Abstract

This paper presents a cross-layer protocol (IRIS) designed for long-range pipeline Wireless Sensor Networks with extremely low power budget, typically seen in a range of monitoring applications. IRIS uses ping packets initiated by a base station to travel through the multi-hop network and carry monitoring information. The protocol is able to operate with less than 1% duty cycle, thereby conforming to ISM band spectrum regulations in the 868MHz band. The duty cycle can be flexibly configured to meet other regulations/power budgets as well as to improve the route forming performance. Simulation results show guaranteed route formation in different network topologies with various protocol configurations. System robustness against unreliable wireless connections and node failures are also demonstrated by simulations.

14. Logs or permits? Forestry land use decisions in an emissions trading scheme.

Abstract

Negative carbon emissions options are required to meet long‐term climate goals in many countries. One way to incentivise these options is by paying farmers for carbon sequestered by forests through an emissions trading scheme (ETS). New Zealand has a comprehensive ETS, which includes incentives for farmers to plant permanent exotic forests. This research uses an economy‐wide model, a forestry model and land use change functions to measure the expected proportion of farmers with trees at harvesting age that will change land use from production to permanent forests in New Zealand from 2014 to 2050. We also estimate the impacts on carbon sequestration, the carbon price, gross emissions, GDP and welfare. When there is forestry land use change, the results indicate that the responsiveness of land owners to the carbon price has a measured impact on carbon sequestration. For example, under the fastest land use change scenario, carbon sequestration reaches 29.93 Mt CO2e by 2050 compared to 23.41 Mt CO2e in the no land use change scenario (a 28% increase). Even under the slowest land use change scenario, carbon sequestration is 25.89 Mt CO2e by 2050 (an 11% increase compared with no land use change). This is because, if foresters decide not to switch to permanent forests in 1 year, carbon prices and ultimately incentives to convert to permanent forests will be higher in future years. Abstract

This paper documents Version 1.0 of the Climate PoLicy ANalysis (C-PLAN) model and presents results for the model's baseline and a policy scenario. The C-PLAN model is a global, recursive dynamic computable general equilibrium (CGE) model tailored to the economic and emissions characteristics of New Zealand. Distinguishing features in the model include methane-reducing technologies for livestock, bioheat from forestry residues, and explicit representation of output-based allocations of emissions permits. The model was built for New Zealand Climate Change Commission (CCC) to inform policy advice provided to the government. The computer code for the model and instructions for reproducing results used by the CCC are publicly available. It is hoped that the C-PLAN model will assist transparency in setting climate policies, help build capacity for climate policy analysis, and ultimately set the foundations for future climate policy initiatives in New Zealand and other countries.

24. A time motion analysis of bouldering style competitive rock climbing

Abstract

Limited research has been performed on competitive bouldering. The aim of this study was to quantify the movement dynamics of elite boulder climbers. Six climbers were filmed during a national competition consisting of 5 novel climbing problems or routes. Two problems were randomly selected and film footage was analyzed using Kandle Swinger Pro software to determine type and duration (seconds) of bouldering movements. All subjects provided consent, and the study had ethical approval. The mean [+ or -] SD were determined for number of attempts per problem, duration of attempt, time on hold, and time to reach between holds. Exercise:recovery ratios were also calculated. On average, climbers attempted a problem 3.0 [+ or -] 0.5 times, with an attempt lasting 28.9 [+ or -] 10.8 seconds and rest periods of 114 [+ or -] 31 seconds between attempts. Average time gripping holds was 7.9 [+ or -] 1.3 seconds, with approximately 0.5 [+ or -] 0.1 seconds recovery between reaching for holds. The exercise-to-recovery ratio was ~1:4 for attempting a problem and ~13:1 for forearm muscles during climbing. The exercise-to-recovery ratios allow sufficient time for recovery during and after a problem. However, the prolonged contraction of forearm muscles indicates the importance of strength and endurance in these muscles. Video analysis was found to be a useful tool for the quantification of movement characteristics of competitive elite boulders. Data collected could be utilized in the design of sport-specific tests and training programs. Future research could examine a larger number of athletes and problems and help develop performance tests and training interventions for bouldering. The UK construction economy is forecast to grow by around 2.1% in 2000 and 2.4% in 2001. However, there will be significant variation between construction sectors. Increased government funding for run-down schools and hospitals will assist the public non-residential repair and maintenance sector, which is forecast to expand by 2% in 2000 and a further 2% in 2001. Abstract

As New Zealand charts its course toward a low-emissions economy, the quality of energy-sector and multi-sector modelling is becoming increasingly important. This paper outlines why models are useful for answering complex questions, provides a stocktake of energy-sector and multi-sector models used for climate change mitigation modelling in New Zealand, and makes suggestions for improving future modelling work. While New Zealand is fortunate to have a range of different modelling tools, these have historically been used in a sporadic and ad hoc way, and underlying datasets are deficient in some areas. As the foundation for a more strategic development of New Zealand’s modelling capability, this paper profiles some of the energy-sector and multi-sector models and datasets currently applied in New Zealand. New Zealand’s modelling capability could be strengthened by collecting and sharing data more effectively; building understanding of underlying relationships informed by primary research; creating more collaborative and transparent processes for applying common datasets; increasing international collaboration; and conducting more integrated modelling across environmental issues. These improvements will require strategic policies and processes for refining model development; providing increased, predictable and sustained funding for modelling activities, underlying data collection and primary research; and strengthening networks across modellers inside and outside of government. Many of the suggested improvements could be realised by creating an integrated framework for climate change mitigation modelling in New Zealand. This framework would bring together a suite of models and a network of researchers to assess climate change mitigation policies regularly. Core elements of the framework would include a central repository of data, input assumptions and scenarios, and a “dashboard” that synthesises results from different models to allow decision-makers to understand and apply the insights from the models more easily.

Abstract

New Zealand faces the challenge of using our land in ways that are not only resilient to future pressures and sustain our rural communities but also enhance our natural environment. For the public and private sectors to make robust land-use decisions under uncertainty, high-quality modelling tools and data are essential. The drivers of land-use decisions are complex and models provide a structured methodology for investigating these. While New Zealand is fortunate to have a range of different modelling tools, these have historically been used in a sporadic and ad hoc way, and underlying datasets are deficient in some areas. As the foundation for more strategic development of New Zealand’s modelling capability, this paper profiles the main land-sector and farm- and production-related models and datasets currently applied in New Zealand. It also explores priority policy areas where modelling is needed, such as achieving emission reduction targets; managing freshwater, biodiversity and soil quality; and understanding the distributional impacts of policy options as well as climate change. New Zealand’s modelling capability could be strengthened by collecting and sharing land-use data more effectively; building understanding of underlying relationships informed by primary research; creating more collaborative and transparent processes for applying common datasets, scenarios and assumptions, and conducting peer review; and conducting more integrated modelling across environmental issues. These improvements will require strategic policies and processes for refining model development, providing increased, predictable and sustained funding for modelling activity and underlying data collection and primary research, and strengthening networks across modellers inside and outside of government.

The UK's top 50 housebuilders and contractors saw turnover rise by 20% in 1998 from 1997 to 35 billion pounds sterling, with pre-tax profit rising by 30% to 1.6 billion pounds sterling. Average housebuilding operating margins rose to almost 12%, from 10% in 1997, while contracting margins were an average of 1.3%, from 1%. The leading contractors and housebuilders by 1998 turnover were Amec, Tarmac and Bovis Construction, while the leaders by pre-tax profit were Tarmac, Berkeley and Taylor Woodrow.
