to capture important local contextual variation. Missouri and ACS poverty measures are related to each other and to selected education variables, but the strength of relationship varies significantly by regions across the state. The implications for future research and policy are discussed.

The study compares the demographics and degree attainment in Washington University’s (the University) Chancellor’s Graduate Fellowship Program (CGFP) in the pre- and post-Grutter era. The fellowship program’s aims included bolstering African American graduate degree completion and preparing African American faculty members. The 2003 Grutter v. Bollinger affirmative action case serves as a break point to compare the 1991–2003 cohorts and the 2004–2008 cohorts. Interviews of key leaders give a historical perspective on the program’s mission. Institutional data organized to form two cohorts, pre- and post-Grutter comparison groups, provide insight into demographic trends and degree attainment. The CGFP realized its original mission to diversify the professoriate by supporting underrepresented graduate students. The vast majority of alumni in both cohorts earned a graduate degree and earned their intended degrees. The two cohorts achieved high doctoral degree attainment. Time-to-degree findings and placement within the academy demonstrated a positive outcome. However, the program post-Grutter has generated fewer African American participants. In the post-Grutter era, the University needs to develop new strategies to increase the racial diversity of graduate education. As a complementary resource, the CGFP, as part of a broader portfolio of programmatic and policy tools designed to diversify, merits continued investment. Only a fraction of programs focused on African American doctoral attainment publish evaluation data. The study captures the programmatic effects of the Grutter decision at an elite American university.

Unless there is a radical departure from recent trends, poverty and affluence are almost certain to become geographically concentrated at high levels throughout the world early next century. . . . This ecological structure constitutes a radical departure from the past, and creates the potential for a new geopolitical order capable of compounding the benefits and liabilities of class by superimposing administrative segmentation on economic segregation.

The purpose of this article is to describe several conceptual areas that warrant attention by scholars and practitioners interested in improving access and opportunity to science, technology, engineering, and mathematics (STEM) learning in urban cities. Thinking conceptually about the urban context has been a part of intellectual traditions in the social sciences for decades. Like in other fields of study, for example, economics, sociology, and political science, the treatment of urban communities as unique geospatial organizations in terms of sites of intervention and policy reform has a history in STEM education, but the aligned research and development strategy is best characterized as nascent.

There has been considerable attention in the sociology and public policy literatures to the relationship between spatial arrangements and opportunity structures in metropolitan America. This article attempts to address this issue in the context of Metro St. Louis, Missouri, a center of biotechnology development, where the majority population in St. Louis City is African American. More specifically, it does so by examining extant social science literature related to African American males in urban America. A focus is on highlighting developmental challenges and opportunities for intervention where spatial arrangements are a consideration. Next, it provides an argument that metropolitan regions attempting to intervene would benefit from Geographic Information Systems (GIS) as part of a visual political literacy project aimed to support civic engagement and capacity related to African American male life course development. Background Performance in high school science is a critical indicator of science literacy and regional competitiveness. Factors that influence science proficiency have been studied using national databases, but these do not answer all questions about variable relationships at the state level. School context factors and opportunities to learn science may vary geographically across states and interact with demographic composition variables. Purpose The purpose was to examine relationships between 10th-grade science proficiency and school context factors related to school environment, courses, and teachers. The moderating or interaction effects were examined for the school demographic composition variables of free/reduced lunch and minority percentages on variable relationships with science proficiency scores. Population and Unit of Analysis Data for this study consisted of all Missouri high schools in 2002 with a 10th-grade class size of at least 25 students (N = 423). Unit of analysis was the single school. Research Design This was a secondary data analysis study that used variables collected annually from all schools in Missouri. Multiple regression was used to examine relationships and moderating effects of school demographic composition. Predictor variables were grouped into three categories for school context: school environment, course-related, and teacher-related. The outcome variable was 10th-grade scientific attainment as measured by the Missouri state proficiency test in science. Results School context variables of higher dropout and mobility rates signaled greater risk factors, especially when moderated by free/reduced-price lunch percentage (FRL pct) and minority status. When FRL pct and Minority pct were higher, lower science proficiency scores were associated with elevated dropout rates. Similarly, greater mobility was related to lower science scores when school FRL pct was high. Some school-level variables interacted positively with FRL pct and minority status, which resulted in higher science scores. Schools with more FRL and minority students achieved higher science proficiency scores when they had a greater percentage of courses taught by highly qualified teachers and more teachers were regularly certified. Higher science scores were associated with greater percentages of master's degree teachers in schools with a larger percentage of minority students. A surprising finding revealed a geographic influence and demonstrates why testing for interactions can lead to better understanding of the data. Conclusions The findings are consistent with the status attainment literature and the theoretical arguments associated with geography and educational attainment in that socioeconomic status and minority status are important predictive factors in Missouri. As an extension of previous research, this study demonstrates that the school composition variables of FRL pct and Minority pct are significantly related to science proficiency in the 10th grade. Not only are they predictive of science proficiency scores, but they also interact with each other and moderate the relationships between school context variables and 10th-grade science scores. This study suggests that teacher quality in high-poverty majority-minority school settings remains an important policy target for reform and improvement.

