Late-time ($\sim$ year) radio follow-up of optically-discovered tidal disruption events (TDEs) is increasingly resulting in detections at radio wavelengths, and there is growing evidence for this late-time radio activity to be common to the broad class of sub-relativistic TDEs. Detailed studies of some of these TDEs at radio wavelengths are also challenging the existing models for radio emission. Using all-sky multi-epoch data from the Australian Square Kilometre Array Pathfinder (ASKAP), taken as a part of the Rapid ASKAP Continuum Survey (RACS), we searched for radio counterparts to a sample of optically-discovered TDEs. We detected late-time emission at RACS frequencies (742-1032\,MHz) in five TDEs, reporting the independent discovery of radio emission from TDE AT2019ahk and extending the time baseline out to almost 3000\,days for some events. Overall, we find that at least $22^{+15}_{-11}$\% of the population of optically-discovered TDEs has detectable radio emission in the RACS survey, while also noting that the true fraction can be higher given the limited cadence (2 epochs separated by $\sim 3\,$ years) of the survey. Finally, we project that the ongoing higher-cadence ($\sim 2$\,months) ASKAP Variable and Slow Transients (VAST) survey can detect $\sim 20$ TDEs in its operational span (4\,yrs), given the current rate from optical surveys., Comment: Accepted for publication in ApJ, comments welcome

We present detailed radio observations of the tidal disruption event (TDE) ASASSN-19bt/AT2019ahk, obtained with the Australia Telescope Compact Array (ATCA), the Atacama Large Millimeter/submillimeter Array (ALMA), and the MeerKAT radio telescopes, spanning 40 to 1464 days after the onset of the optical flare. We find that ASASSN-19bt displays unusual radio evolution compared to other TDEs, as the peak brightness of its radio emission increases rapidly until 457 days post-optical discovery and then plateaus. Using a generalized approach to standard equipartition techniques, we estimate the energy and corresponding physical parameters for two possible emission geometries: a non-relativistic spherical outflow and a relativistic outflow observed from an arbitrary viewing angle. We find that the non-relativistic solution implies a continuous energy rise in the outflow from $E\sim10^{46}$ erg to $E\sim10^{49}$ erg with $\beta \approx 0.05$, while the off-axis relativistic jet solution instead suggests $E\approx10^{52}$ erg with $\Gamma\sim10$ erg at late times in the maximally off-axis case. We find that neither model provides a holistic explanation for the origin and evolution of the radio emission, emphasizing the need for more complex models. ASASSN-19bt joins the population of TDEs that display unusual radio emission at late times. Conducting long-term radio observations of these TDEs, especially during the later phases, will be crucial for understanding how these types of radio emission in TDEs are produced., Comment: 25 pages. We present radio observations of 23 optically discovered tidal disruption events (TDEs) on timescales of 500-3200 days post discovery. We detect nine new TDEs that did not have detectable radio emission at earlier times, indicating a late-time brightening after several hundred (and up to 2300) days; an additional seven TDEs exhibit radio emission whose origin is ambiguous or may be attributed to the host galaxy or an active galactic nucleus. We also report a new rising component in one TDE previously detected in the radio at 10^3 days. While the radio emission in some of the detected TDEs peaked on a timescale 2-4 yr, over half of the sample still show rising emission. The range of luminosities for the sample is 10^37-10^39 erg/s, about 2 orders of magnitude below the radio luminosity of the relativistic TDE Sw J1644+57. Our data set indicates 40% of all optical TDEs are detected in radio hundreds to thousands of days after discovery, and that this is probably more common than early radio emission peaking at 10^2 days. Using an equipartition analysis, we find evidence for a delayed launch of the radio-emitting outflows, with delay timescales of 500-2000 days, inferred velocities of 0.02-0.15c, and kinetic energies of 10^47-10^49 erg. We rule out off axis relativistic jets as a viable explanation for this population, and conclude delayed outflows are a more likely explanation, possibly from delayed disk formation. The Australian SKA Pathfinder (ASKAP) radio