The Coalition of Open Access Policy Institutions (COAPI, https://sparcopen.org/coapi ) is committed to sharing information and resources to assist in the development and implementation of institutional Open Access (OA) policies. The COAPI Toolkit includes a diverse collection of resources that COAPI members have developed in the course of their OA policy initiatives. These resources are openly accessible and published here under Creative Commons Attribution 4.0 licenses, unless otherwise noted on the resources themselves.

Clemson University is a medium-sized public land-grant institution located in the Upstate region of South Carolina. The University adopted an electronic thesis and dissertation program in 2006. In the initiative's first iteration, ETDs were submitted by students through the Graduate School to ProQuest. ProQuest then transmitted metadata and ETD PDFs to the library, where they were archived in a home-grown open access database. In 2013, the Libraries migrated this database to a newly launched DigitalCommons- supported institutional repository. The confluence of a new institutional repository, new leadership in both the Libraries and the Graduate School, and impending data management and public access policies emanating from major funding agencies prompted us to reflect on both the data management needs of our students and faculty, as well as the end users of our open access ETDs.To that end, Clemson University Librarians conducted two surveys. First, in late 2012, Librarians surveyed Clemson graduate students and faculty to better understand their data management needs. Respondents were asked fifteen questions about the type, size and storage methods of the data they generated through research conducted at the university. The results were used internally, to help guide policy decisions and develop infrastructure and services to assist our community in managing their research data. The results, though potentially applicable to other institutions, have not been previously shared publicly.Additionally, one might argue that a thesis or dissertation is more than a project. It is an affirmation that the graduate can participate in, and meaningfully contribute to, the scholarly dialog in his or her field. With this understanding, the end-users of theses and dissertations become key to the progression of the scholarly dialog. Much literature and anecdotal evidence has indicated that theses and dissertations are among the top used items in institutional repositories. However, little is known about who these end users are, and what value they are deriving from electronic theses and dissertations.Clemson Librarians ran a second survey, which concluded in December of 2015 to provide a snapshot of the users of its theses and dissertations. The “1-minute survey” asks researchers to identify their primary role, the reason they are downloading a thesis or dissertation, and whether or not they were aware that graduate students produced the research. In addition, the IP addresses of the respondents give us an insight into their country of origin.Taken in combination, these surveys give a broad overview of the infrastructure needs of ETD authors, as well as the perspectives of ETD end-users. At Clemson, as we begin to make policy decisions related to our ETD initiative, these surveys will provide valuable guidance, as well as applicability beyond our institution.

Profile of a Merger: In 2009, the dean of libraries and the director of the university press at Utah State University proposed a departmental merger to their central administration. They argued that through restructuring reporting lines so that the press became a department of the library at least three important benefits could be achieved. First, the central administration was at the time hoping to cut costs by consolidating operations in various parts of the university; merging the staff reporting lines of the university press into the library offered an opportunity for consolidation. Secondly, integrating the press into the library promised it some relief from the structural vulnerability it had suffered historically as a department among “other instructional activities” reporting directly to the provost. And for the university library, to move the press into a structural collaboration would bring an established publisher of e-books into the library, representing a steady source of book-length content for the digital institutional repository that the library was consciously building. In short order, and spurred by the impacts of the Great Recession on higher education, the merger was approved.

The Open Access Initiatives at Utah State University are tightly integrated with our collection development goals, and perhaps more importantly, our budget. Our collections budget provides financial support for our Bepress DigitalCommons repository, as well as funding to support our faculty authors who choose to publish in author-pays OA journals. While we recognize the important service provided by traditional publishers, our hope for the long run is to change the conversation in our library-publisher relationships such that we may eventually have remaining funds to provide even more resources to our University community. This presentation will explore the keys to the development and implementation of our recently adopted rights-based Open Access Policy, the administration of our Open Access publication fund, and the collection development goals and financial contributions that support these initiatives.

Utah State University Libraries hosts a thriving institutional repository, DigitalCommons@USU. The Library and Physics department developed a partnership to transcend traditional repository structures and emphasizes faculty research groups within the department. This poster session highlights the features of the University's repository and describes what is required to establish a similar structure at an academic institution. We anticipate several long-term benefits of this new structure, which benefits students, the department, and the library.

The rise of electronic publication has irrevocably transformed the ways we share research with colleagues. We are now able to share our research faster and more cheaply than ever before. However, although the electronic dissemination of research allows us to dispense with materials, printing, and distribution costs, the prices of many scholarly journals have skyrocketed. This situation creates barriers between your research and the researchers who need access to your work. Scholarly Communication Librarian, Andrew Wesolek, will explore the response to this crisis in scholarly communication; specifically, Open Access publication models. The presentation will cover the basics of Open Access, why it is necessary, and how it is transforming scholarly communication. Light Refreshments will be provided.

The rise of electronic publication is irrevocably altering the landscape of scholarly communication. Discussions of electronic modes of publication typically focus on new business models, open access, OAI protocols, and retaining the authority of the peer review process in a world increasingly relying on crowdsourcing. This presentation focuses on a less-discussed but very fundamental aspect of the epub revolution in scholarly communication: the evolution of codex-based monographs, and articles to the next form. We survey how university libraries and presses are pushing the boundaries of traditional scholarly monographs and articles, giving us a sneak preview, perhaps, of what scholarly communication will look like in the “post book” era.
