25. Embedding expert systems in semi-formal domains : examining the boundaries of the knowledge base

Abstract

This thesis examines the use of expert systems in semi-formal domains. The research identifies the main problems with semi-formal domains and proposes and evaluates a number of different solutions to them. The thesis considers the traditional approach to developing expert systems, which sees domains as being formal, and notes that it continuously faces problems that result from informal features of the problem domain. To circumvent these difficulties experience or other subjective qualities are often used but they are not supported by the traditional approach to design. The thesis examines the formal approach and compares it with a semiformal approach to designing expert systems which is heavily influenced by the socio-technical view of information systems. From this basis it examines a number of problems that limit the construction and use of knowledge bases in semi-formal domains. These limitations arise from the nature of the problem being tackled, in particular problems of natural language communication and tacit knowledge and also from the character of computer technology and the role it plays. The thesis explores the possible mismatch between a human user and the machine and models the various types of confusion that arise. The thesis describes a number of practical solutions to overcome the problems identified. These solutions are implemented in an expert system shell (PESYS), developed as part of the research. The resulting solutions, based on non-linear documents and other software tools that open up the reasoning of the system, support users of expert systems in examining the boundaries of the knowledge base to help them avoid and overcome any confusion that has arisen. In this way users are encouraged to use their own skills and experiences in conjunction with an expert system to successfully exploit this technology in semi-formal domains.

Abstract

Research on IS solutions for environmental sustainability have evolved to a modest, but firm body of knowledge. Despite this progressive understanding about the potential of IS in enabling environmental sustainability, our academic practices seem widely unaffected by these insights. The way we do research or conduct teaching is rarely influenced by sustainability considerations. For example, before the pandemic many of us belonged to a hypermobile group that travelled 5-6 times more than the average employee. Our research is also often not aligned with environmental goals. We research digital technologies without sufficiently acknowledging the significant amounts of resources they consume. Similarly, our teaching often focuses on the effective development and use of information systems; however, rebound, second order, or spillover effects are barely covered. Based on these observations we raise the question: Are we practicing enough of what we preach? While recognizing several efforts of IS researchers, we can no longer ignore the ‘environmental elephant in the room’. In our panel report, we discuss the status-quo and ideas to improve the environmental and societal impact of our academic practices and present three ideas to move forward: Leverage virtualization and limit air travel, overhaul teaching curricula, and recalibrate incentives and evaluation regimes.

Abstract

The world faces wicked inequalities in global digital access, with nearly half of the world population (3,6 billion people) outside the connected world. The digital public goods (DPG) agenda envisions the rapid scaling and reach of information systems which can be easily implemented in a range of new contexts, to solve problems facing the most vulnerable in society. However, there is limited empirical data and theoretical knowledge to support how DPGs may facilitate or inhibit development outcomes. This panel will challenge ECIS attendees by bringing practitioners and academics together to address urgent questions about DPGs for sustainable development and showcase potential solutions toward sustainable digital futures for all. Abstract

1. Introduction For apparently intuitive reasons, many EU regulations and policies in the area of technology and communications are intended to be "technology neutral". They typically require that "national regulatory [...], This paper reviews the arguments for technology neutral e-identity policies. It uses the recent experience of identity policy in the UK, as well as a consideration of technological developments, to distinguish between two perspectives on technology neutral policies: legal and technological. Whilst the legal perspective on technology neutrality is intended to provide legal certainty, it fails to address discontinuous technological developments such as zero-knowledge systems and risk based assessments of identity and attribute claims. These are transforming the basis of identity policies and highlight the challenges of proposing technology neutral identity policies in law. The paper then applies the technological critique of technology neutrality to review a recent study on identity, authentication and signature policy in the EU.