telescope has carried out a survey of the entire Southern Sky at 887.5MHz. The wide area, high angular resolution, and broad bandwidth provided by the low-band Rapid ASKAP Continuum Survey (RACS-low) allow the production of a next-generation rotation measure (RM) grid across the entire Southern Sky. Here we introduce this project as Spectral and Polarisation in Cutouts of Extragalactic sources from RACS (SPICE-RACS). In our first data release, we image 30 RACS-low fields in Stokes $I$, $Q$, $U$ at 25'' angular resolution, across 744 to 1032MHz with 1MHz spectral resolution. Using a bespoke, highly parallelised, software pipeline we are able to rapidly process wide-area spectro-polarimetric ASKAP observations. Notably, we use 'postage stamp' cutouts to assess the polarisation properties of \ncomponents\ radio components detected in total intensity. We find that our Stokes $Q$ and $U$ images have an rms noise of ~80$\mu$Jy/PSF, and our correction for instrumental polarisation leakage allows us to characterise components with >1% polarisation fraction over most of the field of view. We produce a broadband polarised radio component catalogue that contains \nrms\ RM measurements over an area of ~1300deg^2 with an average error in RM of 1.6+1.1-1.0rad/m^2, and an average linear polarisation fraction 3.4+3.0-1.6%. We determine this subset of components using the conditions that the polarised signal-to-noise ratio is $>8$, the polarisation fraction is above our estimated polarised leakage, and the Stokes $I$ spectrum has a reliable model. Our catalogue provides an areal density of $4\pm2$ RMs/deg^2; an increase of $\sim4$ times over the previous state-of-the-art (Taylor et al. 2009). Meaning that, having used just 3% of the RACS-low sky area, we have produced the 3rd largest RM catalogue to date. We present late-time radio/millimeter (as well as optical/UV and X-ray) detections of the tidal disruption event (TDE) AT2018hyz, spanning $970 - 1300$ d after optical discovery. In conjunction with earlier deeper limits, including at $\approx 700$ d, our observations reveal rapidly rising emission at $0.8-240$ GHz, steeper than $F_\nu\propto t^5$ relative to the time of optical discovery. Such a steep rise cannot be explained in any reasonable scenario of an outflow launched at the time of disruption (e.g., off-axis jet, sudden increase in the ambient density), and instead points to a delayed launch. Our multi-frequency data allow us to directly determine the radius and energy of the radio-emitting outflow, showing that it was launched $\approx 750$ d after optical discovery. The outflow velocity is mildly relativistic, with $\beta\approx 0.25$ and $\approx 0.6$ for a spherical and a $10^\circ$ jet geometry, respectively, and the minimum kinetic energy is $E_K\approx 5.8\times 10^{49}$ and $\approx 6.3\times 10^{49}$ erg, respectively. This is the first definitive evidence for the production of a delayed mildly-relativistic outflow in a TDE; a comparison to the recently-published radio light curve of ASASSN-15oi suggests that the final re-brightening observed in that event (at a single frequency and time) may be due to a similar outflow with a comparable velocity and energy. Finally, we note that the energy and velocity of the delayed outflow in AT2018hyz are intermediate between those of past non-relativistic TDEs (e.g., ASASSN-14li, AT2019dsg) and the relativistic TDE Sw\,J1644+57. We present deep X-ray and radio observations of the Fast Blue Optical Transient (FBOT) AT2020xnd/ZTF20acigmel at $z=0.2433$ from $13$d to $269$d after explosion. AT2020xnd belongs to the category of optically luminous FBOTs with similarities to the archetypal event AT2018cow. AT2020xnd shows luminous radio emission reaching $L_{\nu}\approx8\times10^{29}$ergs$^{-1}$Hz$^{-1}$ at 20GHz and $75$d post explosion, accompanied by luminous and rapidly fading soft X-ray emission peaking at $L_{X}\approx6\times10^{42}$ergs$^{-1}$. Interpreting the radio emission in the context of synchrotron radiation from the explosion's shock interaction with the environment we find that AT2020xnd launched a high-velocity outflow ($v\sim$0.1-0.2$c$) propagating into a dense circumstellar medium (effective $\dot M\approx10^{-3}M_{\rm{sol}}$yr$^{-1}$ for an assumed wind velocity of $v_w=1000$kms$^{-1}$). Similar to AT2018cow, the detected X-ray emission is in excess compared to the extrapolated synchrotron spectrum and constitutes a