A new design of spallation target has been installed and operated at the first target station of the ISIS Neutron and Muon Source (ISIS TS-1), as part of the recently completed "TS-1 Project". Detailed Finite Element Analysis (FEA) simulations were used to guide the design process and predict target performance. Since the TS-1 Project target began operation in November 2022, operating data has been collected and used to validate the target simulation approach. Measured temperatures of 9 out of 10 target plates showed good agreement with FEA simulations of both steady-state and transient behaviour. However, the front target plate temperature was elevated compared to predictions. Because the installed target was now too radioactive to permit hands-on inspection, FEA simulations became an indispensable tool to understand the possible causes and safety implications of this anomalous behaviour. The anomalous elevated temperature appears to be highly localised; a combination of simulations and experiments indicates the mostly likely cause is poor thermal contact between the thermocouple and the bulk of the target plate. This study examines the effectiveness of three risk assessment instruments: Static-99, Risk Matrix 2000 (RM2000) and the Rapid Risk of Sex Offender Recidivism (RRASOR), in predicting sexual recidivism among 27 intellectually disabled sex offenders. The overall sexual offence reconviction rate was 30%, while non-recidivists remained offence-free over 76 months of follow-up. Static-99 presented as performing as well as guided clinical judgements in mainstream population studies [area under the curve (AUC)=0.64] exceeding the performance of RM2000 (AUC=0.58) in predicting sexual recidivism. However, the results were not statistically significant. In contrast to previous findings, the RRASOR presented the worst level of prediction (AUC=0.42). These results highlight the need to investigate further with larger sample sizes and in conjunction with more dynamic measures of risk. Proposed relevant factors are discussed in detail. Spallation targets for neutron production with high energy protons are made of high density and high atomic number materials in order to maximise the yield of neutrons for all the instruments around. Operating a proton beam onto a spallation target produces residual radioactive nuclei either as direct product of the spallation process and as secondary low energy neutron absorption. A reliable estimation of the overall activation and decay heat, as a function of the cooling time and irradiation profile history, is fundamental for a valuable design of the radiation shielding and cooling system during the operation phase as well for envisaging the optimal storage solution at the end of life of the target. This work presents the comparison between the FLUKA predictions of the decay heat in the ISIS TS1 target operated between 2014 and 2019 and the decay heat estimations derived from the measurement of the temperature in each plate at different cooling times. The agreement between the FLUKA predictions and the experimentally assessed values shows and quantifies the goodness of the FLUKA model in predicting measurable physical quantities relevant for the engineering thermal design of the target/reflector and moderator (TRAM) assembly. In addition, it also provides an indirect evidence of the accuracy of the simulated spallation physics and neutron transport throughout the TRAM assembly. Finally this work attempts to highlight and propose a general empirical procedure that could be eventually applied and used to proficiently measure the decay heat at whatever cooling time in targets with similar ISIS design.
