The Constitution of the Republic of South Africa states that public servants must deliver services to improve the general welfare of the citizens. The public servants therefore have a duty to the citizens to deliver effective and efficient public services that will be to the satisfaction of the citizens to improve their well-being. However, this is not the case since service delivery protests have become the norm, with citizens regularly protesting about the services received from the various municipalities. Citizens are not happy about the level of service delivery received and therefore take to the streets to render their unhappiness. The City of Tshwane Metropolitan Municipality is no exception, as service delivery protests have also plagued the municipality and during 2016, the media referred to the protests as Tshwane burning. The municipal frontline staff are at the coalface of service delivery and are often the only public servants that the citizens come into contact with. The municipal frontline staff deliver services to the public on a daily basis and should possess the necessary knowledge, skills, behaviours, attitudes and competencies to deliver professional services. This article will describe what the Customer Care Consultants think should be included in the design of an essential model for training and development for Customer Care Consultants at the City of Tshwane, as they are at the forefront of service delivery. It does so by drawing on an extensive case study using a qualitative questionnaire to explore the views and perceptions of the municipal frontline staff. The article seeks to add to the body of knowledge by critically analysing the views provided by the Customer Care Consultants on the content for a training and development model for Customer Care Consultants at the City of Tshwane. This study reports on research undertaken for the author's doctoral research conducted during 2018 and culminates in a training and development model for municipal frontline staff.

Dietary supplementation with arginine (Arg) or glutamine (Gln) has been considered as an option to improve nursing performance in reproductive sows. This study investigated whether a low-level supplementation of Arg or Gln or a blend of both could modify milk nutrients and improve piglets' growth beyond weaning. Seventy-two multiparous sows were assigned to four groups: one group fed a control diet, three treatment groups fed the control diet supplemented with either 0.35% Arg, 0.35% Gln, or both, from day 108 of gestation until weaning at day 26 of lactation. Immediately after birth, the litters were cross fostered to 13 piglets and monitored until 2 wk after weaning. Sows body condition and litter growth were assessed. Colostrum and milk samples were collected for nutrient analyses. Plasma concentrations of insulin-like growth factor 1 (IGF-1) around weaning were determined in sows and two representative piglets per litter. Supplementing Gln or the combination of Arg and Gln had no effect on the parameters studied. Arg supplementation increased weaning weight, while decreasing the variation of piglet weights 2 wk after weaning. There was no correlation with plasma IGF-1 since the hormone was not altered in sows or piglets. The colostral concentration of fat tended to increase in the Arg-group, whereas protein, lactose, energy, and polyamine concentrations remained unaffected. Milk samples obtained on day 12 and 25 of lactation were not influenced by dietary treatment. The data indicate that there might be a window of opportunity, explicitly at the onset of lactation, for dietary intervention by maternal dietary Arg supplementation. [ABSTRACT FROM AUTHOR]

In the aftermath of international emergencies caused by natural disasters or armed conflicts, strong needs exist for psychosocial support on a large scale. Psychologists have developed and applied frameworks and tools that have helped to alleviate suffering and promote well-being in emergency settings. Unfortunately, psychological tools and approaches are sometimes used in ways that cause unintended harm. In a spirit of prevention and wanting to support critical self-reflection, the author outlines key issues and widespread violations of the do no harm imperative in emergency contexts. Prominent issues include contextual insensitivity to issues such as security, humanitarian coordination, and the inappropriate use of various methods; the use of an individualistic orientation that does not fit the context and culture; an excessive focus on deficits and victimhood that can undermine empowerment and resilience; the use of unsustainable, short-term approaches that breed dependency, create poorly trained psychosocial workers, and lack appropriate emphasis on prevention; and the imposition of outsider approaches. These and related problems can be avoided by the use of critical self-reflection, greater specificity in ethical guidance, a stronger evidence base for intervention, and improved methods of preparing international humanitarian psychologists.