different emission component, possibly powered by accretion onto a newly formed black hole or neutron star. These properties make AT2020xnd a high-redshift analog to AT2018cow, and establish AT2020xnd as the fourth member of the class of optically-luminous FBOTs with luminous multi-wavelength counterparts., Comment: 21 pages, 6 figures, 6 tables. Neutron star mergers produce a substantial amount of fast-moving ejecta, expanding outwardly for years after the merger. The interaction of these ejecta with the surrounding medium may produce a weak isotropic radio remnant, detectable in relatively nearby events. We use late-time radio observations of short duration gamma-ray bursts (sGRBs) to constrain this model. Two samples of events were studied: four sGRBs that are possibly in the local (<200 Mpc) universe were selected to constrain the remnant non-thermal emission from the sub-relativistic ejecta, whereas 17 sGRBs at cosmological distances were used to constrain the presence of a proto-magnetar central engine, possibly re-energezing the merger ejecta. We consider the case of GRB~170817A/GW170817, and find that in this case the early radio emission may be quenched by the jet blast-wave. In all cases, for ejecta mass range of M_ej \lesssim 10^{-2} (5 * 10^{-2}) M_sun, we can rule out very energetic merger ejecta E_ej \gtrsim 5 * 10^{52}(10^{53}) erg, thus excluding the presence of a powerful magnetar as a merger remnant., Comment: 13 pages, 8 figures, 3 tables. Electrons at relativistic speeds, diffusing in magnetic fields, cause copious emission at radio frequencies in both clusters of galaxies and radio galaxies, through the non-thermal radiation emission called synchrotron. However, the total power radiated through this mechanism is ill constrained, as the lower limit of the electron energy distribution, or low-energy cutoffs, for radio emission in galaxy clusters and radio galaxies have not yet been determined. This lower limit, parametrized by the lower limit of the electron momentum - pmin - is critical for estimating the energetics of non-thermal electrons produced by cluster mergers or injected by radio galaxy jets, which impacts the formation of large-scale structure in the universe, as well as the evolution of local structures inside galaxy clusters. The total pressure due to the relativistic, non-thermal population of electrons is critically dependent on pmin, making the measurement of this non-thermal pressure a promising technique to estimate the electron low-energy cutoff. Due to their relation to massive stars, long-duration gamma-ray bursts (GRBs) allow pinpointing star formation in galaxies independently of redshift, dust obscuration, or galaxy mass/size, thus providing a unique tool to investigate the star-formation history over cosmic time. About half of the optical afterglows of long-duration GRBs are missed due to dust extinction, and are primarily located in the most massive GRB hosts. In order to understand this bias it is important to investigate the amount of obscured star-formation in these GRB host galaxies. Radio emission of galaxies correlates with star-formation, but does not suffer extinction as do the optical star-formation estimators. We selected 11 GRB host galaxies with either large stellar mass or large UV-/optical-based star-formation rates (SFRs) and obtained radio observations of these with the Australia Telescope Compact Array and the Karl Jansky Very Large Array. Despite intentionally selecting GRB hosts with expected high SFRs, we do not find any star-formation-related radio emission in any of our targets. Our upper limit for GRB 100621A implies that the earlier reported radio detection was due to afterglow emission. We do detect radio emission from the position of GRB 020819B, but argue that it is in large parts, if not all, due to afterglow contamination. Half of our sample has radio-derived SFR limits which are only a factor 2--3 above the optically measured SFRs. Using data taken as part of the Bluedisk project we study the connection between neutral hydrogen (HI) in the environment of spiral galaxies and that in the galaxies themselves. We measure the total HI mass present in the environment in a statistical way by studying the distribution of noise peaks in the HI data cubes obtained for 40 galaxies observed with WSRT. We find that galaxies whose HI mass fraction is high relative to standard scaling relations have an excess HI mass in the