This article is an expanded version of the 2008 American Educational Research Association’s Presidential Address. The purpose of the article is to describe the geography of opportunity in two metropolitan regions of the United States that are engaged in significant efforts to transform their local political economies. Both metropolitan regions have invested substantive resources into the development of an area of industrial science—one in telecommunications, one in biotechnology. A central underlying question in this article is, How does geography influence opportunity? The article’s two case studies investigate this question, using different methodological approaches. The article concludes with two important lessons learned from the research.

Mathematics education is linked to modern technological advancement, citizenship, and matters of political economy. Access to quality mathematics teachers can have a profound influence on African American males. This article focuses on several salient issues related to the question “What is a qualified teacher?” In particular, the article describes common concerns and challenges associated with teacher quality and the advancement of African American males and other traditionally under served demographic groups in mathematics.

Recent advances in biology and digital technology represent unique opportunities for teacher educators to rethink the programmatic experiences of prospective secondary science and mathematics teachers. This article discusses the importance of teacher education programs that connect mathematics and science where appropriate, recognize the hybridization of science, and integrate biological and digital features into program learning experiences. In addition, recommendations for incorporating these design features into teacher education are offered.

The articles in this issue represent the growing body of literature in the field of education focused on problems of race. More specifically, these articles draw on the theoretical tenets of the New Race Group of Legal Studies or what is more commonly referred to as the critical race theory (CRT) movement. The author’s goals in this article are twofold. The first goal of the article is to encourage scholars interested in CRT to carefully examine theoretical positions that may link their moral reasoning to a relativism project. The second goal in this article is to discuss the importance of intergenerational wealth and achievement as key factors in the theoretical formations of social justice challenges in education and the engineering of solutions in school reform and practice. In tandem, the author argues that the formation of a sound ethical framework and engineering strategy linked to solving real social problems are key to the continued relevancy of the CRT movement.

Mathematics education has traditionally paid little attention to teacher reflection about equity. In this article, we argue that the time has come to move equity from the margins to the mainstream in mathematics education and make it a focus of teacher reflection. To illustrate the need for a focus on equity, we describe the beliefs of a group of high school mathematics teachers. We argue that the teachers' views of equity and race blocked substantive reflection about the nature of their instructional practices and the impact of those practices on students of color in their classes. We submit that this case is important because it highlights some of the assumptions that must be challenged in an effort to promote the kind of reflective practice that can contribute to the realization of opportunity to learn school mathematics.

The articles in this issue represent an effort to understand how whiteness as a social construct embodies unique characteristics, behavior, and collective enterprise in the context of schooling. The author's goal in this article is to discuss the notion of whiteness and when possible to comment on the articles of this special issue devoted to the topic. The examination of "whiteness" as a theoretical construct is a relatively new phenomenon in educational research. The fact that "whiteness" has gone unexamined for so long is a function of the power of paradigmatic thinking in the social sciences. The predominant viewpoint in the social sciences has been that people of color lack many of the characteristics associated with being white, thus the focus of scholarship has been on documenting these differences or examining interventions designed to remedy these so-called deficiencies. The articles of this special issue represent an intellectual challenge to this mode of thought.

