Although affluent democracies experienced family policy expansion, there are remarkable country differences. Whilst some countries focus on policies supporting the male breadwinner model such as family allowances, others prioritise gender equality supporting public childcare. We explain this variation by arguing for governments as key actors in parliamentary democracies and test two sets of explanations: party ideology and women's representation. Our error correction models covering 16 affluent parliamentary democracies between 1991 and 2015 reveal that non-left rather than left parties matter for family policy. Secular centre and Christian-Democratic parties promote father-specific leave, whilst secular right parties reduce spending on childcare and family allowances as well as father-specific leave. The share of female ministers is associated with higher childcare expenses, and instead of women's share, the gender of the family affairs minister affects father-specific leave expansions. Die Gleichstellung von Männern und Frauen sowie die Aufteilung von Erwerbs- und Familienarbeit ist keine rein private und individuelle Entscheidung. Vielmehr trägt die staatliche Familienpolitik maßgeblich zu bestimmten Verhaltensweisen bei, indem sie z.B. die Entscheidung darüber, wer arbeitet und wer sich um die Familie kümmert, begrenzt bzw. ermöglicht. Der Weltfrauentag bietet einen guten Anlass, der Frage nachzugehen, wie sich die österreichische Familienpolitik zur Vereinbarkeit von Beruf und Familie im internationalen Vergleich schlägt und wo es eventuell Defizite gibt. Deshalb möchten wir im vorliegenden Policy Brief auf den Zusammenhang zwischen der österreichischen Familienpolitik und anhaltenden Geschlechterungleichheiten aufmerksam machen sowie Österreich international in Bezug auf wichtige familienpolitische Instrumente einordnen, die zur Gleichstellung von Männern und Frauen beitragen, um darauf aufbauend angemessene Politik- und Handlungsoptionen zur tatsächlichen sozioökonomischen Gleichstellung von Mann und Frau zu entwickeln. Hierbei kommen vor allem die folgenden Maßnahmen in Betracht:1. Rechtsanspruch auf Ganztagesbetreuung für Kinder ab dem vollendeten ersten Lebensjahr2. Gleichmäßige Aufteilung einer gutbezahlten Karenzzeit auf Mütter und Väter3. Stärkere Aufnahme von Instrumenten zur Vereinbarkeit von Beruf und Familie in Kollektivverträge bzw. mehr Verantwortung durch ArbeitgeberInnen. published

This article analyses the interplay of public and occupational work‒family policies in institutionally different countries (Austria, Denmark, Italy and United Kingdom). Most of the existing studies do not analyse public and occupational family policy in conjunction, although this is necessary for a comprehensive understanding of family policy, and therefore the article adds knowledge on work-family policy and the interplay of public and occupational based approaches. Based on a diverse case selection strategy and using comparative information from European statistics, surveys and reports, the crowding-out hypothesis is excluded, but no one consistent relationship is found for all countries. Instead, the article adds to existing knowledge that the country-specific public-private mix depends on the institutional context (e.g. public family policy) and industrial relations.

Although studies have examined the distribution and conditions of employer‐provided work–family arrangements, we still lack a systematic investigation of how these vary for different countries and industries. Based on the European Working Conditions Survey 2010, this study examines the conditions under which firms provide family‐friendly working time arrangements and what the differences are across four countries (Austria, Denmark, Italy and the UK) and four industries. The impact of employee representatives, employee involvement, manager support and female managers varies across countries and industries because of the institutional environment (prevailing family model, industrial relations) and workforce composition (gender). The impact of employee representatives depends on their co‐determination rights, and the direction of their effect on the prevailing family model (e.g. negative in conservative countries such as Austria) and the gender composition of the workforce (negative in male‐dominated production, but positive in services). Employee involvement in the work organization is significantly positive in Austria and Denmark (both with co‐operative industrial relations), while manager support has the strongest effect in the UK (liberal regime). At the industry level, female supervisors are positively associated with family‐friendly working time arrangements only in the male‐dominated production industry. These findings suggest that the effects of agency variables and their direction vary depending on the institutional context.

Betriebliche Weiterbildung ist vor dem Hintergrund lebenslangen Lernens wichtig für alle Beschäftigten. Für eine arbeitnehmergerechte Weiterbildung muss der Betriebsrat an Prozessen beteiligt werden. Damit Betriebsratsmitglieder im System betrieblicher Weiterbildung motiviert und sachkundig handeln können, brauchen sie externe Unterstützung. Ausgehend von unterschiedlichen Typen des Umgangs von Betriebsräten mit Weiterbildung stellt die Studie Unterstützungsformate in Deutschland und Österreich sowie die Erfahrungen von Betriebsräten und Anbietern vor. Sie plädiert für ein dauerhaftes, bereites, variables Unterstützungsangebot, das regional und branchenspezifisch vernetzt ist.

Der vorliegende Text stellt die erweiterte Fassung eines von Carola Iller auf der Tagung "Lernort Betrieb - wo die Bildung weiter geht! Innovation, Qualifikation und Partizipation durch betriebliche Weiterbildung" gehaltenen Vortrages dar. Die Tagung fand am 26. "Basic public pension schemes and cut backs in earnings-related public pensions led to an increasing role of supplementary pensions such as pension funds for old-age incomes. In addition to demographic changes that challenge public pensions, private pensions face financial market risks. To what extent are the scope of pension fund capitalism and the impact of financial crises on pension funds related to different institutional arrangements? Given that different production regimes reflect different pension systems, we expect systematic diversities with regard to the public-private pension mix and the specific design of supplementary pensions. These varieties should be mirrored in different forms of vulnerability of pension funds to financial market crises. We hypothesize a higher scope of pension fund capitalism and vulnerability to financial market crises in countries with predominant market-based coordination mechanisms and short term strategies on financial markets (i.e. Liberal Market Economies)."