surrounding environment as well. Gas in the environment consists of gas clumps which are individually below the detection limit of our HI data. These clumps may be hosted by small satellite galaxies and\or be the high-density peaks of a more diffuse gas distribution in the inter-galactic medium. We interpret this result as an indication for a picture in which the HI-rich central galaxies accrete gas from an extended gas reservoir present in their environment., Comment: 15 pages, 13 figures. GRB 130925A is a peculiar event characterized by an extremely long gamma-ray duration ($\approx$7 ks), as well as dramatic flaring in the X-rays for $\approx$20 ks. After this period, its X-ray afterglow shows an atypical soft spectrum with photon index $\Gamma$$\sim$4, as observed by Swift and Chandra, until $\approx 10^7$ s, when XMM-Newton observations uncover a harder spectral shape with $\Gamma$$\sim$2.5, commonly observed in GRB afterglows. We find that two distinct emission components are needed to explain the X-ray observations: a thermal component, which dominates the X-ray emission for several weeks, and a non-thermal component, consistent with a typical afterglow. A forward shock model well describes the broadband (from radio to X-rays) afterglow spectrum at various epochs. It requires an ambient medium with a very low density wind profile, consistent with that expected from a low-metallicity blue supergiant (BSG). The thermal component has a remarkably constant size and a total energy consistent with those expected by a hot cocoon surrounding the relativistic jet. We argue that the features observed in this GRB (its ultralong duration, the thermal cocoon, and the low density wind environment) are associated with a low metallicity BSG progenitor and, thus, should characterize the class of ultralong GRBs., Comment: 6 pgs, 3 figs, fig1 revised, ApJL in press

This paper is the first of a series describing the results of the Australia Telescope Hubble Deep Field South (ATHDFS) radio survey. The survey was conducted at four wavelengths - 20, 11, 6, and 3 cm, over a 4-year period, and achieves an rms sensitivity of about 10 microJy at each wavelength. We describe the observations and data reduction processes, and present data on radio sources close to the centre of the HDF-S. We discuss in detail the properties of a subset of these sources. The sources include both starburst galaxies and galaxies powered by an active galactic nucleus, and range in redshift from 0.1 to 2.2. We present the results of a radio variability study of the gravitational lens PMN J1838-3427. Our motivation was to determine the Hubble constant by measuring the time delay between variations of the two quasar images. We monitored the system for 4 months (approximately 5 times longer than the expected delay) using the Australia Telescope Compact Array at 9 GHz. Although both images were variable on a time scale of a few days, no correlated intrinsic variability could be identified, and therefore no time delay could be measured. Notably, the fractional variation of the fainter image (8%) was greater than that of the brighter image (4%), whereas lensed images of a point source would have the same fractional variation. This effect can be explained, at least in part, as the refractive scintillation of both images due to the turbulent interstellar medium of the Galaxy., Comment: To appear in AJ (8 pages, including 4 figures)

The Southern Galactic Plane Survey (SGPS) is an HI and 1.4-GHz continuum survey of the 4th quadrant of the Galaxy at arcmin resolution. We present here results on linearly polarized continuum emission from an initial 28-square-degree Test Region for the SGPS, consisting of 190 mosaiced pointings of the Australia Telescope Compact Array, and covering the range 325.5 < l < 332.5, -0.5 < b < +3.5. Complicated extended structure is seen in linear polarization throughout the Test Region, almost all of which has no correlation with total intensity. We interpret the brightest regions of polarized emission as representing intrinsic structure in extended polarization, most likely originating in the Crux spiral arm at a distance of 3.5 kpc; fainter polarized structure is imposed by Faraday rotation in foreground material. Two large areas in the field are devoid of polarization. We argue that these voids are produced by foreground HII regions in which the magnetic field is disordered on scales of ~0.1-0.2 pc.