In this article I make the case that urban science education is a civil rights issue and that to effectively address it as such we must shift from arguments for civil rights as shared physical space in schools to demands for high-quality academic preparation that includes the opportunity to learn science. The argument is organized into two sections: first, a review of the school desegregation literature to make the case that urban science education for all is a civil rights issue; and second, an examination and critique of opportunity-to-learn literature, including an analysis of three opportunity-to-learn constructs to illustrate their potential as civil rights tools in science education. © 2001 John Wiley & Sons, Inc. Mathematics and science course graduation requirement (CGR) increases in the 1980s and 1990s might have had both intended and unintended consequences. Using logistic regression with Census and American Community Survey (ACS) data ( n = 2,892,444), we modeled CGR exposure on (a) high school dropout, (b) beginning college, and (c) obtaining any college degree. Possible between-groups differences were also assessed. We found that higher CGRs were associated with higher odds to drop out of high school, but results for the college-level outcomes varied by group. Some were less likely to enroll, whereas others who began college were more likely to obtain a degree. Increased high school dropout was consistent across the population, but some potential benefit was also observed, primarily for those reporting Hispanic ethnicity.

This article asserts that despite the salience of race in U.S. society, as a topic of scholarly inquiry, it remains untheorized. The article argues for a critical race theoretical perspective in education analogous to that of critical race theory in legal scholarship by developing three propositions: (1) race continues to be significant in the United States; (2) U.S. society is based on property rights rather than human rights; and (3) the intersection of race and property creates an analytical tool for understanding inequity. The article concludes with a look at the limitations of the current multicultural paradigm.

The author draws on tenets of critical race theory to investigate the political and conceptual underpinnings of opportunity-to-learn standards. More specifically, he examines the potential influence of opportunity-to-learn standards on the mathematics education of African American students. Four questions are raised and discussed related to the adequacy of opportunity-to-learn standards as a framework for improving the mathematics performance of African American students. The author concludes that opportunity-to-learn standards should be built on (a) the rapid growth and changes in mathematics; (b) constructivist principles of learning; (c) the concept of fiscal adequacy; and (d) cultural factors that influence mathematics learning.

The importance of mathematics communication that builds on the lives and experiences of African American students in urban schools, thereby creating additional opportunities to leant and explore mathematics, is the focus of this article.

In 2009, Blacks earned about 6% of the doctoral degrees awarded in the field of epidemiology (NSF, 2010). This one year snapshot of attainment estimated that 17 of the 273 doctoral degrees in the field were granted to Blacks. Aschengrau and Seage (2008) defined epidemiology as “the study of the distribution and determinants of disease frequency in human populations and the application of this study to control health problems” (p. 6). The research in epidemiology is often organized by disease or source of risk – e.g., infectious disease, cancer, occupational injury, psychiatric, respiratory, intestinal, renal, dental, or cardiovascular. Another way to categorize the research in epidemiology is by method – spatial, meta-analysis, economic, environmental, clinical, surveillance, disease informatics, biostatistics, and so on. For example, the progress in the Human Genome Project, in computing power, and in the development of powerful statistical approaches has expanded the analytical possibilities in genetic epidemiology, a discipline that seeks to understand how genetics, environmental factors, and their interactions produce various diseases and traits in humans. Genetic epidemiology as well as the other methodologies associated with field of epidemiology is part of population science where population history and dynamics are modeled. The scientific discipline of epidemiology is rarely part of discussions focused on opportunity pathways in STEM fields. Nor are many other fields aligned with population science (e.g., demography and population sociology) included in these discussions. These omissions represent blind spots that deserve to be clearly seen as part of discussions of STEM fields that require sound inquiry and serve to advance human development and human capital, while contributing to the common good.

Ask practically any academic department chair why they do not have more African Americans among faculty members and they generally respond with stock stories or folktales, which stimulated the title of this volume. Stock stories are akin to grand narratives that explain 'why things are' in ways that satisfy those in dominant positions. Frierson and Tate argue it is time to move beyond these. The purpose of the book is to provide historical, conceptual, and empirically-based analyses focused on the development of African Americans in STEM fields. There is rarely any real understanding of the uneven contours of the education pipeline or the transition to academic life experienced in these situations and this volume will shed light on opportunities to advance African American attainment in STEM disciplines throughout the academic and professional spectra, and the mitigation of disparities that continue to be so prevalent. The editors hope that it will generate discussions and actions that are based on empirical evidence and policy analyses, rather than long standing stock stories and folktales that misrepresent the paths linked to African Americans' attainment in STEM fields.

Should the higher education pipeline be viewed as a kind of geospatial production function? In this chapter, factors influencing the higher education pipeline for African-American males will be briefly examined. A specific focus will be on potential geospatial factors associated with educational attainment and life course outcomes.
